A motorcycle, like a car, is not a luxury, but also not just a means of transportation. For many, it is a lifestyle and a symbol of freedom. And seeing the prices for brand new bikes or cruisers, we understand that we are not paying for two wheels and an engine, but for the sensations that they will give us. As an alternative to expensive offers from salons, used models that are sold on bulletin boards, or rare pieces that were given in memory of a grandfather, come to the rescue. In any case, the dream becomes more real, and the feeling of freedom is separated by one question: “how to register a used motorcycle without wasting time and nerves?”
The procedure is not much different from registering a car. Here you also need to meet the 10-day deadline from the date of purchase.
Basic steps:
- Pass inspection.
- Get OSAGO.
- Pay duties.
- Register the vehicle with the State Traffic Safety Inspectorate (for this you need: the original OSAGO, technical passport, application, receipts for payment of duties, owner’s passport, papers confirming the ownership of the vehicle).
But what if the model being sold does not have a registration certificate? Is it possible to register a bike without documents? Yes, and it won't take much time either.
The procedure for registering motorcycles with the traffic police without documents
First, you should prepare for a trip to the State Traffic Inspectorate. If you are buying an old Harley or classic without documents, pay special attention to the purchase agreement. In addition to the passport and contact information of the seller and buyer, it must contain detailed descriptions of the transport characteristics: make, model, year of manufacture, engine number, body number (if possible), as well as color, engine size, etc.
It is recommended to acquire such papers as a receipt for receipt of money and an explanatory statement from the selling party about the reasons for the lack of a registration certificate.
It is enough to provide a signed purchase and sale agreement and an application requesting the issuance of a vehicle title and license plates.
How do you process documents for a moped?
If a moped, or rather a light motorcycle, needs to be registered with the traffic police, then the driver will have to go through several simple procedures. First, you need to collect all the required documents: passport, sales contract or check, PTS or customs declaration.
If the scooter was bought secondhand, then you need to find out from the previous owner whether it was registered. Without a title, a registered vehicle cannot be re-registered in your name. If the seller says that he has lost the title, then before the sale he should restore this document to the traffic police. Refusal to issue a PTS will be an alarming signal that the moped may be stolen. If a scooter is purchased in a showroom or from a person who has not yet registered the vehicle with the State Traffic Inspectorate, then you should ask not only for a receipt confirming the purchase, but also for a cargo customs declaration (CCD).
The remaining registration procedures do not differ from those carried out with cars. The buyer needs to take out a compulsory motor liability insurance policy, register with the State Traffic Safety Inspectorate, and pay the state registration fee. duties, come with the necessary documents for registration and provide the vehicle for inspection. After all the procedures, the new owner of the motorcycle will be given an STS and license plates.
Is it possible to register a bike if the owner is deceased?
If you are haunted by the old Izh or Ural, unfairly gathering dust in your grandfather’s garage, why not give the technology a second chance? Yes, retro equipment also has a place on the track, but only after registration.
If the owner of the vehicle is not alive, there are two options for the development of events:
- You can officially re-register the vehicle in the name of one of the heirs. In this case, there must be a notarized document confirming the inheritance of the property. With it, you can go to the State Traffic Inspectorate office, where the rarity was registered, and re-register the vehicle to the heir.
- If the owner has no heirs, then the vehicle is the property of the state. In this case, contact the regional branch of the Rosimushchestvo agency. After they accept the vehicle for balance, you can officially buy and register the bike in your name.
Buying a scooter and documents
Many scooter riders (especially future ones) are interested in the question of what documents should appear in the process of purchasing and owning a scooter in Russia. To fully clarify this issue, let us turn to Russian legislation.
Let's consider three situations where, according to the presentation, documents might be needed.
Buying a scooter
The purchase and sale process is regulated by the Civil Code of the Russian Federation, Chapter 9 – “Transactions”. This chapter can be found in its entirety, for example, here.
In short, the Civil Code lists the following possible forms of transactions: oral, written and notarized. Transactions are always accompanied by a purchase and sale agreement, made orally or in writing. Transactions between legal entities and citizens are made in writing. Between ordinary citizens, an agreement can be concluded orally, but only if the transaction amount does not exceed 10 thousand rubles (Article 161 of the Civil Code of the Russian Federation).
What does it mean:
- If you buy a scooter from any company, you must have a written sales contract and be given a sales receipt.
- If you buy a scooter from a private person for less than 10 thousand rubles, you can enter into an agreement orally, without any paperwork.
- If you buy a scooter from a private person for an amount of 10 thousand rubles or more, you must enter into a written agreement.
I would especially like to note that no other documents are required for transactions. That is, the law makes no mention of any coupons, certificates, or anything else.
Registration of scooters
According to the “Rules for registration of motor vehicles and their trailers with the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation”, paragraph I “General Provisions” (link), in the Russian Federation only “motor vehicles with a displacement of an internal combustion engine of more than 50 cubic meters are subject to registration” . cm or a maximum electric motor power of more than 4 kW, as well as a maximum design speed of more than 50 km/h.”
