When is a medical examination needed?
A medical commission is a mandatory procedure for Russian citizens who have completed training in driving schools and plan to obtain a license. It can only be carried out in hospital institutions that have the appropriate accreditation and licenses. An applicant for a driver's license will have to undergo an examination by many highly specialized doctors, an instrumental examination, and submit biological material for testing.
Each doctor on the list approved at the legislative level will have to indicate that the patient has no pathologies in his area. Ultimately, the individual comes to see a therapist, who closes the certificate with his note, signs and seals the medical institution.
Important! If the owner of a vehicle has a license, then he must provide the traffic police with a medical certificate about his state of health no more than once every ten years.
A certificate issued to an individual after passing a medical commission may be required in the following situations:
- When studying at a driving school.
- Upon initial acquisition of rights.
- When a driver opens a new category.
- When replacing a document after its expiration date.
- When obtaining a driver's license after the driver has been deprived of the right to drive a car.
Where will the results be sent?
After passing the medical examination, the data is sent to the traffic police, where it is planned to obtain a driver’s license. After which, employees of the state institution will conduct a thorough check of the medical report, and will also check whether the medical organization that issued it has a license.
The regulated inspection period cannot exceed one month.

Has the list of doctors changed in 2021?
A medical examination for a driver’s license requires an individual to undergo an examination by certain highly specialized doctors:
- neurologist;
- ophthalmologist;
- psychiatrist;
- narcologist;
- therapist;
- women will have to see a gynecologist.
If the therapist suspects the presence of any pathology, he can independently expand the list of doctors for the driver’s medical examination. It may include different doctors who carry out diagnostic procedures using high-tech equipment.
Changes in the rules for passing a medical examination:
Two types of medical examination
We mentioned above that the list of doctors conducting a medical examination depends on the category of the vehicle (vehicle) that the driver is driving (or plans to drive). There are two groups of vehicle categories. Each group has its own list of doctors who must be examined during a medical examination for a driver’s license. Let's look at these category groups in more detail.
To the first group
includes the so-called light categories.
These are categories A, A1, B, BE, B1,
M.
Among the listed categories, the most common is category B. Drivers of these categories must be examined by the following doctors:
- general practitioner (or family doctor);
- ophthalmologist;
- psychiatrist;
- psychiatrist-narcologist.
As we see, it is mandatory to go through four doctors.
A few years ago, for driver’s licenses of these “light” categories (A, A1, B, BE, B1, M), a visit to a neurologist was mandatory. Currently (including in 2021), an examination by a neurologist is not mandatory. However, you will have to visit a neurologist if your general practitioner (or family doctor) refers you to him. Please note that only a general practitioner (or family doctor) can refer you for examination to a neurologist. The same applies to an electroencephalogram (EEG): this examination is not mandatory, but only a neurologist can refer it if he has suspicions about the health of the driver (driver candidate). Among other things, a narcologist can refer a driver (driver candidate) for a urine and blood test.
What do we end up with? For light categories of vehicles, in order to obtain a driver's license, it is necessary to undergo a medical examination by four doctors. Under certain conditions, you may additionally have to see two more doctors and undergo tests. These rules remain in effect in 2021.
Please note that drivers of these categories do not also need to visit an otolaryngologist (ENT) and surgeon.
How much does a medical examination cost for a driver's license?
To the second group
includes categories C, CE, C1, C1E, D, DE, D1, D1E, Tm, Tb.
The peculiarity of these categories is that to obtain a driver’s license you must undergo six doctors, including:
- general practitioner (or family doctor);
- ophthalmologist;
- psychiatrist;
- psychiatrist-narcologist;
- neurologist;
- otolaryngologist.
In addition, it is necessary to do electroencephalography.
Blood and urine tests should be taken only with the direction of a narcologist.
As we can see, for these categories of drivers, during a medical examination, they need to go through more doctors and do more research.

Difference for men and women
The driver's commission for male and female audiences is practically no different. The list of doctors for examining ladies has been supplemented by a gynecologist, since there are a number of diseases that prohibit driving vehicles.
It is worth noting that pregnant women can undergo a medical commission.

