What restrictions on driving rights exist in 2018 for health reasons?

Doctors assess the driver’s health status and decide whether he or she has medical restrictions on driving a vehicle. Absolute contraindications are:

• epilepsy;
• blindness in both eyes;
• persistent mental disorders and mental retardation;
• alcoholism and drug addiction (within 3 years after the onset of stable remission);
• achromatopsia (impaired color vision);
• persistent diplopia (double vision);
• spontaneous nystagmus (eye twitching) when the pupils deviate 70 degrees from the average position;
• chronic disease of the eye membranes, accompanied by significant visual impairment, persistent changes in the eyelids, including their mucous membranes, paresis of the eyelid muscles, preventing vision or limiting the movement of the eyeball;
• condition after refractive surgery for one month in the absence of complications;
• limitation of the field of view by more than 20 degrees;
• a disease that causes dysfunction of the vestibular analyzer, dizziness syndrome or nystagmus.

It is not always possible to identify mental disorders during a visit to the doctor. Russian legislators are seriously concerned about the significantly increased accident rate due to open disregard for traffic rules and aggressive driving style. Quite often, during a medical examination of those responsible for road accidents, it turned out that they had certain mental disorders that caused aggressiveness. There are also restrictions for drivers of different categories of vehicles. For categories A and M, subcategory A1 or B1 with a motorcycle seat or motorcycle-type handlebars:

• visual acuity below 0.6 in the best eye and below 0.2 in the worst with tolerable correction with 2 eyes open;
• the absence of both upper limbs or hands or their deformation, which significantly impedes movement.

Contraindications for driving vehicles of categories C, CE, D, DE, Tm or Tb, subcategories C1, D1, C1E or DIE:

• visual acuity is below 0.8 in the best eye and below 0.4 in the worst;
• blindness in one eye;
• absence of limbs, hands, feet or several phalanges of fingers (three on the right hand or two on the left);
• restrictions on the mobility of arms and legs that significantly affect driving;
• skull deformation causing neurological symptoms;
• diseases of the hearing organs, as a result of which it is difficult to perceive spoken speech at the usual volume within 3 m, or whispered speech at a distance of 1 m;
• height below 1.5 m.

Tractor drivers will also need a medical examination

Persons with disabilities can receive a medical certificate on the same basis as other citizens. But the document contains information about certain restrictions (the ability to drive vehicles only with an automatic transmission, the need to use a hearing aid when driving, the requirement for special voice sensors for parking in the car, and so on).

Pensioners can undergo a driver's medical examination on a general basis; there are no additional requirements or restrictions for them.

Why do drivers need a medical certificate?

In almost every country in the world, before issuing a permit to drive a vehicle, the future holder of this document must confirm that the state of his physical and mental health allows him to safely drive a car without creating problems for himself, passengers, or other drivers on the road. When hiring a driver, the law does not establish a rule according to which the employer must require a valid medical certificate. But many enterprises have their own standards.

What does a medical certificate look like?

In 2021, the Russian Federation adopted some legislative changes regarding drivers undergoing a medical examination. A new certificate form (003-В/у) was also introduced. Its content differs significantly from that of the previous certificate. In addition, the document itself is smaller in size - A5 format, filled out on both sides and called “Medical report”.

The stamp of the medical institution is placed at the top on the right side, and the seal at the bottom. The certificate is registered by the chairman of the driver's medical commission in a special journal. Subsequently, information with the number and personal data of the driver is entered into the database of the medical institution and synchronized with the traffic police database. Therefore, employees of the registration authority or traffic police can quickly establish its authenticity . The document form has several degrees of protection against forgery.

Police statistics show that for many years Russian drivers have often used fake certificates. They were printed in underground printing houses and were much cheaper than the originals. That is why the Russian Ministry of Internal Affairs introduced a new document format and significantly changed the approach to its issuance.

The acquisition and use of a fake certificate involves the imposition of an administrative fine of 80 thousand rubles or a six-month restriction of freedom. If a person is identified who sold such a document to the driver, he will face imprisonment from six months to two years with the imposition of the above fine.

What diseases will not allow you to pass the examination?

However, with some diseases it will not be possible to obtain a driver’s license in any case:

• very poor eyesight. It’s just possible to get a license with poor eyesight; a conclusion is not issued only in extreme stages;
• problems with the physical condition and development of the body. In some cases, due to physical impairments, a person simply cannot control the car sufficiently. However, even people with disabilities can get a driver's license and get behind the wheel of a car. Therefore, such issues are considered exclusively on an individual basis;
• mental health problems – due to some illness or disability, a person may not always be fully aware of the significance of his actions. Naturally, issuing rights in this case is prohibited;
• severe stages of heart disease;
• alcohol or drug addiction. A person’s tendency to use these substances is identified by appropriate doctors. Obviously, driving while intoxicated is extremely dangerous, so such people should not be allowed to drive.
