Replacement of Driver's License Through MFC: Documents, Deadlines, Price

Replacement of a driver's license at the MFC

Collect all the necessary documents and take them to the nearest multifunctional center.

When accepting documents you will additionally need:

  • take a photo;
  • provide a sample signature in electronic form;

In general, receiving documents takes 20-30 minutes and is not difficult.

Finally, the MFC employee must inform the driver when it will be possible to obtain a new driver’s license.

When submitting an application, you must fill out the appropriate documents. It contains reliable information:

  • FULL NAME.;
  • year of birth;
  • registration address;
  • information from an identity document.

A medical certificate must be attached to the application for a replacement driver's license. The latter must contain the conclusion of a therapist after examination by an ophthalmologist, psychiatrist and narcologist.

It is not possible to download the application in advance, since the forms differ for different services: it is printed out by employees of the Multifunctional Center or the State Road Safety Inspectorate on site.

To drive a vehicle outside of Russia, you need an international license. They are valid for 10 years and require a Russian-style driver's license. But you can also get an international driving license immediately after passing the exam, since they are also listed in Russia.

This can be done at the traffic police department or the MFC by paying a state fee. Issue is carried out within 10 days from the date of application. If the driver has a Russian license, a medical certificate is not required to issue an international license at the MFC; the remaining documents are identical.

Cost of complex service

And of course, it’s worth figuring out how much a comprehensive one will cost.

  1. The service for replacing rights at the MFC will cost you free of charge.
  2. The photography procedure will also not require additional investments, since it is already included in the final cost of the state duty.
  3. The state fee for issuing a new document is 3 thousand rubles.

As a result, I would like to note that the requirements for a photo for a license at the MFC are quite strict, so it will be very difficult to take it yourself. And why is this torment necessary if in the “My Documents” office specialists take photographs of citizens completely free of charge.

Replacement of a driver's license at the MFC 2021

  • As mentioned above, upon expiration of their validity period.
  • If the owner’s personal data has changed, for example, marriage with a change of surname.
  • The ID has physical damage that prevents its identification.
  • If a valid driver's license was issued in violation of the current procedure or on the basis of false or expired documents.
  • If your rights have been lost or stolen.
  • If new medical conditions appear that limit driving.

Please note: the fine for driving with an expired driver’s license or in the absence of a driver’s license ranges from 5,000 to 15,000 rubles, depending on the length of the delay (Article 12.7 of the Code of Administrative Offenses of the Russian Federation).

Is it possible to change a driver's license through the MFC? Yes, now this service is provided both in the State Traffic Inspectorate and in many public service centers throughout the Russian Federation. Details below.

There are the following options for the procedure for replacing a driver's license:

  • Appear in person at the MFC with a package of necessary documents (they will be discussed below). There, at the MFC, in a few days you will pick up a new driver’s license.
  • Submit an application through the State Services website, having previously registered on it. You will receive a new driver's license at the State Traffic Inspectorate office.
  • Personally visit the State Traffic Inspectorate unit. You can make an appointment in advance through the State Services website, but it is not necessary.

When replacing a license, you do not need to retake the road traffic and driving exam.

Contacting the MFC is a convenient way to replace a driver’s license, since MFC employees themselves will transfer your documents to the traffic police and take them from there; you will be spared a visit to the traffic police; All you have to do after a set period of time is to receive a new certificate at the same MFC where you submitted the documents.

As mentioned above, in some cases, a replacement driver's license requires a medical certificate, which, starting July 1, 2021, replaced the old medical certificate. To obtain it, you must visit a specialized public or private medical institution licensed for these services and undergo a medical examination.

The period for obtaining a driver's license through the MFC ranges from 1 hour to 9 days, depending on your MFC.

The cost of a national driver's license is 2,000 rubles, and an international driver's license is 1,600 rubles.

If you decide to apply for a new driver’s license through the State Services website, then when paying online on the State Services website you will receive a 30% discount, respectively, the fee will be 1,400 rubles for a national license and 1,120 rubles for an international license.

The law provides the following grounds for refusal to issue a driver's license.

