Outdated signs
The following signs are not issued today:
- Signs for vehicles owned by foreigners. They were issued until 2002 and were intended for trucks, cars, utility vehicles, as well as buses of foreign television, radio, and press outlets accredited by the Russian Foreign Ministry. In addition, for cars of representative offices of banks and companies of other countries and their employees accredited with departments and ministries of the Russian Federation. The number looked like this: 000x000/00RUS. Instead of “X” there could be the following designations: - B – car of a representative of a foreign bank; — E – TS of other foreign employees; — K – a car belonging to a correspondent or journalist; — M – vehicle registered to a trade and economic representative; — N – a car belonging to a person who came to the country for a long period of time. For cars whose owners were other citizens of other states, the license plate mask was xx000x/00RUS. For car trailers and semi-trailers - the number mask was 000xx/00RUS, for agricultural machinery and trailers for it - x000xx/00, for mopeds, motorcycles, scooters - x000xx/00RUS. In the last four cases, the letter X could be anything.
- Federal license plates. Such numbers were installed on the vehicles of civil servants, heads of state-owned companies, religious and public figures. Traffic police officers did not have the right to stop and inspect such cars. The sign was a combination - letter - 3 numbers - 2 letters. On the right, instead of the flag and code, an enlarged flag of the Russian Federation was placed. These signs were canceled in February 2007 and replaced by A***MP97.
What information is displayed on the sign?
Probably every car owner has at least once thought about what these numbers and letters mean. The large numbers in the middle are the car number that was assigned to it during registration. The letters indicate the serial number. To understand in which region the car was registered, you need to refer to the number in the upper right corner. Each region, region and autonomous district has its own identification numbers.
There are about 100 such codes. Some regions have several codes, since there are so many cars now, the regions have to expand the range of such numbers. To see which region the number belongs to, you need to go to the traffic police website or the traffic rules; at the end there is a directory listing the numbers.
In addition to the numbers and letters on the number, there is a designation that the number is Russian, this is indicated by “RUS” and the flag of the Russian Federation.
What information can be learned from the number, and how to do it?
Not long ago, changes to the legislation regulating the process of buying and selling a vehicle came into force. Now you can make a purchase without turning to a lawyer for help. What is the disadvantage of such innovations?
The buyer will have to check the legal purity of the equipment independently. Otherwise, he risks becoming a victim of a scammer and losing his money.
You can find out the past of a vehicle by its license plate number. This is a great way to check the legal purity of equipment. For information you can contact:
- to the nearest traffic police department;
- to the official portal of the Traffic Inspectorate;
- to information sites that have special databases.
The choice of methods is quite large. However, if you do not want to waste time on a trip to the nearest traffic police department and there are no extra funds to obtain data from information portals, the State Traffic Inspectorate website will be the ideal solution.
The portal allows you to find out whether there are prohibitions on the alienation of the vehicle, whether the car is the subject of a pledge, and whether it is pledged to the bank.
In addition, the state license plate allows you to find out whether there are unpaid fines for this equipment.
Sometimes car owners themselves do not know about their existence, so it is imperative to check before purchasing equipment.
Having studied the information presented above, we can conclude that a fairly large amount of information can be found out from the state license plate.
What are the types of state signs?
The vast majority of registration plates are standard, white. But there are state license plates that differ from others in appearance, color and have different identification rules. Such signs are issued to cars that belong to various law enforcement and other government agencies.
They may have the following distinctive features:
- yellow license plates are issued for public transport;
- numbers with a blue background and white signs belong to law enforcement agencies - the Ministry of Internal Affairs and the State Traffic Safety Inspectorate;
- black signs on military vehicles;
- if the car is registered at any foreign consulate, it will have a red sign.
Maninas of the corresponding category and accessories are registered in the same way.
State number of the car. What does a car owner need to know about it? Motorist's benefit
Every car owner knows that the vehicle has state license plates that serve as identification marks. The state number of the car is individual and is issued by the State Traffic Inspectorate upon registration. In Russia, the number consists of three Latin characters, three digits, a region number, a country designation and a national flag. Such numbers are as close as possible to interstate standards, so when traveling abroad there are usually no difficulties.
Latin characters are used from 12 characters of the Latin alphabet, which in writing correspond to the characters of the Russian alphabet. State license plates have several degrees of protection, including holographic inscriptions.
If you purchase a car in another region, you may be issued transit numbers, made on paper and valid for about a month. During this time, it will be necessary to obtain a permanent state license plate for the car at the place of registration or registration.
Many car owners want to leave their usual state cars. numbers when buying a new car. This possibility is provided for by law and can be realized by writing an application addressed to the head of the traffic police department and signing it with this official; a copy of the application should be kept.
In this case, the duty will be less, and the period for registering a new car with the same traffic police department will be 180 days. It is also possible to leave the license plates that were on the purchased car. In this case, they need to be re-registered in your name; the fee will also be less if you want to install new signs. These manipulations with numbers are possible if they comply with GOST and are not worn out.