Health requirements for drivers of different categories
Federal legislation imposes a number of requirements on future drivers, in particular regarding their health.
It is prohibited to drive motor vehicles and motorcycles if individuals have diseases of the following organs and systems:
- Pathologies of the organs of vision.
- Complete deafness in 1 ear, chronic purulent processes.
- Diseases leading to disruption of the vestibular apparatus.
- Malignant, benign neoplasms that interfere with the free movements of the upper and lower extremities.
- Absence of an arm or leg, part of a limb, phalanges or fingers.
- Diseases of the central nervous system, in particular serious brain injuries, damage to the skull.
- Pathologies that make breathing difficult.
- Diseases of the heart and blood vessels.
- Diseases that can limit an individual's mobility.
- Postoperative conditions.
- Hypertension of the third stage.
- Endocrine pathologies in which there is a disruption in the functionality of the gland.
- Alcoholism, drug addiction.
Stages of passage
The procedure for passing a medical commission involves several stages:
- An individual applies to any accredited hospital institution.
- The citizen informs the therapist about what driving category he is applying for.
- On the spot, the patient will be issued a medical card (bypass sheet), with which he must undergo examination by highly specialized doctors.
- After the examination, each doctor makes a note about the health status of the future driver.
- The therapist gives the final conclusion, registers the certificate, certifies it with a wet seal and signature.
How long is the document valid?
The certificate received during the medical examination has a limited validity period. Starting from 2021, such a document is issued for no more than one year. It is within 12 months after the certificate is issued that it can be presented to the traffic police, even on the last day of validity. But, if an individual has certain types of chronic diseases, then a medical examination will have to be done once every six months.

Despite the fact that the medical certificate is valid for a year, Russian citizens do not need to pass a commission every 12 months after receiving a driver’s license. The next time the document will have to be drawn up after the expiration of the rights, i.e. not earlier than in 10 years.
Important! An exception to the rules are Russian citizens who work as drivers and, as part of their duty, drive vehicles during their entire working time. They will have to undergo a medical examination every two years. And truck drivers need to be examined by doctors before each multi-day trip.
Who is examined by a narcologist and psychiatrist?

- Certificates from the State Traffic Safety Inspectorate are needed for driver candidates when they first receive a license, as well as for those drivers who want to replace their license because it has expired or has been lost.
- Drivers of water vehicles, aircraft, even if they are private boats and helicopters, cannot do without obtaining certificates from the traffic police; these citizens must obtain the appropriate licenses.
- Certificates from a narcologist and a psychiatrist are required when applying for a visa when traveling abroad.
- Citizens of foreign countries who get a job in the Russian Federation fill out a package of documents that includes these certificates.
- Some employers require applicants to provide a certificate from a narcologist and psychiatrist.
- To purchase a weapon, you need to obtain the appropriate certificate, and for this you need to undergo an examination by a narcologist and a psychiatrist.
Cost of document preparation
When planning to undergo examination by highly specialized doctors, an individual must be prepared for the fact that for the full range of activities to obtain a certificate, he will have to pay from 1,500 rubles to 3,000 rubles. The cost of services for each medical institution is calculated individually.

As for the time that will have to be spent on undergoing examination by highly specialized doctors according to the list, if you take the process seriously, you can handle it in a day. The only thing that can delay the time for receiving a certificate may be waiting for test results. Where can I get a driver's license?
You can obtain these documents at specialized clinics, centers, and dispensaries. If we talk about private hospitals, these can be multidisciplinary clinics and centers where, among other specialists, they see a narcologist and a psychiatrist. In paid drug treatment clinics, work is often carried out in two areas: addiction medicine and psychiatry, that is, here you can get both certificates to obtain a driving license.
The government institutions that issue certificates are drug treatment and neuropsychiatric dispensaries. Now each of them provides services for issuing certificates for obtaining rights.
Please note that starting from 2021, you can receive certificates from a narcologist and psychiatrist only at your place of permanent or temporary registration. When passing a license commission, the driver also visits other specialists; these examinations can be completed in other areas of your city or in other regions of the country.
What information is contained in the help?
The medical document (unified form No. 831-n, refers to strict reporting forms, subject to registration in the appropriate accounting register) must contain the following information:
- Full name of the individual who is applying for a driver's license.
- Number and series of the form.
- The stamp of the hospital institution where the citizen underwent a medical examination must be affixed in the upper left corner.
- The driving category of the car enthusiast is emphasized.
- The number of the license that the hospital has.
- Date of issue of medical document.
- A photograph of an individual is placed in the left corner of the form, at the bottom.
- On the back of the document there are special columns that must be filled out by highly specialized doctors examining the patient.
- The certificate is signed by the head of the commission and certified with the wet seal of the hospital institution.
Important! When filling out the unified form, typos, errors, and corrections are not allowed. If the doctor has entered inaccurate data into the form, it will be written off according to the report, and the individual will be issued a new document.
