How to pay traffic police fines on the State Services website and in other ways?

Methods of paying an administrative fine through Sberbank

Through Sberbank you can pay the fine by card and cash:

  • Through Internet banking Sberbank Online
  • Using the Autopayment service
  • Via terminal
  • Cash at the cash desk of a Sberbank branch
  • Visa card through State Services

You won't be able to do this without a commission. Its size depends on the payment method. Let's look at step-by-step instructions for each of them.

Sberbank Online

Let's start with the video instructions, and below it there is a text version with screenshots:

Go to online.sberbank.ru and log in. Select “Transfers and Payments” from the menu at the top. A page will open asking you to select the type of payment.

Scroll down and select "Traffic Police".

Click on the “Fines” link.

A new page will open, where in the drop-down list select “Payment by receipt”.

The system will prompt you to select a card from which money will be withdrawn. Then enter the document number, it is written on the receipt as UIN and stands for a unique accrual identifier. This number is used by bank employees in order to identify the recipient of the payment in the system and deliver it strictly to its destination; in our case, the money must go to the traffic police budget.

The UIN is on the resolution, or on the receipt if the fine came to you by mail and begins with the numbers 188:

Select the card with which you will pay the fine, enter the UIN number and click “Continue”.

A receipt generated by the bank will appear on the screen. Check the details and click on “Continue”.

If a discount is available to you for paying a fine, you will see a message about this on the screen:

Confirm the payment - enter the code from SMS. Click "Confirm". Wait for the system to notify that the operation has been completed.

To the begining

Auto payment

This is a free service of Sberbank. The bank itself checks for fines on a weekly basis, notifies them via SMS and automatically pays them from the client’s account or card.

Video: How to set up auto payment

To activate an automatic payment, go to Sberbank Online, go to the “My Auto Payments” tab, select the card or account from which money will be withdrawn, and enter the phone number for which you want to activate Auto Payment. Next, select the minimum balance, upon reaching which a replenishment is possible, and the maximum amount of auto payment per day. Mobile Banking must be connected to the phone number you have chosen.

You can also activate automatic payment through the terminal and at the cash desk of any Sberbank branch.

You can cancel autopayment at any time. When you receive an SMS about the accrual of a fine, simply send the cancellation code in a reply message to number 900.

Commission for auto payment is 1% of the fine amount, but not more than 500 rubles.

How can I find out if there are unpaid fines?

So, let's imagine that you didn't receive the notification.
You don’t even suspect that you have a fine (albeit small, but it is there). Fortunately, today we don’t even have to go anywhere to find out. All you need is a computer and an Internet connection. The traffic police has an official website where you, in fact, can check whether you have violated anything recently or whether everything is fine. You can also go to the traffic police and find out there, but as practice shows, the first method is much faster and easier, so use it. This has been done, is being done and will continue to be done. As a rule, people don’t even know what will happen if they don’t pay the traffic police fine. Many people cannot part with even a hundred rubles. Some don’t want to go to court, but they also refuse to pay. However, in practice, 90% of motorists are simply forced to investigate by a court decision. After all, what you owe to the state will not go unnoticed; more often it happens the other way around, that is, when the state owes you. It is indeed extremely difficult to get debt out of the country. But we digress.

What fees apply and what is the best payment method?

Let's consider which payment method is the most profitable in terms of commission. For example, let’s take a fine of 1000 rubles.

WayCommission for a fine is 1000 rubles.
Via terminal1% of the amount, maximum 500 rubles.
Through the cashier from an account or card2% of the amount, maximum 1500 rubles
Through the cash register3% of the amount, minimum 30 rubles, maximum 2500 rubles.
Through mobile banking and Sberbank Online1% of the amount, maximum 500 rubles.
Auto payment1% of the amount, maximum 500 rubles.
Through the State Services portal1% = 10 rub.

The table shows that it is more profitable to pay fines through Sberbank Online and use a debit card for this. If you are afraid of forgetting about a payment, enable Autopayment. The commission will be the same.

Traffic police fines were not paid

Thus, a complaint can be submitted to the following addresses: to the head of the territorial traffic police unit, whose employee issued the decision, or to a higher traffic police unit to which the territorial unit is subordinate.

If the person appealing the decision has decided to choose the judicial method of exercising the right to appeal, then in accordance with the procedure established by the procedure for appealing the decision of the traffic police, the complaint must be filed with the district (city) court at the place where the decision was made in the case.

19.1. The procedure for appealing a decision of the traffic police is determined: a complaint against a decision made by a traffic police officer is submitted to a higher authority, a higher official or to the district court at the place of consideration of the case, paragraph (3 of part 1 of article 30.1 of the Code of the Russian Federation on the Administrative Offenses).

In the event of a simultaneous filing of a complaint with the court and a higher authority of the traffic police, the complaint will be considered by the court.

How to pay with a 50% discount

The discount is provided if the fine is paid within 20 days. They are counted from the date on which the decision was issued. During this period, you can pay half of the imposed fine.

The discount does not apply to the following fines:

  • driving while drunk and under the influence of drugs;
  • repeated driving at a speed exceeding the speed limit by more than 40 km/h;
  • repeating a red signal;
  • going into oncoming traffic;
  • repeated driving of an unregistered vehicle;
  • committing an accident in which people were injured.