This means that scooters with an engine capacity of up to 50 cc. cm inclusive are not subject to registration. Accordingly, this technique is not accompanied by any documents.
Verification of documents
From April 1, 2014, owners of scooters (mopeds) are required to have and present to a traffic police officer a driver’s license to operate a vehicle. But nothing more.
Despite the fact that the scooter has an engine number and a frame number, this is not taken into account by law. Control of ownership of a scooter is also absent for the same reason - the law does not provide for any documents for a scooter.
If the engine is more than 50 cc. cm
If your scooter has an engine capacity of more than 50 cc. cm, then such a device is already considered a motorcycle and is subject to registration. Accordingly, he must have a vehicle passport indicating the owner and a registration certificate.

Registration of homemade motor vehicles in Russia
If your design talent allowed you to make an exclusive model, you can also legally drive it after registration.
“How to design a homemade motorcycle” is a fairly popular question in Russia, because the creation of custom bikes here has already become a separate culture. If you do not want to leave your homemade motorcycle vehicle without a registration certificate, you need to take care of this from the first day of assembly.
Keep the papers confirming the purchase of all units (motor, frame, forward flow on a motorcycle, etc.). If you purchased these items in Russia, it is enough to have a purchase and sale agreement; if they were imported, a customs declaration is required.
Is it possible to register a homemade custom build? Yes, and it only takes 3 steps:
- Contact the government organization NAMI to order a VIN number. To do this, provide a scanned copy of your passport, 2 photographs of the vehicle and an application for a VIN in person or by email.
- Having become the owner of a unique VIN, you must prove the safety of the assembly. To do this, leave an application in an officially accredited laboratory, which, after testing, issues a certificate of design safety. In addition to the bike itself, the laboratory will need a scanned copy of your passport, an application, a certificate of receipt of the VIN and a technical description of the vehicle.
- Having successfully completed the first two stages, you need to add to the received certificates the saved evidence of the legal purchase of the units, a copy of your passport, an MTPL insurance policy, pay the state fee and go to the traffic police directly to register your homemade bike.
Knowing how to register motorcycles without documents, you can confidently move towards your dream. Follow the instructions, and paperwork will not become an obstacle to the fulfillment of your desires.
What to do if you don’t have any documents for your moped?
If the documents for the moped were lost, then, in fact, there is nothing wrong with that. Problems can only arise if the previous owner of the moped files a report of theft. If he still has the receipts, and the new owner does not have a purchase and sale agreement, then the legal process may drag on for a long time until the buyer proves that the transaction was completed. In other cases, documents for a moped are not required. However, it is worth storing them in any case, since it is unknown what innovations will be introduced into legislation in the future.
Other restrictions on riding a motorcycle
Riding a motorcycle without a license or documents is a serious offense that is severely punished. At the same time, the category of documents includes not only a driver’s license and insurance, but also a vehicle title. This document confirms your right to own property and operate a motorcycle. If you do not have this document with you, you will be fined 800 rubles. Therefore, the best thing is to always carry it with you, along with your driver’s license. In this case, you will not need to worry about fines.
Penalty for late registration
Each vehicle becomes the property of the owner only after registration with the traffic police.
What is the fine if the vehicle is not registered on time and how long can you drive without documents?
Important! Based on Part 6 of the rules for registering all types of vehicles, owners are required to register their vehicle within 10 days from the date of its purchase and execution of the sales contract.
If you were so carried away by your new acquisition that you did not have time or forgot to register your “iron horse” within the prescribed period, then this will be considered a delay in registration. What is an administrative fine for?
According to Article 19.22 of the Code of Administrative Offenses of the Russian Federation, a fine is provided for late registration of vehicles of all types:
- for individuals 1500-2000 rubles;
- for officials 2000-3500 rubles;
- for legal entities 5000-10000 rubles.
Penalty for driving a vehicle without a document
If you are stopped by a traffic police inspector while riding a motorcycle that is not registered within the established time limits, then you face a fine in the amount of 500 to 800 rubles , according to Part 1 of Article 12.1 of the Administrative Code.
For persistent violators, in case of repeated delay, Part 1.1 of the same article provides for a fine of 5,000 rubles or deprivation of rights for a period of 1 to 3 months (what will happen to riding a motorcycle without a license?).
This punishment is possible only if the unregistered vehicle is stopped by traffic police officers and it turns out that it is not registered. If you bring your motorcycle to registration using special equipment, there will be no fine for failure to register. Let's summarize:
- If you haven’t registered your motorcycle within 10 days, you’ll pay 1,500-2,000 rubles.
- I went for a ride on a motorcycle that was not registered on time and was caught by a traffic police inspector - pay another 500-800 rubles.
- Was caught by an inspector again with an unregistered vehicle - 5,000 rubles or deprivation of rights for a period of 1 to 3 months.
