In fact, according to the text of the rules, the driver should not even start driving until he is sure that his car meets a number of requirements, including the presence of the “Spikes” sign with studded tires installed.

The text of the traffic rules contains enough provisions that are spelled out, but for violation of which there are no penalties. The need for the “Thorns” sign has long been one of them.

From April 4, 2021, the situation has changed, and for the absence of a “Spikes” sign on a car whose tires have these very spikes, the driver will be fined 500 rubles or a warning .

Clause 20.21 of the traffic rules:

This rule applies only to towing motor vehicles and does not apply to towing trailers. Those. a novice driver can drive a car with a trailer whose weight corresponds to the open category of the driver's license.

Rules for the carriage of passengers

Paragraph 22.21 of the traffic rules:

22.21. Transportation of people on a motorcycle must be carried out by a driver who has a driver’s license for the right to drive vehicles of category “A” or subcategory “A1” for 2 or more years; transportation of people on a moped must be carried out by a driver who has a driver’s license for the right to drive vehicles of any category or subcategories for 2 or more years.

Novice drivers cannot transport passengers on motorcycles and mopeds.

Another important point associated with novice drivers is the increased cost of compulsory motor insurance. When calculating the cost of the policy, a special coefficient is used - KBC (age and experience coefficient).

For a novice driver, this coefficient has the following values:
