How to legally drive a car with Belarusian license plates in Russia

Not long ago, Russia and Belarus began to implement the agreements reached within the Customs Union. In particular, since 2011, the procedure for moving vehicles across the border has been significantly simplified. Now, when traveling to a friendly country, it is not necessary to register and arrange transit. It is not surprising that the number of cars with Belarusian license plates in Russia has increased sharply. And for many car owners, a logical question arose: “How to register a car from Belarus?” The answer to it is in this article.

Why do car owners choose cars with Belarusian registration?

Cars with Belarusian license plates

Let us immediately note that the question of how much it costs to clear a car from Belarus through customs is still relevant. In accordance with current agreements, duty-free import into Russia applies only to cars:

  • brought to Belarus before January 1, 2010;
  • produced in the states of the Customs Union;
  • upon registration of which a comparable tax was paid.

In addition, the simplified procedure applies only to vehicles purchased in the alliance member countries. Initially, cars with Belarusian registration were widely found on domestic roads. It was used by enterprising Russians as a way to avoid certain costs, since, indeed, it had a number of advantages that made it possible not to make payments:

  • transport tax;
  • fines imposed by automatic systems for recording violations (letters on them were sent only to Russian addressees);
  • when taking out an MTPL policy (in Belarus it is significantly cheaper).

Dealers immediately caught the positive nuances of buying a car with Belarusian license plates. As a result, there is an increased demand for transport brought from the territory of a neighboring state. However, all this did not last long. But more on that below.

What are the lengths of stay in Russia?

The period of continuous stay of a car on the territory of the Russian Federation depends on the method of its import:

  • by proxy - within 6 months of one year. The remaining 6 months of the vehicle must be in the territory of the Republic of Belarus. Only after the expiration of this period can import into Russia be reissued;
  • under a general power of attorney with the right to import and export abroad - for 1 year, after which you will need to go through customs control again;
  • for citizens who have a passport of this republic or a residence permit in it - 12 months from the date of importation. After this period, you must return to the Republic of Belarus and re-issue the documents.

Design features

Currently, registration of a car imported from Belarus is carried out in Russia in accordance with Order of the Ministry of Internal Affairs of November 24, 2008 No. 1001. It should be noted that Belarusian transport does not have a PTS, so the relevant document is issued upon entry - at the border. New rules for car registration from January 1, 2014 made it mandatory for them to comply with the EURO-5 environmental safety standard. The examination procedure and the issuance of certificates are carried out by accredited centers.

Required documents

Many people ask: “How to buy a car registered in Belarus and get Russian license plates?” For this you will need the following documents:

  • registration certificate (replaces PTS in Belarus);
  • certificate of compliance with EURO-5 standards (with entries in the database);
  • passport;
  • owner's tax identification number;
  • certificate-invoice on the fact of purchase and sale;
  • document on the technical characteristics of the vehicle;
  • receipt of payment of customs duties (if the car was registered later than 2010);
  • certificate ST-1, establishing the country of origin (with entry into the database).

This is an exhaustive list. The procedure is not particularly complicated or troublesome.

What difficulties may arise

It should be understood that the operation of a car with Belarusian license plates in Russia now does not bring any tangible benefit, but only creates certain problems:

  • the need to undergo an annual technical inspection in Belarus;
  • travel to a friendly country to issue or renew a compulsory motor liability insurance policy;
  • constant monitoring and compliance with the permitted periods of stay of the vehicle in the country.

But that's not all! Now, in accordance with amendments to the law, only citizens of Belarus can drive a car registered in Belarus on the territory of the Russian Federation. So is it worth driving such a car? What to do? How can a citizen of the Russian Federation who does not want to register his vehicle drive with Belarusian license plates?

There are two options here, but both of them are extremely unprofitable: refuse a Russian passport and apply for Belarusian citizenship, or take a risk and purchase a car by proxy.

The end of the freemen

Meanwhile, Belarus already has its own solution. Foreign drivers, including those with Russian license plates, also commit violations there. The cameras remember the license plates of reckless drivers, send them to a special database, to which traffic police officers have access, and then the violators are caught at stationary traffic police posts. There are also cameras that, when encountering a wanted vehicle, give inspectors a warning signal and information about the offenses committed.

