The idea of a fine discount will seem absurd to many. But, nevertheless, drivers who violated traffic rules have this opportunity. Let's look at how to pay a parking fine with a 50% discount in Moscow.

Why were discounts introduced?

Difficulties in collecting fines issued for traffic violations are familiar to everyone in Russian realities: drivers are often in court, and some are also in court. quite expensive and does not always lead to positive results.

In order to encourage car owners to quickly pay penalties, Article 32.2 of the Code of Administrative Offenses of the Russian Federation provides them with the opportunity to make only half of the assigned payment. This norm is valid from 01/01/2016. We recommend reading more about this in the article “”.

It should be noted that this provision does not apply to some offenses: in particular, it is impossible to reduce the amount of the penalty imposed for driving a car, as well as for the repeated commission of a number of other serious offenses. But a discount on paying a parking fine is quite possible if you pay it within 20 days.

After the introduction of this rule, the situation with the collection of payments improved significantly: the majority of drivers considered it reasonable to use the benefit. According to representatives of the traffic police, the number of people trying to appeal decisions issued for illegal parking has decreased, since now filing a complaint makes it impossible to pay a parking fine in the amount of half the amount.

Previously, many violators tried to challenge the imposed penalty in the hope of using procedural loopholes and waiting for the expiration of the period for bringing to responsibility, since in any case they did not lose anything. Now, given the fact that a 50% discount on paying a parking fine is not provided when challenging the decision, car owners refuse to file complaints with unclear prospects.

How are unpaid traffic fines checked?

If a citizen has unpaid fines, it can lead to serious consequences. After the expiration of the 70 days established by law (10 for appeal and entry into force of the decision + 60 for payment), traffic police officers transfer the case to the Federal Bailiff Service within 10 days. This organization is endowed with broad rights to collect debts, and an unpaid fine is a debt. They can seize and sell your property and block your travel abroad.

Therefore, periodically check whether you have fines, especially since you can save money by paying them within 20 days. It is best to check fine debts on the official website. You will need to enter the vehicle's license plate number and its registration certificate number.

Conditions for providing benefits

Since many drivers are interested in whether a 50% discount on a fine for illegal parking applies in their case, let’s consider what situations are covered by the rule on reducing the payment amount in case of prompt payment. Illegal parking usually means leaving a car under signs prohibiting parking and stopping, or in violation of roadway markings.

For committing all these offenses in Moscow and St. Petersburg, liability increases by 2 times, with the exception of parking in a parking lot for the disabled.

As we have already noted, the condition for whether it is possible to pay a traffic police fine for illegal parking with a 50% discount is the period of depositing the funds.

If, as a general rule, the payment period for an offense committed is 60 days, then in order to receive the benefit, payment must be made within 20.

Liability for a car left in the wrong place may be provided for in other articles and regulations. Therefore, in order to find out whether there is a 50% discount on a fine for illegal parking, you need to determine on the basis of what standard the fine is imposed. Since the discount is established by the Code of Administrative Offenses of the Russian Federation, it applies only to penalties imposed in accordance with this code.

Drivers often ask whether the 50% discount applies to fines for paid parking? Since legal relations related to payment for a parking space are not regulated by the Code of Administrative Offenses of the Russian Federation, then, accordingly, the provision on preferential payment does not apply to them. But this is at first glance.

If the penalty for illegal parking was imposed in accordance with the Code of Administrative Offenses of the Russian Federation, a deferment was not provided and it is not worth asking why there is no discount on the parking fine at the local traffic police - perhaps a technical error simply occurred.

Penalty options for parking violations

When parking incorrectly, the driver violates different traffic rules, so there is no single amount of fines.
Specific violations are subject to punishment. In cities of federal significance, there is a system of increasing the amount of fines for violations. Let's find out what penalties exist, and then find out for which violations you can pay 2 times cheaper. We have summarized the amounts of fines in 2021 in a table:

How to pay half the amount

Let's summarize and figure out how you can pay the traffic police fine for parking with a 50% discount. This can be done in any of the common ways:

  • through bank branches;
  • terminals;
  • Internet banking;
  • official websites of the State Traffic Safety Inspectorate and the State Services Portal;
  • through payment systems.

