New car registration rules come into force in October 2021

On September 26, 2018, the final version of Order No. 399 of the Ministry of Internal Affairs “On approval of the Rules for state registration of motor vehicles and their trailers in the State Road Safety Inspectorate...” was published on the official Internet portal of legal information..., which replaces the registration rules approved by ten-year-old Order No. 1001 .

The order will come into force on October 6 this year, thereby putting on the shelf outdated registration rules that have been in force since 2008. It is worth noting that the attempt to make global updates to the registration actions failed the first time; the first version of the order remained on paper due to the fact that during its consideration many nuances changed in the legislation that the document did not take into account. Therefore, we had to make adjustments and work on the second version of the order of the Ministry of Internal Affairs. Here's how the new rules for registering cars with the traffic police will change

Today, on the eve of the October changes in vehicle registration in the country, we decided to once again go through the main points of an important regulatory draft order, which is about to become law for motorists for many years to come.

Despite the extensiveness of the document, which details on 27 pages all the intricacies of registering cars and motorcycles, as well as trailers for them in a new way, the main updates can be grouped in the following areas:

Changes in registration actions for installing a new engine on a car;

Changing the shelf life of license plates;

Introduction into circulation of electronic vehicle passports (EPTS);

Changing the rules for registering a vehicle owned by several owners;

Cancellation of the driver's obligation to register a car exclusively using a passport

Actually, these are the main changes from which we have compiled questions to which we will immediately give answers. So:

In this article we will look at the new rules for car registration from October 6, 2021.

The order was officially published by the Ministry of Internal Affairs and will replace the old registration rules approved by order No. 1001 of 2008.

We will consider registration with an electronic PTS, installation of a new engine in a car, registration not only using a passport, as well as storing license plates in the traffic police. Content:

Registration with electronic PTS

In Russia, since mid-summer it has become possible to issue an electronic title for a car, namely from July 1, 2021. The new order of the Ministry of Internal Affairs officially establishes the procedure for registering vehicles with an electronic title. At the same time, the issuance of paper PTS will continue until November.

Installing a new engine

The procedure for replacing an engine in a car has been simplified. Now, when replacing an engine with a similar type and model, information about its number is entered into the database during registration actions based on the inspection results. In this case, documents for the engine are not required.

We are talking about replacing the engine with a similar type.

Several owners

The new order clarifies the procedure if a car belongs to several owners. For example, when the car was inherited and formally all the heirs are the owners.

Now in such cases there are two scenarios. In the first case, all owners come to the traffic police and write a simple written statement of consent to register the car in the name of one of the heirs. In the second, the heirs issue a notarized consent to register the car for one of them.

Validity period of "TRANSIT" registration plates

The validity period of transit numbers has changed. Now the validity period is 30 days, and not 20 as before.

Storing numbers

The storage period for registration plates in the traffic police has been changed. Previously, this period was 180 days; according to the new rules, the storage period for numbers was increased to 360 days.

The storage of state registration plates is carried out on the basis of the corresponding expression of will of the owner of the vehicle contained in the application for the registration action for which it was registered.

Also, with the new order, the form of the vehicle registration certificate (VRC) was updated.

According to the new rules, is it necessary to register a new engine with the traffic police?

It will be possible to install a new engine on the car without any additional purchase and sale agreements for the power unit, as is currently required by law. That is, without any additional actions, from October 6 it will be possible to install a new engine in a car and drive such a car without any additional actions, provided that the engine is actually legally clean. A traffic police inspector checking a car on the road will not be able to make any claims. Therefore, according to the new rules, there is no need to register a new motor.

What happens if you sell such a car after the order comes into force?

Yes, nothing bad either. When selling a car to a new owner, any additional documents for the engine will also not be needed. Information about the new engine is entered into the title when registering the car, unless questions arise. What questions might an inspector have? For example, the inspector will definitely check:

Is there an engine on the wanted list?

whether its marking (VIN) has been changed;

whether the design of the car has changed (for example, if you install a more powerful power unit rather than an identical one, this will already be considered a design change.)

The Ministry of Internal Affairs of the Russian Federation has approved new rules for the state registration of vehicles and trailers for them with the State Traffic Safety Inspectorate, it follows from the order published on the official Internet portal of legal information.

The main innovations of the document were:

  • Introduction of electronic vehicle passports (EPTS)

According to media reports, the electronic passport will store information about both the data on the car and the results of technical inspection, compulsory motor liability insurance, possible collateral restrictions on the car, etc.

  • Changes in rules when installing a new engine

Now car owners are freed from the need to present a purchase and sale agreement for the car engine to traffic police inspectors. To do this, they only need to deliver the car for inspection, after which the data about the new engine will be entered into the vehicle passport. When checking the driver’s documents, the traffic police inspector will not check the engine number, since it does not relate to the registration data. Information about the engine number is contained in the vehicle passport, which the driver has the right not to take with him during the trip.

  • Elimination of the need to obtain documents for the engine when changing the owner of the vehicle

Eliminates the need to obtain additional documents for the engine when the owner of the car changes. During the inspection, the inspector will check that the engine and design markings have not changed, and whether the engine has been put on the wanted list.

  • Simplification of the registration procedure when the car has several owners

According to the order, two possible scenarios are introduced in such a situation. In the first case, all owners come to the traffic police and write an application to register the car for one of them. In the second case, the owners issue a notarized consent to register the vehicle in the name of one of the owners, after which the future owner independently registers the car with the traffic police.

  • Registration of a vehicle using a temporary identity card

The provisions of the order allow you to register a car not only using a passport, but also using a temporary identity card, which is given in replacement of a lost document.

  • Increasing the shelf life of a license plate in the traffic police

The order allows car owners to keep the license plate number in the traffic police for 360 days instead of the previous 180.

The provisions of the document come into force on October 6, 2021.

Let us recall earlier that Russian President Vladimir Putin signed a decree on simplifying the procedure for registering cars and obtaining state registration plates. According to it, it will be possible to register a vehicle purchased from official dealers and obtain license plates for it without visiting the traffic police.

How long can you keep your license plate under the new vehicle registration rules?

Everything here is simple and transparent. According to the new rules, the storage period for state automobile license plates will be up to 360 days. According to current regulations, when changing cars, the driver can retain the license plate for 180 days.*

*The period will be automatically extended for those car owners who keep the number in the traffic police at the time the order of the Ministry of Internal Affairs comes into force.

You can reserve your number for a year

The existing procedure previously made it possible to retain the registration numbers for a car after the sale of the vehicle. The owner of the plates had the opportunity to deposit them for 180 days, and during this time buy a new vehicle, then installing the usual plates on it.

Now this period has been exactly doubled. Russians have the opportunity to store their numbers in the traffic police for almost a year—360 days—and then use them again.

Despite the fact that the “electrification” of PTS is proceeding with difficulty, EPTS will soon begin to be used everywhere. And then Order 399 of the Ministry of Internal Affairs arrived, and everything in it was sorted out.

How to register a car without a passport?

Indeed, this is now possible, as stated in the order. The new order involves registering a car using a temporary identity card. A temporary identity card is a document (form 2P) temporarily issued for the period of registration of a passport of a citizen of the Russian Federation with a validity period of 2 months and the possibility of extension. In other words, an analogue of a passport of a citizen of the Russian Federation, issued in replacement of a lost or stolen identity card.
