The absence of a fine in electronic databases is a common problem in Russia, regardless of the region. Questions arising from drivers led to the organization’s management explaining on the official website why the fine was not in the traffic police database.
First of all, this is associated with the gradual transfer of data from the regional divisions of road inspections where the offense was recorded. There is a delay in loading information at each stage, as an accompanying document is required. It takes extra time to receive it. Therefore, you should not wait for official data in electronic form.
If you check the data a few days after receiving a letter or protocol from the traffic police inspector, they will already appear in full. You should rely not on information in open databases, but on an official document with the number and signature of the responsible person.
How is information about fines transmitted?
The State Information System of State and Municipal Payments (GIS GMP) is a database that stores all information about committed offenses on Russian roads. The data comes from special recording devices located along highways, from traffic inspectors and other bodies empowered to impose fines and sanctions.
To exchange information, the following services are connected to the GIS GMP system:
- Internet portal State Services;
- module for checking fines on the official website of the traffic police;
- Ministry of Internal Affairs database.
The GIS GMP receives information about fines after the complete completion of the work on filing a penalty against the perpetrator. This happens after a letter notifying the punishment is sent to the citizen who violated the traffic rules. Database updates of connected services occur periodically (from 6 hours to 3 days). That is why information about fines in online systems should appear before the driver receives a personal letter. However, in practice, failures often occur at the stages of information transfer.
How information about a fine appears in the traffic police database
The owner of the vehicle who committed the violation first receives information about the fine. Next, the documents are transferred for loading into the information system. The following scheme is assumed:
- the data appears in the regional database;
- transit of information to the federal database is carried out;
- information appears in the Federal Treasury.
The latter department records payments in an information system that includes data on state and municipal payments. And only after that open information appears.
How long is data on an administrative offense stored in the Ministry of Internal Affairs database?
According to Part 8 of Art. 32.2 of the Code of Administrative Offenses of the Russian Federation, information is immediately transferred to the Federal Treasury if the payment was made in a terminal, Sberbank mobile banking, online service or from an operator at the bank. There is an answer to the pressing question of how long an administrative offense is stored in the database: it is recorded until it is completely repaid.
The transfer period ranges from 2 days depending on the chosen method. Thus, processing on the State Services website takes several weeks. If payment is not received, storage is carried out for an unlimited time.
How does information about fines appear on the State Traffic Inspectorate website?
Information about fines issued personally by inspectors or judges goes directly to the traffic police database. But fines for violations recorded by traffic police cameras must be confirmed by a special employee of the Automatic Recording Center. That is, fines from cameras are not assigned automatically: the cameras only record the violation, and the punishment is assigned by a person.
Next, information about fines is transferred to the GIS GMP (state information system of state and municipal payments) - this is a centralized database of the Federal Treasury, which contains information about all fines of Russian citizens.
Next, information about traffic police fines is transferred from this system to the following services:
- State Services portal;
- official website of the State Traffic Inspectorate;
- internal database of the Ministry of Internal Affairs.
That is, before getting into the database to which drivers have access, information about fines can travel quite a long way between different information systems. This entire process can take up to 3 business days, so if information about the fine is not displayed on Internet portals immediately after the violation has been committed, then you should just wait.
Why is there no information about the fine issued in the database?
If you receive a fine, but it is not in the traffic police database, the reason is not always related to an early inspection. It happens that a request for information occurs in different information resources.
In case of verification through a mobile application, the data is provided from the Treasury information resource. The traffic police receives information from the State Traffic Inspectorate database. If a resolution is drawn up and entered into a regional resource, it does not immediately appear at the federal level.
Causes
Entering data on fines into the system is subject to certain rules. Therefore, among the main reasons why traffic police fines are not displayed on the website are the following:
- delay in transferring information from one database to another;
- different sources of information on websites;
- requesting information too early.
Thus, it becomes clear why there is no fine on the traffic police website, but there is a resolution. You should wait a few days and use the search again.
Do I need to pay
Often, a notification with a photo is sent by mail about exceeding the speed limit or for parking in the wrong place. It also contains the registration details of the vehicle. Motorists often check the fine against the database. If you receive fines, but they are not on the traffic police website, payment is still made. For this purpose, special services, terminals or a regular bank branch are used.
