What is the fine for running a red light?
The sanction for movement despite the prohibition of the signal is established in Article 12.12 of the Code of Administrative Offenses
The fine for driving through a red light is 1,000 rubles (both for ignoring the red signal and for failure to comply with such a gesture from the traffic controller). Please note that the ban applies not only to red, but also to yellow signs. A fine in the amount indicated above also faces those who drove not only through a prohibiting signal, but also through a traffic signal that was not allowed (if there are several traffic light sections).
In situations where the signal does not change for a long time, we can talk about a traffic light malfunction. After making sure that the signaling system has failed (after waiting time), the driver can continue driving with extreme caution, allowing pedestrians to pass (despite the absence of a zebra crossing).
If the signals of the traffic controller and the traffic light are not synchronized, preference should be given to the traffic controller present. Even if the light prohibiting movement is on, and the traffic controller gives permission, you need to continue on your way. Responsibility for a possible offense in this case lies entirely with the traffic controller, who motorists cannot disobey.
Penalty for driving beyond the stop line in 2021
Paragraph 6.13 of the traffic rules requires stopping in front of the stop line, without specifying what exactly is considered a violation - crossing the line with only a bumper, driving over with a wheel or rolling out a significant part of the vehicle. When determining the driver’s guilt, traffic police inspectors and employees processing surveillance camera footage proceed from the fact that the vehicle’s dimensions are calculated from its extreme points, and not from the wheelbase.
To avoid fines, you should stop the car before its front reaches the marking line. At a controlled intersection it will be 800 rubles under Part 2 of Article 12.12. On unregulated - 500 rubles according to Part 1 of Article 12.16. If you have crossed the line, it is strictly forbidden to turn back - this falls under the sanctions of paragraph 2 of Article 12.14 of the Code of Administrative Offenses of the Russian Federation and entails a fine of 500 rubles.
What is the fine for running red again?
Traffic police fines increase significantly with repeated violations of such legal norms. Repeated offense (Part 3 of Article 12.12 of the Code of Administrative Offenses) entails a sanction in the form of a fine of 5,000 rubles or deprivation of rights from 4 to 6 months. An offense is repeated if the same illegal act was previously committed and twelve months have not yet passed from that moment.
An offense is considered committed again (repeatedly) when driving through any prohibiting traffic light signal (including a missing permitting signal). So, if for the first time a motorist drove through a red light, and then within a year made a turn at an intersection when the green arrow was “extinguished,” his offenses are considered similar.
How much is the fine for a red camera?
Driving through a red traffic light is punishable relatively mildly the first time. But if you get caught again, you will be punished, including deprivation of your rights. All administrative fines for violations of traffic rules are prescribed in Chapter 12 of the Code of Administrative Offences, as well as a list of violations for which deprivation of rights is provided, and this includes driving through a prohibitory light.
Also, many motorists forget an important subtlety - according to traffic regulations, not only red lights are considered prohibited, but also yellow ones - for the latter, only exceptions are prescribed when you can drive under it without penalty.
If you get caught for the first time
Then you will receive a “letter of happiness” in the amount of 1,000 rubles. This is prescribed by Part 1 of Article 12.12 of the Administrative Code:
1. Driving through a prohibiting traffic light signal or a traffic controller’s prohibiting gesture, except for the cases provided for in Part 1 of Article 12.10 of this Code and Part 2 of this Article, entails an administrative fine in the amount of 1,000 rubles.
A fine for running a red signal issued by a traffic camera can be paid with a discount of half the amount - that is, 500 rubles (Part 1.3 of Article 32.2 of the Administrative Code). The period for this opportunity is 20 days from the day following the day on which you received a copy of the resolution:
- they took the decree with a fine for red on camera from the mailbox,
- You were given a letter with this decision at the post office.
Driving beyond the STOP line at a prohibiting signal
Crossing the stop line, regardless of the prohibition of the signal, will be an offense if:
- This is a controlled intersection (there is a traffic light or traffic controller);
- During the drive to the stop line the red light was on or there was a traffic controller's prohibiting sign.
The stop line must be indicated by appropriate road markings and a “Stop” sign. Sanction: fine of 800 rubles. It is noteworthy that a stop sign means that you must stop directly at a controlled intersection in front of the traffic light. The presence of a stop line requires stopping at uncontrolled intersections with the simultaneous presence of a “Stop” sign.
