In Russia, transvestites and colorblind people were deprived of the right to drive

People with color blindness constantly face limitations in many areas of life. For example, they cannot drive commercial vehicles or work in certain professions where correct color perception is necessary: pilots, chemists, sailors, and military personnel. That is why people of the listed professions undergo regular vision examinations with special tests.

Those who are faced with the problem of color blindness for the first time have a question about their driver's license. This article outlines the basic provisions on the rights of colorblind people to drive vehicles.

What it is

Initially, color blindness became known only in 1974. This term became famous thanks to John Dalton, who told the whole world about his problem. .

A small book by a famous author carefully describes the twenty-six-year-old life of a young guy with color vision impairment.

The main feature of color blindness is the inability of the eye to distinguish shades. The retinal area consists of special cones that contain several shades.

These include the following colors:

  • yellow;
  • red;
  • blue;
  • green

These basic shades are considered primary. And if the retina is damaged, a person finds it difficult to distinguish other shades. If the pigment is absent or impaired in certain ways, then the person has problems with vision.

Residents of Russia who are not in excellent health do not necessarily need to take out a special permit for the right to drive a vehicle.

People with various diseases drive cars. These include a huge number of disabled people. However, in case of violation of color science, certain changes have occurred in the legislation of the Russian Federation.

The state authorities clearly responded to this fact and made a serious decision to ban driving.

The disease manifests itself as a congenital anomaly, injury, or other eye diseases. Typically, color blindness is passed on genetically from mother to child.

Having a medical certificate for a driver’s license with such a disease, you can forget about driving a vehicle forever.

Modern medicine explains that normal perception is a trichromatic knowledge of the world. In this case, a person has only three pigments.

Once the balance is disturbed, eye problems arise. As a result, a visit to an ophthalmologist is required for diagnosis. In this case, the Rabkin polychromatic table is used.

This disease is divided into three categories:

  • tritanopia - the absence of the blue-violet spectrum; instead of red, a person can see green;
  • protanopia – absence of a red tint, a person cannot identify dark green and brown colors;
  • deuteranopia - a person cannot identify shades of green and is most often confused with orange

Why are not all colors visible to the eye?

In the central part of the human retina there are color-sensitive receptors - cones (nerve endings). Each three types of cones have their own color-sensitive pigment of protein origin.

One pigment color reacts to red, another to green, and a third to blue.

In a person with normal vision, all 3 pigments are present in the cone. Color blindness is usually passed on from mother to son. 8% of men and 0.4% suffer from it to one degree or another . The acquired form develops due to injuries to the retina and clouding of the lens.

Passing the color blindness test for your driver's license

To test your vision and at the same time determine the color of the traffic light, you need to use a special polychromatic table.

In modern conditions, high-quality equipment is available that allows you to obtain accurate results. Qualified specialists will help identify the cause in just a few hours.

If a person is diagnosed with a disease at the initial stage, then an appropriate medical certificate is issued regarding permission to drive a vehicle. This applies to the case of replacing a driver's license. Other certificates from colorblind people are not accepted.

There are two varieties: the Ishihara and Rabkin tables. Numbers, figures and chains are made up of some circles. They have almost the same brightness.

The set contains approximately twenty-seven tables. This system functions as follows: if a person is unable to determine the shade, then the picture appears homogeneous.

People who are not colorblind can easily determine the number of numbers, shapes and chains.

If you answer incorrectly, do not panic. After all, this factor depends on certain factors that may interfere with the recognition of pictures presented in the table.

The reason for this problem is due to poor light in the room, excitement and other important factors.

To obtain accurate results, the patient is seated in a room with natural light with his back to the window. The person should be in a calm and relaxed state.

Next, the doctor shows the picture at a distance of one meter for fifteen seconds. Using this method, color blindness is determined.

Modern medicine helps in diagnosing a child in the womb. According to the latest statistics, the Ministry of Health reports that today more than 8% of men are diagnosed with color blindness, as well as 5% of women.

To obtain correct results, you must contact an ophthalmologist in normal condition.

It is not recommended to see a doctor:

  • with elevated temperature;
  • headache;
  • psychological disorder
  • other problems associated with poor health

Test cost

The cost of a test with an ophthalmologist in commercial centers varies from 500 to 2000 rubles . Color blindness testing is completely free.

A professional ophthalmologist working in a clinic can pre-arrange a time for diagnostics using high-quality equipment.

Before visiting an ophthalmologist, you must take your insurance policy with you in order to take advantage of the free service:

Major cities of RussiaService cost
Moscowcheck by an ophthalmologist 1800 - 2000 rubles

As stated in the legislation of the Russian Federation

In European countries, people with this disease can drive freely. Now, you should familiarize yourself with the basic requirements and norms of the legislation of the Russian Federation on obtaining permission to drive a car if you have such a disease.

Many car owners are wondering how realistic it is to get a license in 2021 with such a violation.

This important issue is decided directly by the ophthalmologist, who conducts a thorough diagnosis and makes a diagnosis using high-quality equipment.