It happens that license plates are removed from a car in order to return them for a reward. If you do not want to encourage such activities or have simply lost your license plates, you should contact the traffic police department where you registered. This procedure will have to be completed again, and there is no point in claiming that the numbers are stolen; it is better to report their loss. Otherwise, a criminal case will be opened for theft, and until it is closed, you will not be able to use your car, because. you won't get new numbers. Sometimes plates can be confiscated if DD rules are violated.
The vehicle license plate is the main identification mark for traffic police officers; keep it clean.

Font for registration plates (license plates)
The development of a comprehensive automated system, the purpose of which is to automate the access control mechanism based on a license plate recognition system, is a complex and, undoubtedly, complex task. To solve it, as part of qualifying work for a bachelor's degree, it took me more than one month and more than one hundred cups of tea.
Today we will look at the algorithm and results of solving a local problem of creating a font in vector format in accordance with regulatory documentation for displaying character standards for correlation recognition. At the first stage, we will delve into the essence of the problem being solved.
1 “Material part”: Registration license plate of the Russian Federation
According to GOST R “State registration signs of vehicles. Types and main sizes. Technical requirements" most registration plates have the form shown in the figure below.
The standard dimensions of the registration plate are 520×112 mm. Character combinations on standard license plates are defined by three letters and three numbers. The above GOST R refers to the use of 12 letters of the Cyrillic alphabet, which have graphic analogues in the Latin alphabet: A, B, E, K, M, N, O, R, S, T, U and X. It should be noted that the letters are in font size less than numbers.
The style of the characters is determined by the ZhR5 font according to GOST “Typographic fonts. Headset Magazine chopped.” The figure below shows the area from GOST font styles for point sizes of 12 and above.
Before solving a problem, it is always necessary to conduct research and determine “Has this problem already been solved before me?” and “How was it solved?” Therefore, let's move on to the next stage, namely search.
2 “Search”: Font for license plates
The search on the Internet was short-lived, for the correct request “car license plate font”, the good corporation was happy to announce that the vector font is available for free download.
Finding “free cheese” cannot be immediately rejoiced, so the next step is necessary - to understand how much the resulting template will allow you to solve the problem.
3 “Applicability Analysis”: RoadNumbers.otf
In my opinion, it is impossible to get an excellent result without a thorough analysis, so it is recommended to spend a little time so as not to frantically correct errors and shortcomings later.
And so, the analysis showed the following:
Note: the letter D is used in vehicle registration plates of diplomatic missions and foreign trade missions: RoadNumbers2.0.ttf, RoadNumbers2.0.otf
As a result, work was carried out to optimize the font, which received the “2.0” attribute:
Size and font
Registration license plates of the Russian Federation are manufactured in accordance with the standards prescribed in GOST 50577-93. Their fonts and sizes are the same for each subject of Russia. Table 1. Sizes of numbers and letters of state signs of type 1-10, 15, 19-22. The numbers and letters on the front part of the state sign of types 16-18 must be written in font ZhR No. 5 (GOST 3489.2), and on the back - in font Bl No. 3 (GOST). The font for license plates is called Roadnumbers. Dimensional parameters of license plates are different and depend on the type of license plate:
Letters and numbers used in Russian license plates
A car's license plate allows you to find out all the available information about it. In Russia, state signs are issued in a certain systematic order and undergo certification.
Based on a number of requirements, the license plate is made in the form of plates of various shapes, on which combinations of letters and numbers are applied.
It is worth noting that Russian automobile registration plates use only 12 letters of the alphabet, namely: A, B, E, K, M, N, O, R, S, T, U, X.
What types of government are there? signs?
Every road user paid attention to the fact that all vehicles have different identifiers. The legislation provides that equipment belonging to various government agencies are equipped with signs that have a certain difference, namely:
- yellow license plates are issued to vehicles that are considered public transport;
- the Ministry of Internal Affairs in the traffic police places a sign on a blue background on a car;
- military vehicles are equipped with black license plates;
- A red license plate is installed on a car if it belongs to a diplomatic consulate.
Today, the procedure for registering a car and obtaining license plates is not complicated and only takes a few hours.
Types of numbers
State The vehicle number used for trailers, motorcycles and vehicles operated by government departments has certain differences from the established standard. Types of registration plates:
- Registration number of the standard sample.
- A sign intended for towed devices. A distinctive feature of such identifiers is the presence of two digital symbols and four alphabetic ones on the main surface of the plate.
- For various types of motorcycles, scooters, as well as scooters and mopeds. The plate has a square shape. There are four digital symbols on the upper plane, and two letters on the lower left.

How to keep license plate number when changing car
To save your license plate when changing vehicles, you must:
- complete the procedure for re-registration of an old vehicle and obtain new license plates;
- hand over the old license plate for safekeeping to the traffic police, having previously written an application to preserve the state license plate in free form.

Main types of registration plates
When studying the question of what letters are in car license plates and what letters are not in state license plates, it is worth considering what types of license plates currently exist, in addition to standard ones.
Regular license plates are issued to individuals who own a car. There are also special numbers that differ not only in color, but also in a special combination of letter and number designations.
Here are the most basic categories and features of compiling their registration numbers:
- Route taxi signs. They are installed on modern public transport, taxis, that is, on public and commercial transport. These are dark yellow numbers with 2 letters and 3 black numbers. There is a region code, but no flag.
