What documents must the driver carry with him?

According to traffic rules, the driver carries with him and presents at the request of the inspector:

  • driver's license. Fine for forgotten rights - 500 rubles;
  • registration documents for the car - vehicle registration certificate (VRC). The fine for a forgotten STS is also 500 rubles;
  • OSAGO policy. Failure to do so will result in a fine of 800 rubles.

PTS is not on this list.

What is PTS?


PTS or vehicle passport - this document is one of the most important for a car.
Every owner has this form. If the car was purchased on credit, then the title may be in the bank until the amount is fully repaid.

Just as every citizen has a passport, so does a car have a license. It confirms that the car belongs to its owner.

Many drivers confuse PTS with STS. Is it possible to carry a copy of the PTS with you and present it to the employee?

There are few authorities that can issue this document. When purchasing a domestic car, a citizen who buys a new car from the showroom receives a title. It does not matter where the assembly was carried out in Russia or in another country.

If the car was purchased on loan, then the title of the car is stored in the showroom or in a banking organization. In such a situation, a citizen can receive a copy; the original can be issued for car registration.

If the car is imported from abroad, the PTS will be issued by the customs authority. To receive it you need to pay customs duties and taxes.

PTS can be obtained at the traffic police department. first pay the fee and fill out an application. When purchasing a used car, if there is no space in the title, the traffic police issue a new sheet or passport.

It is issued by certification bodies and organizations that re-equip cars. If a citizen has made a homemade vehicle, then it is necessary to go through the testing and certification procedure.

PTS is issued by the traffic police. PTS – A4 sheet with watermarks. Documents have a series and number, just like a passport.

What information is there?

  • Body color;
  • Brand;
  • Model;
  • Vehicle type;
  • Vin number;
  • Engine number;
  • Chassis data;
  • Power, volume, type;
  • Net weight;
  • Permitted weight.

The document contains a column “special notes”. It records information about the owner, registration certificate number, information about the sale, re-registration, etc.

Many consider the technical passport to be PTS. This name is justified, since it contains technical information about the car.

What if the driver is not included in the PTS

The law requires you to register a car 10 days after purchase. If the new owner does not do this, there may be consequences. Let's consider the main situations.

I was late with registration, but came to the traffic police. If the driver does not have time to register the purchased car, a fine of up to 2,000 rubles will be issued upon registration.

If you missed the deadline for a good reason, for example, illness or a business trip, provide documents - a certificate from a medical institution or work, tickets from a trip. I got behind the wheel without registering a vehicle license. If the driver did not manage to register the car in his name, he will have:

  • contract of sale,
  • PTS and STS from the previous owner.

If such a driver is stopped on the road by an inspector, he can check the data from the license with the data in the STS. If they do not match, the inspector will ask for a PTS, but there will be no data on the driver who is driving. For this, a fine is imposed - from 500 to 800 rubles.

I got behind the wheel again without registering a vehicle license. If the driver has not registered the car in his name, he will be fined 5,000 rubles or even deprived of his license for a period of one to three months.

Is it possible to travel without a document?

It is not always necessary to carry your PTS with you . The owner of the car must show the traffic police officer only the STS, driver’s license and insurance. If the car is homemade or converted, then all information is entered into the STS.

When purchasing a used car, the owner must present the original title. Many scammers who sell stolen cars or cars on credit can forge any document. If the seller shows a duplicate, then you need to carefully check all the numbers and check the VIN code.

If you lose your STS, you must obtain a STS, since the series and registration number are entered into it. When presenting a duplicate, you need to check whether the numbers match.

Without PTS, but with STS

After the car is registered, information about the owner is entered into the PTS.

Based on information about the owner, a registration certificate is issued:

  • Document Number. You can use it to check information about the owner;
  • VIN number;
  • State license plate;
  • Make and model;
  • Body number;
  • Engine power;
  • Body color;
  • PTS number;
  • Car type and category;
  • Date and issue of document

You need to carry STS with you and present them to the State Traffic Inspectorate officer. If the STS has been issued, then providing a vehicle passport is not required.