  • The applicant has not reached the legal age (Article 26 of the Federal Law of December 10, 1995 No. 196-FZ “On Road Traffic Safety”)
  • The applicant did not provide a medical report in cases where it was required.
  • The applicant has not completed vocational training where applicable.
  • The applicant failed to pass the relevant examinations prescribed by law.
  • The applicant was deprived of the right to drive a vehicle.
  • The applicant submitted documents that did not comply with the requirements of the legislation of the Russian Federation, or contained false information, or had signs of forgery, or were considered lost or stolen.

Timeframe for obtaining a driver's license and cost

The time frame for replacing a driver’s license through the MFC is determined by clause 17.5 of the Administrative Regulations. If the applicant applies to the MFC for the service, he will receive a new driver’s license in 15 days . In terms of time, this indicator is average: if you apply directly to the traffic police to obtain a license, then the period for obtaining a license ranges from 5 to 30 days, depending on the category of the vehicle. In general, a new copy of the license can be obtained from the traffic police an hour after the photograph.

Replacing a driver's license at the MFC costs money, primarily because of the need to pay for receiving government services; the cost of replacing a driver's license at the MFC includes a state fee. Its size is set by Art. 333.33 of the Tax Code of the Russian Federation and amounts to:

  • 2,000 rubles for a standard national university;
  • 3,000 rubles for a new generation national university;
  • 1,600 rubles for an international university.

In addition, the price for replacing rights at the MFC may include other costs, for example, for issuing a medical certificate.

It should be noted that with electronic registration through State Services and non-cash payment of state fees, a standard VU will cost 1,400 rubles.

Replacement of driver's license in 2021

Persons admitted to driving vehicles may be faced with a procedure to replace their driver's license. The reason for this is:

  • expiration date of the document;
  • change of personal data (full name, place of registration, etc.);
  • opening a new category;
  • loss, theft or damage;
  • deterioration of health.

Multifunctional centers received the right to replace driver's licenses only in 2021. But already in this short period of time, many drivers began to give preference to the MFC, refusing to visit the traffic police. Center employees deal with all the nuances that arise in the process of replacing a license on their own, including transferring documents to the State Traffic Inspectorate.

The legislation of the Russian Federation establishes a unified list of documents required to replace the VU, regardless of the circulation authority. It is affected only by the reason for replacing the rights. Thus, no matter where the applicant applies, to the traffic police or the MFC, the list of papers will not change. It includes:

  1. Passport of a citizen of the Russian Federation or other document confirming your identity.
  2. Medical certificate received no more than a year ago (form No. 003-B/u).
  3. Completed application according to the established template.
  4. Old ID (if available).
  5. Receipt for payment of state duty.

The list of documents may expand depending on the basis for replacing rights. So, if the reason was a change in personal data, then the application must also be accompanied by a certificate of marriage/divorce, a certificate of change of name, etc.

Several years ago, the issue of introducing new rules for the exchange of expired IDs was actively discussed. The basis for this assumption was the opinion that after 10 years, some nuances of traffic rules are forgotten, not to mention annual changes in legislation. However, the changes remained only at the proposal stage, which was not properly considered.

Every Russian driver can replace his driver’s license directly at the State Traffic Safety Inspectorate, at the MFC or through State Services. The last option still involves a visit to the State Inspectorate, since otherwise it will not be possible to pick up the document.

Many drivers prefer to change their license at the MFC, not wanting to once again encounter employees of the State Traffic Inspectorate. In this case, it is recommended to go to the official website of the center and check whether the desired service is provided in the selected branch. The following is information about replacing rights through the MFC in Moscow, the Moscow region and St. Petersburg.

Reasons for refusal of the MFC to replace rights

Specialists of the Multifunctional Center may refuse to provide this service for several reasons:

  • the person has outstanding fines;
  • the person has been deprived of his driver's license;
  • the person did not provide a complete list of required documents.

The initial registration of a driver's license takes place at the traffic police department. The multifunctional center provides a service only for replacing a driver's document. Exchange of an old ID for a new one is quick. The only nuance is to contact the MFC at the place of registration. Other departments may refuse to provide the service.

The fee is 3,000 rubles for a new type of driver's license, which complies with the International Convention on Road Traffic and makes it possible to drive vehicles across the territory of 80 countries that have signed this convention. The new type of license is a plastic card with an electronic chip and laser-active layers. The level of security of this option is significantly higher compared to the old model. The increased duty is explained by high production costs.