- Registration plates of the Ministry of Internal Affairs of Russia. Now they are installed on trucks, cars, trailers and motorcycles. The general format of these characters is one letter and four numbers.
- Number plates of vehicles belonging to modern Russian military formations of the legal executive authorities of Russia. Signs are installed on vehicles that belong to modern troops. Designations are applied to a plate that does not reflect light. The format is 4 numbers and 2 letters. The main information about the car is assigned to the code located on the right side of the license plate - it does not coincide with standard regional codes. Having studied it, experts understand which category of military units the transport belongs to.
- Registration numbers of cars that belong to diplomats and sales representatives of foreign companies. The main information on such numbers is the first three digits of the code and the letter, which is a prefix. Among the most basic combinations of such letters, we can note CD - the car of an ambassador or the head of a diplomatic official mission, CC - a car belonging to a consul or head of a consulate, D - a car belonging to a person holding a certain diplomatic status, T - a car of diplomatic consulate employees who do not have the corresponding status .
These are license plates of modern cars, different in color and structure, belonging to certain structures.
It is worth noting that modern FSB operational vehicles may have different state registration numbers. It will be impossible to describe them in more detail within the framework of this article.
Describing the main differences and structure of car license plates, it is worth studying the special letter combinations by which you can distinguish the ownership of cars.
Here are the most popular and significant letter combinations:
- AAA is the Administration of the President of Russia;
- AMM - police;
- AMO - capital city hall;
- AMP - cars of government employees;
- AOO - employees of the Administration of the President of Russia;
- VMR – machines owned by the government and banking institutions;
- SBI - cars that belong to employees of the Presidential Affairs Department;
- EKH - Federal Security Service and FSB;
- EPE - cars of State Duma employees;
- KKH – FSO and FSB vehicles;
- KMM – fire trucks;
- KMR - government auto bodies;

License plates with such letter designations as UUU, XXX, KKK, EE, NNN are state license plates that may belong to private individuals who purchase them in a special manner.
Answering the question of how many letters are used in Russian license plates, we can note that according to the standard there should be three . In certain situations, an additional letter designation is provided.
For example, on cars exported from Russia, signs with a distinctive feature are installed. On the left side of the registration number is the letter T.
As for digital combinations, they correspond to the regions of the Russian Federation in the form of indicators from 01 to 89.
Without exception, all numbers, regardless of affiliation and category, are applied to special plates laminated on both sides with a special transparent film using the hot lamination method.
Modern license plates replaced the old license plates several years ago. They are made in such a way as to be perceived by surveillance cameras installed everywhere.
What is a state registration plate - Advice from a car lawyer
Good afternoon, dear reader.
In this article we will talk about state registration plates (car license plates) . Number plates for a car are issued immediately after its registration with the traffic police and remain in place until one of the next owners decides to replace them.
Registration marks are unique, i.e. Two different cars cannot have the same number plates at the same time. The numbers always differ by at least one letter or number. Today we will look at the features and procedure for issuing license plates, as well as automobile region codes on the license plates.
articles:
The procedure for issuing license plates in Russia
Let's consider the most common type of numbers in the Russian Federation:
These are the numbers that are installed on most cars.
At first glance, the number consists of a random sequence of letters and numbers. In fact, not everything is so simple here.
All numbers from 0 to 9 are used on license plates. However, unlike numbers, not all letters of the Russian alphabet can appear on license plates. This privilege is given only to those letters that have similar spellings in the Latin alphabet. Those. Only the letters A, B, E, K, M, N, O, R, S, T, U, X can be used on license plates.
You might have learned about this fact before, but the next thought will probably seem interesting to you. We will talk about the order in which the numbers are issued .
Numbers are issued in order (except for special series). However, the order in which the characters change in the number is far from normal perception. The symbols change not from right to left, but in a slightly different way - in a rather confusing sequence.
1. Most often, the third digit in the license plate changes (in the figure it is number 6). After the number T356OK the number T357OK will be issued.
2. The second most frequently changing character is the 2nd digit (in Figure 5). After the number T359OK the number T360OK will be issued.
3. The third most common symbol is the 1st digit (in Figure 3). After the number T399OK the number T400OK will be issued.
The numbers seem to be okay, but the same cannot be said about the letters.
4. The fourth most common symbol is the 1st letter (T in the picture). After the number T999OK the number U001OK will be issued.
5. The fifth most common symbol is the 3rd letter (K in the picture). After the number X999OK the number A001OM will be issued.
6. The sixth most common symbol is the 2nd letter (O in the picture). After the number X999OX the number A001PA will be issued.
The procedure is quite complicated, so if you didn’t understand it the first time, re-read points 1-6 again.
The symbols on the left side of the registration plate, which were discussed above, are responsible for vehicle numbers within a specific region. By the way, I inform statistics lovers that in one region no more than 1 million 726 thousand 272 car registration plates can be issued.
After this limit is exhausted, the number of the Russian region written on the right side of the number changes. From this moment on, numbers begin to be issued again within the new region.
Each subject of the Russian Federation has its own code, and some subjects of the federation, which have a very large number of cars, are assigned several region codes at the same time.