Repeated traffic violations are considered to be violations committed by the driver within a year after the previous punishment was imposed. Let's give an example. Let’s say that on January 1, 2021, a motorist was detained for running a red light. He was fined 1000 rubles. He paid this fine with a discount of 500 rubles. On January 31, 2021, the driver was stopped for the same violation. It is considered repeated. Discount does not apply. You will have to pay the full amount of the fine - 1000 rubles.

When paying through Sberbank Online and the government services website, the discount is applied automatically. If you pay through the cash register, calculate 50% of the amount yourself and deposit only that.

Search for all available traffic police fines

To use this service, you need to do the following:

  1. On the “Fines (State Road Safety Inspectorate, Ministry of Internal Affairs, MADI, AMPP, Transportation Organizer)” tab, you need to select “Search for fines”;
  2. Next, you need to fill out the form that appears. You must enter the license number and SRTS and click “Continue”;
  3. If the driver has unpaid fines, they will be displayed in the “Found Fines” section;
  4. Next you need to make a payment. First, you need to make sure that there is money in your card account, after which you need to follow the prompts on the site. The procedure for transferring funds is intuitive. It is unlikely to cause any difficulties.

After making the payment, you can print a receipt, but this is not necessary. The history of money transfers made is stored on the website for a long time, so you can print a receipt later if you need it.

Payment by receipt.

To pay a fine on a receipt received by mail or from an employee of the State Automobile Inspectorate, you must proceed as follows:

  1. In the “Selection of services” column, you need to select the value “Payment by receipt”;
  2. In the “Document number” window you need to enter the receipt number;
  3. If the value is entered correctly, information about the fine will be displayed.

Particular attention should be paid to the date of the decision. If no more than 20 days have passed since its moment, then the driver has an excellent chance to make payment with a 50% discount. Of course, not all types of traffic violations are eligible for the discount. For some of them you will have to pay in full. Such violations include:

  1. Driving a vehicle under the influence of alcohol or drugs;
  2. Repeated speeding by 40 kilometers per hour or more;
  3. Running a red light (repeated);
  4. Intersection of a solid line;
  5. Causing harm to health.

If a discount is available, information about it can be viewed in the “Discount Messages” column. Its validity period will also be indicated there.

Where to get payment details

All details are indicated in the resolution. These include:

  • recipient of the payment (for example, State Traffic Safety Inspectorate of the Ministry of Internal Affairs for the Rostov Region);
  • TIN;
  • checkpoint;
  • payee's bank;
  • OKTMO or OKATO;
  • KBK;
  • name of the payment (this is the resolution data).

If the driver has lost the order, he will still have to pay. The document will be restored to the traffic police. You must contact the department where the fine was issued and ask for a copy.

When paying through the government services website, all details are filled in automatically. The system takes them from the decision imposing a fine.

How to print a receipt and why you need it

Checks are stored in your personal account in the Sberbank Online system and on the government services website. But the electronic format will not work if the traffic police has any complaints. We recommend that you print out all receipts and keep them with your receipts for at least two years after the fine was issued. This is exactly the limitation period after which the State Traffic Inspectorate will not be able to hold you accountable.

You can print a receipt directly from your computer if it is connected to a printer. To do this, go to your payment history in Sberbank Online, select the desired transaction and click on the “Print receipt” button. You can also save the receipt on a flash drive and print it out at any copy shop.

The printing function is also available on the government services website. Log in to your personal account. Next, go to the “Notification Feed” tab. Select the desired service from the list and click on the “Print” button.

FAQ

How to find out how long the 50% discount is valid

When paying through Sberbank Online, at the stage of entering data about the payer and the fine, the system shows until what date the discount is valid.

You can calculate this date yourself. To do this, add 20 days (including weekends and holidays) to the date specified in the resolution.

Can I pay the fine with a credit card?

Yes, you can pay the fine with a credit card, for example, through the State Services portal. In this case, the commission will be the standard 1%. The grace period also applies to transactions of this type.

How to pay if you don’t have a Sber card

You can pay the fine electronically (on the government services website) from your Webmoney or Yandex Money e-wallet, as well as from your mobile phone account.

In the Sberbank terminal it is possible to pay a traffic fine even without a card. To do this, choose to pay in cash. In the menu that appears, click on “Taxes, fines, duties,” and then click on “Traffic Police Fines.” Next, select how to search for a fine: by barcode, by TIN or by department. The simplest option is by barcode. You just need to attach the barcode receipt to the reader, wait for your data to appear on the screen, check it carefully, read the commission and deposit money.

In addition, without a card, you can pay the fine through the Sberbank cash desk. Show the employee your receipt and deposit the required amount in cash. Regardless of which method you choose, take and save the receipt.

A few important points

You must understand that, in fact, there cannot be a situation with non-delivery of a notification. This is due to the fact that such documents are handed over personally. However, Russian Post, or rather its employees, will not wait for you at the door, but will throw everything in the mailbox or simply stick it in the door handle. Therefore, you can refer to the incompetence of the employees of the mentioned organization. After all, during your absence, anyone could take the papers.

It also happens that the driver knows what will happen if he does not pay the traffic police fine, but deliberately does not pay it. For example, a traffic police officer stopped you, wrote a report, and you moved on. Since you have every right to appeal the decision of the traffic inspector, it is better for you to go straight to court rather than pull the cat by the tail. As practice shows, 40-50% of drivers win cases. Sometimes not at all because they hired a good judge, but because the traffic police officers wanted to make money. Moreover, if you have witnesses and they saw how you were hinted at a bribe, then this is an almost 100% victory in court.
