What kind of first aid kit and fire extinguisher should you have?

Fire extinguisher. The law requires at least one fire extinguisher with a capacity of 2 liters in a car or truck. The certificate must indicate GOST R-51057.

The shelf life of the cylinder is 10 years, and that of the powder mixture is 5 years. This means that the cylinder needs to be recharged every 5 years. This can be done at any store that sells fire fighting equipment. Costs on average 120 rubles.

First aid kit. Since 2009, the composition of the first aid kit has changed - there are no medicines there. Only dressings to stop the bleeding and save the person while the ambulance is on the way: bandages, napkins, plasters of various sizes, a tourniquet, gloves and a mouth-to-mouth resuscitation device.

Fire extinguishers are the primary fire extinguishing means.

Enterprises mainly use 2 types of fire extinguishers:

< carbon dioxide fire extinguishers; < powder fire extinguishers OP2, OP4, OP8 - they are used most often.

If you open the fire regulations in the Russian Federation, there is an appendix that states what primary fire extinguishing agents should be used depending on certain categories of premises and depending on the type of fire.

Since powder fire extinguishers are most often used, we will talk about them. See what they look like in the video. They are divided by volume. Enterprises use 4-liter powder fire extinguishers OP 4 and heavier 8-liter powder fire extinguishers OP 8 (watch them in the video).

The manufacturer provides a passport for each fire extinguisher. The passport specifies the rules for inspection, operation, storage, rejection, and recharging of these fire extinguishers.

Also, each fire extinguisher has a picture (pictogram). This picture will necessarily indicate for what types of fires this fire extinguisher will be used and the procedure for use.

We must obtain an operational certificate for each fire extinguisher. It is done in any form. I most often write it off from the fire extinguisher's passport.

But each fire extinguisher must have an inventory number. The number is usually applied with paint, a marker, or the number is written on a piece of paper and stuck with tape.

The fire extinguisher is located in emergency exit areas. Take evacuation plans. All evacuation plans indicate the location of primary fire extinguishing means.

Maintain primary fire extinguishing equipment in good condition.

< Inspection at least once a quarter. We check the number of the fire extinguisher with its passport. We check that there are no external damages. There is a seal, the pressure gauge is in good condition, the hose is working. The approach to the fire extinguisher is free.

< Maintenance. The fire extinguisher must be sent to a specialized organization for maintenance. Accordingly, the fire extinguisher must have a mark indicating that the fire extinguisher has undergone maintenance.

< Recharge. Fire extinguishers must be recharged in accordance with the manufacturer's recommendations at least once every 5 years.

Therefore, if the fire extinguisher is not in working order, or we have already used the fire extinguisher, then we must remove it from the workplace and install new working ones in return.

Fines for not having a first aid kit and fire extinguisher

Fine for not having a first aid kit in the car in 2021. If a traffic police officer does not see a first aid kit in a vehicle, he will fine you 500 rubles.

Fine for expired first aid kit. The shelf life of first aid kits is on average 4 years. If the period has expired, the inspector will equate this to the lack of a first aid kit. The fine is the same - 500 rubles.

What is the penalty for missing these items?

The measure of punishment has its own subtleties. Let’s look at how to avoid it below, first about the norms and amounts of fines.

For the absence of these items, the fine is 500 rubles. And in rare cases, you can get away with a warning - in practice it is issued very rarely if the driver has no fines at all, but in theory it can be if there are mitigating circumstances.

The norm of 500 rubles is established by part 1 of article 12.5 of the Code of Administrative Offenses, which provides for punishment for violating the list of faults for which the operation of a car is prohibited. That is, the above Traffic Regulations Appendix.

It is important that if you do not have a fire extinguisher, a first aid kit, or an AO sign, then only one fine can be issued, and not 3, since it is the very fact of driving that is punished in the presence of conditions prohibiting driving without these items listed in clause 7.7 List of faults.

Another subtlety of the penalty is for the absence of a triangle. If you do not have it in case of an accident, then you are subject to qualification under another administrative norm - part 1 of Article 12.27 for failure to display the AO sign in the event of an accident with a penalty of 1000 rubles. And this is legal. That is, in fact, in this case you will already receive 2 fines.