Three-digit area codes starting with the number 2
In feature films and television programs, you can see three-digit area codes starting with the number 2 or 3. For example, drivers often wonder what city regions 200, 202, 203, 211, 225, 236, 277 or 303 belong to.
To understand what region 202 on a car number means, let’s turn to Appendix 1 to the order “On state registration plates of vehicles”:
Note. On registration plates of vehicles classified as type 1, it is allowed to use the number “1” or “7” as the first digit of the code in the three-digit region code.
Thus, three-digit area codes can only begin with the number 1 or 7. Other digits are not used in area codes because They don't fit the width of the number.
So, if you come across numbers with an area code of 200, 202, 203, 211, 225, 236, 265 or 277, then keep in mind that their installation is illegal , and the numbers themselves are fake. In this case, first of all, call the traffic police by phone 102 and report a car with fake license plates.
Colored and other special numbers
Numbers, according to GOST R 50577-93, can be of five colors: white, yellow, blue, red or black.
Yellow
At first they could only be installed on cars owned by foreign companies .
Since March 2002, yellow license plates began to be issued to vehicles used for commercial transportation of passengers (minibuses, taxis, buses, etc.).
However, they are not applicable to cars intended to transport employees to work .
Initially, the presence of signs of a similar color was mandatory, but today it depends on the desire of the owner .
This number is an alphanumeric combination (two letters - three numbers) in black, made on a yellow background, which is a reflective plate. There is no image of the Russian flag .
According to the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation” dated , in order to obtain yellow license plates, you must have a taxi license issued by the Department of Transport.
The owner of the vehicle must go to any registration office of the traffic police , write an application asking to change the number, attach the original and a copy of the license and pay the state fee. After this, the license plate can be obtained on a first-come, first-served basis.
In some rooms the region is highlighted in yellow. Such numbers are new-style transit numbers; they are not issued for motorcycles.
Black
The numbers, which are 4 numbers and 2 letters on a black background , belong to military vehicles.
Previously, such signs differed from others in size, font and material.
Today they are as close as possible to regular ones, but have a background that is not reflective and a code on the right . It symbolizes the vehicle’s belonging to a specific branch of the military, unit or formation, as well as the main department of the Ministry of Defense.
Reds
In our country, this is a sign that the car is the property of an embassy, consulate or person with diplomatic status .
Their presence does not provide the owner with any advantages. Such numbers have a certain inscription :
- “CC” – the car is registered to the consul or a person performing his functions.
- “CD” – the car belongs to the ambassador or a person of equal status.
- “T” – the vehicle is registered to a person working in an international organization or institution that does not have diplomatic status.
- “D” – the owner of the car is an employee of an international organization or an institution with diplomatic status.
Blue
Such license plates are installed on cars belonging to the Ministry of Internal Affairs (with the exception of the Internal Troops). Such signs consist of a letter and 4 numbers.
On the right is the digital code 77 , indicating that the vehicle belongs to the Ministry of Internal Affairs of the Russian Federation.
Installing blue plates on a private vehicle is illegal.
For special equipment
Agricultural, self-propelled and road equipment is subject to mandatory registration.
Signs for it are made from a reflective plate and have the format: 4 numbers on top, two letters on the bottom . The region number is indicated in the lower right corner.
Vehicle registration number: description, receipt. State car number
The need for car registration numbers practically coincided with the growth of mass production of vehicles. The increase in the number of vehicles required their basic accounting and control. Until the thirties of the last century, there was no general registration and accounting system in our country. In the USSR, the first uniform signs were introduced in 1931. Nowadays, registration forms and registration plates have undergone dramatic changes, from their appearance and degrees of security to the information they contain. From January 1, 2021, license plates will be changed again – both in form and content.
The procedure for issuing and changing license plates on cars
By describing the features of the structure and designation of license plates, we can briefly describe the procedure for issuing modern license plates.
Owners are given numbers strictly in a certain order . The exception is the issuance of special series numbers.
In each license plate issued for a vehicle, symbols are exchanged, since they are changed according to a special system.
Many people consider it quite complicated, but after studying the issuing system, the system becomes more or less understandable. In the process of registering new license plates, the following sequence of replacing numbers and letters is carried out:
- The third digit changes most often, that is, after assigning a car number A688BC, the next vehicle will be assigned number A689BC.
- The second most frequently replaced number is the second digit. In other words, after the number A689BC, the next number will be A690BC.
- The next most frequently replaced number is the first digit of the number, that is, after the number A699BC, the driver will receive the number A700BC on the car.
- After the entire three-digit number series in the numbers has been exhausted or simply, if necessary, to change the number category, the first letter is replaced. For example, after the number А688ВС the number В688ВС will be registered.
- Next in frequency of change is the third letter in the license plate. After A688BC, the next car will have registration plate B688BE.
- And last of all, in the process of changing the number, the second letter is used. In other words, after the number A688BC, the next car will be assigned a registered number B688CC.
A similar sequence between digital and letter indicators is used within a certain region . Such combinations are carried out until the entire numbering potential allocated for each region of the country is exhausted.
As soon as the car limit is completely exhausted, the traffic police organization begins to change the regional numbers located on the right side of any modern registration number.
