What is this

Who can count

Citizens of the Russian Federation who import a car for their own needs have the right to count on benefits. Foreign citizens can obtain duty-free import, but only if they import a car for a period of no more than one year.

There are no separate benefits for socially vulnerable categories of citizens, since it is assumed that cars are imported primarily for commercial purposes.

Since 2012, citizens are also required to pay a recycling fee for their cars. The obligation to pay has been extended and is valid this year.

Temporary importation

The period for temporary import of a car is no more than one year.

Cars can be temporarily imported:

  • without paying a duty, but only if the car is registered in the territory of a foreign state and is not wanted. Otherwise, the vehicle will be detained directly at customs;
  • Russian citizens, but only for a period of 6 months . The vehicle must also be registered in the state from which the vehicle is being imported.

At the end of your stay in Russia, the car must be exported with the appropriate import closure procedure at customs. The temporary import period can be extended. To do this, you need to present the car to the customs authority at the place of registration of the citizen. Along with the car, you must provide an import permit and a title document for the vehicle.

Information about the closure or extension of temporary import must be received by customs 15 days after the end of the vehicle’s stay in Russia.

If such information is not provided, then information about expired cars is entered into an automated database. Then you will have to pay customs duties in full for such a car.

From Kaliningrad

Cars from Kaliningrad can be imported into the Russian Federation for a period of no more than two months without the right to sell. Even despite the absence of duties in Russia, such a ban has existed for a long time. It is difficult to sell a car from the Kaliningrad region to the rest of the Russian Federation, since they are transported in transit through Poland and Lithuania.

Customs benefits for importing cars for combat veterans

To be more precise, the addition was proposed insert into clause 19 of part 1 of article 6 of this Law. The author of the document is people's deputy from the People's Front faction Yuriy Tymoshenko. They want to grant participants in military operations the right to a one-time import of a passenger car “without paying the fees required by law” with gasoline and diesel engines with a volume of 1.0 to 3.0 liters. The only mandatory conditions include the need for personal registration of such vehicles at service centers of the Ministry of Internal Affairs. The list of canceled payments is not provided. Today, when clearing cars through customs, it is necessary to pay VAT (20% of the cost), excise duty, which depends on the engine size and age of the car, as well as import duty (10%). Cars must comply with Euro-5 environmental standards (and from 2021 - Euro-6).

Design rules

Documents for the car and a completed declaration must be presented at the border of the Russian Federation with a neighboring state. You must indicate the cost of the car. For this purpose, a preliminary assessment may be carried out. It is expensive and unprofitable to import cars older than 8 years , since you will have to pay a high duty for them.

The car should not be listed as stolen or wanted. If the car was purchased from a private person, the purchase and sale agreement must be notarized. If the car is purchased from a commercial organization, then customs officers also need to provide a stamped invoice.

Then the machine undergoes a sanitary, hygienic and environmental inspection. The tariff department prepares a machine assessment report. You will need to pay state import duty as well as VAT. Payment can be as a complex payment or at a single customs rate (beneficial for the citizen and individual entrepreneur).

The car is thoroughly inspected at internal customs. Then it can be registered with the State Traffic Inspectorate and received a Russian-style PTS.

Similar rules apply to electric vehicles. The cost of importing them will be cheaper than importing cars with gasoline or diesel engines.

Documentation

To register a car you will need:

  • title documents of foreign origin with a notarized translation into Russian;
  • completed declaration;
  • technical documents for the car;
  • payment documentation;
  • international passport, passport of a citizen of the Russian Federation.

Documents must be provided in copies, with confirmation of the original, including using an apostille (for translations).

Deadlines

With proper documentation, you can clear customs in a few hours.

The maximum period is 10 days , if examination or corrections in documents are required.