Information about penalties that can be paid in half is contained in the databases of the State Traffic Inspectorate and the State Treasury. Therefore, there is no need to perform any additional actions when paying: it is enough to pay half the amount indicated in the receipt from the traffic police.

Since the fine for illegal parking is usually about 1000 rubles, payment with a discount will be within 500 rubles. Of course, for serious violations, more significant penalties are imposed. Find out in more detail in what cases and to what extent they are imposed.

Who is held accountable?

Bringing to responsibility can be expressed in recording an offense as follows:

  • traffic police inspectors issuing orders in accordance with federal and regional laws;
  • through the response of road users and residents. Photo and video materials of violations are prepared accordingly and sent to the official website of the traffic police via the Internet;
  • on the territory of the capital of the Russian Federation, the Moscow Road Inspectorate (MADI) also has the right to issue a fine.

Important information. If you wish, you can report a violation by personally contacting the traffic police department or by sending a registered letter.

Recording of violations can be carried out both by traffic police inspectors and conscientious citizens

But at the same time, the statistics of traffic violations is growing. One of the violations that can result in a fine is parking in the wrong place.

What you need to know

In cities there are special parking areas reserved for each category of drivers:

  • parking is paid or not;
  • for invalids;
  • for passenger cars and large-capacity vehicles;
  • official, etc.

But with so many vehicles on the city streets, drivers find it difficult to find a free parking space, even if only for a short time.

This leads to traffic violations for parking in the wrong place, not to mention the risk of creating an emergency.

In the traffic rules there is such a meaning as “wrong parking” or “parking in the wrong place.”

In simple words, on sections of the road where special decal signs are installed stating that it is prohibited to stop a car (near the sign at a certain distance or under it), you should under no circumstances stop.

Even if you only need to go out for 5 minutes, it will be considered a violation and will result in a fine.

Definitions

First of all, you should learn to distinguish what the difference in concepts is:

In the latter case, we mean parking or parking lot. Parking lots serve as a temporary location for a car with payment over time, but no one is responsible for the safety of your car, unlike parking lots.

A parking lot is a specially designated area intended not only for parking a car, but also for storing it. There the administration is responsible for safety and integrity.

When is payment required?

Any fine issued to you for violating traffic rules is mandatory. This means that the sooner you pay it, the better.

To be more precise and guided by the rules, the violator is given 80 days from the date of receipt of the fine.

Let's take a closer look:

So it turns out - 80 days.

Legal basis

Violations of traffic rules are punishable by fines issued by traffic police officers. Their actions are regulated by Chapter 12 of the Code of Administrative Offenses of the Russian Federation.

All this is equated to administrative punishment; accordingly, administrative liability is imposed in the form of a monetary penalty.

In what cases is a fine imposed?

The requirements for public parking are established by Article 12 of Federal Law No. 443 of December 29, 2017 “On the organization of road traffic in the Russian Federation.” Article 13 of the same law provides conditions for the creation and operation of paid parking lots. The federal authorities transferred most powers and regulatory measures to the regional ones. It is within the competence of local authorities to establish periods of time when paid parking can be used for free, establish a ban on the placement of paid parking on territories and roads near various socially significant organizations (schools, hospitals, city administrations), etc. The amount of the fee can also be set by the parking lot owners, but the amount for 1 hour cannot exceed that established by the methodological recommendations of the Ministry of Transport, depending on the percentage of occupancy of the parking lot with cars.

Unpaid parking

According to clause 7 of Article 13 of Federal Law No. 443, owners of paid parking lots must ensure the availability of an automated system for accepting payments in both cash and non-cash form. In Moscow there are many more ways to make payments than in the regions. You can pay for parking through parking meters with a bank or parking card, via SMS, through a mobile application, through QIWI terminals or using the Mostransport voice service by phone number. You can only stand in paid parking for free for 5 minutes (until mid-December 2018, this time period was 15 minutes). If payment is not made before the end of this time, the driver will receive a fine for parking in a paid parking lot. Payment verification can be carried out by specialists working in the parking lot, special vehicles (parking lots) that run around the parking lot every 5 minutes and record vehicle license plates, as well as video surveillance cameras.

How much is the fine for illegal parking?

There is no set fine amount. Its size depends on many components - region of residence, make and type of car, place of parking and duration, consequences incurred or risk of the situation, etc.

If the violation was made in Moscow, then the fine for the first violation will be 1,500 rubles, and for a second violation - 3,000 rubles.

The fine for illegal parking in St. Petersburg in 2021 is equivalent to the capital’s rate. Tow truck services will cost up to 5,000 rubles.

The amount of the fine varies depending on where you left your vehicle:

  • in the courtyard of a residential building;
  • On Pavement;
  • at the bus stop;
  • parking in two rows;
  • on the lawn;
  • on site for disabled people.

For parking near a residential building, or rather in its yard, you will have to pay from 1000-5000 rubles from your wallet.

For parking on the sidewalk, prepare to pay 1,000 rubles, and if there are plantings (flowers, shrubs, trees), playgrounds - 5,000 rubles.

The bus stop is intended only for this equipment, boarding and disembarking passengers. Occupying this territory is not permitted and may result in fines of 1,000 rubles.

Stopping a car on the sidewalk, even with one wheel, is considered a full violation of traffic rules and is punishable by fines of 1,000 rubles.

The same size applies to those who left the vehicle near the pedestrian zone (less than 5 m from it).

You will pay 2,000 rubles for parking a car in the second row, since you will obviously interfere with the movement of other vehicles.

A lawn is any area where there are green spaces. For parking a car in such places, an individual will be fined 5,000 rubles.

Violators of official duties will suffer losses many times greater - 10 thousand - 50 thousand rubles. Representatives of the legal elite - from 100 thousand rubles.

Road signs

In order not to make a mistake about where to park your car, even if only temporarily, pay attention to the presence or absence of the following traffic rules:

Photo: parking sign 4.6

In addition to the signs, “Validity time” signs may be used, indicating the time period (hours, days of the week) when you can be under the sign (make a stop) and when you cannot:

  • plate 8,5,5;
  • plate 8,5,6;
  • plate 8,5,7.

Signs 3.29 and 3.30 indicate that stopping is prohibited during certain months on a given stretch of road.

You can find out more about all road signs yourself in the traffic regulations for 2021, which came into force on January 1, 2017.

Is it possible to pay foreclosure in Moscow with a 50 percent discount?

You can count on a 50% discount in the capital, provided that the fine was issued to you by a “live” traffic service officer, and also regulated in accordance with the resolutions of the Code of Administrative Offenses of the Russian Federation with numbers 3.27 and 3.28 according to the traffic rules.

But fines for not paying for parking in a paid parking lot do not meet such conditions. Therefore, do not count on a discount.

If you pay the fine within the first 20 days after it was imposed, you will automatically receive a 50% discount.

Cost of towing a car

You decide to park in the wrong place. The reason may be significant, something urgent and urgent, but the law, excuse me, doesn’t care about this.

If you do not have time to “escape” the crime scene, beware! You will have to pay not only the fine issued for parking in the wrong place, but also for the services of a tow truck.

The only caveat is that if you managed to do it before the special equipment moved, taking away your car, you can save it.

To do this, you will need to immediately pay a fine and move the car to an authorized parking place. Unfortunately, there is no uniform amount of such a fine.

Each region of the country has its own rules on this matter. The main influence is the type of car for which the fine is issued.

In the capital, buying a car from a parking lot will cost up to 5,000 rubles. for the first day, and after 1000 rubles. for every day.

Even such actions (evacuation) can be legally appealed. When you buy the car, carefully study the documents issued to you from the parking lot, the resolution for the fine issued to you for parking in the wrong place.

Then fill out a statement with your claims regarding the violation issued to you and demand a refund of the money spent on the fine and the tow truck. The document is transferred to law enforcement agencies.

Is it possible to check online

The official website of the traffic police will kindly provide you with all the up-to-date information on any issue, regarding whether you have fines (paid or unpaid), issued personally by a traffic police inspector or recorded by photographic video, the history of your vehicle, etc.

Select the “Services” tab in the top menu bar and go to the main page with the proposed options for checking the vehicle.

Here you can choose to check:

  • fines;
  • vehicle driver by last name;
  • check the car itself;

To check the presence or absence of fines, the vehicle’s personal registration plate or registration certificate is used.

After entering the information, confirm the action with the “Request Verification” button. Wait for a response. If there were no fines, the system will give you a similar result.

