How to restore STS for a car

The restoration procedure is no different from registering a vehicle with the traffic police. Procedure:

  • collect a package of documents required for restoration - the owner’s passport, vehicle title, compulsory motor liability insurance policy;
  • fill out the MREO traffic police application form for re-registration, take the details for paying the state duty;
  • pay the state fee for the restoration of the SRO;
  • provide documents to the MREO inspector so that he can verify the VIN code of the vehicle;
  • provide the inspector with a receipt along with a check certifying payment of the state duty.

After this, you need to wait for another certificate to be provided. The driver needs to remember that driving a vehicle without an SRO entails administrative liability. Transport is delivered by tow truck. An alternative is to obtain a certificate from the police department about the theft of a document; if it is available, an administrative penalty will not be applied to the owner of the vehicle.

How to restore a car's registration certificate?

The procedure for restoring STS is actually simple. This is done through an application to the MREO - the traffic police department that carries out registration activities. You can restore a lost STS at any MREO at the place of residence, and not just at the place of registration (registration in the old way), and it is illegal to refuse to restore the certificate only on the basis that you did not apply according to registration.

How much does it cost to restore a lost STS?

There is no penalty for the very fact of losing a car registration certificate (as well as for a lost license, MTPL policy, PTS and similar documents). And you will only have to pay for restoration - more precisely, the issuance of a new certificate in the form of two state fees.

As of today, May 29, 2021, the cost of state fees for the issuance of a new SoRTS is 850 rubles: 500 rubles for issuing a new STS and 350 rubles for making a note in the PTS about changing the STS, and when submitting an application through the State Services portal (the submission procedure is below in a step-by-step instructions) and payment directly through the service receive a 30% discount.

The procedure for restoring STS step by step

So, if you have lost your STS, then to restore the lost certificate you need an application and a small number of documents. It can only be restored by the owner of the car - the one who was indicated in the lost STS. Let's talk about everything in order!

The procedure for restoring STS by contacting the traffic police

1. First of all, you must pay state fees of 500 and 350 rubles and do not forget or lose the payment receipt. Despite the fact that if you have lost your registration certificate, you can restore it in any city or region, you must pay state fees in the region of the Russian Federation where you will restore the STS.

2. Next, you need to collect the following package of documents into one folder or file:

  • passport of the car owner;
  • 2 receipts for payment of state duty;
  • PTS of the car.

3. With these three documents we come to the traffic police department of our choice. You can find a list of all traffic police departments on the official website of the service; to do this, first select your region, and then in the “Contacts” menu, click on the “Registration departments” submenu.

4. We write an application (application forms and samples to fill out are available in any branch) for the restoration of the registration certificate. Meanwhile, the application form is free, so you can write the application in advance from home, you just need to provide all the necessary data.

5. After some time, we come to receive a duplicate of the new registration certificate.

The procedure for restoring STS through State Services

Through the State Services portal, you can submit an application to restore your title without leaving your home, including paying the state fee.

1. Log in to the State Services website - https://gosuslugi.ru and log into your account

2. Next, from the main page, you need to hover your mouse over the “Service Catalog” menu item and select “Transport and Driving” from the drop-down menu.

3. In the window that opens, select “Vehicle registration”

4. Next you need to click on the item “Change registration data”

5. And finally, select the item “Receiving STS, PTS or registration plates to replace lost or unusable ones”

6. Select “Get a service” and go through the steps of receiving it step by step (or immediately follow the direct link directly to the application form).

Please note that the list of state fees is indicated, so to speak, “for all cases”; you will only need to pay for making changes to the PTS and issuing a new STS. Prices are already discounted.

Do I need to show the car for inspection to restore the STS?

No, to obtain a new registration certificate if you have lost your old one, you do not need to submit your car for inspection to the traffic police. If traffic police officers require this, then they are doing it illegally (clause 57 of the Administrative Regulations introduced by Order No. 605):

57. Changes in vehicle registration data related to the issuance of registration certificates, vehicle passports, vehicle registration plates, replacing lost ones, unsuitable for use, not meeting the requirements of the legislation of the Russian Federation or duly approved samples, or the validity period of which has expired, and also when replacing registration plates, due to their preservation, are carried out without inspecting the vehicle.

In addition, sometimes in practice, for some reason, they try to demand the following documents when restoring SoRTS due to loss:

  • OSAGO policy;
  • military ID;
  • driver's license.

