The procedure for renewing a vehicle registration certificate.
Why do you need a STS vehicle registration certificate?
In order to streamline the movement of vehicles with all the ensuing consequences as much as possible, it was decided to register each vehicle and issue an official document to its owner. Such a document is one of the most important for the driver, confirming either himself or someone else’s right to own the car. During any inspection on or off the highway, a person must present this STS certificate to the inspectors, on the basis of which the appropriate conclusions are drawn. Since such a check can begin at any time, the registration certificate, like the license to drive a car, must be with the driver at all times. In its absence, the legislation provides for various forms of punishment for violating the requirement.

Willy-nilly, the restoration of the vehicle registration certificate will become inevitable.
What does it look like
What does a vehicle registration certificate look like? Previously, the corresponding document looked like a small book. Now the citizen is given a form in the established form, which contains information about the car and its owner.
A sample PTS looks like the one shown below.
Now it’s clear what a vehicle’s technical passport is. This document is known to every car owner. Only certain authorities can issue it.
Important: in Russia, the paper being studied has recently been produced only in electronic form. This innovation is effective from July 1, 2018. However, old paper registration certificates remain valid.
Where and how to restore STS to a car
By law, this mission is entrusted to two organizations, which every car enthusiast has probably heard of: MREO STSI, MOTOTRER, whose powers, by and large, are equivalent. They are the ones who are called upon to restore the STS on a car if it is lost or stolen. However, there are other reasons why the registration certificate for a car is restored or replaced with a new one. So, this will have to be done when changing the last name of the owner of the car or his place of residence. In this case, many interesting incidents arise. Here is just one typical example: if you buy a used car second-hand, the registration in the STS and PTS must certainly coincide with the registration recorded in the passport. Otherwise, the person will not be able to carry out the restoration himself and the former owner will have to take on this responsibility. Drivers' interest in how to restore STS on a car remains relevant. The very first step is obvious:
- You need to visit the traffic police, its nearest registration office (or any other), pay for a paid service;
- Then go to the window where employees are engaged in registration matters, and tell the traffic police inspector in detail what happened and what is necessary. The specific reason why the STS needs to be restored must also be indicated. This is indicated on the form issued immediately on which the application is written;
After which, you may have to wait for some time while the new document is prepared. When the entire procedure is completed and the duplicate is ready, the author of the application will be called. There are all sorts of nuances. For example, if a PTS has disappeared, it must be restored first, because without a passport the STS cannot be restored.
What to do if you have lost your car registration certificate
The registration certificate for the car is lost, what should I do in this case? Losing vehicle documents is a problem for the driver. It takes little time to restore the technical passport. If the registration certificate is lost for a car purchased on credit, you must notify the bank about this.
To restore the document, you should visit the MREO in which the car was registered. Replacing a registration certificate is similar to receiving it - you will have to wait a few hours.
List of required documents
To restore the technical passport for a vehicle, it is necessary to collect a certain package of documentation.
It includes:
- passport of a citizen of the Russian Federation;
- vehicle registration certificate;
- on the ownership of a car - sales contract, deed of gift, etc.;
- MTPL insurance policy;
- receipt of payment of the state fee.

- information about the vehicle – its make, year of manufacture and other characteristics;

Application procedure
Only the owner of the vehicle has the right to restore the document.
The algorithm of actions for restoring a registration certificate through the traffic police is as follows:
Payment of state duty | Produced in the region where the technical passport will be restored |
Collection of required documentation | — |
Visit to MREO | — |
Filling out an application for restoration of a registration certificate | The form is free, so you can compose it at home |
Visit the department at the appointed time | To get a duplicate |
Procedure for restoration through State services:
Visiting the portal | And authorization |
Selecting a service catalog and menu | “Transport and driving”, then – “Vehicle registration” |
Selecting the item “Change registration data” | Then – “Receiving STS” |
Clicking "Get service" | Going through the stages of obtaining a document |
While the technical passport is being prepared, the driver will be issued a temporary one. Its validity period is 3 months.
A traffic police officer will inspect the car, sign the application, and the documents can be submitted for processing. This procedure takes place both when a document is stolen and when it is lost.
In case of theft, the algorithm of actions for restoring the technical passport is different:
- Visiting the police station with a passport or other document confirming the person.
- Providing evidence that the registration certificate was stolen (if available).
- Writing a statement indicating the conditions of the theft and possible suspects.
- Police officers are opening a criminal case.
- Visit the traffic police department and write an application requesting a duplicate document.
- When the investigation is completed, a duplicate technical passport is issued.
If the case is delayed, then after six months they will issue a duplicate as if it was lost. You can pay the state fee at any bank. Payment details must be obtained from the state traffic inspectorate.
After making the payment, you should take the receipt with you. No one will restore a technical passport without paying the state fee.
How much does it cost
There is no penalty for losing a registration certificate. You will only have to pay for its restoration - 2 government fees.
This year the fee is 850 rubles - 500 for issuing a new document and 350 for making a note in the registration certificate about changing the STS.
You can also ask a traffic police officer to fill out an application for an additional fee. This way it will be compiled without errors, and it is guaranteed to be accepted.
Thus, in case of loss or theft of the technical passport for a car, you must contact the nearest traffic police department and write an application to restore the document and obtain a duplicate.
If the technical passport is lost for a vehicle taken on credit, then it is additionally necessary to notify the bank about this - the owner will be issued a special document.
To restore the registration certificate, you will have to pay a state fee of 850 rubles. You should contact the MREO department where the car is registered.

