Transit numbers for the car. What are they needed for?

What does the law say?

Issues regarding registration of license plates are regulated by Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 of November 24, 2008 and No. 139 of June 10, 2017. How to avoid a fine?

The new procedure for selling a car will look something like this: the owner enters into an agreement with the direct buyer in the manner prescribed by the Civil Code (for example, a simple written form) and transfers all documents for the car. All. No reference invoices, no “commissions” or other intermediaries. The agreement is in simple written form, the license plates of the old owner remain on the car - and the new owner drives the car to his home. The fun begins next. The fact is that the new owner is obliged to register the car within 10 days from the date of purchase and sale. If the new owner does not deign to register the car, then see point 5: the old owner can cancel the registration of the car in his name. After this, the documents and numbers are put on the wanted list! The very first traffic police post - and the new owner is forced to give the traffic cop all the documents for the car, the license plates are twisted, and he takes the car to the traffic police for forced registration on a tow truck.

If the new owner evades the obligation to register the car, then he is put on the wanted list, caught and prohibited from using the car. It is not entirely clear how trade-in, consignment stores and private resellers, for example, those who buy a car in one region and sell it in another, will now work. After all, only a direct buyer or a representative under a general power of attorney can register a car. Now only the insane will sell their car under a general power of attorney, taking into account the high probability of gigantic fines (in the case of a sale “by proxy” - practically undeniable). This will probably lead to the fact that records about the intermediary will be entered into the PTS, which will not suit all buyers. With the abolition of transit, a whole layer of business that has been in the making for many years will become a thing of the past and will be sacrificed to paid parking and dedicated lanes.

The temporary import scheme for cars with foreign license plates will continue to operate for now, but this is for the time being. It is quite likely, according to rumors, that cars with license plates of other countries, imported under the temporary import scheme, will continue to drive quietly on Russian roads for no longer than a year.

How long are transit numbers allowed to be used?