On the contrary, if you had sins. Then a sign will appear containing the number and date of the resolution, the article of the Code of Administrative Offenses that guided the inspector’s actions, and the amount of the fine.

On the traffic police website you can immediately pay the fine and print a payment receipt. Always keep all receipts and receipts.

If you paid the fine, and you received a notification about it again, contact the authorities with the original and copies of the documents, write a statement.

How to avoid penalties

There is a very simple and sure way to make a stop in the wrong place, while avoiding the punishment prescribed by law.

Few people remember about it, but this method should be used only in emergency situations. It will be enough to place a warning triangle next to the car or turn on the hazard lights.

When committing an administrative offense, the driver is obliged to pay a fine within the period established by law. This must be done, otherwise the citizen will face problems.

Responsible drivers who do not accumulate fines can receive a discount. In January 2021, an amendment was made to the law regarding debt repayment. If the funds are deposited on time, only half of the amount is paid.

Such measures were introduced to increase the number of fines paid. In addition, drivers try to pay off the debt faster in order to reduce its size.

Not all citizens know in what cases such a bonus is provided. Many people are wondering whether it is possible to pay 50 percent of the parking fine in Moscow.

To clarify this possibility, you need to refer to the provisions of the law. They specify the procedure for depositing funds and the features of accelerated payment.

Is it possible to pay a parking fine with a 50 percent discount?

You can pay only half of the fine if no more than 20 days have passed since the date of the decision.

However, this privilege only applies to violations that do not pose a serious danger to other road users or pedestrians.

Discounted fine payment is not available in the following cases:

  • drunk driving or transfer of control to a drunk driver;
  • refusal to undergo testing for the presence of alcohol or other intoxicating substances in the blood;
  • the driver’s fault in committing an accident with victims;
  • repeatedly exceeding the speed limit by 40 km/h or more;
  • repeatedly running a red light;
  • driving into oncoming traffic or hitting a solid marking line;
  • traveling on tram tracks where this is prohibited;
  • obtaining a deferment or installment payment of a fine.

Parking cost

There are practically no free parking spaces left in the center of Moscow. The introduction of parking fees on city streets was caused by the need to optimize traffic flows and make the city center more convenient for pedestrians, who were hindered by cars parked on the sidewalks.

The funds received from the introduction of such measures are used, among other things, to maintain and expand transport infrastructure.

Parking costs depend on the area and time of day. The amount ranges from 10 to 200 rubles. at one o'clock. You must pay in advance for the vehicle to remain at the selected location.

This can be done through a special parking meter, payment terminal or mobile application.

Detailed information about the cost of parking in various areas of Moscow is presented on the portal parking.mos.ru.

Why was this privilege introduced?

The discount on fines was introduced in order to increase their collection. The opportunity to pay less encourages violating drivers to quickly fulfill their obligation to pay a fine.

How much does parking cost at Domodedovo Airport, see the article: parking at Domodedovo Airport. Read how Vnukovo parking works here.

The absence of such a benefit for gross violations should encourage drivers to be more respectful of traffic rules and violate them less.

In what case will a driver be fined in Moscow?

There are quite a few rules limiting the parking of vehicles within the city and on country roads.

For violating them, the driver of an illegally parked vehicle faces a minimum fine, and a maximum - a fine plus payment for towing and keeping the car in the impound lot.

The list of violations is quite long, it includes parking:

In placesDedicated for disabled people
On lawns and flower bedsEven for a collision with one wheel
On the sidewalksEven one wheel will be enough
At a pedestrian crossingOr within 5m on either side of it
In the yardsIn places not intended for parking
Second row on the roadway
On the tram tracks
In transport tunnels
At public transport stopsAnd 15 m before or after them
In rangeProhibitory (solid) markings or signs

In the capital, in addition to penalties for violating the rules of stopping and parking vehicles provided for in Chapter 12 of the Administrative Code, drivers who do not pay on time for being in a paid parking zone will also be fined.

Failure to pay for parking in Moscow carries a fine of 2,500 rubles. Late payment means missing the time allotted for it. In the capital, this interval is 15 minutes.

How to check for foreclosure

The decision on a fine does not always arrive on time. To be able to pay a fine with a discount, it is worth obtaining information about the imposition of a penalty as quickly as possible. This can be done not only by the number of the court document, but also by the number of your car.

