* Not required, because they undergo maintenance more than once a year

We remind you that the dates of technical inspection are considered whole years. That is, for example, if a vehicle of category “C” produced in 2021 is purchased in January 2021, then in order to obtain compulsory motor liability insurance it must first undergo a technical inspection, since 1 year has passed since the year of manufacture.

According to the rules approved in Russia, in order to be able to drive a car on the country’s roads, the owner must have a diagnostic card confirming its serviceability. To facilitate obtaining information about valid vehicle inspection coupons, the EAISTO database was created. It contains information about all vehicle diagnostic cards. Traffic police officers and motorists themselves can easily verify the authenticity of the inspection ticket. To do this, you just need to run it through the electronic database.

What do the traffic police look at when registering a car?

It is impossible to register a car without undergoing an inspection by traffic police officers. Before submitting the package of documents, the car owner must present the registered vehicle to the viewing platform, which, as a rule, is located next to the traffic police department.

The car owner must:

  1. drive up to the inspection site;
  2. turn off the engine;
  3. open the hood and wait for the traffic police inspector to check.

In accordance with the Administrative Regulations of the Ministry of Internal Affairs (Order of the Ministry of Internal Affairs of the Russian Federation dated August 7, 2013 No. 605), the inspector must carry out a visual inspection of the external characteristics of the vehicle , compare the numbers stamped on the vehicle with the numbers indicated in the vehicle passport, and also check their authenticity.

Inspecting the vehicle allows you to make sure that:

  • the documents provided by the car owner correspond to the car inspected;
  • the vehicle’s structure is not damaged and does not pose a threat to road users;
  • The requirements for vehicle window tinting have not been violated.

If during the inspection the traffic police officer discovers any inconsistencies, he has the right to refuse the car owner to register his vehicle.

What information does EAISTO provide?

Checking the technical inspection using the EAISTO database will allow the motorist to obtain the following information:

  • date of issue of the technical inspection certificate;
  • validity period of the document;
  • vehicle brand;
  • vehicle model;
  • vehicle registration number;
  • who carried out the technical inspection.

Search options for the EAISTO information base

The motorist has three ways to search for data on his inspection card.

Diagnostic card number

In the search form field of the system, the car owner will need to enter the technical inspection ticket number. After a request to the database, the car enthusiast will see data about his card on the computer screen or smartphone.

Vehicle registration number

If you enter the license plate number of the vehicle in the search field of the service for accessing the EAISTO database, the system will display information about the vehicle’s last inspection.

VIN code

Searching by VIN code allows you to get the most complete data. The service user will see information about all diagnostic cards that have been received for the car since the existence of EAISTO.

Find out the mileage using the diagnostic card: maintenance rules

Before you find out the actual mileage of a car using the data sheet, we suggest you understand what a technical inspection of a car is and how it should be performed correctly. Maintenance is a check of the main components and mechanisms of the machine for compliance with current safety standards, assessment of the general condition of the vehicle and admission or not admission to operation. The procedure should not be performed at technical service stations (STS); it should only be completed at specialized technical inspection points (TIPs) equipped with special equipment. You can see which points comply with legal standards and provide legal services on the official website of the Russian Union of Auto Insurers - this organization accredits VET.

The inspection is carried out by qualified technicians. During maintenance the following are checked:

  • condition of mechanisms and parts
  • performance of lighting equipment
  • serviceability of brakes
  • driver's seat compliance
  • condition of locks and door systems
  • level of technical fluids
  • level of toxic emissions in exhaust gases and other parameters

The results of the maintenance are displayed in the technical map in the form of a table, and are also duplicated in the EAISTO database. Specialists must enter information about the technical inspection into the database within 24 hours.

Please note that the DC has an expiration date. The frequency of inspection depends on the age of the vehicle.

Reasons why checking for technical inspection does not give results

Sometimes a motorist may encounter a situation where he is trying to find information about a diagnostic card, but the system reports that there is no information on it. This often causes panic among car owners. There may be several reasons for this situation:

  • technical failure in the traffic police system (happens very rarely);
  • service station employees did not provide information about new diagnostic cards;
  • The maintenance coupon is invalid, so it simply cannot be in the database.

If the problem is on the side of the traffic police system, then car owners will find out about it quickly. This is reported in the news. As a result, the car owner only needs to wait until the problems with access to the database are resolved by specialists, and then try to check his inspection ticket again.