After this procedure has been completely exhausted, numbers begin to be issued from the very beginning. Usually one code is issued for a specific area .
If there is a large number of registered cars in a particular region, several codes are used simultaneously.
Car damage - what is it? example of a car load
Law September 8, 2017
Many newcomers who receive a driver's license are faced with a large number of slang expressions and terms that need to be understood. First of all, you need to understand what it is - a car's engine protection system.
The abbreviation can be deciphered as follows: “state registration plate” (or simply car number). Numbers are issued by the traffic police. In order to receive them, you must undergo appropriate registration.
The GRZ is unique, so no two cars can have the same number plates. There is always a difference in a letter or number.
The history of license plates is quite short. They were first introduced in the Soviet Union in 1932. The current standard was adopted in 1994. It was adopted, following the example of European countries, for reasons of consistency in the size of license plates. In the United States, sign sizes vary slightly.
What to do if lost
There are many reasons why a license plate is lost, for example:
- poor quality of the road surface;
- fast driving;
- unreliable fastening;
- theft.
Many car owners do not know what to do if they lose this sign. There are two options to restore it:
- replacement by making duplicates;
- completing the re-registration procedure with a change in license plate number.
Option of action, depending on the number of lost numbers:
- if only one number is lost, for example, on the front, and not due to theft, then you can make a duplicate of it. Duplicates are made in special organizations, where it is necessary to provide a vehicle title and civil documents or a driver’s license;
- if two numbers are lost, then duplicates of them can be made in special companies if you have a certificate from the police department containing a refusal to initiate a criminal case under Article 325.1 of the Criminal Code of the Russian Federation - (in case of theft).
A list of such specialized companies is publicly available on the traffic police website, with the provision. Also, if you lose your license plates, you can contact the traffic police, but then you will have to go through the entire procedure of re-registration of the vehicle and issuing new license plates. If there is a theft of a state license plate, then you need to contact the police to initiate a criminal case, and then go through the procedure of re-registration of the car. How to check an MTPL policy by the state number of a car, see this article: Check the MTPL policy by the state number of a car. How to find out the state number of a car by VIN in the traffic police, read here. Information about how to find out the history of a car by state number for free in this publication. Making duplicates without re-registering a vehicle in the event of theft is fraught with unforeseen consequences, since stolen signs can be used in illegal activities. Important! If license plates are lost, it is not recommended to drive vehicles until new or duplicates of old license plates are installed, since on the basis of Part 2 of Art. 12.2 Code of Administrative Offenses of the Russian Federation:
- The driver may be subject to fines of up to RUR 5,000.
- or he may be deprived of the right to drive a vehicle for a period of 1-3 months.
The license plate number of a car is an important element of accounting, without which it is impossible to participate in road traffic, and knowledge of the main information about it will allow you to act correctly in various situations.
Standard of state license plates
The vehicle registration number is the official document of any vehicle. So to speak, a kind of passport that identifies the car. The registration plate is made of a special alloy with embossed alphabetic and numeric characters that contain certain information. The surface is covered with special reflective paint. Traffic regulations numbers are installed on the front and rear of the vehicle. This is true for all vehicles, but not for motorcycles and trailers, which are required to have one number plate mounted on the rear.
The existing format of state car number plate was adopted in 1993. For civilian cars, a general standard of registration plates was assigned (GOST R 50577-93). The following departments have license plates that differ from the general standards:
- Ministry of Defense of the Russian Federation.
- Ministry of Internal Affairs of the Russian Federation.
- Ministry of Foreign Affairs of the Russian Federation.
Also received a different form from the standard:
- Construction equipment.
- Trailer devices.
- Motorcycle technology.
The vehicle registration number contains the following characters:
- Three alphabetic characters indicate the series of the registration identifier (allowed letters must have equivalents in the Latin alphabet).
- Three digital characters indicate the car number.
- On the right side of the plate is the state number. belonging to the car (international identifier RUS and flag of the Russian Federation).
- Above the flag is the digital code of the region where the vehicle is registered.

What information is displayed on the sign?
When visually examining the license plate on a car, you will notice that it consists of numbers and letters. In its central part there are numbers that are directly the registration number of the equipment. On the side of the numbers there are letters that are a series of state letters. numbers.
On the right is a digital designation that allows you to find out in which region the car was registered. There are about hundreds of region codes. You can determine the place of registration of a particular car by looking at the information in the table located on the official website of the traffic police or at the end of this article.
Near the digital region code there is the country designation “RUS” and the state flag of the Russian Federation.
What types of government are there? signs?
Every road user paid attention to the fact that all vehicles have different identifiers. The legislation provides that equipment belonging to various government agencies are equipped with signs that have a certain difference, namely:
- yellow license plates are issued to vehicles that are considered public transport;
- the Ministry of Internal Affairs in the traffic police places a sign on a blue background on a car;
- military vehicles are equipped with black license plates;
- A red license plate is installed on a car if it belongs to a diplomatic consulate.
Today, the procedure for registering a car and obtaining license plates is not complicated and only takes a few hours.
How to get numbers?
In modern Russia, the procedure for obtaining rights is simplified as much as possible. When selling a vehicle, its owner can keep beautiful state licenses. signs, or implement transport along with them.