Turn right on a red traffic light
Such a maneuver is allowed only at controlled intersections, the traffic lights at which are equipped with a special arrow. She may be:
- electronic is an additional traffic light signal that lights up green, allowing traffic in one direction. When the arrow is red, turning is prohibited, even if the main flow of traffic is allowed to move by a general green light;
- in the form of a sign - the arrow is always green and allows constant passage in the indicated direction.
In both cases, when turning, the driver must give way to vehicles moving on their main green or pedestrians crossing the roadway at the appropriate pedestrian traffic light signal.
Note!
Without additional arrows, crossing the intersection line on a red signal is a traffic violation.
Entering an intersection where there is a traffic jam
You should not enter an intersection if there is a traffic jam ahead, since the legislator equates this offense to driving through a prohibitory sign. The driver is forced to remain at the intersection, thereby creating a traffic jam and the impossibility of movement for other cars. During traffic jams, there is always a risk of committing a traffic violation, and crossing the intersection behind which it has formed only increases the danger of an emergency situation.
The fine for this violation is 1000 rubles or deprivation of rights if the offense is repeated within a year.
Penalty for running a red traffic light at railway crossings
Automobile and railway traffic lights legally have an equivalent status, therefore, in case of a single violation, the driver will receive a fine of 1 thousand rubles (according to Article 12.10 of the Administrative Code) or will lose his driving license for up to 6 months. Let us remind you that for repeated violation of the license, your license will be confiscated for 1 year.
Let's look at the cases in which driver liability arises in 2021:
- Crossing the railway track outside a specially equipped crossing.
- Ignoring markings, closed barriers and prohibiting signals (both traffic lights and traffic controllers).
- Moving under a closing/closed barrier during a period when there is a traffic jam on the railway against the backdrop of an approaching train.
- Stopping the car outside or directly on the stop line (or near the corresponding sign).
- In the event of an emergency stop on the railway tracks in the presence of passengers, if the driver did not have time to quickly disembark them.
In the latter case, in addition to administrative liability, the driver may be charged under a criminal article.
Crossing railway tracks at a prohibiting traffic light signal
Part 1 of Article 12.10 (Administrative Code) provides for sanctions for crossing railway tracks on a red line: a fine of 1000 rubles or deprivation of rights from 3 to 6 months. An equivalent offense with the same penalty is the passage of railway tracks despite the prohibitory sign of the person on duty at the crossing, bypassing the crossing, a stop on the railway tracks, or passing the crossing at the time the barrier is closed (including closing).
A repeated offense involves deprivation of a driver's license for one year (Part 3, Article 12.10).
Normative base
The first document is a set of traffic rules and art. 6 paragraph 2 in particular, which indicates a complete ban on the movement of cars both on red and on flashing red lights in 2021. In addition to Art. 12.12 of the Code of Administrative Offences, Art. 12.10, which regulates the rules of passage through railway crossings.
According to paragraph 3 of Art. 12.10 of the Code of Administrative Offenses for repeated offenses of driving through a railway crossing, the punishment is even more severe, since the driver is deprived of the right to drive a vehicle for a period of 1 year. Art. leads to such punishment. 15 clause 2 of the traffic rules, which obliges the driver to cross the railway tracks only when the traffic light and the barrier are raised. It is also necessary to stop the car if the barrier has not yet lowered, but the warning light has turned on.
How to pay a fine with a 50% discount
Penalties can be paid:
- Through the bank;
- At the post office;
- Through Internet banking;
- Through payment terminals.
Payment of fines within the first twenty days from the date of registration of the resolution implies a discount of 50% of the original amount. This system applies to fines resulting from:
- Travel on red or yellow, as well as a traffic ban from the traffic controller;
- Violations of rules at railway crossings.
Committing a second offense within a year means paying a fine without any discounts.
Penalty for running a red traffic light in reverse traffic
A reverse traffic light is used to regulate traffic on the roadway and, in particular, on those sections of the road where the current traffic is reversed. A red X-shaped signal informs the driver that movement is prohibited, since the lane is intended for oncoming traffic.
A green directional arrow allows movement in a certain direction, and an additional yellow one in the form of an inclined arrow (right/left) informs the driver about the upcoming change of signals. Accordingly, when the signal changes, the motorist is obliged to change lanes in the adjacent lane in accordance with the indicated direction.
If the reverse traffic light signals are turned off, and it is located above the traffic lane, which is marked with markings 1.9 on both sides, movement towards this lane is prohibited. Sanctions for running a red signal while driving in reverse are regulated by Art. 12.15 of the Code of Administrative Offenses of Russia, according to which the violator receives a fine from 1.5 to 5 thousand rubles, and also risks losing his driving license for up to 6 months.
