This is stated in Russian legislation - clause 9 of the Regulations on PTS, approved by Order of the Ministry of Internal Affairs of the Russian Federation No. 134 of June 23, 2015, last revised on March 10, 2021. But you are allowed not to carry it with you on every trip.
Judging by clause 2.1.1 of the Traffic Regulations, the list of documents that the driver must always have with him in order to present them for verification to the traffic police officer (road patrol service) is as follows:

What the law says
The issuance of a vehicle passport by the Federal Customs Service of Russia is carried out on the basis of:

In what cases is it issued and for what cars?
The issuance of passports for vehicles through customs authorities began on July 1, 1997.

What kind of document is this

Where to look if there is no data in the form?
It would seem that everything is simple: I took the document, found the required line and that’s it.
But sometimes, for some reason, it is impossible to identify the date of issue in column 25, or it is not indicated at all, then a dilemma arises and it becomes unclear where to look for this data. For the second case, there is the only most reliable and proven way: contact the traffic police department.
But what about the first case? Some inquisitive minds began to think hard, and thanks to them, information spread that it was possible to determine the date of issue by the series and PTS number. But, unfortunately, the number is just a registration number for the traffic police database, and it does not matter to the owner of the vehicle.
The only thing you can do is determine the region where the PTS was issued and where your vehicle was manufactured according to the PTS series. The first two digits are the code of the region where the date of issue of the PTS was made. The letters are listed alphabetically and are needed, again, to identify your PTS in the traffic police databases.
If more than two digits are indicated in the PTS series, it is possible that the document is a fake. Contact the traffic police department to check and obtain the necessary information.

What is a vehicle passport

Standard forms for registration of PTS are produced at Goznak and printed on special paper, which, thanks to its dense pattern, acquires a rich blue color. The document itself is supplemented with several levels of protection: three-dimensional printing, holograms, ultraviolet marks, and watermarks.
To understand exactly what a vehicle passport looks like, you should refer to Appendix No. 2 of Orders No. 496,192 and 134, where the unified form is clearly presented. According to general requirements, detailed information about the owners and the main parameters of the car are included there, among which are:
- VIN (a unique 17-character number assigned by the manufacturer) to identify country of origin, mechanical capabilities and factory equipment.
- Full name of the brand in the original language and transcription, model range and official category of the car.
- Technical characteristics (power, engine type and size, maximum permissible weight and permissible weight without load).
- Chassis number and body color (according to generally accepted classification).

Purpose of the document
You can leave your PTS at home and not take it with you. The main documents that may be required are a driver's license, registration certificate and insurance. PTS is not included in the list of required documents. If the car was assembled independently, the information must be entered into the STS. Is there an expiration date
The legislation of the Russian Federation does not establish a specific validity period for a vehicle passport - PTS.
A document issued by any government authority, be it the traffic police, customs, or the manufacturer, is valid indefinitely.
There is an exception - the period must be established if the car is imported through customs into the territory of the Russian Federation for a certain period of time.
Information about this is indicated in the PTS, where, among other things, the VIN code of the car is entered.

The new owner of the vehicle must receive a title along with the car, where he will be officially registered as the owner. - Through MFC. The official issuance of the PTS or the introduction of changes therein will be the visit of another body - the MFC. But it must be remembered that this is only an intermediary between the citizen and the traffic police, and not every office has the appropriate agreements with the traffic police and provides such a service. The unified mechanism of interaction between both organizations may differ depending on the locality. Thus, the necessary representatives of the traffic police are present in the capital, so contacting them is equivalent to a personal visit. At the same time, in a number of cases, the MFC can only accept documents from citizens and only after interaction with the traffic police issue ready-made documents with all the changes made. But the time frame for processing papers usually increases taking into account their forwarding. But there are no differences in the method of paying the state duty and the required list of papers when applying to the MCF and directly to the traffic police.
Documents for registration
The standard list of required documents was approved by clause 27 of the administrative regulations. But the final package varies depending on the type of service requested. Most often, inspection authorities ask to present the following copies:
- statement from the car owner;
- identification;
- car ownership;
- registration certificate;
- insurance policy under compulsory motor liability insurance;
- previous sample PTS (for replacement);
- receipt for payment for the service.
Sometimes, in addition to the listed copies, confirmation of the fact of their correction will also be required. How to find out document identifiers
The standard PTS series is a series consisting of 2 numbers and 2 Russian letters. The numbers themselves must match the specific code of the region where the car’s passport was issued. For a new car
When a car model is sold under a sales transaction at a car dealership, it usually already comes with a title.

Therefore, for those points of sale that for some reason cannot issue a passport for the cars they sell, fines are introduced for administrative violation of legal norms.
This is evident from judicial practice, for example, Resolution of the Supreme Court of the Russian Federation No. 47-KG17-8 dated July 18, 2017 (Moscow).
A trade organization faces penalties for delay or failure to issue PTS to the buyer in the following amounts:

The legislation does not structurally describe these fines specifically for trade organizations. There is only a provision that a person who wants to buy equipment for which there are no documents has the right to refuse the purchase - Art. 464 of the Civil Code of the Russian Federation (“Refusal of goods due to lack of necessary documents”).
But through the courts, financial sanctions may well be ordered to be paid by the seller to the injured party - the buyer.
Typically, in such cases, courts refer to consumer rights protection laws (hereinafter referred to as CPR). Or, for example, at Art. 4, or part 3 of Art. 23.1 RFP, where the car is not considered suitable for its intended purpose precisely because it does not have a title.
After all, without a passport it will not be possible to register it. This means you won’t be able to drive a car either. Thus, it loses the meaning of its existence.
Therefore, most sales points now sell vehicles only if each unit of goods has their “native” title issued by the manufacturer.
For an imported car

Duplicate and original PTS
The original PTS is a document issued by the manufacturer or customs authorities (when importing a car from another state).
A duplicate PTS is a document issued by the traffic police to replace a lost one or a passport that has run out of space. At the same time, there is a very big difference between the listed options from the point of view of the car buyer.
To distinguish the original from a duplicate, you need to check who issued the document. To do this, look in the lower right corner of the passport and find field 23 “Name of the organization that issued the passport.” If the traffic police department is indicated in this field, then you have a duplicate. If in the lower right corner the data of the manufacturer or customs organization is indicated, as well as their stamps, then this is the original.