The owners of “beautiful” rooms try to keep them for themselves.
This is not a problem, since by writing the appropriate application, you can count on the state. the signs will wait for their owner for 180 days.
If the former owner of the vehicle decided to keep the license plates, the new owner needs to know what documents need to be provided in order to receive new state license plates. The package of documents is as simple as possible. This:
- car passport;
- certificate confirming ownership;
- the applicant's identity card;
- compulsory insurance policy;
- application in the prescribed form;
- receipt of payment of state duty.
A new room will cost very little. The owner of the equipment will have to pay only 2,000 rubles. In addition, there are also mandatory payments:
- you will have to pay 350 rubles for making changes to the car’s passport;
- A certificate of registration of equipment will cost 500 rubles.
Using simple mathematical calculations, you can determine that you can get the numbers for 2850 rubles.
- to the nearest traffic police department;
- to the official portal of the Traffic Inspectorate;

What is a car's license plate, and how to find out which region the car is from?
What is a car GRZ? Having bought the first car in the family, you come across all sorts of slang expressions that experienced motorists literally throw around. Over time, you will understand the essence.
When registering a car, you immediately come across the popular abbreviation “GRZ” and naturally ask the question, car registration, what it is and how IT will affect your ability to overcome traffic difficulties.
In fact, the abbreviation “GRZ” means state registration plates , which are colloquially called “numbers”. Yes, those are those white aluminum plates that are screwed on the front and back to identify a vehicle.
The history of license plates in our country is quite short. For the first time, unified gas protection systems were introduced into the USSR in 1931 . The current standard was adopted in 1994.
The current standard was adopted to match the sizes of license plates used in European countries. In the US, sign sizes vary.
This is due to the flow of foreign cars from Europe that began in the nineties, and also to the expanding automobile market, most of which gradually began to be occupied by the Western automobile industry.
It is no secret that the expansion of the country's vehicle fleet leads to problems with registration plates - there are not enough letters and numbers for identification. If you noticed, the number on the right side of the number can be two-digit or three-digit. This is the region code. But even a three-digit code may soon make it impossible to count all the cars.
What information do car numbers carry?
The currently used license plate standard has five components, each carrying its own information load:
- series, a combination of three letters, the first of which appears before the three digits in the middle of the number;
- registration number, three digits in the central part of the number;
- country of registration, designation RUS for Russia;
- the flag of Russia, which, together with the designation of the country of registration, should provide sufficient information when traveling abroad, but this does not happen and in many countries they require an additional oval sticker on the rear window identifying the country of registration.
- registration region code.
Why are Russian region codes on license plates?
Until October 2013, when major changes were adopted in the procedure for registering cars, it was clear that the codes of Russian regions on car license plates exactly indicate the place of residence of the car owner. However, due to the innovation, it turns out that sometimes car numbers, regions of Russia and region codes may not match . This doesn't happen often, but it does happen.
In any case, the region code can tell you where the car is registered. This is especially true for you in case of a proposed purchase. The principle is simple - “the further, the worse.”
You can, of course, identify the car using the VIN code, but it is unlikely that you will be able to obtain reliable information about the origin of the registration in absentia. We are not talking about the negligent work of the traffic police.
However, in the huge stream of car enthusiasts, it is easy for dealers in the auto business, who can do a lot, to get lost.

What do thieves' license plates mean on a car?
In fact, the fashion for criminal plates on cars did not appear just now . And in the USSR there were lovers of beautiful numbers who showed others the supposed capabilities of their owners. Since the nineties, it has become much easier to buy beautiful license plates for a car.
What numbers can be classified as thieves? It's simple. The presence of three identical letters or numbers in a number already speaks of “beauty”.
To these combinations you can add special letter series, such as AAA, suggesting proximity to the regional administration, LLC, suggesting proximity to the Legislative Assembly, MMM, suggesting proximity to the police (formerly the police).
The AMP, EKH, SSS series are most often assigned to law enforcement agencies. The AMP series is especially typical for Moscow.
According to eyewitnesses, in the departments of first the traffic police, and then the traffic police, all the beautiful numbers, according to their influence on the issue, were divided within the region between employees according to rank.
For example, the issuance of state licenses of the MMM series from number 501 to number 599 could be issued personally by the head of the department.
Such permission was issued by writing a simple note to a trusted employee in the registration department.
The authorization note was issued not only for money, but also in exchange for some service. However, for money more often. The cost of criminal rooms in the mid-nineties was not very high.
Thus, according to eyewitnesses, license plates with the number combination 111 were purchased for $300 per set.
The owner of these plates was surprised when, upon entering the Bulgarian territory with a car with these plates, he was identified by a local police officer as a colleague. So it’s the same for them.
It is worth noting that subsequently the cost of beautiful rooms rose very significantly . Especially after numerous checks on this topic by the traffic police registration departments.
Here it is appropriate to ask the question: “ Why do you need a criminal number? " Do you think that this number will save you if you violate traffic rules? You are wrong.
If your violation of the rules leads to serious consequences, then no number will save you . Criminal numbers are just an illusion of security.
