Every year, the level of child crime increases, and not only in our country - throughout the world. Often, when examining the personality of an adult defendant, the court finds out that even as a teenager, this person was already registered with law enforcement agencies as a violator.
At the same time, it is believed that the “police children’s room,” as the specialized department for working with children was previously called, prevents the growth of child crime. Is it really? When can minor children be registered with the PDN and how can they appeal against police actions if such actions are clearly unfounded? Read in this article.
Deadlines for registering a vehicle after purchase
According to Russian legislation, 10 days are allotted for the registration procedure, during which you need to issue compulsory motor insurance, collect the appropriate set of documents and submit them to the MREO. In order to meet the specified deadlines, it is recommended to pre-register with the department by phone or on the State Services portal.
Important! If the owner does not register the car within the established time frame, then the law provides for penalties of 1,500-2,000 rubles. In addition, if the driver is stopped by the traffic police, he will pay a fine of 500-800 rubles for driving an unregistered car. For the second violation, the fine increases to 5,000 rubles, and deprivation of rights for up to three months is not excluded.
Temporary detention centers for juvenile offenders
TsVINP is the abbreviation for specially created Temporary Isolation Centers for Juvenile Offenders. These are closed institutions where, in the most extreme cases, teenagers (from the age of 14) who are completely out of control are placed.
Thus, by a court decision, a minor can be placed in the Central Medical Institution (up to 30 days inclusive) if he:
- voluntarily left a closed educational institution to which he was sent by decision of the KDN;
- commits actions that may harm other children;
- has no relatives or permanent place of residence, is engaged in vagrancy;
- violator (who has reached the age of 14), whose identity cannot be established.

Important! If the documents for registering a car with the State Traffic Safety Inspectorate-MREO are submitted by a representative of the owner, he must provide the department employees with his passport, a power of attorney to carry out registration actions, certified by a notary.
The application must indicate the passport details of the authorized person.
Documents for registering a car that belongs to a legal entity:

What documents are needed for registration with the MREO in 2021?
The list of required documents is quite simple, but varies depending on the specific situation. In addition, there are a number of subtleties when some of the documents are lost, unusable and other non-standard cases. Let's look at them all!
Buying a new car
So, if you picked up a brand new car from the showroom, then it is registered with the traffic police for the first time, and you need the most minimal set of documents for registration:
- PTS,
- OSAGO,
- contract of sale,
- passport,
- 2 receipts for payment of state fees (see below),
- registration application (can be filled out at State Services, instructions below).
If the car is used
In this case, there is exactly one more document:
- PTS,
- OSAGO,
- vehicle registration certificate (STS),
- contract of sale,
- passport,
- receipt of payment of state duty (see below),
- registration application (can be filled out at State Services, instructions below).
Now let's look at all these documents in detail (perhaps, except for the passport - nothing complicated here)!
The vehicle passport is the only document the owner needs, which comes with the car from the factory. Everything here is quite simple - to register with the traffic police you will need a PTS:
- in case of purchasing a new car - with a registered person - you after the legal entity-car dealership,
- in case of purchasing a used car - with a person registered - you after the previous owner.
The buyer must be entered into the PTS at the stage of completing the transaction (signing the contract), and not at the registration department of the traffic police.
If the PTS runs out of space
In this case, it will have to be replaced, and there are 2 options:
- the seller does this before the sale by submitting the appropriate application, then the MREO will issue a duplicate title,
- This is done by the buyer already at the stage of registering the car in his name at the MREO, then, along with signing the contract, the buyer needs to write in the margins of the expired vehicle passport.
Which of these options to choose is a matter of the specific transaction, that is, how the parties to the transaction agree. There are no other subtleties in this matter for 2021.
If PTS is in the bank
This is already a rather difficult case, and the point here is not the lack of a passport as such and the difficulty in registering, but the consequences of the fact that the car itself is pledged to the bank (in this case, the bank can take it away even from a bona fide buyer). If the PTS is lost
Then, in the same way as the empty space, it needs to be restored. This procedure is simple, and the application can also be submitted by both the seller during the sale and the buyer after the purchase. The only difference is that:
- if the title is restored by the seller, then you need to submit an application (can be done at State Services by selecting the appropriate src=»https://autotonkosti.ru/sites/default/files/inline/images/2018-06-05_162200.jpg» class=»aligncenter "width="967″ height="402″[/img]
- If the title is restored by the buyer, then in the application for registering the car with the State Traffic Safety Inspectorate, you must indicate that the title needs to be replaced, and pay a state fee of 800 rubles (560 if paid through State Services).