Issue is carried out without passing exams on knowledge of traffic rules. You can get a driver's license in 2021 in three places:

  1. Traffic police Contacting the inspectorate in person with a complete package of documents is the fastest way. To do this, you should visit the traffic police department, hand over documents, take a photo, and wait for registration. You can receive a completed certificate in 2-3 hours.
  2. The MFC receives from the driver and transmits to the traffic police the initial data for exchanging licenses. You can receive them within 10-14 days from the date of application. This method is suitable for those who are thinking about changing their rights in advance. The long execution time is explained by the mediation of the MFC. This service can be used by all citizens of the Russian Federation, regardless of their place of registration and stay.
  3. Government services website. This method does not require visiting government offices to submit mandatory documents. On the website you should register a personal account in your name, select the required service, fill out an application, passport details, indicate information from a valid ID, number and name of the medical institution that issued the medical certificate. The state duty is paid there. After successful transfer of the full amount of information, the traffic police department and date are selected. At the appointed time, you visit the department, hand over the originals without waiting in line, take photographs and receive your license.

Medical examination of drivers is carried out by an ophthalmologist, psychiatrist, and narcologist. A conclusion on the driver’s permission to drive a vehicle is drawn up by a therapist based on the results of an examination by specialists.

New rules for issuing a medical certificate from January 1, 2021 provide for the introduction of laboratory tests to determine the driver’s use of drugs and alcohol. This innovation will not apply to all drivers: those in whom a narcologist discovers signs of chronic alcoholism or symptoms indicating the use of psychotropic substances will be sent for testing.

To undergo a medical examination, you must contact an institution licensed to conduct medical examinations of drivers. Examinations by narcologists and psychiatrists are carried out in state psychoneurological dispensaries.

To obtain a new driving license you need the following:

  1. Receive a medical certificate in form No. 003-VU. It is issued after passing through the following doctors: ophthalmologist, narcologist, psychiatrist and therapist. The last specialist issues a conclusion indicating the permitted category. There are two ways to make an appointment or receive an electronic queue coupon: when visiting a multifunctional center (MFC) or on the website online.
  2. Fill out an application to change your driver's license. In addition to the reason, it must contain information about the applicant’s previous rights and passport details.
  3. At the bank branch, obtain from the operator the details for paying the state duty.
  4. Submit the paid receipt along with other documents to the MFC, receiving a receipt confirming their acceptance for processing.
  5. Wait 10 working days - during this time the driver's license must be ready.
  6. Visit the MFC to receive the document.

If you visit the center in person, Russian-style licenses will cost 2,000 rubles. The state duty will be 1,600 rubles. Payment is made using the details issued by the MFC employee in several ways: in cash, at a bank branch, through a terminal or by bank transfer. Everyone chooses the most convenient option for themselves.

Considering that a citizen is given a 30% discount if he orders a license through the State Services portal, this option is the most cost-effective. Obtaining a Russian-style ID will cost 1,400, an international one - 1,120 rubles.

  1. Do I need to hand over my old ID to the MFC? - No no need. Above is a comprehensive list of what documents are needed to replace rights through the MFC in 2021. The employee finds the license in the database and marks it as invalid. If the driver changed his license in advance, and the validity of the previous document has not yet expired, he can drive on it until it expires. Otherwise, you may face administrative liability in the form of a fine.
  2. Is it possible to restore lost rights through the MFC? - Can. This is done in exactly the same way as when replacing a driver's license, with the only difference that the package of documents will not contain a driver's license. The application will need to indicate that the document was lost.
  3. In which multifunctional center can you renew your temporary residence permit? - In any, but it is preferable to choose the one that is closer to the place of actual residence or registration.
  4. What are the penalties for driving with an expired driver's license? — Driving a vehicle with an expired license is regulated by the first part of Article 12.7 of the Code of Administrative Offenses of the Russian Federation as an administrative offense. Since the driver does not have the right to drive a vehicle, he will have to pay a fine of 5,000-15,000 rubles.

The following grounds may result in refusal to issue a driver's license:

  1. An applicant under 18 years of age does not have the right to drive a vehicle. This is stated in Art. 26 Federal Law of December 10, 1995 No. 196-FZ “On Road Safety”.
  2. In the absence of a medical certificate, if required.
  3. The applicant has not attended a driving school or passed the required exams.
  4. In case of deprivation of the right to drive a vehicle.
  5. If documents are provided that do not comply with the requirements of the legislation of the Russian Federation, or if they contain deliberately false information.
  1. The procedure for changing a driver's license through the MFC is simple and does not take much time.
  2. All the driver needs is to collect the necessary documents: a passport, an application for a replacement driver’s license, a medical certificate, an outdated driver’s license and a receipt for payment of the state duty.
  3. To avoid a fine, a new driver's license can be ordered before the current one expires.