What documents may be required during restoration?
Restoring a vehicle's registration certificate is impossible without providing the full package of documents required for this procedure. Among them, what is needed to restore the registration certificate includes:
- the car owner’s passport or identification document, as well as copies of each such document;
- vehicle passport;
- original, certified copy of the power of attorney, if the person uses this particular form of operating the machine;
- certificate of opening a criminal case based on theft of documents.
It should be noted that without the latest certificate, restoration of the disappeared registration certificate will become impossible.
Who issues
What is a title for a car has already become clear. Why is this paper used, too. Where can I get it?
According to the law, vehicle registration certificates can only be issued to:
- manufacturing plants;
- customs services;
- Traffic police or State traffic police.
No one else has the authority to produce vehicle technical passports. If a citizen buys or otherwise receives a used car, the title for it must be given by the previous owner.
How much does it cost to restore a lost STS?
Since the official restoration of the vehicle’s STS is a paid service, you will need to pay 500 rubles for it. Also, 350 rubles will have to be paid for recording in the PTS information about a new certificate issued with a new number (for this, use the “Special notes” column). You can pay for both of these services either directly at the recovery site or online. The duration of the entire procedure, as a rule, is not long. So, often everything ends within one or two hours. It must be borne in mind that, if desired, the applicant may also be offered a replacement of license plates, although such a replacement is not at all mandatory. If the applicant agrees to it, he will have to pay an additional 2 thousand rubles.
How does the document recovery procedure work?
If any of the above happened, then you should contact the registration department of the traffic police (Interdistrict registration and examination department (MREO)) or the Interdistrict department of technical inspection of transport and registration and examination work (MOTOTRER).
It would be useful to find out the days and hours of operation of these organizations in advance. It is better to arrive in the morning if you want to do everything in one day, since it often happens that it is not possible to pay the fees at the traffic police department itself and you will have to go to the bank and it often happens that the bank is not located in the next block.
So it’s better to take time off from work for the whole day and calmly overcome every obstacle with a calm soul.
Restoring a registration certificate is a process similar to registering a car, so upon arrival at the traffic police, you need to immediately get in line with a forensic expert, he will check the VIN number and body number, and the car will also be checked against all databases.
It follows from this that, just as before registering, it is advisable to wash the car and, of course, it should not have serious damage; tinting that does not comply with traffic police standards should also be removed.
Otherwise, the inspector may not even look at the car’s license plates, but immediately turn around and leave and it’s useless to prove anything to him; the answers will be more and more rude and arrogant.
Service cost
- Come to the department, go to the “Inquiry” or “Preparation of Documents” window (can be called differently), there you will be given an application form for a replacement registration certificate (cost 100-200 rubles, you can fill it out yourself for free, but in this case, if you make a mistake, they won’t accept your application. And as practice shows, mistakes when filling out, as a rule, happen and so you, after standing in line, go to the traffic police inspector, and he identifies the mistake and, of course, sends you for a new form. You fill it out again and again you stand in line and it’s not a fact that this time you filled out everything without errors. So it’s better to pay this insignificant amount and sit down and doze off in line with a calm heart).
- Here you will also be given a receipt for paying the state fee (500 rubles), you can pay at the terminal, which can be here, or at the bank.
- A record will be made in the PTS stating that you have been issued a new registration certificate indicating a new number (it costs 350 rubles).

What documents will be required?
Next, go to the window where registration operations are carried out with the car, inform the inspector that you are about replacing the registration certificate, state the reason and hand over the documents:
- Russian Federation passport;
- PTS;
If the car was purchased on credit, inform the bank that the registration certificate is lost and take away the title until the registration certificate is restored.
- Payment receipts;
- Power of attorney if you are not the owner of the car;
If among the lost documents there was a PTS, then you should first restore it, and only then the STS.
If your registration certificate was stolen and you wrote a statement to the police, you will need to get a certificate of termination of the criminal case from the police department, where you will also lose your time and, most likely, your nerves.
So before you write a statement, think about whether the couple of thousand rubles that you had in your wallet are worth it; it’s better to get involved in restoring the stolen documents. Or, if, for example, you were beaten and someone else called the police, report that only money was stolen from you and immediately go to restore the documents for the car.
When replacing the registration certificate, the state license plates of your car will remain the same. They will simply make changes to the PTS and issue a new registration certificate. All you have to do is wait until they make a new STS for you, which will take from half an hour to several hours.
If you wish, if, for example, you are not satisfied with the combination of letters and numbers of the car number, you can replace them with new ones, which of course is not free, the fee is 2000 rubles.
