- availability of a diagnostic card, and technical inspection should be carried out every six months;

In some regions, the administration has different requirements for cars used by taxi drivers. These requirements usually relate to the colors of the vehicles or their characteristics.
What documents should the driver have?
Every car owner who plans to earn income from this activity must understand what documents are required to work in a taxi. They are required not only during the registration process, but also when carrying out activities. The following documents must be present in the car:
- taxi license, if the car owner is registered as an individual entrepreneur;
- driver card containing information about the taxi driver’s full name, his driver’s license number, and telephone number;
- rules for the carriage of passengers and baggage;
- taximeter, which is used to calculate the cost of services provided;
- strict reporting forms that are provided to clients upon their request;
- taxi driver's license;
- a valid diagnostic card;
- OSAGO policy;
- car owner's passport.
All these documents will be checked by traffic police officers if the car is stopped by a traffic inspector for various reasons. If it turns out that some significant documentation is missing, this will be the basis for holding the driver accountable.
Why is licensing necessary?
A taxi license provides the driver of a car who moonlights as a taxi driver with the right to engage in such activity legally, without worrying that when checking documents on the road, traffic police officers will issue a fine. By the way, penalties can amount to a very impressive amount. The basis for this is the law passed in 2015 on the legalization of taxis in the Russian Federation. It states that a person engaged in regular transportation in his own car must have a license to operate a taxi.
Based on this, any taxi driver is required to have a permit document, which must be in the car and must be provided upon the first request of traffic police officers or passengers who want to verify the legality of the driver’s work.
In addition to the fact that having a permit document, a taxi driver works legally, that is, he is officially registered with the corresponding entry in the work book, he has the following advantages:

It is also strange that among the proposals of the Ministry of Transport, no attention is paid to the numerous complaints of passengers against carriers that provide trips “from the side” at inflated tariffs. It is still possible to drive 10 km and at the end of the trip receive a check for 75 rubles in Belarus. At the same time, carriers with specific prices are protected by law. Chairman of the Board of the Belarusian Association of Transport Experts and Surveyors Yuri VAZHNIK believes: “The tariff should not be dictated, but should have a framework - a lower limit and an upper limit. The first is to be able to ensure safety and for drivers not to skimp on this. Secondly, to exclude cases when people inflate prices and just want to make money.”

What are the requirements for a taxi driver?
There are some requirements for a taxi driver, which make it possible to provide appropriate services to the population. These include:
- Rights of the required category.
- A medical certificate confirming that the person has the right to provide taxi services.
- License to operate.
- A waybill containing a note indicating that the pre-trip inspection has been completed.
- A certificate confirming that the driver has undergone a medical examination before the trip.
- Experience of at least three years, which is confirmed by the period of issue of a driver’s license.
A taxi license is considered the most difficult to obtain. It is she who confirms that the car owner actually has the right to engage in this activity legally.
Waybill
The debate surrounding the need to fill out a daily waybill with notes from a medic and a mechanic has not subsided for a long time. However, according to the law and given the numerous raids and checks of taxis on the roads, its presence is necessary. Even if the driver works as an individual entrepreneur with a personal car, he must have a completed waybill, which must be presented upon the first request of the traffic police inspector.

- the driver's age must exceed 23 years;
- the taxi driver must be a Russian citizen;
- having a category B license;
- no criminal record;
- availability of a valid medical certificate;
- the car may be offered by the company, or a personal car may be used, which must be in optimal condition;
- it is necessary to have permanent or temporary registration in the region where the citizen plans to work.
Another important requirement is having at least three years of driving experience.
What do you need to work independently?
If a citizen with his own car wants to earn income from working in a taxi, then he can register as an individual entrepreneur. What documents are needed to work in a taxi? To do this, you need to register correctly and obtain a license.
To register an individual entrepreneur, the following documentation is required:
- application in form P21001;
- a receipt confirming payment of the duty;
- copy of the passport.

Rules for obtaining permits for working in a taxi

The submitted documents are studied for one month, after which, if there are no problems, the applicant is issued a license. Its validity period is 5 years.
How much does a taxi license cost?
In order to obtain a permit for passenger transportation, a taxi driver will have to face the following costs:
- Registration of individual entrepreneur – up to 5000 rubles. If the driver wants to register an individual business by contacting an intermediary, he will have to pay 8,000 rubles.
- Purchase and installation of a taximeter - from 7 to 10 thousand rubles. You will also need a walkie-talkie. The budget one will cost 5,000 rubles.
- Taxi marking elements (diagrams, checkers, lights) will cost a total of 5,000 rubles if you take inexpensive items.
- Receipt machine (price depends on model). According to the new version of the law, a check machine is a prerequisite for honest work of a taxi driver. However, if your budget is limited, you can take advantage of a loophole in the law. So, it is allowed to write receipts by hand. In this case, you will only have to spend money on office supplies.
Based on the above, the minimum amount that will have to be spent on obtaining a taxi driver’s license is about 25-30 thousand rubles. In addition, the driver will need to undergo a car inspection twice a year and regularly pay taxes in a simplified form.
Russian legislation does not provide for payment for obtaining a license. However, local authorities may set a government fee for such a service at their discretion.