The owner of the car also has no obligation to provide these documents. And, if this is required by an MREO employee, then you should receive a written refusal. If the application is not even accepted without these documents, then feel free to film it. If, nevertheless, you are refused, then to restore the STS you will have to go to court.

How to get STS for a car

The package of documents differs for vehicles purchased secondhand. Let's figure out what papers are required for each specific case.

The vehicle was purchased at a car dealership. After purchasing a car, you need to check the list of documents issued by its employees. They will be required to register the equipment with the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia:

  • PTS;
  • contract of sale;
  • an invoice reflecting the full cost of the car;
  • OSAGO certificate (issued at a car dealership. The owner of the car can issue a policy from the Insurance Company; it will be needed when registering for the STS);
  • identification card of the car owner;
  • a receipt certifying the fact of payment of the state duty.

By law, the driver is allowed to drive without license plates for 10 days from the date of purchase. An employee of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia is presented with a sales contract and an invoice reflecting the full cost of the car. If the vehicle was purchased secondhand, you need to have the following package of documents with you:

  1. PTS for a car;
  2. previous STS, if the owner buys a vehicle while maintaining the previous numbers;
  3. identification card of the new owner of the car;
  4. a valid MTPL certificate;
  5. contract of sale. Compiled together with the previous owner. This document must be presented to traffic police officers 10 days from the date of purchase of the car;
  6. a receipt reflecting the fact of payment of the state duty.

As of mid-2021, the state duty for a purchased vehicle without license plates was 2,000 rubles. If the car is sold with old license plates, then you will have to pay 500 rubles. The same amount is paid upon restoration of the certificate. If the new and old owners live in the same city, they need to come together to the traffic police department to re-register the car. When a new certificate is issued, the vehicle is checked for involvement in criminal activities. The traffic police officer checks all body and chassis numbers with those provided in the technical passport. If everything matches, the new owner will be issued a new STS. If the traffic police officers identify a discrepancy with the provided package of documents or it turns out to be incomplete, then the new owner of the car will not be able to register it.

Where is STS issued for a car?

A vehicle registration certificate can be issued at any vehicle registration office of the State Automobile Inspectorate. Usually the need to obtain it arises when purchasing a car. At the same time, the relevance of the procedure remains both when purchasing a new car and a used one. To register, you will initially need to collect a package of documents required to successfully initiate the process:

  • vehicle passport;
  • contract of sale;
  • passport of the citizen who owns the car;
  • MTPL insurance;
  • a receipt confirming the fact of payment of the state duty;
  • old STS - in case of purchasing a used car.

It is important to remember that you do not need to delay the execution of the document for a long period of time, because it is considered mandatory to provide to the traffic police officers in case of a request. Failure to comply will result in a fine.

However, a new certificate is not issued instantly. After receiving the documents, the vehicle is checked for involvement in criminal situations and a visual inspection of the vehicle is carried out, namely: verification of license plates and declared characteristics of the vehicle.

What does STS look like on a car?

What is STS in terms of vehicle data content and what does the amount of data presented in it look like? The certificate is issued on an approved form, the dimensions of which are 8 mm x 11.5 cm. The document has various degrees of protection and contains the following data:

  • the license plate number of the vehicle assigned to it during registration with the State Traffic Safety Inspectorate;
  • passport details of the owner (indicated in Russian and Latin);
  • series and number of COP;
  • name of the traffic police department that issued the document;
  • a unique vehicle code indicating information about its parameters and manufacturer;
  • special marks - date of purchase of the vehicle and its registration, environmental safety class;
  • date of issue of the certificate;
  • engine size and power;
  • information about frame and chassis numbers;
  • signature of the employee who issued the document.

If a person has purchased a used vehicle, then its previous owner leaves him the SOP. During registration with the MREO, the new owner will be replaced with another STS.

You can check the reliability of the SOP using several methods:

  1. check the presence of holograms and other degrees of protection;
  2. make sure that the SOP is available in the information databases.

The presence of the certificate in the database is checked in the following ways:

  • on the main website of the traffic police;
  • checking the STS number in the State Register database;
  • contacting the MREO branch that issued the SOP.
  • The appearance of the certificate is also assessed:
  • in ultraviolet rays, the SOP has a green glow and the traffic police emblem is present;
  • There is a strip of text above the phrase “Russian Federation”;
  • the certificate contains the blue seal of the MREO traffic police;
  • there is a holographic sign.