By car number

Using the registration number of the car, you can clarify the presence or absence of penalties for traffic violations on the traffic police website, or in Yandex.wallet and other electronic payment systems.

To obtain the necessary information, you will need to enter your registration number in a special field.

After performing a search, the system will provide information about the owner’s unpaid fines for violating traffic rules. The numbers of decisions and the dates of their issuance will also be displayed.

Is it possible

The possibility of paying half the fine is provided for on legal grounds. If a person wants to receive a discount, then he needs to comply with the established deadlines.

This right is available only to citizens who have committed minor violations. If there is a danger for pedestrians and other motorists, no discount will be given.

It is also impossible to pay the fine in this way for persons who refuse to undergo examination.

In addition, the right is excluded if there are victims of an accident, speeding by more than forty kilometers per hour, or running a red light not for the first time. There are other situations when a discount is not provided.

Under what conditions is the benefit provided?

Legislatively, there are several grounds for providing benefits for non-payment of parking:

  • It is possible to pay a fine for that, in the amount of fifty percent, if the deadlines established by law are met. If you skip them, you will be required to pay the full amount.
  • It is important that the citizen commits an incident that provides for a 50% discount. Unpaid parking is included in the list established by law.
  • The third condition is the fact that a violation has been recorded. The moment must, traffic police inspector.

If these conditions are not met, you will not be able to receive a discount.

Deadlines

If a violation of traffic rules is committed, a traffic police officer will draw up a protocol. The document is drawn up exclusively by the traffic police inspector.

It should describe:

  • essence of the problem;
  • all the nuances of the situation;
  • liability under the Code of Administrative Offences.

After the driver has committed an offense recorded by the employee, drawing up a protocol begins. From this moment, the statutory 20 days are counted.

The possibility of paying half the fine is provided only during this period. If 20 days expire, the amount will be charged in full under the relevant article of the Code of Administrative Offenses of the Russian Federation.

To view the payment deadline, a citizen must refer to the driver’s card. The information column contains the date when the payment is due.

What happens in case of non-payment?

In order to pay the fine, the motorist is given 60 days by law (+ 10 days to appeal). After the expiration of this period, liability measures will be applied to him under Article 20.25 of the Code of Administrative Offences. In total, there are 3 types of punishment - a double fine (at least 1000 rubles), administrative arrest for 15 days and compulsory labor. The decision to establish a punishment will be made by the court, since neither the traffic police, nor the AMPP, nor any other structure can sentence the offender to arrest or community service.

The period for issuing a decision is 2 months (Clause 1, Article 4.5 of the Code of Administrative Offenses of the Russian Federation). The statute of limitations for collection of unpaid fines is 2 years from the date of entry into force of the resolution (Clause 1 of Article 31.9 of the Code of Administrative Offenses). After its expiration, no punishment can be applied to the violator.

There are a number of exceptions for persons to whom sanctions in the form of arrest or compulsory labor cannot be applied. These include women with small children or those expecting the birth of a child, disabled people of groups I and II, and others. Arrest cannot be applied to persons whose violations were recorded by video surveillance cameras. This is clearly stated in the notes to Art. 20.25 Code of Administrative Offences.

When there is no discount

In some cases, payment of only half of the fine is not provided.

This usually applies to cases of serious offences:

  • You cannot pay 50% of the amount if a person drives a vehicle without proper registration. In this case, the offense must be committed again. For example, you cannot deposit funds if a person gets into a car that does not have a registration number, after having previously been fined for this.
  • Driving while intoxicated does not give you the right to a discount. This category also includes handing over a car for driving to a drunk person.
  • A citizen will be punished to the fullest extent of the law and will pay the fine in full if he is issued a protocol for exceeding the speed limit by more than forty kilometers per hour. It is important that he commits the offense again.
  • You cannot pay half of the amount if the driver ran a red traffic light. This is prohibited when performing repeated actions.
  • There is no discount for re-entering the lane of oncoming traffic. This is also equivalent to driving in the wrong direction when the driver is driving in a one-way lane.
  • The list of exceptions includes offenses in which there are victims. The degree of harm caused to their health should be assessed as mild or moderate.
  • It is not possible to pay half the fine if a person refuses to undergo a medical examination. It is necessary to check for the presence of alcohol and drugs in the blood. The use of alcoholic beverages immediately before the procedure is also detected. The examination is initiated by a traffic police officer when a traffic accident occurs or a vehicle is stopped by an inspector.