Penalty for reflective vest

There is no one for 2021. The point here is that the clause in the Traffic Rules obliging you to carry it with you and wear it under certain circumstances was introduced quite recently. And they haven’t yet come up with a fine for his absence.

Consequently, any attempts by a traffic police officer to charge you for not wearing a cape vest are unlawful - there is no article in the Administrative Code that would punish for this.
Otherwise, read the article and its part of the Code of Administrative Offences, indicated in the resolution on the violation - it must be there; without specifying the norm, the resolution is invalid. How to avoid a fine for a first aid kit, fire extinguisher and AO sign?

Simple enough. Everything that you are required to present to the traffic police inspector for inspection is specified in paragraph 2.1.1 of the traffic rules. And there are no specified objects there. And a traffic police officer can independently check their presence only in 2 cases:

  • as part of a vehicle inspection, which you can refuse or if you yourself declare that you do not have them,
  • within the framework of an inspection of a vehicle, for which compelling reasons are needed, and suspicions (unmotivated, however - the refusal to provide them for inspection is not a reason to suspect their absence) of the inspector are not such grounds.

That is, there is an obligation to have them, but not to present them for verification. And there can be a fine only if you yourself admit that you do not have a fire extinguisher, first aid kit or warning triangle in your car.

If the fire extinguisher or first aid kit is expired

An interesting nuance - can a fine be issued if you actually have a first aid kit and a fire extinguisher, but their expiration date has expired? This nuance is actually more subtle than it might seem.

Expired fire extinguisher - is there a fine for this?

On the one hand, clause 7.7 of the traffic rules clearly states that operation of the vehicle is prohibited if this fire extinguisher, first aid kit or triangle is missing That is, a fine should be imposed only for their absence, even if they are overdue.

But it's not that simple! The judge or official reviewing the violation may base his conclusion on the objectivity of the driver’s actions - especially if he was aware that he was driving with expired attributes that must be in the car. The obsolescence of these objects may constitute an offense, since it does not contribute to road safety, just as if they were completely absent.

Can a traffic police inspector demand to see a first aid kit and fire extinguisher?

Yes maybe. The inspector is obliged to ensure safety on the road through his actions. If the car does not have a first aid kit or fire extinguisher, this is a violation of traffic rules.

Verification process. The inspector has the right to inspect the car to identify violations of the rules. He may ask you to open the trunk and show the necessary items.

How is a violation recorded? There are no automatic ways to check a first aid kit and a fire extinguisher yet, so a state traffic inspector stands on the road and randomly stops cars. If after the inspection he discovers that there is no first aid kit or fire extinguisher, there will be a protocol, a violation order and a fine.

Remember

  1. The fine for not having a fire extinguisher and first aid kit in the car is 500 rubles.
  2. If the vehicle does not have both items, the police officer cannot issue two reports. If you don’t have both a fire extinguisher and a box of medicines, there is only one penalty - a fine of 500 rubles.
  3. A fine may be issued if the expiration date has expired - this applies to the first aid kit and fire extinguisher.

Penalties

For the absence of a fire extinguisher and first aid kit in a vehicle in use, as well as if these items are expired, a fine is imposed. On the one hand, there are instructions in the traffic rules, on the other hand, a document has been published, the contents of which are devoted to the approval of a vehicle for operation. This additional document contains an appendix listing the conditions when the vehicle is prohibited from operating.

In clause 7.7, the condition prohibiting the operation of the machine is the absence of a fire extinguisher and/or first aid kit (delay is equivalent to absence), as well as an emergency stop sign. According to the terms of the Code of Administrative Offenses (clause 1 of Article 12.5), the driver may be fined 500 rubles for failure to comply with these rules. or just warned.

It seems that the punishment cannot be called too significant, but the driver can punish himself for his own carelessness. So he needs to independently take care of his own safety, and of his passengers, and of the vehicle.

There is no point in arrogantly expecting that nothing will happen on the road. Even if an accident does not occur, the car owner can still be fined if the car is not equipped, for example, with mud flaps or a child seat. And for the lack of documents there is also a fine.
