Changing the state license plate is carried out exclusively at the traffic police departments . It is not necessary to contact the institution where the car was registered. There are a number of nuances that affect how and where you have to apply:

Procedure for replacing numbers

To the police (in case of theft).

  1. We file a report about the theft of numbers. Usually to the department of internal affairs at the place of residence. The officer on duty registers the application in a journal and gives us a notification about it.

Replacing the gas valve - step-by-step instructions

So, there are different situations when and how you want to change numbers to others. Let's look at them in order, starting with the simplest ones! In each instruction we will describe the procedure for contacting the traffic police with an application directly or writing an application through State Services.

An important point: to register a car, you need a valid MTPL policy, where the owner must include the current owner of the vehicle - that is, the one in whose name the car is registered. As you can see, this is the easiest way to change the license plate of your car. But even it is very expensive - 2850 rubles (1995 through State Services) just for new numbers!

If you want to buy a license plate from another car

But this instruction is much more complicated. As we have already noted above, the order of “preponderance” of the state protection zone is associated with a certain confusion introduced by legislators. And now we will explain everything “on the fingers”.

But let’s make a reservation right away - this principle of buying a license plate is based on the seller’s trust in the buyer, because here it is impossible to avoid the process of re-registering the car to the buyer, on which (the car) the license plates the buyer needs are registered.

  1. So, first of all, you need to buy a car with these numbers - this is the only option relevant for 2021. To do this, draw up a purchase and sale agreement with the seller of the numbers. .
  2. After purchasing, you register the car with the traffic police. This can also be done through State Services:

  4. pay state fees: 350 rubles for issuing a vehicle registration certificate (500 when submitting an application directly to the traffic police) and 245 rubles for making changes to the title (350 when submitting an application in person). There is no need to pay for issuing numbers, because the numbers remain with us.

    Government services: car registration using license plates

  • Now you are the rightful owner of a car with beautiful license plates, all that remains is to return it to the former owner, keeping the plates for yourself. To do this, you submit an application according to the previous instructions above (replacing license plates with new ones), but additionally indicate there your desire to keep the license plates - you can simply indicate separately “preservation of license plates is required” - the application form is filled out in free form. You will need to pay state fees again - there are 3 of them according to the instructions above (2850 rubles or 1995 rubles through State Services). As a result, you will receive new numbers, and the old ones will also remain with you, but you are required to hand them over to the traffic police. Before submitting your application, make sure that the numbers are in perfect condition, otherwise make a duplicate of them (costs about 800-1500 rubles)
  • Now you need to return the car to its rightful owner. To do this, you draw up a purchase and sale agreement again, and now the new or old owner registers it in his name (the cost is the same: 850/595 rubles for the STS and changing the title).
  • Next, you need to submit another application to replace the license plate - again according to the same instructions above as when receiving new license plates, indicating that you want to put the license plates that are in your possession; the cost is again 2850/1995 rubles.
  • As you can see, the final price for such a replacement of purchased registration plates was as much as 7,400 rubles, or 5,180 rubles when submitting an application and paying through State Services.

    If you want to exchange numbers on two cars

    And finally, the most expensive situation is the exchange of license plates on two cars with different owners. This makes it even more difficult. But by analogy with the instructions above:

    1. You just sell cars to each other along with license plates,
    2. both receive new numbers by depositing the old ones,
    3. then you resell your cars back to each other with new license plates,
    4. re-register the cars again, receiving the numbers that are stored.

    The total cost of such a replacement of the GRZ is 14,800 rubles or 10,360 rubles through State Services.

    Buying and selling a car without changing license plates

    Today, cars are sold only with GRZ. Vehicle numbers may be

    • re-registered to a new owner;
    • retained by the previous owner for subsequent assignment to a new vehicle. Before selling the car, the owner pays for the issuance of other registration plates and sells the car with new license plates.

    License plates submitted for re-registration for a new car are now stored at the State Traffic Safety Inspectorate for up to 180 days and only then are disposed of.

    A state fee is charged for re-registration (performing registration procedures). The buyer needs:

    • Conclude a vehicle purchase and sale agreement.
    • Pay the state duty (if the state registration certificate complies with GOST and remains old - 850 rubles).
    • Submit an application to the traffic police about your desire to use the “old” numbers.
    • Provide a vehicle for verification of the State Register.
    • Obtain the necessary documents for the car (new vehicle registration certificate and corresponding entries in the registration certificate).
    • Within 10 days, re-register the car in your name and re-issue the MTPL policy.

    Replacing a license plate on a car without changing ownership

    The situation is familiar when, for some reason, the owner wants to keep his favorite license plates and transfer them to another car. The main thing is that after the numbers are left for storage, do not miss the allotted six months. Otherwise, you may lose your “favorite” numbers. If you do this yourself, sooner or later the fact will be revealed, and then serious fines cannot be avoided. In this case, the numbers are removed, and it is almost impossible to restore them due to the violation.

    In accordance with Order of the Ministry of Internal Affairs of the Russian Federation dated November 24, 2008 N 1001 “On the procedure for registering vehicles” (with amendments and additions), paragraph 42, “ At the request of the owners (possessors) of vehicles during registration actions, registration plates may be issued, previously accepted for storage.     The storage of registration plates is carried out on the basis of a record of their preservation by the owner (holder) for whom the vehicle was registered, in the application for registration actions .” At the same time, the period of storage of these signs in the registration department should not exceed 180 days, after which they are subject to re-issuance ."

    That is, it turns out that any car owner of a vehicle can, when deregistering a car (for example, for sale), write an application addressed to the head of the traffic police department and indicate in it his desire to preserve the state license plate of the car for transfer, i.e. transferring it to another car.

    Since new license plates are not issued while keeping the old license plate, the state fee of 1,500 rubles is not charged to the car owner. When registering a car with saved license plates, you only pay for the registration of the vehicle itself with the traffic police, which currently amounts to 300 rubles.

    Over the past few years, legislation has undergone many changes. Therefore, it has become significantly more difficult and expensive to change the gas protection device. But this action is quite doable. There are several official provisions for this:

    • the owner of the car has the right to undergo the re-registration procedure without selling it;
    • when selling a vehicle, the owner has the right to leave the state sign in the department of the state traffic inspectorate for storage;
    • When registering a car, it is mandatory to have an MTPL policy, where the citizen registering the car is indicated as the owner.

    The procedure for preserving state signs is regulated by clause 42 of Order of the Ministry of Internal Affairs of the Russian Federation of November 24, 2008 No. 1001 “On the procedure for registering vehicles.”

    Existing limitations and disadvantages

    At the legislative level, some restrictions have been introduced on the replacement of state signs. They are presented below:

    • it is impossible to carry out a purchase and sale transaction for a car without a license plate, and the license plate of a car is state property;
    • the execution of almost every action is accompanied by the payment of a state fee;

    • for a car - 2850 rubles;
    • for a motorcycle, trailer - 1850 rubles.

    The state fee for re-registration of a vehicle while retaining the license plate from the previous owner will cost 850 rubles.

    Penalty for driving with fake license plates

    In accordance with paragraph 4 of Art.
    12.2 of the Code of the Russian Federation on Administrative Offenses dated December 30, 2001 N 195-FZ, driving with fake license plates is punishable by deprivation of a driver’s license for a period of 6 months to 1 year. Article 12.2 of the Code of Administrative Offenses also establishes the criteria by which license plates are considered unsuitable for use and penalties for managing such license plates. Fine in:

    • 500 rubles - for non-standard, unreadable, incorrectly installed gas protection devices.
