Densely populated subjects of the Russian Federation have several digital designations. This is explained by the fact that the number counter has already been “reset to zero”, i.e. more than 1,726,272 of them have been issued.

Initially, all car license plate codes in Russia were two-digit and assigned in the order in which the subjects of the Federation are listed in the Constitution. But in 2013, Order No. 478 of the Ministry of Internal Affairs of the Russian Federation changed this situation. Regions are now encrypted with a three-digit number. Other additions were also made. So, in 2000, the designation for the Chechen Republic changed. It was 20, but now it is 95. This is due to the prosperity of the criminal automobile business. Cars stolen throughout the country flocked to post-war Chechnya. Here they were registered with code 20.

The only way to weed out illegally registered vehicles was to change the designation of the republic to the only one available at that time - 95. There is also a version that the date of the start of the First Chechen military campaign is immortalized here, although, according to official sources, it started in 1994. The letters are deciphered car numbers here, as in other regions.

Changes in codes are due to mergers, splits and renaming of regions. For example, the 88th moved in 2007 from the Evenki Autonomous Okrug to the Krasnoyarsk Territory, and the 75th became the designation for Transbaikalia in connection with the abolition of the Chita region.

The Perm region unites 3 regional codes - 59, 159 and 81. The latter was transferred from the annexed Komi-Permyak Autonomous Okrug.

New format

In 2021, a new national standard for state registration plates came into force. It provides for 6 groups and 28 types of GRZ. The letters on car license plates (decoding) remain the same for now. But the requirements for size and fastening have changed somewhat, depending on the vehicle.

A proposal was also made to the Government to abandon regional codes. In modern conditions, they have lost their relevance, unlike the times of the USSR. Therefore, the issue of increasing the characters in the license plate while simultaneously abandoning the link to a specific subject of the Federation is being discussed.

Why are there no letters “F”, “P” or “Y” on car license plates?

According to it, only Arabic numbers and symbols similar to Latin letters can be used in license plates of countries participating in the convention. From the Russian alphabet, only 12 characters meet this requirement: A, B, E, K, M, N, O, R, S, T, X and U. In addition to them, another letter is used on domestic license plates - it is not in Russian language. We're talking about "D". It is used to designate vehicles belonging to the diplomatic corps accredited in Russia.

The Cyrillic alphabet on state registration plates of cars on Russian roads began to rapidly disappear starting in 1993, when the new (at that time) GOST for license plates, developed in accordance with the “Vienna Convention on Road Traffic” of 1968, to which Russia joined, came into force . From that moment on, the Soviet “black numbers” became a thing of the past, and they were replaced by the current standard.
