Inspection rules change from October 1, 2021

The Russian government announced that amendments to the law on technical inspection will come into force on October 1, 2021. Previously, it was planned to change the maintenance procedure in March, but the deadline was pushed back due to the pandemic. We will update the article as soon as changes are made. Now the information in it is relevant.

Frequency of technical inspection

Well, the latest amendments that may be of interest to the average car enthusiast relate to the frequency of technical inspection .

Up to 3 years

2. A technical inspection is not required in the first three years, including the year of issue, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article): 1) passenger cars with a permissible maximum weight up to three tons five hundred kilograms; 2) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; 3) trailers and semi-trailers, the permissible maximum weight of which is up to three tons, five hundred kilograms; 4) motor vehicles.

2. A technical inspection is not required in the first three years, including the year of manufacture, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article): 1) passenger cars; 2) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; 3) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law; 4) motor vehicles.

So, please note that several phrases are excluded from the previous paragraph of the federal law.

Firstly, all passenger cars are now exempt from technical inspection for the first 3 years, regardless of their weight.

Secondly, all trailers and semi-trailers are also exempt from technical inspection in the first 3 years. Here, just in case, let me remind you that trailers owned by individuals and having a permissible maximum weight of less than 3500 kg, from January 1, 2012, do not have to undergo technical inspection at all. All other trailers and semi-trailers can ignore technical inspection only in the first 3 years.

By the way, previously trailers and semi-trailers with a permissible maximum weight of more than 3.5 tons did not appear at all in the Federal Law “On Technical Inspection,” which caused misunderstanding among their owners. This inaccuracy has now been corrected.

Thirdly, another ambiguity has been eliminated. Now 3 years are calculated not from the date of release into circulation, but from the date of release of the vehicle. Those. old cars imported from abroad and put into circulation this year no longer have any privileges in terms of technical inspection. This is quite logical.

From 3 to 7 years

4) every twenty-four months in relation to the following vehicles, from the year of release into circulation of which three to seven years have passed, including the year of their release into circulation (except for vehicles specified in paragraphs 1 and 3 of this part): a) passenger cars vehicles with a permissible maximum weight of up to three tons, five hundred kilograms; b) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; c) trailers and semi-trailers, the permissible maximum weight of which is up to three tons, five hundred kilograms; d) motor vehicles.

4) every twenty-four months in relation to the following vehicles, from the year of manufacture of which three to seven years have passed, including the year of their manufacture (except for the vehicles specified in paragraphs 1 and 3 of this part): a) passenger cars; b) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; c) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law; d) motor vehicles.

What is a technical inspection

Technical inspection - checking the serviceability of machine components and mechanisms. If everything is in order with the car, the inspection station employee will enter information about this into a special database. From October 1, 2021, a paper diagnostic card will be issued only at the request of the car owner. The inspection is carried out by private accredited companies.

The state obliges motorists to undergo inspection - this is necessary for the safety of road users. Let's say the driver hasn't passed the inspection, and the brakes or steering gear are badly worn. This could cause an accident and people would get hurt. It’s better not to rely on “maybe”, pass the technical inspection and drive safely.

Without passing the technical inspection, the driver will not be able to buy an MTPL policy, and you cannot drive without a policy. The fine for not having a policy is 800 rubles.

When to do a technical inspection after buying a new car

According to the law, if the car is not yet 4 years old, a technical inspection is not required. When you need to undergo maintenance is not a question for new cars.

If the car is from 4 to 10 years old, inspections are carried out once every two years. It doesn't matter if it was in the garage or if it was driven every day. If the car is older than 10 years, it must be inspected annually.

How to pass a car inspection

Find a state vehicle inspection point. A map of accredited stations is available on the website of the Russian Union of Auto Insurers.

If you undergo an inspection at a service center without accreditation, the car owner will be denied an MTPL insurance policy. Even if the service employees issue a diagnostic card, the insurance company will see that the document is not valid.

Since October 2021, mobile maintenance points have appeared where there are no stationary ones, for example, in remote areas of the region or region.

Arrive at the state inspection point for cars with documents. In addition to the car at the station, provide two documents:

  • citizen's passport,
  • certificate of registration of the vehicle or PTS.

After this, the station employee will compare the data from the documents with those indicated under the hood of the car. If the data matches, the car will be allowed to be taken in for diagnostics.