How to check if there is a fine

Not all citizens receive decisions on time indicating the existence of a fine. Therefore, it is often not possible to make payments on time. To receive a discount of 50% of the written amount, you need to find out as soon as possible whether there is a fine or not.

There are three main options for checking information. They differ in the way they obtain data. You can clarify the information by vehicle number or decree.

The presence or absence of fines is determined by entering the vehicle registration number. Verification of penalties for violation of traffic rules is carried out through the official website of the traffic police.

You can also use various payment systems. Information may be provided to users of the Yandex.Money service.

To obtain information, you must enter the vehicle registration number in the field provided for this purpose. The system will begin a search, which will last for some time.

At the end of the procedure, information will be provided about the presence of unpaid fines for violating traffic rules. Not only information about the essence of the resolution will be shown, but also the number of the issued document and the date the fine was issued.

If you have a resolution number, you can clarify the amount of the fine through the State Services portal of state and municipal services. It is also possible to access the official website of bailiffs, the Yandex.Money system.

After the resolution number is entered, information about the amount of the fine and its grounds will be displayed. In addition, the document number is required in case of payment. You must take it with you when transferring rubles through a terminal or ATM.

Some devices are equipped with scanners that read barcodes on the order. In this case, entering the number will not be required. It is enough just to attach the paper with the corresponding part to the terminal, after which the system will display all the information about the fine.

If a citizen does not agree with the imposed sanctions, he can challenge them in the appropriate authorities. First of all, you need to go to the traffic police inspectors. If this method does not lead to a positive result, then an appeal to the judicial authorities is required.

Payment Methods

Many drivers make mistakes on the roads. If they were noticed by traffic police, a fine will be issued. Mandatory payment is required, otherwise more severe penalties will be applied.

Previously, it was possible to pay a fine only directly at the police station. Currently, there are a large number of repayment methods available. All of them are based on access to the Internet. You can transfer funds by clicking the mouse button several times.

There are several main payment methods:

  • when accessing the official website of the traffic police;
  • through the portal of state and municipal services State Services;
  • when using electronic payment systems Yandex.Money, WebMoney, Qiwi;
  • through banking of any credit organization (for example, Sberbank online);
  • in a regular bank branch when filling out the appropriate receipt.
Bank
  • The traditional common way to pay a fine is to visit a bank branch. The citizen personally contributes the amount of money established in the resolution.
  • This method is used by many citizens. It is often used by people who are unfamiliar with working on the Internet. Therefore, they are more accustomed to paying off their debt the old fashioned way by contacting a specialist from a credit institution.
  • It is not necessary to visit Sberbank of the Russian Federation. You can contact any financial and credit organization. It is important to first consult with a banking specialist.
  • Payment is made through the bank's cash desk. It is worth remembering that the client will have to overpay a little. This is due to the fact that a certain percentage is charged for the procedure as a commission.
  • The citizen must have a resolution in his hands, according to which the need to pay a fine is noted. You will also need the details of the traffic police department to which the funds will be transferred.
TerminalThe second method is to transfer funds through a payment terminal. The devices are usually available at credit institutions. Citizens who do not know how to use them are provided with assistance from specialists.
To pay the fine, you must follow the instructions below:
  1. You need to approach the device and stand in front of the terminal screen.
  2. You need to select and click on the “Payment for services” button.
  3. Below is a list of available services. In it you need to select the “Fines” section.
  4. At the next stage, you need to select the “Traffic violation” item.
  5. The details of the resolution and the amount of the fine are entered in the appropriate field.
  6. You need to insert money into the bill acceptor. You can also debit funds from a credit or debit card.
  7. To make a transfer, you need to click the “Submit” button.
  8. Once the payment is made, a receipt is printed. It must be saved in order to be able to confirm the fact of payment.
OnlineThe third way is to use online services on the Internet. This option is used by young people. Payment is made through the official website of the State Traffic Safety Inspectorate, the portal of state and municipal services State Services.
You must follow the instructions below:
  1. Registration on the government services portal State Services is required. The person’s personal data is entered and the corresponding code is obtained.
  2. It is necessary to reflect information about the insurance company, as well as the vehicle.