*We recommend that you call the contact numbers before visiting and find out the exact time and days of the appointment.

Now that you have decided on the traffic police department and have clarified all the information you are interested in, take all the documents and go with them to the traffic police. For those who have not paid the state duty for the license, this can be done through Sberbank terminals, having previously looked at the payment details on the website www.gibdd.ru; the table above provides links to pages for viewing details and printing a receipt for payment.

As for the application, you can also fill it out on the spot, and in some branches friendly girls can do this for you, the service costs from 500 rubles, so it’s better to do everything yourself; it will take 5 minutes of your time. Also, do not forget to check in advance for any unpaid fines so that unnecessary problems do not arise on the spot.

When everything is ready and you are there, line up at the window with the inspector, after which you give him all the documents for verification, he checks their authenticity, and for one thing, you will also use a special database, if everything is fine, he will tell you to wait.

In about 10-15 minutes they will call your name and invite you to a special room for photography. You take a photo to your liking, after which the employee prints out your new driver's license and gives it to you for review and signature. Check the data carefully and sign it if everything is in order. The license is laminated and issued to you. Congratulations, you have just replaced your expired license with a new one.

Changes to replacing a driver's license in 2021

The main change is that driver’s licenses that expired between February 1, 2021 and July 15, 2021 continued to remain valid until December 31, 2021, which is regulated by Decree of the President of the Russian Federation dated April 18, 2020 No. 275.

This was due to the current situation in the country with the spread of coronavirus, when many drivers simply physically did not have the opportunity to change their expired licenses in time. However, as of January 1, 2021, such documents are no longer valid.

For driving a car with an expired license, you face administrative liability under Article 12.7 of the Code of Administrative Offenses of the Russian Federation in the form of a fine from 5,000 to 15,000 rubles.

The second change for 2021 is changes in the appearance of the driver's license. Now, in the new sample license, the title of the document will be located in the upper part of the front side in three languages - Russian, French and English. They look like three lines of lilac color - “Driver’s license”, “Permis de conduir” and “Driving License”.

You can replace rights in three ways:

  • When contacting the traffic police in person. This is the fastest way, despite the need for personal presence. You need to come to the traffic police department with a prepared package of documents - it all depends on the workload of the employees, but in most cases you can get a new license in a couple of hours.
  • Through MFC. The method is convenient, since the MFC is now at every step, but it is suitable for those drivers who are willing to wait a little. Accordingly, you should not go to the MFC on the last day of validity of your old rights. From the moment you submit your application until you receive a new certificate, it takes about 10-14 days. This is explained by the fact that MFC employees send the received documents to the traffic police and then receive them back.
  • Through State Services. To do this, a person must be registered on the portal.

This is very easy to do - if you have documents (more about them below) and registration with State Services:

  • Go to the State Services catalog.
  • Go to the State Services catalog
  • In the “Transport and Driving” section, select “Obtaining a license to drive a vehicle.”
  • Select the required item “Replacement of a driver’s license upon expiration or changes in the driver’s health status” (note that there are two such items - for residents of all regions of the Russian Federation and for Moscow and the Moscow region separately).
  • Click the “Get service” button.
  • Next, you will need to fill out an application - the system will fill out most of the lines automatically, taking data from your profile. If for some reason the system did not take all the data, then the citizen needs to fill out information about the old driver’s license, indicate the details of the passport of a citizen of the Russian Federation and a certificate of passing a medical examination in form No. 003-B/u.
  • Then send the application by paying the state fee (currently, when submitting documents through State Services and non-cash payment, there is a 30% discount on the fee). When sending an electronic application, you will need to select a date and time to visit the traffic police department.
  • At the appointed time, you must appear at the traffic police department with a package of documents (only originals, copies are not accepted). A traffic police officer will check the documents, take a photograph of the driver and issue a new license - everything usually takes no more than an hour.