If the individual license plates of the car, the design of the body, frame or cabin do not correspond to the entries in the documents for the car, the diagnostic center employee will refuse to check and make a note in a special database indicating the reasons for the refusal. Before October 1, he would have simply refused the driver the procedure without any records. If such a driver decides to go to another center, he will be refused right away - before all checks are completed. In addition, the traffic police will learn about the discrepancy - it has the right to deregister the car.

Pay and undergo technical inspection. If at the acceptance stage everything is in order with the car, the station employee will let you fill out an agreement and ask you to pay for the services. The inspection costs from 500 to 1000 rubles for passenger cars - the operator calculates the exact price using a formula.

Next, the station’s technical employee checks the car according to the regulations. The operator has the right to refuse technical inspection for any of the reasons:

  1. there is a malfunction, for example, the windshield washers do not work, there is a leak from the gearbox;
  2. tuning is installed - excessive tinting, tow bar or too loud exhaust;
  3. There is no first aid kit or fire extinguishing equipment. TR CU (customs union regulations) obliges the owner to keep them in the car.

The driver has 20 days to correct the comments. Then you will need to come for a second examination to the same center.

If the machine meets all safety requirements, the center employee will enter information about this into the EAISTO and certify it with a qualified signature. The validity period of the card will begin from the moment the information is in the database, and not from the day the card is issued. Previously, information could be entered into the database within 24 hours; now this must be done immediately upon completion of work. Internet access must be constant.

Check the diagnostic card. Based on the results of the technical inspection, the place, date and time of the inspection will be stored in the database of the Unified Automated Information System for Technical Inspection (UAISTO). The driver will receive a paper diagnostic card if requested.

By law, the operator of the inspection station must transmit information to EAISTO instantly, but anything can happen. Therefore, before applying for an MTPL policy, check that information about your car has appeared in EAISTO. Insurers will check there.

Who can carry out a bus inspection?

5. Technical inspection of buses, including repeated ones, is carried out by a technical inspection operator accredited in the prescribed manner to conduct technical inspection in the field of accreditation corresponding to vehicle categories M2 and M3 (hereinafter referred to as the technical inspection operator), with the participation of an employee of the State Road Safety Inspectorate unit of the Ministry of Internal Affairs of the Russian Federation, which is entrusted with the responsibility for participating in the technical inspection of buses (hereinafter referred to as the authorized employee participating in the technical inspection of buses), in accordance with the pre-registration schedule formed by the technical inspection operator together with the authorized employee participating in the technical inspection technical inspection of buses, in a free format in real time on the official website of the technical inspection operator on the Internet information and telecommunications network based on applications submitted by bus owners (hereinafter referred to as the schedule, application).

Clause 5 of the bus inspection rules states that you can undergo an inspection from any technical inspection operator who is accredited to inspect buses. However, a traffic police officer must be present . That is, from March 1, 2021, the traffic police will also be involved in bus inspections.

This is the most important innovation of the new rules; other points of the document only reveal the features of the participation of a police officer in the technical inspection procedure.

Paragraph 5 also states that technical inspection of buses will be possible only by appointment . This is necessary so that the bus arrives for technical inspection at the exact time when, in addition to the technical expert, a traffic police officer is also present at the point. Obviously, the policeman will not “sit” waiting for buses from morning to evening, he will come as needed.

What else will change from October 1, 2021

Cards without maintenance will be cancelled. If during the check it turns out that the citizen received the previous card without undergoing inspection, it will be canceled and information about this will be entered into the EAISTO. The center that issued such a card will be punished with a fine.

Inspection points without internet or with a broken computer cannot operate. If an operator’s computer breaks down or access to the database is lost, he is obliged to enter data into the EAISTO within 24 hours and draw up a report about the technical problem. In addition, the operator is prohibited from accepting new machines onto the line until the problems are corrected.

This means that if you arrive at the service point, but there is no access to the EAISTO database, there is no point in waiting. The operator will not be able to complete the inspection, issue a card and release the machine from the line until access to the base is available.

How to sign up for a bus inspection?

6. The owner of the bus, by telephone and (or) by e-mail, contacts any technical inspection operator at any technical inspection point, regardless of the place of state registration of the bus, and submits an application containing information about the desired date for passing the technical inspection, information about the make, model, identification number (body or chassis number - in the absence of an identification number) and state registration number (if any) of the bus, as well as information about telephone numbers and (or) email addresses to inform the owner of the bus about the decision made regarding the application (hereinafter referred to as the applicant ).

The rules provide for 2 options for registering for a bus inspection :

  • by phone;
  • by email.

