How to decipher the number of the traffic police fine

What is the resolution number? Until 2014, numbering consisted not only of numbers, but also letters. This made the payment procedure very difficult.

Because of this, we switched to the UIN system when paying a fine - a unique accrual identifier. This system is more universal and does not cause difficulties.

In the image below you can see what the appearance of the traffic police department looks like.

The UIN is a sequence of 20 digits. Each of them is called a category and means the following:

  1. Digit 1-3 displays the code of the chief administrator of state budget revenues. The number of the resolution must begin with the number 188. This is the code assigned by the Ministry of Internal Affairs of the Russian Federation.
  2. Digit 4 indicates the code of the traffic police department.
  3. Digit 5 – fee code for administrative penalties.
  4. Digit 6 – type of document. The value “0” is applied if printed forms were used; “1” - if the violation was recorded by a photo or video camera; “2” - if hardware and software were involved; “3” - if the violation was registered manually by a traffic police inspector; “4” - if the decision was made by the court.
  5. Digits 7-8 indicate the region code.
  6. Category 9-10 - indicate the year when it was decided to fine the violator.
  7. Digits 11-14 indicate the month and day of the decision.
  8. Category 15-19 is a personal serial number, which is independently given by the traffic police departments. It shouldn't be repeated.
  9. Digit 20 is the control digit of the UIN.

To make it easier to understand, let's look at an example . The resolution has the number 18820121170502123452. The number can be divided into blocks for ease of perception: 188-2-0-1-21-17-05-02-12345-2.

Each category means the following:

  • 188 – payment is sent to the revenues of the Ministry of Internal Affairs of the Russian Federation;
  • 2 – code assigned to the traffic police department;
  • 0 is an administrative fine;
  • 1 – the violation was recorded by a camera;
  • 21 – region code, in this case the Chuvash Republic;
  • 17 – 2021;
  • 05 – month of May;
  • 02 – day of the month;
  • 12345 – the resolution has this serial number;
  • 2 – category UIN.

As a result, it turns out that the violation was committed in Chuvashia on May 2, 2017 and it was recorded by a camera.

As you can see, everything is quite simple. If you know the number of the traffic police fine, it will not be difficult to decipher it .

Payment of traffic fines with a 50% discount

In accordance with the Federal Law of the Russian Federation dated December 22, 2014 N 437-FZ, amendments have been made to the Code of Administrative Offenses, which allow, from January 1, 2021, to pay a fine for violating the Traffic Rules in the amount of half the amount of the fine imposed.

Part 1.3 has been added to Article 32.2 with the following text:

1.3. When an administrative fine is paid by a person held administratively liable for committing an administrative offense provided for in Chapter 12 of this Code, with the exception of administrative offenses provided for in Part 1.1 of Article 12.1, Article 12.8, Parts 6 and 7 of Article 12.9, Part 3 of Article 12.12, Part 5 of the Article 12.15, part 3.1 of article 12.16, articles 12.24, 12.26, part 3 of article 12.27 of this Code, no later than twenty days from the date of the decision to impose an administrative fine, an administrative fine may be paid in the amount of half the amount of the imposed administrative fine. We find out by the resolution number what the fine is for

Sometimes situations happen when the car owner does not remember why he received a “letter of happiness”. The letter takes some time, and the driver may simply forget about committing an administrative offense.

To pay a fine, you need to find out why it was issued. To do this, you need to study the resolution that is sent along with the receipt.

The following information should be thoroughly checked:

  • first and last name of the citizen who committed the offense;
  • his passport details;
  • the place where the violation was committed;
  • date and exact time;
  • a photograph from the scene of the violation, where the license plate number of the car is clearly visible;
  • details of the offence;
  • reference to the article and law in accordance with which the monetary penalty was imposed.

To find out why a fine was imposed, you need to know the format of the resolution number. This will be discussed below.

How to find out fines through State Services

Even the most experienced driver with a long accident-free driving record can receive a fine for speeding, not wearing a seat belt, or unreadable license plates.

It happens that the driver can find out about the payment for the committed offense only when the bailiffs block bank accounts or send a writ of execution to the place of official employment.

To avoid such unpleasant moments, you should periodically check the absence or presence of unpaid obligations under official decrees. The easiest way to do this is through your personal account on the State Services portal.

Pros and cons of using the State Services website to check for traffic police fines

Creating an account on the portal is not difficult.
There are far fewer disadvantages than advantages. So, to view sanctions on a car, you will need a verified account on the portal. You only need to create an account and verify your identity once. But then you can actively use the convenient capabilities of the platform for various bureaucratic procedures, which significantly saves the time and nerves of citizens; you just need to log in to the system.

The second obvious disadvantage is that the site often crashes. This is especially true for the possibility of online payment. If you need to pay off the debt as soon as possible in order to reduce the amount of the fine for the car, it is not always convenient to wait for the problems to be resolved at the State Services.

If there are interruptions on the site, you have to wait for a discount on fines to be provided

There are more advantages. The procedure for obtaining information is prompt and clear. You will only need to provide your personal information and attach information about the vehicle.