Medical report in form 003-В/у . You will have to get it at a clinic or private clinic, and first visit the drug treatment and psychoneurological dispensaries at your place of registration - permanent or temporary. Details in the section with a step-by-step procedure for replacing rights.

The Multifunctional Center (MFC) is a government agency that provides a wide range of services to the population on a one-stop-shop basis. This is a kind of intermediate link between the executive branch and citizens, designed to simplify their communication as much as possible.

The main advantages are transparency and speed of procedures, the opportunity to receive qualified support and the absence of queues.

In Russia today there are about 3 thousand MFCs, represented in all regions of the country. You can find the nearest one using the MFC.rf website, which has links to regional portals. It is more convenient for Muscovites to use the official website of the mayor of the capital (“Mosuslugi”).

You have to pay a fee to exchange your driver's license. Since 08/03/18 it has increased and now amounts to:

  • 2000 rub. – for a plastic-based device, model 2014;
  • 3000 rub. – for a new generation ID card made of plastic with a chip.

When using the “Government Services” service, the fee payment is reduced by 30%.

Of course, to this amount you need to add the cost of travel, possible telephone conversations and obtaining a medical certificate (required if you need to renew your license due to expiration).

The total validity of a driver's license is 10 years. The expiration date of the driver's license is indicated in this document itself, so that the motorist can always keep track of the remaining time before the expiration of this period and prepare in a timely manner to replace the document giving him the right to drive a car.

However, the 10 year period is not exceptional, and there are situations in which a driver's license may require replacement before this standard period has expired. You will have to change your license before 10 years if:

— there have been changes in the driver’s personal data (for example, a change of surname),

— the original driver’s license was canceled because violations were discovered during the issuance of this document,

— the driver’s license document has become unusable (torn, erased, etc.),

- the document was lost, stolen,

— the driver’s health condition has deteriorated significantly (became disabled, etc.).

In addition to the usual driver’s license, with which you can drive around Russia, there is also an international driver’s license for traveling abroad. This document can be obtained by any citizen and is valid for 3 years. You will not need an International Driving Permit if your driving license document was obtained after March 1, 2011. These documents will comply with international standards.

Photo for a new license

Modern requirements for photography are reflected in Appendix No. 1 to Order of the Ministry of Internal Affairs No. 365 dated May 13, 2009, as amended on January 9, 2014. The established parameters comply with the international standard for driving documents under the Vienna and Geneva Treaties of 1968 and 1971, respectively.

Despite the innovation and emerging additional requirements, the previous rights have not lost their legal significance. Therefore, until their expiration date, old and new documents are equivalent. Old-style rights correspond to the following parameters:

  • made on a laminated sheet with a photograph of the driver on a white background;
  • made on plastic with a photograph on a scarlet background;
  • in any case, their legitimacy is equal to the remaining shelf life, after which the documents should be replaced with new ones according to the modern standard.

The rights of the new model have the following characteristics:

  • the photograph of the driver is made in color;
  • the size of the photo on the right is 21x30 mm;
  • the photograph is printed directly onto plastic using an electronic device;
  • A barcode with encrypted information about traffic violations is placed on the license.

In the context of changing standards, new requirements are being placed on photography. The documents regulate not only the technical parameters of the driver’s image, but also how the person should be positioned in the picture, what his facial expression should be, and even what is best to wear to be photographed for his license.

Replacing a document

According to modern requirements, each time a driver’s license is replaced for any reason, a photograph must be taken. The main reasons may be:

  • replacement due to expiration of rights;
  • recovery of lost documents;
  • production of rights after theft;
  • replacement due to a change in driver data;
  • reinstatement after deprivation of the right to drive by court;
  • obtaining rights in connection with the elimination of medical contraindications.

Today, the photo on the driver's license is taken directly at the traffic police department on the day the driver applies for the preparation of documents. However, a citizen has the right to submit a completed photograph on electronic media if it meets all the requirements imposed by the traffic police regulations. When restoring or changing your license, you must prepare documents to replace your driver’s license:

  • passport;
  • old driver's license;
  • completed application form;
  • receipt of payment of the duty;
  • in some cases, a medical certificate.

All of the above requirements are mandatory. The absence of at least one document leads to refusal to issue a new driver's license. Let's look at what photographs are needed for a license according to the regulations that are relevant this year.

How to change rights after 10 years through State Services and MFC?

