This form of encoding did not require the use of a large format, but it did not comply with international standards. And after Russia signed the Vienna Convention on Road Traffic of 1968, a similar need arose.
That is why a new format was introduced that allows you to drive without international VP on the roads of countries participating in the Vienna Agreement.

On old paper VUs, department data is presented in a more accessible form. To find them, you don’t need to know the item number and the number of digits that need to be counted.
Certificates about the State Traffic Inspectorate department are indicated in the section “Issued by the State Traffic Safety Inspectorate of the Ministry of Internal Affairs-UVD” and then the full name of the city in which the VP was issued is written.
In addition, the information was duplicated on the seal that was placed on the document.
Purpose of the traffic police department code
The main purpose of traffic police codes is to protect documents from falsification. Along with the security function, the codes allow you to monitor the activities of numerous MREO branches and track statistical data.

This can be done by logging into your personal account in the ESIA system and opening the State Traffic Inspectorate page. Click on the “Contacts” item and enter the combination of numbers specified in the rights.
On old plastic cards
To see who issued the old-style plastic certificate, you need to look at the photograph, to the right of which there is a diamond-shaped figure, where information about the police department is entered.
