  • The car has not reached ten years of age (otherwise the chances of selling it under the Trade-In program are reduced).
  • There are no complications in the form of an unpaid car loan, a car lease agreement, a car registered as collateral, and so on.
  • All documents are in perfect order and in sufficient quantity.
  • It is advisable that the car is not involved in serious accidents.
  • Before sale, the car was deregistered with the traffic police.

You can increase your chances of getting a larger discount if you hand over your old car to a company dealership that sells cars of the same brand as the car you are purchasing. In this case, even exchanging a car for a truck can be very profitable.

Is the car recycling program valid in 2021?

It is no secret that currently in Russia the number of cars produced in the last century significantly exceeds the number of new cars. The saturation of the country with old foreign cars and models of commercial vehicles was facilitated by the opening of borders in the early 1990s, due to which flows of used vehicles poured into us. Today this flow has weakened somewhat, but has not stopped. In order to get rid of the accumulated automobile junk, the government of the Russian Federation developed and implemented a recycling program, the next stage of which started in early September and will last until December 31, 2014. At the same time, most Russian car enthusiasts still do not understand how this program works. Today we will talk in detail about what the recycling program is, how it works, and what you need to take part in it.

Before you look for a suitable place to recycle your old car, you should study the conditions under which you can participate in the recycling program. The state provides a number of requirements both for the vehicle itself and for its last owner. Failure to comply with at least one of them will deprive you of the opportunity to receive a favorable discount.

You can scrap a car under the state program only if it is at least 10 years old, regardless of the make and model. In this case, the car must be registered with the traffic police in the name of the last owner for one year or more. The program participant must also be the sole owner of the car. It is not allowed for a vehicle to be owned by two or more persons, as well as for the vehicle to be on lease, pledged or on the federal wanted list.

Any vehicle manufactured in Russia or imported from another state can be scrapped. However, in the second case, you must pay a recycling fee if this was not done during the customs clearance process. The fact of payment must be noted in the PTS in the “Special conditions” column. The size of the recycling fee depends on the weight, engine power and year of manufacture of the car.

On the official website, the car recycling program has not been extended in 2021, but this is only because the information has simply not been received yet. As of today, it is envisaged until the end of 2021, after which the question of its renewal remains open. From January 1, it will be possible to recycle cars without receiving a certificate confirming the benefit for the purchase of a new vehicle.

Participation in the recycling program step by step

Before deciding to scrap a car, it is important to make sure that the vehicle you plan to purchase as a replacement is participating in the recycling program. Next, the car owner proceeds as follows:

  1. Decides to scrap an old car.
  2. He contacts a car dealer and chooses the most suitable option for a new car.
  3. Signs an agreement with the dealer.
  4. Recycles the vehicle after receiving the appropriate document.
  5. Provides the dealer with all the necessary documents entitling him to participate in the recycling program.
  6. Makes an additional payment for the difference in price (the cost of a new car minus the discount for a scrapped car),
  7. He gets behind the wheel of a new car and drives away.

You can get a document about scrapping your car yourself or through a car dealer.

A program participant can receive a vehicle recycling document in two ways:

  • independently send the car for scrap at a certified point. Their full list can be found on the official website of the program. Until July 2021, upon disposal, the car was initially deregistered, and further terms for its destruction were not specified. But today it is initially necessary to dispose of the vehicle, and only after that to deregister the car with the traffic police,
  • Entrust disposal to a car dealer. In this case, you will need to pay for his services, which will amount to about 10 thousand rubles. The car owner must issue a notarized power of attorney for the right to dispose of the vehicle in the name of the dealer’s representative. All actions related to transporting the car to a recycling point, obtaining a certificate, and further deregistration of the vehicle with the traffic police are carried out by the representatives themselves. In this case, a significant part of the “headache” disappears for the car owner, but his costs increase.

Quite often, car dealers offer various options for car owners participating in a car recycling program. We can talk about additional equipment for purchased vehicles, free passage of technical regulations until a certain mileage or age of the car is reached, free tuning of the car. Sometimes the possibility of such bonuses has a serious impact on the decision to dispose of an old car and purchase a new one.

A car owner can participate in the federal car recycling program in any Russian region. Those car enthusiasts who want to purchase a new car on optimal terms are advised to familiarize themselves with the offers of car dealers not only in their region, but also in neighboring ones. Sometimes offers may differ significantly. For example, with the same price and discounts for the same car, one of the dealers offers as an option the possibility of free maintenance for 100 thousand kilometers or five years of operation.

  • the price set by the Ministry of Industry and Trade;

Since the start of recycling, many conditions for car recycling have been updated:

  • Now funds in the form of budgetary state aid are allocated to Russian subjects, and they independently pay money to car factories.
  • Legal entities, individuals, and leasing companies can take part in the recycling program.
  • Passenger cars, trucks, and buses are subject to recycling within the framework of the project.
  • The list of car factories has become wider. Previously, the program was limited to cars from the Lada category, but today, using the certificate, you can partially pay for the purchase of cars from Nissan, Peugeot, Renault and other manufacturers.
  • A trade-in project has become available, when cars are handed over to dealers not for recycling, but for the purpose of resale. But such cars must be less than 6 years old. The car dealer repairs them and puts them up for sale.

They dispose of cars from garages that were stolen or sold to an unscrupulous buyer who did not re-register the paperwork on time. The owner must send an application to the State Traffic Inspectorate, and the vehicle will be removed from state registration.

The recycling project applies in 2021 to cars from Russian automakers:

  • Frets;
  • UAZ;
  • GAZ.

The list of participants also includes foreign cars assembled in Russia. Such machines include:

  • Renault (Logan, Duster, Sandero, Coleus, Fluence);
  • Skoda (Fabia, Octavia, Rapid or Yeti);

Car brands and model ranges are adjusted within the conditions of the dealership center and region, as is the final discount on the certificate.
