Is it possible to register a car with the traffic police directly at the place of purchase?

Attention. On October 15, 2013, a new technical regulation came into force, partly changing the rules for state registration of vehicles.

According to this regulation, specialized car dealerships have the right to independently register a car. In fact, they are only intermediaries between the car owner and the traffic police.

The dealership must ensure that the license plates on the vehicle being sold match those on the title, and the dealer’s representative has the right to be the legal defender of the buyer’s interests in the State Traffic Inspectorate. This service is available only for new cars; used cars purchased through the trade-in system cannot be registered without visiting the traffic police.

Scam when buying a car at a car dealership, what scammers take into account

The mentality of the Russian person implies the possibility of freebies, even the slightest. If a car on the official website costs 1,000,000 rubles, and he sees it somewhere for 50 thousand cheaper, he will contact another salon, which, although not as prestigious, seems more loyal. And scammers take this factor into account first.

The second aspect that black dealers take advantage of is the place of residence of the buyer of the car. If a person lives in Moscow, he can visit several salons himself. If the buyer, for example, is from Tula, he will prefer to come to Moscow or St. Petersburg at the designated address and will not leave without a car, so he may agree to many conditions.

And the third point is legal illiteracy. As a rule, dealers offer several contracts and a large number of other documents, which are quite voluminous. None of the provincial residents will read 20 pages of printed text with complex terms, because in words everything seems to be clear.

How to register a new car after purchasing it at a dealership?

To register a car at the dealership, you must submit the following documents::

• agreement with the seal of the seller (in triplicate - to the buyer, seller and traffic police);
• vehicle passport (PTS);
• passport or other identity document;
• receipts for payment of government fees and a set of license plates;
• contract of sale.

By order of the Ministry of Internal Affairs No. 139, it is no longer necessary to present a compulsory insurance policy (MTPL), but it must still be done before submitting documents for vehicle registration.

When all the papers are collected, the client pays a fixed tariff set by the state to the car dealership's cash desk. Based on data from the dealer, the traffic police registers the car.

Registration of a power of attorney

In addition to the above documents, the car owner must draw up a power of attorney to carry out the registration of the vehicle . The person to whom the power of attorney was issued will be able to legally register the car at the State Traffic Inspectorate in the name of the owner without his direct participation.

Salon employee actions

The actions of a car dealership employee include:

• preparation of documents for registration on behalf of the vehicle owner;
• checking the registration data for the car, identifying the identity of its owner;
• transfer of documents to the traffic police in the manner prescribed by law;
• transfer to the owner of the entire set (registration document and license plates) along with the car keys after approval of the documents by the traffic police department.

Result of the procedure

As a result of the procedure at the service center, the car owner receives a registration certificate (technical passport) and a set of license plates.

How to register a new car through the State Services portal

   The car remains at the dealership during the entire registration process.

   Typically, the period within which a car dealership employee must register a car is from three to five days. After this, the buyer can pick up the car, already registered in the prescribed manner, license plates and all the necessary documents.

Certificate of acceptance and transfer of a new car

The last, and most important, stage is the execution and signing of the Acceptance Certificate for the new car.

You cannot sign the Transfer and Acceptance Certificate before inspecting the car. It happens that unscrupulous car dealership managers park cars with scratches next to each other. To avoid being scammed, ask managers to move the car to a more spacious location. Do not drive the car yourself, otherwise possible scratches may be your responsibility.

An expensive car in a small town looks luxurious and adds prestige to its owner. However, few people dare to come to the first car dealership they come across, 300–400 kilometers away. Basically, the search begins with sites that offer contact numbers with cute girls on the line. A gentle voice will confirm that the desired brands of cars are available, and the price has indeed been reduced due to the fact that the center is closing and selling everything at a bargain price.

In anticipation of a profitable purchase, the future owner comes to the salon, is greeted, given coffee, taken around the salon and lavished with smiles. At the same time, the client is bombarded with a lot of information, in which he gradually begins to get confused. And finally, the car is chosen, but for some reason it is not there, you need to wait a little until it is driven from the other end of Moscow.

At the same time, the flow of information does not stop and can last from 2 to 6 hours. When the buyer gets tired and no longer perceives the information, he is kindly offered to sign an agreement, the terms of which he has already been verbally familiarized with. The client, squeezed like lemon, without looking, signs all the necessary documents and only then, at home, an unpleasant surprise awaits him in the form of a substantial commission for the salon’s services, which in total amounts to a higher price than initially agreed upon. Also, scams in car dealerships are often hidden in other seemingly small things, but such important ones, in particular:

1. In addition to car payments, many salons also offer a number of other services, for example, life insurance, which is valued at a substantial amount. It would seem that you can still pay 150 thousand one-time if you have already found the money for the car of your dreams. But then it turns out that if the car is purchased on credit, you will have to pay 150 thousand annually. In three years, you can simply give almost half a million to the insurance company. At the same time, you can’t argue with the dealer, because the insurance contract was concluded with the agency, and not with the car dealership.
2. Few people are able to immediately transfer the full cost of a car in a million or more; in most cases, a loan agreement is drawn up. And since searching for a bank, collecting a large package of documents and waiting for approval is quite troublesome and long, the salon offers, so to speak, its familiar partner, who will issue a loan literally in a matter of hours. However, in such a speed there is a big catch, namely annual interest, which from 10.5 can increase to 15–18%.
3. Dealers will also offer to insure the car, and in an unobtrusive manner. Yes, of course, you will have to buy CASCO insurance in any case, but if the policy is purchased at a car dealership, the price of the car will decrease, albeit by the same 50 thousand. At the same time, instead of 100 thousand, you will have to pay at least 170 thousand for an insurance policy. Another difficulty will be that the contract will only include standard insurance cases and it will no longer be possible to discuss any subtleties and prescribe them.
4. The offer to transfer an old car to Treidyn is also popular, but at a price that is beneficial to the dealership, and not to the buyer of a new car. For example, the client will be asked to transfer the car for 250 thousand, although the market value based on the year of manufacture, technical condition and mileage will be at least 400 thousand. If the client refuses Tradeyn, the discount for the new car immediately loses its relevance, and the discount will be so-so, no more than 100 thousand.
5. Also, most clients are offered the installation of additional equipment, at discounts and, of course, the latest. However, the same alarm system is usually installed on stream, so it is unlikely that the client will receive the coolest anti-theft system. Or take, for example, anti-corrosion treatment. All cars are perfectly protected at the assembly level, so they do not need an additional layer. It is also important that the total cost of the equipment costs the salon approximately 20–25 thousand, but the client almost 150 thousand.

Scams at car dealerships when buying a new car may also be due to a personal factor. After all, the dealer’s profit depends on the percentage of cars sold; the higher the price and the more services imposed, the greater his earnings. Who would refuse free money for two hours of work?