To find out whether a problem with the information arose due to the slowness of the service station operator, it is worth contacting representatives of the station where the motorist had his car checked and ask whether the data was transferred. After the information has been sent, after some time you need to check the maintenance again using the EAISTO database. They should appear.

Some motorists do not go to specialized service stations to have their cars checked, but purchase maintenance on the Internet from dubious sellers. But fraudsters do not have access to the traffic police database, as a result of which the website will not display information from the inspection tickets they sold. To avoid getting into an unpleasant situation when the diagnostic card is invalid, you should not be tempted to buy it online without undergoing a legal inspection.

An application for smartphones and tablets that detects tampering with the odometer.

The problem of mileage creep in used cars is known all over the world. Moreover, despite the fact that in a number of developed Western countries there is criminal liability for inflating mileage, this does not stop attackers from adjusting mileage. In our country, there is no liability at all for mileage inaccuracy. You can imagine how many cars are sold in Russia after the odometer has been adjusted.

But why is mileage tracking the most popular service all over the world? The thing is that adding up the mileage of a car allows you to get significantly more money when selling it. You understand that the lower the mileage of the car, the greater its potential resource. Also, the prevalence of adjusting the odometer reading is facilitated by the rather simple procedure of twisting the mileage from the speedometer. Today, most modern cars have a digital odometer that tracks the mileage.

In old cars, let us remember, they used predominantly analog mechanical mileage counters, which, in order to be corrected, had to be actually twisted using a special mechanism in the opposite direction. In modern cars, everything is much simpler. Mileage is usually adjusted using equipment specially connected to the car's computer. By connecting a special wire through the OBD II connector to a computer or tablet on which a special program is installed, attackers gain access to the car’s computer memory section where the car’s mileage is stored.

Having gained access to this memory section, you just need to erase the old mileage indicator and set the value that is necessary. In principle, this is the whole process of rolling up the mileage, which is most often resorted to by many car owners and resellers.

As a result, according to many studies, in the world currently one third of used cars on the secondary market are sold with reduced mileage.

So when you buy a used car from the market, be extremely careful not to buy a car with high mileage that has been totaled. Moreover, the mileage can be twisted more than once. For example, several times the mileage could be reduced by several owners of the car.

We know that there are many ways to determine whether a car's mileage matches its appearance. It’s no secret that if a car has a lot of mileage, then by external signs the car should also show a lot of mileage. But, alas, there is no absolute protection against such manipulations with the odometer, since some cunning sellers not only cheat the mileage of the car, but also carry out thorough pre-sale preparation to give the car an appearance that would correspond to the mileage set after the adjustment.

For example, if the car has high mileage, then most likely this will also show the condition of the clutch, brake and gas pedals. There should also be some wear on the steering wheel and gear knob. Including, the more mileage a car has, the more chips there will be on the hood, radiator grille and front bumper. In addition, in cars with high mileage, the headlights become cloudy. But all these signs can be easily removed with the help of pre-sale preparation of the car. As a result, it is not so easy for an ordinary person to find out whether a car’s mileage is incorrect.

Fortunately, it is very difficult and expensive to adjust the mileage perfectly. Typically, mileage is adjusted in only one memory cell, where the value displayed on the odometer is stored. But in many modern cars, the mileage of the car is recorded not only in one memory block. So even if you simply calculate the mileage, any professional, by connecting the equipment to the car, will be able to find out the real mileage.

In most cases, this is successful, since a complete mileage adjustment is very expensive.

But can only a professional help you find the remaining values of the original mileage in the computer memory? Yes, before you couldn’t do it without a professional. Today, in the age of high technology and smartphones, everything has become much simpler.

Recently, for such cases, an interesting application has appeared, which, by reading data from the car’s computer, checks all memory cells (many of which cannot be corrected by simply changing the data using a computer and tablet, since this data comes from various equipment of the car: from the airbag, from the transmission gears, from gearboxes, etc.).

As a result of scanning all memory cells for each electronic equipment, the electronic application compares the received data with the mileage on the odometer, identifying any discrepancies found.

This app is called Carly. But that's not all. Also, this program, when connecting a computer, smartphone or tablet to the car, compares the average speed of the car with the odometer, comparing the received data with the engine hours (how long the engine has been running is considered by the engine control unit and is recorded in a separate memory cell).

As a result, if the data obtained for comparison diverges, this means that the car’s mileage has been twisted.
