What is the difference between an inspection report and an inspection report?

Previously, the inspection did not require the preparation of official papers, but the new regulations provide for the written recording of the procedure and its results, since the discovered facts and objects may appear as evidence. Paragraph 200 of the Administrative Regulations stipulates exactly what data the traffic police officer is required to include in the inspection report of the vehicle and cargo:

Inspection of special equipment in 2021: inspection of tractors, self-propelled machines

The rules and procedure for the technical inspection of self-propelled vehicles, which includes tractors, road construction and other machines, including off-road vehicles with internal combustion engines with a volume of less than 50 cubic meters and trailers for them, are determined by a separate decree of the Government of the Russian Federation (dated November 13, 2013 No. 1013). Technical inspection of self-propelled machines and tractors is carried out by state technical supervision bodies. For this type of equipment, the rules are somewhat different from those established for cars.

What Gostekhnadzor checks

In accordance with Resolution No. 1013, the procedure is carried out by Gostekhnadzor. The inspection includes checking:

  • technical condition (except for cars less than 1 year old).

Inspectors check:

Passage order

The technical inspection of special equipment is carried out in the generally accepted manner:

The frequency of inspections of self-propelled vehicles depends on the number of seats in them. Resolution No. 1013 defines the following time periods:

  • off-road vehicles intended to transport 8 or more passengers - once every six months;
  • all others, including self-propelled vehicles and tractors - once a year.

The loader must undergo technical inspection after three years from the date of manufacture, since it belongs to the category of special vehicles weighing up to 3.5 tons.

Documents for tractor maintenance

To carry out a technical inspection on a tractor, the owner must provide the following documents:

  • your civil passport or other identification document;
  • power of attorney or document confirming the right to drive a vehicle and undergo maintenance;
  • registration certificate;
  • receipts for payment of duties and environmental fees.

Tractors and other equipment are provided for technical control in good technical condition and must have standard license plates.

Managers of enterprises and organizations operating special equipment must present:

  • owner tax calculation;

The MOT price for a specific client depends on the type of vehicle and the subject of the Russian Federation in which the inspection is carried out. According to the Tax Code of the Russian Federation (part 41.2 of article 333.33), the state duty for tractor and trailer maintenance is 400 rubles.

How often is an inspection needed and who conducts it?

  • motorcycles, trucks and passenger vehicles with a permissible weight of up to 3.5 tons - every 12 months;
  • trucks weighing over 3.5 tons with trailers – once a year;
  • Vehicles intended for driving lessons – once a year.


If the act is drawn up for registration with the traffic police, it is valid for only 30 calendar days. Therefore, the car owner must have time to register the car within the specified period.

Is the insurance company required to issue a vehicle inspection certificate in case of an accident?

According to current legislation, the insurance company is obliged to provide a technical inspection report within 3 days after the application. The corresponding norm is prescribed in Article 19 of Law 170-FZ. References to the fact that this document is the property of the company and therefore is not provided to the insured person are unfounded.

A similar rule is contained in clause 4.23 of the OSAGO Rules. It says that the calculation of insurance compensation for the victim is made on the basis of an inspection report of the vehicle in the presence of an accident diagram drawn up by traffic police officers or the participants in the accident themselves. In addition, clause 3.11 states that an independent examination is carried out to assess the damage, the results of which are included in the inspection report. Based on the information contained in these papers, the amount of insurance compensation is calculated.

What to do if the insurance company refuses to issue a vehicle inspection certificate

If the insurance company delays in providing the document or completely refuses to issue it, write a statement, register the fact of its submission at the company’s office, or send it by registered mail with acknowledgment of receipt.

In your application, request that you hand over a vehicle inspection sheet and an insurance claim form. Don’t forget to indicate that, if you do not receive the documents, you will file a complaint against the actions of the insurance company’s employees with the Federal Social Insurance Fund and the RSA and inform these authorities about any violations of the law.

How to force the insurance company to issue a car inspection report

If it was not possible to resolve the issue during negotiations, a citizen who wants to receive a copy of the vehicle inspection report must proceed according to the following scheme:

  • write an application for the provision of a document, indicating the actual time frame for its receipt;
  • if you do not receive a response, file a lawsuit against the insurance company to declare its actions in refusing to issue an act illegal.