We will talk about fines for unpaid parking, in what situations a sanction can be issued, how to check for fines and even challenge them.

Moscow is famous not only for constant traffic jams, but also for the cost of parking in the center, where most people prefer to just drive by and save a lot of money, which will have to be used to pay for parking.

As soon as you park your vehicle in the paid parking zone, you should immediately pay for the idle car in the protected zone.

Methods of paying for parking vary slightly, so if you are parking in a place for the first time, familiarize yourself with the local system first, so as not to end up with a fine just for not knowing the rules.

The simplest method of paying for a parking space is to use a parking meter - this is a special terminal that accepts money transfers using a bank card.

Most shopping and entertainment centers in cities such as Perm, Vladivostok, Kaliningrad boast paid multi-storey or underground parking, but a slightly different scheme works there. When you enter a secure parking lot, you receive a special card on which the time is recorded. When you are about to leave, using this card at the parking meter, you pay for the downtime, after which you have about 5 minutes to leave the parking area. The exit barrier identifies your paid card and releases it if the time is correct.

In the latter situation, fines are practically eliminated, because your car will not be able to leave the parking lot if the space is not paid for when leaving. But such systems do not work everywhere.

Incorrect parking, for which a fine is imposed, is possible in cases of open street parking, where the parking meter is most often neglected. But it happens that drivers leave their cars in places where parking is prohibited at all, for which administrative liability is also imposed.

Amount of fine

As stated above, it is known in advance how much the fine for unpaid parking in Moscow is.

The amount is fixed, amounting to 5 thousand rubles.

A more complex situation: the vehicle was in a paid parking area for too long without paying, or it seriously violated the parking rules and the car was towed.

In case of evacuation of the car, the fine amount is higher and amounts to 7.5 thousand rubles.

The reason for the increase is that a careless motorist who seriously violates the rules must also compensate for the cost of the tow truck.

50% discount: why and why

Recently, namely from the beginning of 2021, an amendment was introduced to the traffic police rules regarding the payment of parking fines. Now you can pay them with a 50% discount. This action has a permanent basis and is approved throughout the Federation. But not all drivers can take advantage of this right. For example, residents of the capital are still deprived of the opportunity to save half the amount on parking fines. Therefore, Muscovites are outraged and are increasingly wondering how long they will be “punished” by appealing to old norms, and when new legislation will come into force.

Focusing on the new law, the authorities are trying to motivate citizens to timely repay exacting sanctions, for the purpose of mutual benefit - the driver will pay 50 percent less, and the government agency will replenish funds in the budget.

But there is one very important nuance: only the driver who intends to pay off the fine within the first 20 days after receiving the notification can claim a partial payment rate.

Cases covered by this amendment:

● the violation was certified by a traffic police inspector, a corresponding protocol was drawn up and a fine was issued on the spot; ● a notification was received by mail with a photo showing the violation.

The fact of receiving a fine is recorded at the time the protocol is drawn up or when you sign in the journal of the courier who delivered the “letter of happiness” to you.

If you do not agree with the punishment imposed

Sometimes fined drivers believe that the decision to punish them is unfair. The law allows you to appeal unlawful decisions. It is for this reason that the decision to impose a fine, issued by a traffic police officer, comes into force only after 10 days. This time is allotted for appeal.

You can appeal the decision to higher authorities of the traffic police or in court. It should be understood that the penalty will be canceled only if it was imposed in violation of the law. Most citizens do not have the legal knowledge and experience to justify the illegality of penalties. If you are not confident in your abilities, we advise you to seek help from qualified lawyers.

The decision to impose a fine will or will not come into force only after a decision has been made on the merits of the complaint.

The process of calculating discounts within the traffic police:

1. When a violator receives a fine, using any of the previously mentioned methods, the information base of the government agency is updated with the relevant data, which indicates whether the fine has been paid by the owner of the car. 2. From this moment, over the next 24 hours, the information is transferred to the RF Federal Code system, where 50% is calculated for a specific time period. The offender himself does not need to do anything on his own. 3. After 20 days, the benefit loses its force, and the financial penalty returns to its original size.

We will tell you further about how you can pay off the fine.