A driver's license becomes invalid in the following cases:

  • your driver's license has expired;
  • the personal data specified in the rights have changed;
  • the driver's license has been damaged in such a way that it is impossible to read the information on it;
  • the certificate was obtained in violation of the law;
  • the licenses are false;
  • the information on the certificate is false;
  • the person wrote a statement that the document was lost or stolen;
  • the person has received a new driver's license;
  • the person has medical restrictions on the right to drive a vehicle.

If there is at least one of the presented cases, the driver’s license must be replaced.

Attention! The fine for driving with an expired driver's license or no driver's license ranges from 5,000 to 15,000 rubles, depending on the length of the delay (Article 12.7 of the Administrative Code of the Russian Federation).

The complete package of documents for replacing a driver's license must contain:

  1. Passport of the person who is replacing the document;
  2. Application for a driver's license. You can download a sample application on our website or take it to the MFC.;
  3. Old ID;
  4. Photo 3 by 4 (or you can take a photo at the MFC branch);
  5. In some cases, a medical certificate confirming your health status;
  6. A receipt confirming that the state fee has been paid.

If a driver’s license is replaced after successful completion of training for a new driver’s category, the list of documentation changes slightly. A mandatory document will be a certificate confirming completion of training for the right to drive a vehicle. Such a document is issued to a person after passing the theoretical and practical exams.

To exchange or restore a driver's license, you must have the necessary documents on hand. The standard list includes:

  • application (the form can be downloaded on the website or taken when visiting the MFC);
  • identification document (passport of a citizen of the Russian Federation);
  • national or international valid driver's license;
  • receipt for payment of state duty;
  • a document confirming the change of personal data (if the change is made on this basis);
  • a certificate with the conclusion of a medical commission (not required only in case of loss or damage to rights, as well as changes in the owner’s data).

You must apply for a document from the clinic if your national license is replaced after its expiration date or if the driver develops new diseases that constitute grounds for imposing restrictions on driving. During the medical examination, the applicant must visit a therapist, ophthalmologist, psychiatrist and narcologist.

For drivers applying for a professional license, they will additionally need to be examined by a neurologist, otolaryngologist and electroencephalography. A medical report is issued in a form approved by the Ministry of Health of the Russian Federation N 003-В/у. The document replaced a medical certificate. The conclusion of a medical organization is valid for one year.

The procedure for registering new rights provides for a clear deadline for issuing the document. A driver's license will be issued at the same place where the application was submitted. The replacement period established by law is 15 days. Often the certificate will be issued ahead of schedule, so we recommend checking the readiness of the document on the MFC website or by phone.

An important point is how much a new driver’s document costs. The cost of obtaining a national license is 2,000 rubles. It will not be possible to exchange your license if the applicant has submitted papers with inaccurate data to the MFC, has not passed the medical examination, has not passed the traffic rules exam at the State Traffic Inspectorate, or has been deprived of the right to drive a vehicle.

Training for a new category

If a driver’s license is replaced after successful completion of training for a new driver’s category, the list of documentation changes slightly. A mandatory document will be a certificate confirming completion of training for the right to drive a vehicle. Such a document is issued to a person after passing the theoretical and practical exams.

What documents are needed to replace rights through the MFC in 2021

If you have already undergone a medical examination after deprivation of your license, then such a certificate will also be suitable when replacing your driver’s license after the expiration date.

In this case, look at the date of issue (point 4 on the form). From this time no more than a year should pass, since according to the new rules, the expiration date of a medical certificate is exactly 12 months. If this time has expired, you will have to go through the medical examination again.

The best alternative to visiting the center is the State Services portal, where you can register your rights remotely. To do this, you must be a registered user of the portal and have access to your personal account. The application is submitted in electronic form and is accompanied by a scan of your passport and national license. Through the account you can also track the readiness of the document. At the appointed time, appear at the traffic police with a set of documents and, after verification, pick up your license!

When applying for a driver's license through State Services, you can pay the fee directly on the website. In this case ( only in this! ), the applicant is given a 30% discount . Taking into account this benefit, the cost of national rights will be 1,400 rubles, and an international certificate will be 280 rubles less.

The package of documents required for this procedure remains the same. The applicant must provide the following:

  • written application for replacement of rights;
  • identification document;
  • personal photo;
  • old rights;
  • medical certificate;
  • receipt of payment of state duty.

Obtaining a medical certificate

A medical certificate is perhaps the most time-consuming document when replacing a license. A medical report is required when renewing a certificate both after its expiration date and when a citizen’s personal data changes.

The approximate cost of such a certificate varies from one to three thousand rubles and includes the cost of services of the following specialists:

  1. narcologist;
  2. psychiatrist;
  3. ophthalmologist;
  4. therapist;
  5. ENT doctor;
  6. neurologist;
  7. surgeon

It is noteworthy that the order of the Ministry of Health determines the fixed cost of such a procedure - it should not be higher than 1,667 rubles , however, this is only relevant for subordinate institutions.

Before carrying out this procedure, you must make an appointment with an MFC specialist. You can do this in several ways:

  1. online registration through your personal account on the MFC website. The resource allows the citizen to independently choose the date and time that is most suitable for him.
  2. make an appointment in the MFC building using the electronic terminal. After receiving it, the applicant must wait his turn based on the coupon data - the serial number and the number of the window in which the MFC specialist will receive him. Special screens located in the reception hall allow visitors to monitor the movement of the queue. When contacting a specialist, the applicant must fill out the application forms given to him, or give the employee an already completed document, the template of which can be downloaded on the official website.

How to change your license in 2021

The deadline for completing documentation is clearly regulated and amounts to 15 calendar days.

The applicant picks up a new document in the same place where he submitted his documents. As practice shows, certificates are issued ahead of schedule. A citizen can find out about the readiness of his documents using his personal account on the MFC website or by calling the specified number.

The acquisition of this form of document requires the citizen to use a vehicle outside the Russian Federation. The validity period of such a document is limited and should not exceed 3 years . A mandatory rule when applying for an international certificate is that the applicant has a Russian driver's license.

A similar procedure can also be carried out using the MFC. To do this you need the following:

  • shift statement;
  • passport of a citizen of the Russian Federation;
  • valid driver's license.

It is noteworthy that starting from 2021, obtaining a medical certificate has been abolished.

The cost of this form of identification is 1,600 rubles . You can pay it at any bank branch or online, as well as through the appropriate payment terminals.

The validity period of the document giving the right to drive a vehicle is established by law and is 10 years from the date of receipt. If you continue to drive with an expired driver's license, you can receive a rather large fine ( 5,000 - 15,000 rubles ). Therefore, it is better to change your driver’s license, especially since it is very easy to do. The law provides for the following grounds for replacing the holder of a license:

  • Loss, theft, damage to ID
  • Document expiration
  • Unreadability of information on rights
  • Changing a citizen’s personal data (change of last name, etc.)
  • Physical, chemical and other damage to the ID material
  • Getting a new category
  • Availability of a large number of traffic police marks

A new document is issued immediately for 10 years . Now you don’t have to wait for the expiration date, you can do everything in advance, you just need to provide a medical report.

As for the restoration of rights after deprivation, you will be able to obtain documents again only after you have fully paid the fine for such deprivation and passed the exam for the right to drive a vehicle. For those who have lost their license due to drunk driving, it is also necessary to have a medical certificate that confirms their fitness to drive a vehicle. An application for a new certificate must be submitted at least 30 days before the end of the deprivation period.

I would also like to draw your attention to the grounds for refusal to issue a driver’s license:

  • There are medical restrictions that prevent you from driving a car
  • Your record contains multiple traffic violations, as well as a related criminal record.

So we recommend not to violate traffic rules and follow the traffic rules when driving a vehicle in order to avoid further problems.

Before going to the traffic police department, collect the following documents:

  1. Application for replacement of the driver's license : it can be obtained locally and also filled out in advance;
  2. Identification;
  3. Old VU : if not lost;
  4. A document with a mark on the place of registration or temporary residence : usually in a passport or other document (temporary registration);
  5. Photos for a driver's license : often taken on site at the traffic police, but sometimes matte photos 3.5 * 4.5 cm are required;
  6. Medical certificate in form No. 003-В/у;
  7. Receipt or check for payment of state duty : the tax code sets the amount in the amount of 2000 rubles , for international rights - 1600 rubles.

By submitting all of the above documents to the traffic police department, you will be issued a new license on the same day . As you can see, there is nothing complicated here, you just need to spend time collecting the necessary documents, go to the traffic police and get a new license.