Judicial practice on this issue allows us to hope that the court will side with the applicant and oblige the insurers to issue a copy of the disputed document.

You can go the other way: after an accident, do not focus on obtaining a vehicle inspection certificate, but insist on full compensation for damage as a result of the accident. A sample statement of claim on the relevant topic can be obtained from the office of a city or district court.

After checking the circumstances of the case, the judge will not only oblige the insurance company to provide a vehicle inspection form, but will also appoint an independent expert to determine the actual amount of damage. It is quite possible that it will be significantly more than specified in the act. Then the victim will not only receive an additional insurance payment, but will also be able to bring a claim against the insurers for compensation for moral damage.

An example of a vehicle inspection report is not difficult to find: samples are available on many websites. The main thing is to choose the right form (for the traffic police, insurance company, car repair or write-off). The correctness of the document and the possibility of its effective use depend on this.

What is a vehicle inspection report and why is it needed?

A technical inspection report is a document containing detailed information about the technical condition of the machine. The obligation to undergo maintenance is assigned to all car owners. During instrumental control the following are checked:

  • body condition;
  • car equipment;
  • electrical serviceability;
  • year of manufacture of the vehicle;
  • VIN codes on the body.

Car owners receive an inspection certificate after visiting a service center, which indicates the compliance of individual parameters with standards.


If faults are identified, the vehicle owner is given 20 days to eliminate them. Based on the results of the control, a diagnostic card is issued, which lists all the parameters that were used to check.

A technical inspection of a machine is required for various reasons. In some cases, the procedure is performed one-time, and in others – on an ongoing basis. The need to draw up an act arises when:

  • car rental;
  • registration of purchase and sale;
  • registration of the vehicle with the traffic police;
  • registration of a compulsory motor liability insurance policy;
  • after an accident (to determine the severity of damage and the amount of insurance payments).

If the basic parameters of the vehicle comply with the standards, then the risk of getting into an accident is sharply reduced. Since January 2012, changes have been made to the law on vehicle inspection. The maintenance certificate and certificate are now needed exclusively to obtain an MTPL policy. In the absence of documents, a ban on operating the machine is imposed. Violation of the rules is fraught with administrative, and in some cases, criminal liability.

When do you need to inspect your vehicle?

The need to provide a vehicle for inspection may arise under various circumstances.
For example, consider selling a car. The buyer must make sure that he is paying money for a serviceable car that can be used for a long time. Often the seller himself does not know all the details about the technical condition of his car. Thus, the inspection will allow both parties to know what condition the car is in. In addition, in the event of an accident, the driver will know what damage was present before the accident. Information about any problems may also be needed when applying for compulsory motor liability insurance or during the process of registering a vehicle. Often the inspection is carried out on the initiative of an organization that hires drivers to transport cars, cargo and passengers. In this case, the inspection is carried out immediately before the start of the trip.

As for the frequency of inspection, it may vary. For example, in transport organizations, cars may be checked daily. Depending on the specific situation, inspections may be carried out every week, once a month, or even less frequently. If we talk about a company, the frequency of inspection is determined by local documents. If we are talking about an individual, then the car is subject to inspection at will. This is usually done when renting, buying and selling, or leasing.

If any changes have been made to the design of the machine, this action must be registered. But before that you will have to undergo an examination. This also applies to situations where it becomes necessary to indicate changes in the registration documentation. Often, a private person who is going to sell his car simply does not know what price to ask for it. If you order an inspection from a specialized organization, the market value of the equipment will be determined, which will significantly simplify its sale.

How is it compiled?

Today there is no form that must be filled out in this case. Thus, free form is allowed. Depending on the characteristics of the company, various items may be added here. Organizations often develop special templates for these purposes. Since they are prescribed in the recorded policy, they should be used during the inspection.

You can enter information by hand or using a computer. The completed document must be printed so that the inspectors can put “live” signatures on it. As for the number of copies, there are no restrictions. Typically one copy is made for each interested party.