OSAGO policy
To register or register with the traffic police, you will need valid MTPL insurance. The main requirements for it are:
- the owner in the policy upon registration must be the current owner (buyer),
- The period of use of the car in the policy must be at least 3 months (transit insurance for 20 days is not suitable).
According to the first option, it is also possible for the seller (more precisely, the policyholder) to change the owner in the current policy. But for the seller this is a loss, since otherwise he can return the money for the unused insurance period.
However, you won’t need the policy itself directly at the MREO of the State Traffic Safety Inspectorate when registering the car (especially if you have issued an e-MTPL) - here they check its availability in the database. However, it is better to take it with you (or a printout in case of electronic insurance).
Registration certificate
Everything here is also simple - when buying a car, the seller, in addition to the keys and the contract, must give you a pink plastic certificate. When re-registering, you hand over the STS to the traffic police and receive a new one, where you will be indicated as the owner.
If the STS is lost
The situation is completely similar to the loss of PTS. It can be restored by both the seller and the buyer when registering the vehicle. Only in the latter case, unlike the loss of a PTS, you do not need to pay anything additional (after all, you will be given a new one in any case), and indicate in the application that the document is lost.
Contract of sale
This is also a mandatory document. The data of the seller and buyer under the contract must match those entered in the PTS, and if we are talking about a used car, then the seller under the contract must be indicated in the STS. Also, when completing the transaction, make sure that you have 2 copies of the signed agreement in your hands - one will remain with the traffic police.
If you bought a car from a reseller who did not register the car in his name, then you will need the entire chain of sales contracts to present to the traffic police from the person indicated in the STS. Or, as an option (a rather dangerous option, however), an agreement with an empty buyer field (which will be filled in by you during the transaction), where the seller will again be the one indicated in the STS.
And remember, in 2021 you cannot buy a car without a contract - by proxy you are taking it just to show off, but legally the car still does not belong to you.
Statement
It is written in one copy and submitted at the place of registration of the car. You can write by hand or print, but we strongly recommend doing this through State Services (instructions below).
How much does it cost to register a car?
For registration services at the State Traffic Safety Inspectorate-MREO, a state fee is required - a fixed payment for government services. State duties are controlled by law and are set the same amount for all regions of the country. So, for registration of a new car in any department of the MREO of your city it will cost 2850 rubles, namely:
- 500 rubles for issuing a registration certificate
- 350 rubles for recording data in a technical passport
- 2000 rubles per license plate
For re-registration of a vehicle while maintaining the previous license plates, you have to pay less, 850 rubles. But when registering a used car, you may need a duplicate of the technical passport if the original is complete. A fee of 800 rubles is also charged for issuing a duplicate.
You can pay the state fee at the department during registration or in advance, at the Sberbank cash desk, at the State Services service, or via the Internet. Please note that when paying online, funds may be credited to your account immediately or within a few business days.
Grounds for accounting for organizations and individuals
The first reason is that the organization is registered at its location and the location of its separate division, representative office, etc. If you register an individual entrepreneur or an individual, the tax service is determined by his place of residence.
The second reason is that individual entrepreneurs and enterprises and individuals are required to register at the location of their real estate and vehicles.
The third basis applies only to those who are payers of mineral extraction tax. They need to register at the location of the site from which mining is carried out. If a company uses UTII, then it is necessary to register at the place of business.
Vehicle registration procedure
Changes adopted at the legislative level not so long ago significantly simplify the task of the motorist, especially when registering a used vehicle. First of all, you can undergo the procedure at any convenient MREO. In addition, today it does not take as much time as before, as a rule, no more than two hours. And if you sign up with the traffic police in advance, you can spend only one hour.
Registering a new car is different from registering a used car; here you need to obtain license plates. When registering a used car, you can keep the old plates if the former owner does not want to keep them.
Stages of registering a vehicle with the State Traffic Safety Inspectorate-MREO:

- Providing a vehicle for technical inspection

The concept of perpetual car registration
In fact, eternal registration implies a ban on performing any registration actions. Simply put, such vehicles simply cannot be officially sold and re-registered to a new owner.
But it is noteworthy that it is quite possible to travel in such a vehicle in the following cases:
- The owner has valid insurance.
- Passed technical inspection.
- There is a valid PTS with a photo of the problem license plate pasted into it.
Reasons why this registration status occurs
There are several possible reasons why a car may be permanently registered, without the right to carry out registration actions:
- The body or frame number has been interrupted. This situation may arise under the following circumstances. For example, a car was stolen and the attackers tried to change the identification number. However, the vehicle was found and returned to the owner. It would seem that the problem has been solved, but according to the current legislation, a citizen will not be able to sell, exchange, or give away such a car with a damaged registration number.
- It is not uncommon for a car involved in an accident to be assembled literally in parts, using body parts from another car. In fact, with this approach, the body numbers may be different, which also entails a ban on carrying out any registration actions.
- Inability to read the body number in whole or in part due to the development of corrosion. This is also not a rare type of problem, especially on older cars.
What is subject to verification when registering a vehicle?
A technical inspection is a mandatory part of the registration procedure. MREO employees must check the compliance of the design and technical condition of the vehicle with the safety standards established by law. The body and engine numbers are also checked with the numbers from the registration certificate. The technical inspection is carried out at a special site in the department and lasts from 15 to 30 minutes. To ensure that the inspection takes a minimum of time, prepare the car for the procedure: remove unnecessary things from the interior, clean the license plates and make sure that they are not damaged and are easy to read. If the car cannot be brought to the department for inspection, you must provide the report of the technical inspection carried out before registration. The maintenance certificate is valid for no more than 20 days.
Attention! If during the inspection traces of damage or counterfeiting of license plates of the body or components are revealed, experts will be involved in the inspection for a detailed check of the car. The owner of the car pays for the examination.
Upon completion of registration of the car with the State Traffic Safety Inspectorate-MREO of Moscow, the owner (or authorized representative) will receive the appropriate certificate, a diagnostic card issued based on the results of technical control, license plates (two plates) and all documents that were submitted.
Working with “difficult” minors
A whole range of measures are carried out with a child who is under the preventive registration of the juvenile affairs inspectorate by:
- police officers;
- members of the KDN;
- qualified psychologists;
- school teachers and social workers;
- local police commissioners.
At the same time, each of the above-mentioned responsible persons maintains their own records of work with such teenagers. And the main methods of influencing “difficult” minors are traditionally:
- supervision (with oral conversations and written requests wherever possible) over the child’s behavior at school, at home, in classes, etc.;
- individual and joint raids on the place of residence of problem children;
- conducting conversations, finding out the causes of conflicts, etc.;
- inspection of living conditions and drawing up relevant reports;
- identifying children's well-being in terms of life, study, and leisure;
- referral to closed educational institutions for the purpose of obtaining vocational education;
- taking strict measures (if nothing else helps) up to and including placing the teenager in a center for mental health treatment.
Where can I register a car?
The current rules allow the owner to independently choose the place to register the vehicle. The car will be registered at the owner’s registered address, but you can go through the registration procedure in any city and region. To decide where to register your car, find out which departments in your city provide registration services and choose the nearest department.
Almost all MREOs provide registration services on a first-come, first-served basis and by appointment. You can sign up for registration with the State Traffic Safety Inspectorate-MREO in advance by phone or on the State Services portal. By registering with the State Services service, you can not only sign up for MREO, but also register your car online. Please note that if you signed up for the procedure through State Services, but are late, the appointment may be rescheduled or cancelled.
How to apply for State Services
Having an activated (confirmed) account on the State Services portal, you can carry out the procedure as simply and conveniently as possible. Using the service, submit an electronic application for registration, and then pick up your registration certificate at the appointed time - this is an easy way to avoid queues and save a lot of time.
To register a car with the State Traffic Safety Inspectorate-MREO online, use the following algorithm:
- Log in to your personal account and from the full list
- Fill out the electronic application, indicate your personal data and information about the car (from the registration certificate)
- Select the city of passage and MREO where you will come for the registration certificate
- Select the date and time for your personal visit
- Submit your application
- Pay the fee on the website
After processing the application, a notification will be sent to your personal account indicating the date and time of registration, and a list of documents that you need to have with you. At the specified time, visit the department, submit original documents for inspection, undergo vehicle inspection, receive registration documents and license plates.
Important! When paying state fees at State Services, the driver receives a 30% discount.
How to deregister quickly?
This procedure is carried out through the court, so the best thing that guarantees an optimal result is contacting a professional, a lawyer. There is a more time-consuming, but, of course, the most ideal option in terms of health: undergo high-quality therapy, carry out the necessary treatment as quickly as possible, really improve your health, create a good reputation for yourself in the eyes of the attending physician.
If you decide to shorten the registration period through the court, you can use the services of a legal center. You will need your medical record or a copy of it. The card information will be studied by forensic narcologists from the center and will outline strategies for achieving the goal and formulate the reasons for early termination of registration. Lawyers will go with you all the way from meetings of the medical commission to court hearings. In addition, lawyers will check the correctness of the registration procedure. If there were shortcomings in it, if the processes prescribed by law were not followed, it is invalid, and its results can be refuted in court. Such cases happen quite often.