You can choose the method that is most convenient for you. In any case, the inspection operator must provide the following information:

  • desired date of inspection;
  • information about the bus: make;
  • model;
  • VIN number;
  • state registration number;
  • telephone number and (or) email address to receive a response.
  • For example, the application might look like this:

    The inspection operator must review the application and respond to it:

    7. The decision to include an application in the schedule or the impossibility of including it in the schedule and informing the applicant about the decision made regarding the application is made by the technical inspection operator within 1 business day from the date of receipt of the application by the technical inspection operator.

    A decision on the impossibility of including an application in the schedule is made if the applicant fails to provide in full the information specified in paragraph 6 of these Rules, and (or) there is no free time in the schedule to undergo a technical inspection on the desired date specified in the application.

    A response must be given within 1 business day .

    For example, if a bus driver sent a request on Friday evening, and the inspection point is closed on Saturday and Sunday, then a response must be given before Monday evening.

    There are only 2 reasons why an application will not be accepted :

    • the application does not contain the necessary information (the list of fields is given above);
    • all places for the date chosen by the applicant are already occupied.

    If you are refused, you must reapply. This is not prohibited.

    8. The technical inspection of buses is carried out no earlier than 5 working days from the date the technical inspection operator receives an application for which a decision has been made to include it in the schedule.

    Another important note is given in paragraph 8 of the new rules. You must apply for a technical inspection in advance. And much in advance - 5 working days before the technical inspection or earlier. 5 working days is actually a whole week (including 2 days off). And from the point of view of drivers and bus owners, this is not very convenient, because... You will have to constantly monitor not to miss the date.

    On the other hand, the situation can be simplified like this:

    Let's assume the bus was inspected on March 1, 2021. In any case, the next technical inspection must be completed no later than September 1, 2021.

    So it makes sense to immediately (March 1, 2021) send the operator an application for the next technical inspection in six months. In this case, the deadlines will be met, and there should be no problems with free places.

    Remember

    1. A technical inspection is a check of the vehicle's health. This is how the state fights road accidents.
    2. A new car does not need to undergo inspection for 4 years from release. The timing of a new car's inspection from a dealer is regulated by the manufacturer.
    3. To undergo a technical inspection, select the nearest accredited station and come there with a passport, PTS or STS. Cost - 500-1000 rubles.
    4. If you do not pass the technical inspection, the insurance company will not sell the MTPL policy. For driving without a policy, the fine is 800 rubles.

    When do you need to get a diagnostic card for your car?

    After a successfully completed MOT, the car owner is given a diagnostic card - a document reflecting the condition of the vehicle at the time of inspection. It is not included in the package of mandatory documentation that must be carried with you at all times to drive a car. And it is not at all necessary to present it to traffic police officers. But you can’t do without a diagnostic card when the car owner needs to take out a car insurance policy.

    The card is considered valid until the date of the new check. A change of car owner, for example as a result of a sale or purchase, is not grounds for early maintenance.

    Without a document, which is essentially evidence of the technical serviceability of the car, it is impossible to insure it under MTPL. A technical inspection is an integral part of the car insurance procedure. Cases when a car owner does not need a technical inspection for compulsory motor liability insurance are stipulated in the current legislation. You can do without this procedure:

    • if the insured vehicle is less than 3 years old;
    • if a temporary policy is issued (for a period of no more than 20 days);
    • if the new owner of the car has a valid card from the previous owner of the vehicle;
    • if the state registration numbers were replaced, but the inspection was completed earlier and its validity has not expired.

    The answer to the question of how often car owners need to undergo a vehicle inspection for compulsory motor liability insurance can be found in the Federal Law of the same name, which is called the “Law on Technical Inspection” (Article 15 “Frequency of Maintenance”).

    When may a vehicle inspection card be required for a new car?

    New cars are mainly purchased from car dealerships and dealer networks that provide a warranty on their products. But despite this, some buyers may have a question about whether it is necessary to obtain a diagnostic card for a new car. According to the law, the car owner is not supposed to do this, but if he has suspicions about the technical serviceability of his car, then he can initiate an inspection at any time.

    A technical inspection card for a new vehicle may be required in the following cases:

    1. Under the purchase and sale agreement, a vehicle was purchased that was produced 3 years ago.
    2. When traveling abroad, since the diagnostic maintenance card is included in the list of mandatory papers for presentation at customs. But if customs officers have suspicions about the serviceability of the transport, they can initiate a technical inspection directly at the inspection site.