Is a purchase and sale agreement sufficient?

When purchasing a car, the car must be registered with the traffic police inspectorate. The owner of the car must go through the registration procedure within ten days after purchasing the car.

During this period, the new owner can drive the vehicle under a purchase and sale agreement. In such a situation, you must always have your vehicle passport with you. The document confirms the transfer of ownership of the property and ownership of the vehicle to the person.

In the absence of a passport or contract, a citizen is subject to administrative punishment. Procedures for detaining and moving the car to an impound lot may be carried out.

If only a copy is available

When purchasing a new car, the owner is given a copy, not the original. This happens because the manufacturer initially does not rush to issue a title for the car before purchase.

Is it possible to drive a vehicle with a copy of the PTS passport? The answer is no. This action is not legal, because the original PTS can confirm that the car belongs to the owner.

It is impossible to issue an MTPL policy using a copy of your passport. If you drive a vehicle without a compulsory insurance policy, you may receive a fine or other sanctions.

Also, a copy cannot be used to register a car. All you need is the original and the MTPL insurance policy.

Is it possible to get by with insurance?

If the first ten days, which are intended for registering a car, have not expired, then the inspector can present the vehicle passport, compulsory motor liability insurance, and the sales contract. No PTS is required.

If ten days have passed, then the citizen must have with him a STS and insurance ; a PTS is not required.

OSAGO in the singular has no legal force. It only confirms that the contract with the insurance company has been concluded. A vehicle passport or registration certificate confirms that the car is ready for use and belongs to the owner. MTPL must always be supplemented by other documents.

If the driver only has insurance, he will be issued a fine.

Without PTS, but with a power of attorney

You can issue a power of attorney for the car. It gives the right to drive a car, as well as perform registration. Also, by power of attorney, you can represent the interests of the owner in the department of the State Traffic Inspectorate and the insurance company.

If the vehicle belongs to an individual, then the power of attorney must be certified. If the car belongs to a legal entity. person, then the power of attorney must be issued only by the director.

A power of attorney allows you to perform any actions with the car, but it does not confirm the ownership of the car.

If a citizen drives a car by proxy, then he must have with him an STS or PTS, a purchase and sale agreement.

Driving without a passport in a new car

When purchasing a car, a purchase and sale agreement is concluded. Within ten days, the owner must register the car. At this time, he can manage under a purchase and sale agreement.

Remember

  1. The driver is required to carry his license and STS with him.
  2. There is no fine for a forgotten vehicle title. Only for a vehicle title for a trailer - up to 800 rubles.
  3. If the car seller is not included in the title, most likely he is a reseller.
  4. If you do not register the car and do not enter your name in the title within 10 days after purchase, you will be fined - from 500 rubles to imprisonment for three months, depending on the situation.
  5. It is impossible to check fines according to PTS. For verification, you need numbers: registration, driver's license and STS.

  5. Information about whether the car is registered or has been removed from it.

Managing a car without a title is quite difficult. Without this document, a citizen will not be able to register the vehicle, remove it from this registration, or issue an insurance policy.

The possibility of concluding a purchase and sale agreement is also excluded. All these circumstances allow us to call the title the most important document for a car.

No rights

A vehicle title is a document that every driver should have, but you don’t have to carry it with you. It is better to keep your car passport in a secluded place at home. Traffic police officers do not have the right to demand this paper.

Driving without documents for a car, as we have already said, is punished to varying degrees. It all depends on what exactly is forgotten.

Let's start with the most common scenario - the lack of a driver's license. If it is forgotten at home, you will only have to pay 500 rubles in fine. The absence of a driver's license is, in principle, punishable by payments ranging from 5 to 15 thousand rubles.

If you violate it again, you will have to pay 30,000 rubles or spend up to 15 days under arrest. Or accept correctional labor (up to 200 hours maximum).