Is it possible to challenge a fine for driving through a prohibitory signal?
If a motorist has sufficient grounds to challenge the fines, he has the right to do so through the court. The judicial authority in this case is determined by the plaintiff himself: at the place of his registration or at the location of the traffic police, whose officer issued the decision on the offense. District courts are authorized to consider such cases.
For the court, along with the statement of claim, you must provide the following documents:
- Protocol on administrative violation;
- Resolution (on imposition of penalty);
- Technical passport of the car;
- Driver license;
It should be remembered that the right to go to court is retained for ten days (from the date of execution of the decision).
What are the fines in 2021?
According to Article 12.12 of the Code of Administrative Offenses, introduced on July 23, 2013, the fine for driving through a red traffic light is 1,000 rubles. A similar amount is charged for driving through a signal with which the traffic controller prohibits movement.
Many drivers forget that at an intersection equipped with traffic lights, you cannot drive not only on a red signal, but also on:
- yellow;
- red + yellow.
An offense is considered repeated if less than 6 months pass from the date of payment of the fine to the commission of a new violation.
In 2021, you can be fined not only for driving through a red light, but also for starting to drive before the permitting light came on. This applies to cases where the traffic light has side sections. If, for example, a driver drives in the direction of the green arrow before it lights up, he will also be fined 1,000 rubles.
Traveling through a railway crossing.
There are unregulated and regulated railway crossings. The latter are equipped with signal traffic lights, which, unlike the usual ones installed at intersections, have only two light signals - red and white-lunar.
Alarm devices are installed at railway crossings where buses cross, where there is heavy traffic, high speeds, and poor visibility conditions.
If a driver passes a railroad crossing when the signal is red, he may be punished as follows:
- fined 1000 rubles;
- deprived of rights for 3-6 months.
In addition to driving through a red light, in 2021, the liability of a driver crossing a railway crossing also occurs under the following circumstances:
- The railway track is crossed outside a specially equipped crossing.
- The driver ignores markings and prohibitory signs, as well as traffic controller signals.
- The car drove through a closed/closing barrier during a traffic jam at the crossing.
- The car stopped at the stop line or drove beyond it. Or near a similar sign.
- The driver stopped on the railway tracks due to a sudden breakdown and did not promptly drop people off. In this case, along with administrative liability, criminal liability may arise.
Crossing the stop line.
Running a red signal is closely related to crossing the stop line at an intersection. Article 12.12 indicates that committing this offense at an intersection equipped with a traffic light provides for penalties in the amount of 800 rubles. The same applies to intersections where a traffic controller works.
A stop line can be represented as a road marking or a stop sign. They can be used separately or together. It happens that drivers forget that a stop line in the form of a marking and a sign have slightly different meanings:
- The stop line sign is rectangular. On a white background there is a black inscription “STOP”. If such a sign is installed, the driver at a controlled intersection is required to stop only at the corresponding traffic light signal.
- The “stop line” marking is a white stripe that is placed 1 m from the border of the intersecting roadway. It involves stopping the driver at uncontrolled intersections.
Entering an intersection when there is a traffic jam.
If a driver approaches a signalized intersection and sees that there is a traffic jam behind it, he needs to stay put. In this case, it is prohibited to enter the intersection. Having entered it, the driver most likely will not have time to leave it. As a result, the situation will become more complicated and a second traffic jam will form.
It is considered a serious offense to enter an intersection where there is a traffic jam. A fine of 1,000 rubles is provided for this.
In order not to be fined and not to create new difficulties for traffic, do not try to “fly through” the intersection without making sure that there is no congestion behind it.
At the prohibitory signal of a reversed traffic light.
Reversing movement allows you to evenly unload the road and prevent the formation of traffic jams. Reversible traffic lights are installed on roads where the direction of movement of vehicles in certain lanes is changed.
Reverse traffic light signals:
- Red X-shaped signal. When it appears, the car’s movement along the lane stops, and cars in the opposite direction (oncoming traffic) begin to move along it.
- Green arrow. Its appearance gives a signal to start moving in the indicated direction and along a certain lane.
- Yellow slanted arrow. This is an additional signal notifying drivers about reverse. As soon as the signal changes, the driver changes lanes in accordance with the indicated direction.
