What is a tachograph and why does it need to be installed?

Owners of commercial vehicles engaged in freight and passenger transportation must equip each vehicle with a tachograph. Order of the Ministry of Transport of Russia No. 440 dated October 28, 2020 indicates that the device must be installed on:

  • passenger transport operated by legal entities and individual entrepreneurs, in which the number of seats, in addition to the driver’s seat, is more than 8;
  • freight transport with a carrying capacity of more than 3.5 tons;
  • buses operated by individuals;
  • passenger transport carrying out regular transportation of passengers.

Orders of the Ministry of Transport of the Russian Federation No. 36 of February 13, 2013 and No. 273 of August 21, 2013 have lost force.

The order also contains a long list of exceptions (for example, trolleybuses, truck cranes, ambulances and other specialized vehicles are not required to install the device).

A tachograph (or recorder) is a device that is installed in the cabin of a vehicle and records such movement indicators as speed, distance traveled, time the car was driven in automatic mode, mileage, and the time the driver spends on work and rest. These devices help analyze the quality of the driver’s work and resolve controversial situations that arise in the event of a traffic accident.

In accordance with the order of the Ministry of Transport of the Russian Federation No. 440 dated October 28, 2020, in Russia, vehicles are equipped with tachographs with a CIPF unit (cryptographic data protection program), for international routes AETR is used (and drivers use CIPF and AETR cards). The laws and regulations do not define what a CIPF driver card is; this can be understood from the name; the recommended appearance sample is approved by the above order. This is a plastic rectangle with a microchip inserted into the tachograph to identify the driver before each use of the vehicle. The recorder cannot be used without a card.

Purpose of the card

For the Russian Federation, the standard is the use of on-board control devices (tachographs) equipped with a cryptographic information protection system (NKM/CIPF). To use these devices, it is necessary to install cards with an electronic chip in special slots, which:

  • They allow you to identify the person driving the car or performing other work (setting up the device, calibrating it).
  • Provide access to the functionality of the recorder.
  • They store information on the chip about mileage, driving/rest intervals, as well as other vehicle movement parameters.

The individual driver card is valid for 3 years from the date of issue. The use of a prophesied digital key is prohibited by law and is punishable by penalties.

Who installs the tachograph and provides drivers with cards

This responsibility lies with the employer - a legal entity or individual entrepreneur who carries out freight and passenger transportation using the vehicles listed above. He buys equipment, including plastic certificates, at his own expense and installs it in accordance with Art. 20 Federal Law-196 dated December 10, 1995.

If desired, the employee has the right to obtain a certificate independently; how to obtain a driver card for a tachograph for an individual or organization is established in law, the procedure is further clarified on the official website of the Ministry of Transport.

If an employee is employed who already has such a plastic certificate, there is no need to go through the procedure again. The card is personalized, and in the event of an employee’s dismissal, the employer, even if he spent money on obtaining the document, does not have the right to take it away from the employee. The procedure for interaction in this case is regulated in a contract or collective agreement.

The algorithm of actions on how to obtain a CIPF card yourself is established in the new Order of the Ministry of Transport of the Russian Federation No. 440 dated 10/28/2020 (valid from 01/01/2021 to 01/01/2027). What is a driver card

Who needs a driver card for a tachograph?

Not all vehicle drivers have the right to receive such a plastic identity identifier. It is issued if the driver:

  • has a license to drive a vehicle of categories “C”, “D”, “E”;
  • resides on the territory of the Russian Federation for at least 185 days a year;
  • over 18 years of age - for freight transport weighing less than 7.5 tons, and over 21 years of age - for passenger transport. Passenger carriers must have at least a year of work experience.

Is it possible to restore a document?

Due to various life circumstances, the driver's card may be lost or the information displayed on it may be unreadable due to wear or disrepair. Is it possible to restore a document in such situations? If the driver has recently received the right to drive a vehicle, then there is no need to restore the card, since the information will be stored in a special traffic police database for a long time. To receive the document, it is enough to fill out the appropriate request. However, if the training was completed a long time ago, especially at a time when the traffic police database had not yet been formed, then in order to obtain a duplicate document it is necessary to make a request to the institution where the education was received.

What types of driver cards are there for a tachograph?

Plastic certificates vary depending on the device the vehicle is equipped with. If a device is installed in the car interior that meets the requirements of the European Agreement concerning the work of crew during international transport, then an AETR driver card, that is, a European standard, is issued. And if the tachograph is equipped with a unit that meets the standards of the Technical Regulations “On the Safety of Wheeled Vehicles,” then the driver receives a CIPF tachograph card, that is, Russian plastic.

In addition, there are several types of cards:

  • driver - gives access to the device and allows you to work with it in operating mode;
  • enterprises - it provides full access to all necessary data;
  • controller - used when the device operates in the “Control” mode;
  • workshop - intended for calibration, installation and adjustment of the device.

What is the difference between CIKZI and AESTR tachographs?

To carry out international transportation, it is necessary to issue a driver card for a tachograph of the European AETR standard, and when driving a vehicle within the Russian Federation - a CIPF tachograph card. Performing essentially the same functions, tachographs require different data encryption methods. In addition, they have a number of significant differences:

  1. To use the CIPF card, you must enter a PIN code, which is not provided for by the AETR tach card.
  2. Cards have different watermarks and fonts printed on them. On the AETR tach card, the text is printed in two languages: Russian and English, and on CIPF cards - only in Russian.
  3. The serial number of the AETR card begins with the Latin letters RUD, and the CIPF begins with zeros.
  4. The price that must be paid for registration of plastic is also different. The costs for a CIPF tach card are lower.
  5. The list of documents required for their registration is largely similar. To apply for Russian-style plastic, you must additionally provide a TIN and an official letter of request from the employer.

Instructions for use

In order to start using both the driver card and the tachograph, the motorist will need to perform just a few simple steps. To start working, you need to turn on the ignition, after which the backlight lights up on the display and the main screen is displayed. Next, the card is installed in the left slot (chip up and forward). Then you need to enter the PIN code, to do this, use the arrows to select the required numbers, and confirm with the OK button. Then it is necessary to make a manual input, with the help of which the driver selects the type of activity: rest or work and duration. Why enter the time format (zero or local), mode and date.

Where and how to apply for a driver card

Officials who are entrusted with the responsibility of equipping vehicles with the necessary equipment often wonder: where to make a driver card for a tachograph and what is needed for this. There are three ways:

  1. At the office of a service center or licensed organization. Their list can be found on the website of the Federal Budgetary Institution of the Automobile Transport Agency "ROSAVTOTRANS".

The production time is determined by the speed of processing applications by FBU Rostavtotrans employees and the workload of the plant that produces tach cards for drivers, workshops and enterprises. What documents are required to obtain a tach card?

What other cards are needed to obtain information from the tachograph?

Penalties provided for in 2021

The absence of a tachograph in the cabin of a truck, in accordance with Article 11.23 of the Code of Administrative Offenses of the Russian Federation, is regarded as an administrative offense that entails penalties for all persons involved in transportation. For drivers, a fine of 3,000 to 5,000 rubles is expected; for release onto the line, for employees of a motor transport enterprise who released a car for a trip, a fine is provided in the amount of 7,000 to 10,000 rubles, for individual entrepreneurs - from 15,000 to 25,000 rubles, and for legal entities - from 20,000 to 50,000 rubles Sanctions are imposed for the lack of tachographic documentation and for improper operation of the device.