Moreover, even the inspectors themselves in some regions (this is especially noticeable in the Krasnodar Territory in the summer) when they see a car with thieves’ license plates, they say that it’s a wallet that needs to be shaken.
It is better to have as inconspicuous a number as possible and not violate traffic rules.
It should be borne in mind that just anyone will not be able to buy a car license plate number just like that. No, you can buy it, but the license plate will not be considered legal, and you may be prosecuted for counterfeiting.
It is clear that the license plates you received during registration may be accidentally damaged. Or dented in an accident, or covered in paint. That is, they become unreadable. And unreadability is a violation of traffic rules. For this reason, the traffic police have recently begun to issue a duplicate license plate for a car manufactured in accordance with GOST requirements.
To find out where in your city it is legal to obtain (buy) a duplicate number plate, go to your traffic police department and ask this question. In almost every city there are small areas with equipment for the production of license plates, which are officially accredited by the State Traffic Safety Inspectorate .
That is, they have the legal right to produce duplicate numbers. It is not so expensive that you risk criminal liability for buying “left” numbers.
By the way, the latest actions of thieves renting license plates at night in courtyards with the aim of later returning them for money have led to the fact that it has become possible to simply make a duplicate of a stolen license plate and that’s it.

How the numbers differ
In addition to the standard design, there are other variations using “colored” numbers. Their presence on a plate with state signs may mean:
- the owner has any privileges;
- registration of the vehicle with a government agency.
Below is information about how a car’s belonging to any structure is deciphered, based on the color used on the plate:
- The red color of the signs means that the vehicle is owned by a foreign trade mission or diplomatic service. Latin letters on the number will allow you to more accurately determine to whom the device is registered: “D” - diplomatic mission, “CD” - ambassador, consul, “T” - trade mission. The number in front of the letter designation will allow you to find out which state this or that structure belongs to.
- If the color blue is used on the plate, then the car belongs to law enforcement agencies, the Ministry of Internal Affairs, or the police service.
- Black plates can be found on vehicles used by the armed forces. To the driver? In addition to vehicles of military units, similar plates are on vehicles belonging to the services of the Ministry of Emergency Situations, the FSB, and the Ministry of Defense. The structure of the number resembles ordinary state registration marks, however, instead of a code with the region at the place of initial registration, the designations of military districts or military departments are indicated.
- The most popular are white plates installed when registering a car in the traffic police database. If in addition to the main number the letter T is indicated, this means that the vehicle is being transported for use abroad.
There are many other differences that make it possible to identify cars belonging to authorities and senior government officials. Among the various types of special signs, we can note the combinations that are considered criminal:
- series EKH97, belonging to the FSO department and other equivalent departments with immunity;
- the XKH77 series often means belonging to the FSB structure or ownership by a wealthy person, since some part of this series was sold to persons who wanted to have a status number;
- series AOO77, MOO77, BOO77, SOO77 are used on machines belonging to the Presidential Administration.
There are a lot of numbers, the mere possession of which will mean that a high-level person close to power is moving in the car. Popularly called “thieves” numbers can have the following series:
- *KR177, where instead of an asterisk there is one of the letters A, E, K, B, they mean belonging to persons of special importance (in addition, previously the owners of such cars were also given plates with a blue background);
- the EPE177 series can be found on vehicles owned by State Duma deputies;
- The transition to the blue identification color of the plates made it possible to free up some of the license plates that previously belonged to the Ministry of Internal Affairs (these are the *MP77 series, where instead of an asterisk there is one of the following letters: A, K, B, O, M, T, U). The vast majority of license plates already belong to private individuals, but some cars still retain plates in this series;
- employees of the prosecutor's office travel on official transport with the PMP77 series;
- The Moscow City Hall has vehicles with the AMO77 series.
Since in certain circumstances individuals have the opportunity to purchase plates that imply a special status and the possibility of immunity, many try to purchase them not only to demonstrate their position in society, but also for easier movement in conditions of frequent bans and restrictions on movement around the city. Since many services with special numbers have immunity, it is easier for owners of cars with similar signs to resolve issues with a traffic police inspector.
The “thieves” signs include the NAA99, SAA99, TAA99 and XAA99 series, however, such a series was distributed not only among representatives of the FSB or research institutes, but also among ordinary citizens who were not among the privileged employees. You can guess that installing a sign with a similar alphanumeric combination would probably cost the car owner quite a lot.
Video about license plates
Appearance
Initially, the numbers were a combination: letter - 3 numbers - 2 letters , they indicated the region code, but there was no flag.
Since 1994, the flag began to appear, but not in all regions (for example, in Tatarstan such signs were issued until 2000).
Most Russian registration plates are made in accordance with GOST R 50577-93 (model 1993) .
Standard rooms are built according to the following principle:
- Three letters that indicate the license plate series. According to GOST, 12 letters of the Cyrillic alphabet are used, which have graphic analogues in the Latin alphabet A, B, E, K, M, N, O, R, S, T, U and X.
- Three digits representing a number.
- Letters are smaller than numbers.
The license plate is a quadrangle, on the left side of which is the actual number assigned to a specific car in the traffic police database, and on the lower right side of which is a Russian flag with the inscription RUS, and on the upper right side is the code designation of the place where the vehicle was registered.