If a driver ignores a reverse traffic light and drives through a red traffic light, he will be fined 5,000 rubles. This is a very serious violation, since the car, in fact, ends up in the oncoming lane. In case of repeated violation, the driver may, in addition to a fine, be deprived of his license for 6-12 months.
When the reversible traffic light located above the reverse traffic lane, marked with markings 1.9 on both sides, is turned off, entering this lane is prohibited.
Repeatedly running a red signal.
The above-mentioned article of the Code of Administrative Offenses in part 3 provides for tougher punishment for repeated violations:
- The amount of the fine increases to 5,000 rubles.
- A persistent violator's license will be taken away for 4-6 months.
Each situation is considered separately. The imposition of an administrative penalty is associated with the severity of the violation committed. If repeated red light runs are recorded within one calendar year, the risk of losing your driver's license is extremely high.
When the traffic light is faulty.
There are situations when the traffic light does not work as usual. If it constantly flashes yellow or is completely turned off, and there is no traffic controller, then the intersection turns from regulated to unregulated. This point is regulated by traffic rules clause 13.3.
To drive through such an intersection, drivers must follow existing road signs and rules for crossing uncontrolled intersections.
A situation may arise in which the traffic light turns off when a car approaches an intersection:
- the driver must stop the vehicle to look around and make the right decision about further movement;
- if there is a main road, you must let all cars moving along it pass.
By failing to let cars that have the right of way pass, a driver who finds himself at an unregulated intersection, which was regulated shortly before, is fined 1,000 rubles.
If at an intersection where there is a traffic controller, a car goes through a prohibitory sign, the violator is charged a fine of 1,000 rubles.
Turn right at a red traffic light.
If the traffic light does not have an additional section with a green arrow allowing you to turn on a red signal, then turning right is prohibited. A car for which the red light is on can make a right turn only after the arrow lights up.
The arrows have the same meaning as the round signals. But their effect applies only to the directions indicated by the arrows.
Arrows allowing a left turn simultaneously allow the driver to make a U-turn (unless there is a prohibitory sign 3.19 “U-turn prohibited”).
If a sign with a green arrow is attached to the right side of the traffic light, then cars, on an experimental basis, are allowed to turn right on a red signal.
In all other situations, turning right when the traffic light is red is prohibited. For violation of this rule, part 1 of Art. 12.12 of the Code of Administrative Offenses of the Russian Federation provides for a fine of 1000 rubles.
How to complete a maneuver at a red light?
There are times when the driver started driving when the light was green, and when approaching the next traffic light the red light is already on. This point is regulated by clause 13.7 of the traffic rules.
What to do:
- If the driver has already entered the intersection, he must complete the maneuver, regardless of the signals given by other traffic lights.
- Having let pedestrians pass at a traffic light at the exit of an intersection, the driver completes the maneuver without waiting for the green light.
- You only need to wait for the permission signal in one case - if there is a stop line or a corresponding sign in front of the traffic light at the exit.
Followed by an accident.
If driving through a prohibiting traffic light led to a traffic accident (RTA), the penalty is chosen taking into account the consequences. The imposition of punishment is regulated by Part 1 of Article 12.24 of the Code of Administrative Offenses of the Russian Federation.
Typical situations:
- The accident involved a pedestrian, and he received minor injuries. The fine is 2000-5000 rubles. The driver may also be deprived of his license for 1-1.5 years.
- If, as a result of an accident resulting from running a red signal, a pedestrian received moderate injuries, the amount of the monetary penalty increases from 10,000 to 25,000 rubles. The period of deprivation of rights also increases – up to 1.5-2 years.
Along with the sanctions imposed for violating traffic rules, the driver may be sued by the injured party. The violator may be required to compensate for the physical and moral damage caused.
Is it possible to get a discount?
Many drivers violate traffic rules, and even more drivers do not want to be held accountable for their actions. Paying fines is not the most pleasant experience. It is not surprising that many violators try to avoid this in every possible way. If you cannot appeal the decision, you can at least try to reduce the amount of the fine.
The law accommodates repentant violators and provides a 50% discount if they pay the assigned amount within 20 days from the date of the decision to impose penalties.
Drivers who do not qualify for the benefit:
- with repeated violation;
- being under the influence of alcohol/drugs at the time of the violation.
Thus, if the violation is committed for the first time, and the amount is paid within 20 days, then the fine for driving through red lights will be only 500 rubles. In the event of a repeated violation, the driver will not only be deprived of the right to a discount, but will also receive a fivefold increase in the fine.