Inspectors stop the violator and present bills. You can pay for them through a bank terminal directly at the traffic police post. If the driver refuses to do this, then Belarusian law allows the car to be detained.

Something similar is being prepared for introduction in Russia. By the spring of next year, the violation control system for foreign cars should be presented to the traffic police.

I don’t know about the Republic of Belarus, but I recently spoke with the owner of a car with Armenian license plates. He says he brought it deliberately, because... We are in the same customs union, the restrictions were lifted last year, now you can buy a car there, register it in your name there with a temporary residence permit and drive around the Russian Federation as much as you like, you just have to pay taxes there, you can do it through special offices on the Internet. I even thought about driving a minivan from there) In 2021, there are actually rumors that due to this, their prices will be equal to ours, and the trick to driving from there will disappear.

Is this car really needed? Firstly, it may just be a piece of paper and not a record of Belarus. Such candy wrappers cost 30 thousand rubles. . I had a car with Kazakhstan license plates, normal ones, not candy wrappers, 200hp, insurance cost 8t.r. and then suddenly it became 20t.r. (since registration is not in the Russian Federation). at a car price of 130 thousand rubles (it was in 2013-2014), I now pay 10 thousand rubles for insurance for a Lexus px350, on increased license plates. so see for yourself whether you need it.

  • There is no need to pay transport tax, since the car is registered in Belarus, a member of the Customs Union.
  • Car prices are much lower than the average market value of the same cars in Russia.
  • You don’t have to pay the fines that are issued in Russia because the car is registered in another country.
  • Savings when purchasing an insurance policy in Belarus.

Border crossing rules

An important agreement was signed between Russia and Belarus. According to this agreement, vehicles with and without cargo can now cross the border without long stops. The paper process has also become much easier. Now many people are concerned about the question of when the border between Russia and Belarus will be opened in 2021 for the free crossing and travel of ordinary citizens in cars and buses.

Is the border between Russia and Belarus closed or not in February 2021?

Detailed official rules for crossing the border, entering and staying on the territory of Belarus for citizens of Russia are on the official website of the Embassy of the Russian Federation in this country https://belarus.mid.ru/ru/countries/belarus/general-information/. You can also read their short version on the official information website of the Russian Ministry of Foreign Affairs.

Do not forget that the car must be thoroughly checked before purchase. You can even do this online if you know the VIN code or body number. Particular attention should be paid to checks if you are buying a car with Belarusian registration by proxy. Then the risks increase several times. After all, if you come across an unscrupulous seller, he can commit fraud with the power of attorney and declare the car stolen. Therefore, buying this way and driving a car that has not cleared customs, and even with a power of attorney, is always risky. Unless you buy from relatives and friends.

Why did people prefer to drive in Russia with Belarusian license plates?

In August 2014, changes were made to the Traffic Rules. They directly affected those who want to drive Belarusian license plates for one of the above reasons. Previously, the driver did not have to worry about documents, but only had his license and vehicle passport with him. Now there are different rules - the traffic police inspector has the right to demand from the driver documents drawn up at the time of import of the car. Patrol officers will be required to check border crossing marks. You cannot drive a car that has exceeded its period of stay in Russia.

Changes in traffic rules

After the agreements came into force, advertisements began to appear from car transporters who offered to bring cheap foreign cars with Belarusian license plates from abroad. There was immediately great demand for such cars, since foreign license plates made it possible to obtain the following privileges:

It has been noticed that in the Republic of Belarus, car owners who put their vehicle up for sale are less inclined to lose mileage. A similar procedure in Russia is considered almost a mandatory part of pre-sale preparation.

It is profitable to use a car with Belarusian license plates, but you should question the convenience. Only the person who drove it can drive such a car. It should also be said that if you do not have Belarusian citizenship, then once a year you should travel to Belarus to renew your policy and undergo a technical inspection. However, this is not the worst thing. If the power of attorney expires, problems may increase significantly. For example, the former owner will file a theft report. Since you are not the owner of the car, it will certainly be confiscated.