The standard size of a car license plate in Russia is 520x112 mm.
On July 1, 2008, the previously mandatory requirement to duplicate the sign in large print on the rear of trucks and buses was abolished.
New room design 2021
From the beginning of 2021, new vehicle registration numbers will begin to be issued in the Russian Federation; the corresponding GOST has been approved by Rosstandart. Sketches of new signs were prepared by the Russian Automobile Federation. The numbers intended for two-wheeled vehicles will become one and a half times smaller. The shape of plates for cars produced at Japanese and American car factories will change; they will take on a square appearance. There will be special numbers for mopeds, sports and classic cars. The new GOST provides for the transfer of the region code from the right side of the plate to the left side. The ban on drilling additional holes, except for the applied elements: flag, symbols, RF code, is also lifted.
How to get a sign for a new car
To obtain a license plate for a new car, you must go through the procedure of registering it with the State Traffic Inspectorate and providing the following documents:
- application of the established form;
- vehicle purchase and sale agreement;
- identification document;
- PTS with marks from the car dealership (stamp confirming payment of the recycling fee, personal data of the buyer, date of conclusion of the contract).
Please note that according to the new rules, registration of motor vehicles occurs without providing a compulsory motor liability insurance policy, but insurance must be issued - it is checked against the RSA database. The procedure for registering and obtaining a number takes about 2 hours and consists of the following steps:
- Preparation of the necessary documentation.
- Registration of an MTPL policy.
- Sign up for the registration procedure at the traffic police by phone, through a terminal in the office hall or the Internet. Making an appointment with the traffic police and submitting an application through the website makes it possible to receive a 30% discount on paying state fees by non-cash method.
- Submitting documentation for verification to traffic police officers at the reception window.
- If there are no comments on the documents or insurance policy, the department employee will send the car for inspection.
- Passing a vehicle inspection.
- Payment of government duties.
- Providing receipts for payment of contributions at the acceptance window.
- After checking the receipts, documents are filled out and further issuance of STS, license plates and vehicle passports.
Table 3. State fees when registering a new car. * — the discount is valid for up to a year. Important! You must immediately check with the traffic police all the data in the documents for correctness, and in case of an error, contact the document acceptance window to correct it. You can also entrust the above-described procedure to car dealerships that provide this type of service for an additional fee, having written in advance a power of attorney to carry out registration actions with the vehicle. According to clause 4 of Order No. 1001 of the Ministry of Internal Affairs of the Russian Federation, the owner of a new vehicle is obliged to register it and receive a license plate within 10 days from the date of purchase of the vehicle. According to the new rules, the procedure for assigning a license plate occurs in a random order, that is, it is now impossible to choose a number.
Region codes on license plates in 2021
Good afternoon, dear reader.

Beautiful rooms
In addition to status series, state signs containing 777 with two zeros, or mirror combinations such as 101, 303, etc. are in high demand among motorists. Of the letter preferences, numbers where all three letters are the same are of interest - for example, TTT, XXX, etc.
Features of purchasing a beautiful room
It’s almost impossible to get a status or beautiful number just like that. The minimum prices for them start from 3 thousand rubles. However, in some cases prices reach several hundred thousand rubles. You can find advertisements for the sale of beautiful license plates on specialized Internet resources, which provide information about the license plate and conditions for making a purchase (through the purchase of another car with these plates, or through the sale of your own with the subsequent assignment of beautiful plates by the new owner and the final “sale” of the vehicle back to the buyer ).
The acquisition procedure is quite complex and requires maximum attention, since it will require the purchase and sale of a car with this number. An alternative option is to have good connections in the relevant structures in order to receive a status plaque.
Some motorists receive easily remembered license plates that match the number or letter designation with certain events in their lives, personal information, etc. However, in most cases, getting a “successful” combination is a matter of chance.
Introduction of license plates on cars in Russia
The need for registration arose as the automotive industry developed. Stories about where and when the first license plate was issued are very different. There can be no exact information, because at the dawn of the automobile industry, due to the small number of cars, state registration was not provided. Number plates in a variety of formats were hung up by car owners themselves at their discretion. But even before the invention of the automobile, horse-drawn carriages, and later bicycles, were also distinguished by numbers. At the end of the 19th century, numbers were issued for money and for a period of 1 year. Then the deadlines were extended. But the materials from which the signs were made were heavy and disproportionate.
While there were few cars, only numbers were applied to them. But by 1930 the number of vehicles had increased so much that letters had to be used. At the same time, the material for production also changed, and an acceptable size was established. The next transformations of signs were needed after the Great Patriotic War in 1946, when many cars appeared on the peaceful roads of the country that had returned from the front with military license plates. In addition, captured equipment, which had its own identification marks, was also subject to registration.
The next GOST became necessary to increase the letters in the number. This happened in 1959 due to the lack of 2 letters in the number. There were 3 of them. Although the exchange of old plates for new ones was considered mandatory, road authorities turned a blind eye to plates with different standards used on vehicles. Car owners did not want to change them. This lasted until 1970, when a departmental instruction appeared obliging traffic police officers to punish owners of vehicles with old license plates. But even in the mid-80s, there were still cars with 1946 model numbers.
