The current administrative legislation does not provide for many violations in 2021, for which a fine in the “flat sum” of 1,500 rubles can be imposed.
There are many more offenses for which the sanctions provide for a certain “corridor” of fines from the traffic police (for example, from 1000 to 1500). In addition, for some administrative offenses in cities of federal significance there may be increased penalties.

Normative base
Regulatory acts regulating fines of 1,500 rubles for all kinds of violations are presented by the Traffic Rules and the Code of Administrative Offenses of the Russian Federation. The Code of Administrative Offenses deals with violations for which a traffic police fine of 1,500 rubles is imposed:

- Art. 12.9 part 3 regulates the permissible speed limits and penalties for non-compliance (in case of exceeding 40-60 km/h);
- Art. 12.15 Part 1 provides for the imposition of penalties for non-compliance with the rules for the location of a vehicle on the road surface;
- Art. 12.15 implies the imposition of a fine on a slow-moving vehicle who did not allow another road user (car, motorcycle) to pass;
- Art. 12.16 part 2 regulates issues related to vehicle turns to the left and turns in unauthorized places;
- Art. 12.16, 12.19 regulate stopping or parking standards, failure to comply with which in 2021 is fraught with a fine of one and a half thousand rubles by law enforcement agencies;
- Art. 12.17 Part 1.1 provides for penalties for driving a vehicle in a bus lane and a lane intended for the movement of minibuses in 2021;
- Art. 12.18 part 1 regulates the traffic rules for pedestrians, cyclists, cab drivers and punishes violators with a fine of 1,500 rubles;
- Art. 12.21 Part 1 provides for punishment for driving a car in an overloaded state, failure to comply with the standards for transporting oversized cargo, high-risk luggage;
- Art. 12.30 provides for a penalty for pedestrians whose careless actions resulted in a situation that caused harm to the health of other road users (mild or moderate severity);
- Art. 12.36. 1 of the Code punishes drivers who, while driving, communicate on the phone while holding it in their hands.
Why can there be a traffic police fine of 1,500 rubles in Moscow?
A monetary penalty in the amount of 1,500 in the capital of our country can be imposed for all the violations above in the table, unless a larger amount is established by a special norm of administrative legislation.
Attention
Exactly the fines are 1500 rubles. in the “fixed amount” established by a special norm is not provided specifically for Moscow in 2021. As a rule, the amount of penalties for violations committed in the capital is 2 times greater than in other constituent entities of the Russian Federation.
Example No. 1. For stopping under the sign 3.27. in the regions, the traffic police fine is 1,500 rubles (part 4 of article 12.16 of the Code of Administrative Offences), but if you do the same in Moscow in 2021, the penalty will already be 3,000 rubles (part 5 of article 12.16 of the Code). Example No. 2. For driving in a dedicated lane for route vehicles in the regions, a penalty of 1,500 rubles is provided. (Part 1.1, Article 12.17 of the Administrative Code), in Moscow the motorist will have to pay 3,000 (Part 1.2, Article 12.17 of the Code). The same applies to parking on tram tracks (see Part 3.2. and Part 6 of Article 12.19.).
Types of violations with a fine of 1,500 rubles
The basis for the application of this type of penalty is certain articles of Chapter 12 of the Code of Administrative Offenses of the Russian Federation. It defines the cases that are recognized as violations, as well as the degree of responsibility provided for such violations.
The main offenses for which a penalty of 1,500 rubles is provided are given below.

Traffic police fine 1500 rubles in St. Petersburg
In 2021, there are no special legislative provisions regarding the “northern capital of the Russian Federation”. That is, the provisions of the Code regarding increased fines for certain violations apply in the same manner for both Moscow and St. Petersburg.
For example, if you park with a running engine in a residential area in St. Petersburg, you will receive 3,000 rubles, while if you commit a similar offense in another subject of the Russian Federation, you will receive 1,500 rubles. (Article 12.28 of the Administrative Code).
Payment period
Based on Part 1 of Art. 32.2. Code, all penalties must be paid no later than 60 days after the resolution enters into legal force (it comes into force after 10 days from the date of issuance - Part 1 of Article 30.3, Article 31.1 of the Administrative Code).
Exceptions:
- in accordance with Part 1.3. Art. 32.2. Code of Administrative Offences, you can pay a traffic police fine (except for those that cannot be paid at a discount) at half of its cost if you do this within 20 days from the date of the decision (not coming into force!);
- if a citizen is granted a deferment or installment plan in accordance with the norms presented in Art. 31.5. Code, you must pay within the deferment or installment periods specified by the court.
When is a discount possible?
For all types of fines indicated above, a discount is provided in 2021 if the funds are paid within 20 days from the date of drawing up the resolution, and not from the moment the violator receives the resolution. The discount amount is 50%, respectively, the payment amount during the grace period is 750 rubles.
If the violation is recorded by a photo-video camera and the amount of the fine is indicated in the decision sent by mail, which is received by the fine officer after 20 or more days, then the fine must be paid in full.
Methods of paying the traffic police fine 1500 rubles
Based on Part 3 of Art. 32.2. Administrative Offenses Code, payment of a traffic police fine of 1,500 rubles in 2021 should be made:
- to a credit institution (including through bank payment agents or subagents operating in accordance with Federal Law No. 161 of June 27, 2011);
- via Russian Post;
- through payment agents operating in accordance with Federal Law No. 103 of June 3, 2009.
To put it simply, you can transfer money in the following ways:
- using self-service devices (ATMs) of any credit organization (Alfa Bank, Sberbank, Rosselkhoz, Gazprom and others) using the details specified on the copy of the resolution form, or by UIN (unique identification number);
- through a bank employee (operator);
- through numerous online services (official website of the State Traffic Safety Inspectorate, Tinkoff, Yandex, Fines. Mail.ru, Unified portal of State Services, etc.).
Most online services, before paying a fine to the traffic police, offer to check the imposed penalties using the following details (usually a “bundle” of two or three of them is used):
- VU;
- license plate;
- vehicle registration certificate.
This is very practical - you don’t need to have a paper copy of the resolution with the payment details on hand.
Note No. 1. According to the VU, penalties from inspectors are checked, and according to the registration certificate - from photo or video cameras.
Note #2: Some sites charge a commission for payment. For example, Yandex charges 1% of the payment amount, but not less than 30 rubles.

Consequences of non-payment
In part 5 stat. 32.2. The Code of Administrative Offenses states two consequences that will occur if a traffic fine is not paid within the 60-day period established by law (if non-payment is made within the first 20 days after the resolution is issued, the right to a discount is simply lost, no further sanctions are provided):
- The traffic police official, within 10 days, prepares a second copy of the resolution and sends it to the bailiffs for the purpose of forced collection of debt on the terms and in the manner provided for by Federal Law No. 229 of October 2. 2007;
- At the same time, a protocol on an administrative offense is drawn up, liability for the commission of which is provided for in Part 1 of Art. 20.25. Code.
Note No. 1. Acts of officials in cases of administrative offenses in 2021 are equated to executive documents (clause 6, part 1, article 12 of Federal Law No. 229) and serve as a reason for initiating enforcement proceedings (Article 30 of Federal Law No. 229).
Note No. 2. The case according to stat. 20.25. The Code of Administrative Offenses will already be taken up by the court and will decide exactly how to punish the violator who is late in paying the traffic police fine in 2021:
- impose a financial penalty in double the amount originally imposed (but not less than 1 thousand rubles);
- arrest a citizen for up to 15 calendar days;
- or assign compulsory work with a total duration of up to 50 hours.
Consequences of failure to pay a traffic fine in 2021
Increased fine. If the fine is not paid within 70 days, the case will be transferred to the bailiffs. The bailiffs will not double the fine, but will add 1000 rubles to it - an enforcement fee.
Write-off, arrest, forced labor. If you ignore the demands of the bailiffs, they will refer the case to trial. The judge may impose sanctions:
- forced collection of money from an account,
- arrest for 15 days,
- forced labor,
- debiting money from salary,
- closure of travel abroad,
- suspension of a driver's license,
- ban on selling the car.
If the violator is detained during a raid by the FSSP and the traffic police, the car will be sent to the impound lot.
Appealing a traffic police fine of 1.5 thousand rubles
Any decision imposing a monetary penalty (including in the amount of 1500) may be appealed in the manner established by Chapter 30 of the Code.
Since most penalties are imposed by an employee of the State Traffic Inspectorate right at the scene of the offense, you should file a protest:
- or directly to this inspector, who within 3 days will be obliged to transfer the complaint and the rest of the case materials to a higher official (Part 1 of Article 30.2 of the Code of Administrative Offenses);
- or immediately to a higher official or to the district court at the place of residence (Part 3 of Article 30.2 of the Code).
By the way, if you file a protest both here and there, then the judicial body will deal with the consideration (Part 2 of Article 30.1 of the Administrative Code).
In any case, it is difficult to “make a mistake” with the determination of the person authorized to consider - in any case, the protest will be transferred to the jurisdiction within 3 days (Part 4 of Article 30.2 of the Code).
Attention
The most important thing is to comply with the deadlines allotted for appealing (10 days from the date of the decision - Part 1 of Article 30.3 of the Code). However, if this period is missed, it can still be restored (subject to extenuating circumstances, for example, serious illness).
You will not have to bear any costs associated with filing an application to appeal a traffic police fine in 2021 - in accordance with Part 5 of Art. 30.2. Code of Administrative Offences, no state duty is charged.
The time frame for consideration of a protest depends on who will consider it:
- 10 days – if a traffic police inspector;
- 2 months – if the court (Part 1.1, Article 30.5 of the Code).
Based on the results of a single (Part 1 of Article 30.6 of the Code of Administrative Offences) consideration of the protest, one of the decisions specified in Part 1 of Art. 30.7. Code, which will be announced immediately. A copy of the decision is sent by mail or delivered directly to the traffic violator within 3 days.