In 2012, on the first of January, by order of the Ministry of Health of the Russian Federation No. 302 n dated 04/12/11, a law came into force on the right to drive a vehicle with such a violation only to persons who had a driver’s license of category A and .

When issuing the document, it was stated that the driver can use a car or motorcycle only for personal purposes, even if he cannot determine the shades of color.

Since 2015, the law on obtaining permission to drive a vehicle if you have this disease has changed in Russia.

From this period, all residents of Russia are prohibited from gaining access to the controls of a car or any vehicle.

However, car owners who received a license before the illness occurred can use a medical certificate. This document specifies permission to drive a car in the event of development of color blindness.

The public showed great dissatisfaction with the new law. Opinion was widely divided over the proclamation of the legislation.

To many, such a sanction seemed to discriminate against society. They believe that drivers suffering from myopia can still obtain a driver's license, and colorblind people have been given the only and final condition. On February 16, 2018, the law officially came into force.

Responsibility for falsifying medical examination results

According to current legislation, color blindness in all its forms does not allow a driver to obtain a license and drive a car. Therefore, the diagnosis, which is a death sentence during a medical examination, is often attempted to be hidden through fraud. Citizens considering such a decision should understand that medical examination of vehicle drivers is a procedure protected by law.

Any fraud with a certificate of color blindness is subject to criminal prosecution under Article 327 of the Criminal Code of the Russian Federation. Not only for issuing a fake certificate, but also for purchasing it from criminals, the driver may face:

  • 2 years of compulsory work;
  • imprisonment lasting the same length of time;
  • fine 80 thousand rubles.

Despite the fact that the legislation contains a disappointing answer to the question of whether colorblind people are given rights, it is not worth committing a crime. Forged documents are detected when checking the driver at the traffic police, so if you have vision problems, this option will still be a dead end.

To summarize, it should be stated that according to Russian laws in 2021, a colorblind person, regardless of the form of deviation, can only obtain rights if he changes them after the expiration of the statute of limitations for documents issued before 2012. For everyone else, there is only one option - passing your license in the state closest to Russia, which is a member of the Vienna Convention and does not impose medical restrictions on the driver due to color blindness. Countries that have signed the document allow foreigners to travel using their national license.

Basic requirements for rights of different categories

Driving vehicles is prohibited for people suffering from:

  • color blindness;
  • glaucoma;
  • pathology of the lacrimal sac;
  • splitting of the visible object;
  • retinal detachment;
  • optic nerve arthrophy

Medical restrictions for admission to driving a vehicle of categories A and B, as well as subcategories A1 and B1 with a motorcycle seat:

  • visual acuity should not be less than 0.6 in one eye and 0.2 in the other;
  • It is not allowed to drive a car if one eye is blind, if visual acuity is 0.8;
  • refractive surgery in the area of the cornea;
  • if a person is diagnosed with a chronic disease, which is also accompanied by unfavorable symptoms (changes in the eyelids);
  • with a limited field of view of more than twenty degrees;
  • if doctors have diagnosed persistent diplopia.

Optics for correction

The danger of astigmatism also lies in the fact that the pathology develops in parallel with myopia or farsightedness. Glasses or contact lenses are used to correct vision. Given the undeniable “pros” and “cons” of both optical devices, lenses are considered more preferable among drivers:

  • do not sweat, do not put pressure on the bridge of the nose and do not fly off, clinging to clothing, like glasses;
  • do not limit lateral vision;
  • recreate a real, distortion-free spatial image and the distance between objects;
  • fully display the stereoscopic effect, spatial perception;
  • protect the sclera of the eye from drying out and exposure to UV radiation.

Special lenses are used - toric, if the correction of astigmatism is of a small (up to 3 dioptres) degree.

Attention! When the driver wears any type of optics, in astigmatic lenses the total result of the cylinder and sphere should not be more than 8 diopters, and the cylinder itself should not be more than 3 diopters.

With modern methods of diagnosis and vision correction, astigmatism is not a death sentence for drivers. Get examined by an ophthalmologist, follow his recommendations, get your license and enjoy driving with confidence.

What are the indicators today

After the law prohibiting driving a car if diagnosed with color blindness came into force, drivers began to be indignant.

The new order has bewildered a huge number of people who call this process discrimination against society.

Qualified experts have developed special traffic lights for colorblind people, which help in determining shades. Unique lenses have been developed in Germany that help with color perception.

Corrective lenses are sold in every pharmacy. After diagnosing this disease, doctors advise patients to use this unique invention so as not to give up driving a vehicle.

In Russia, no one thought about improving the lives of colorblind people, who, because of this defect, could lose their jobs or lose control of their own car.

Another category acts differently and purchases a medical certificate to obtain permission to drive a vehicle. Limitations and other details should be obtained from experienced professionals.

Before deciding to carry out illegal actions, it is better to carefully read the conditions and requirements specified in the legislation of the Russian Federation.

Failure to comply with all rules and regulations may result in criminal charges for violation of human rights.