Information about fines is displayed immediately after sending an official request. You won’t have to wait long for an answer, fill out unnecessary applications or rummage through documents to find your Taxpayer Identification Number (TIN).

Payment of sanctions takes place as soon as possible

You also have the option of instant payment and receiving a confirmation receipt in your name. Of course, if there are no technical problems with the site at that moment.

Well, the most important advantage of the site is round-the-clock operational work. This fact saves a lot of time that would have to be spent filling out applications and calling services.

Step-by-step instructions on how to check traffic police fines for a car through State Services

Creating a personal account on the site is mandatory.
As mentioned earlier, you should take care of the issue of creating a valid account. Not all features of the service are available to unverified users.

  • By logging into your active profile using your login and password, the required field “Checking fines” is immediately displayed on the main page of the State Services website.
  • Detailed instructions for receiving the service will open. Here you should click on the “Get a service” field

The following are two ways to check for fines. The first of them is a check based on the data of the car or driver, for example, a driver’s license.

All required fields must be filled in correctly. Moreover, you can specify all this data in the profile itself. Then they will be included in the request automatically. The same scheme works with the addition of vehicles owned by a citizen.

Please note that you can only fill in personal information, without updating information about the car. In this case, you will receive information about sanctions from the traffic police for all vehicles registered in your name.

If you have received a letter containing a decision on an administrative violation, then you know the receipt number. It matches the resolution number. It is also called UIN. Using it, at State Services you can also check the need for payment by order of inspectors.

After filling out all the fields, click on the “Find fines” button. If everything is in order and you have not violated anything, the search engine will issue a notification that there are no fines. If there are unpaid obligations, you will see them listed in descending order by the date the offense was committed.

In the same section there is a “Payments” tab, where information about all payments of traffic police fines made through the use of the State Services service will be accumulated.

Possible difficulties when working with the portal

The main complaint from portal users is frequent failures in the service. This concerns, first of all, the ability to quickly pay the debt.

There are also delays in updating data. That is, the platform does not always issue all unpaid fines. Immediately after payment, do not expect that the resolution will be archived. It sometimes takes several business days to process your request.

When paying through State Services, you can get a 50% discount

Government services are much more efficient than bailiff services. Information about traffic police fines appears on the portal before you receive a letter sent by the services by mail. Taking into account the fact that if you pay in the first 15 days after committing an offense, you can save 50% of the fine, the need for using State Services increases.

Method 2. Find out traffic police fines on the State Services portal by STS number and license number

If you don’t trust third-party services, you can get information about fines on the Public Services portal. Below are detailed instructions.

To check the fine, you will need to enter the state number of the car once, the STS number or the resolution number. However, you will have to go through the registration procedure and provide your real data. Subsequently, after logging into the portal, the outstanding fines will be displayed automatically on the main page.

The first step is to register on the State Services portal www.gosuslugi.ru. Follow the link and click the “Registration” button.

How are fines checked?

To obtain information about the presence of fines from the traffic police, you can use two options:

  1. Enter information about the driver and vehicle.
  2. Use the receipt number. It must be taken from the resolution issued to the violator if a protocol is drawn up on the spot.

To check and find out traffic police fines through State Services, you need to follow a few simple steps. As a result, you will receive complete information about the presence of violations or their absence.

Step-by-step instructions for checking fines through State Services

Follow the sequence of steps on the government services website to see the availability of traffic police fines.

  1. Log in to your State Services account.
  2. Go to the main page and click on "Transport and Driving" and click on it.
  3. On the page, select “Find fines”, or follow the direct link https://www.gosuslugi.ru/10001/form?block=gibdd.
  4. Enter information about your driver's license if it is not listed in your personal account as an individual. This procedure must be performed if you want to search using vehicle or driver data.
  5. If you need to find traffic police fines through State Services by receipt number, then on the same page go to the “By receipt number” tab and enter its number.
  6. After entering information for the first or second option, click the “Find fines” or “Proceed to payment” button, respectively.

The system provides an answer almost immediately. If there are no penalties, the “No fines found” sign appears. If fines have been imposed, a list appears listing them. At the user's request, they can be sorted by statute of limitations.

What information can be extracted from the date and number of the traffic police resolution?

From the number of the traffic police resolution you can find out when the form was issued, which department of the traffic police issued it, as well as in what region.

The date allows you to see when it was issued.

The date of issue is also important information.

After all, some procedural deadlines are counted from it, namely:

  • The time for the decision to enter into legal force, which is ten days from the date of receipt of its copy by the driver;
  • The period for payment of the penalty is equal to two months from the date the document enters into legal force;
  • The grace period for payment of the fine is twenty days from the date of the decision.

Method 3. Checking fines on the official website of the traffic police by STS number and license number

This method is a compromise and will suit those who do not trust data from unofficial sources and those who do not want to go through the registration procedure. On the official website of the State Traffic Safety Inspectorate there is a service “Checking for unpaid fines based on vehicle data.”

The link will open a simple form. You will need to enter the vehicle's license plate number and registration certificate number. There is no verification of the fine by resolution number.