You can wait only if the car owner prefers to pay directly on the website where information about the offense appears. The only situation when payment is not made is if a citizen decides to appeal the decision. If the decision is not in his favor, payment is made after the court ruling enters into legal force.
Why is the fine not displayed in the traffic police database?
But what to do if a notice of a fine has already arrived in the mail, but there is no information about it in online databases? How to pay the fine in this case and is it necessary to do it at all?
Unfortunately, information technology also has its flaws. Various glitches and errors quite often occur on government Internet portals. The absence of a fine on the website does not mean that it is not in the database.
Additional reasons why the fine is not displayed on State Services or on the State Traffic Inspectorate website may be:
- Problems in the exchange of information between regional divisions. If the fine was not received in the home region where the car is registered, then the likelihood of failures is much higher.
- Slow database updates. Sometimes the portals themselves work without errors, but for some reason the database update is delayed.
- Incorrect filling of information about the driver, vehicle or violation. If errors are made during the transfer of the protocol to the information system, the database may simply reject the record without showing it to drivers. A paper letter may still arrive.
- A fine that does not appear in the database. If you check the traffic police fines database, you will be able to see there only fines imposed under the articles of Chapter 12 of the Code of Administrative Offenses. And, for example, there will be no punishment for late payment of a previous fine in this database, since it is imposed under Art. 20.25 Code of Administrative Offences.
If you have received a notice of an unpaid fine, but it is not displayed on the websites of the State Traffic Safety Inspectorate and State Services, then you must carefully check all the data provided in it, make sure the originality of this letter and pay the fine in any Russian bank using the details provided. If the driver considers the fine to be unlawful, he will have 10 days to appeal the penalty.
How to solve a problem
Lack of information about foreclosure is not a reason to ignore it. If the traffic police fine does not appear in the database, several options are possible:
- Make the payment yourself;
- Contact your local traffic police department to clarify the situation;
- Wait for the fine to appear on the State Services portal.
When an inspector issues a resolution, a unique number is indicated in it. It must be included in the receipt, and then the payment must be made. It is important to save the receipt until information about the receipt of money in the traffic police account is confirmed.
It is important to know! If paid within 20 days from the date of the decision, a 50% discount is provided. Therefore, it is easier to deposit the amount using existing documents than to wait for the information to appear in the database.
Why is information about fines not visible on State Services?
The reasons why information about fines is not displayed on the State Services website can be divided into several categories.
Technical category:
- Information about committed traffic violations before getting to the State Services website goes through the following thread: lower regional State Traffic Inspectorates - higher-level departments of the State Traffic Safety Inspectorate - GIS GMP - State Services Internet portal. When information passes through one of the branches, technical failures, incorrect data transmission, or delayed transmission are possible.
- Incorrect operation of the traffic police and government services websites after the update. In this case, the user should use the site’s services some time (two hours) after the completion of technical work.
- The site database has not been updated for a long time. For this reason, information about paid fines is often displayed incorrectly. The user should log into their personal account after a couple of days and check for fines.
Important! The practice of the site shows that the database takes the longest to receive information about penalties imposed for violating traffic rules in another region. Such information arrives late in the GIS GMP and, accordingly, arrives with a delay on the State Services portal.
Personal category:
- when drawing up the resolution, a technical error was made in the personal data of the car owner;
- a citizen uses a vehicle under a general power of attorney. In this case, the recovery comes to the residential address of the person to whom the car is registered. The driver’s account opened on the State Services website may not receive information;
- the user changed his passport or other personal identification documents, but forgot or did not have time to make changes to his State Services account. The site does not have the technical ability to show fines.
For late payment of fines, the violator is punished under Article 20.25 of the Code of Administrative Offenses, Part 1, by issuing a corresponding decision in court. Information from judicial authorities arrives to the GIS GMP service with a delay and therefore is not displayed in a timely manner in a personal account on State Services.
Liability for late repayment
Administrative penalties should not be taken lightly. An unpaid fine can lead to the most serious consequences. The maximum payment period is set at 2 months. If the money is not received within the prescribed period, the traffic police officer transfers the information to the territorial Bailiff Department. Here, enforcement proceedings are initiated and a period of 70 days is assigned for voluntary repayment.
The case is then sent to court, after which the following actions are possible:
- Funds are blocked in the bank account;
- If fines amount to a significant amount, property may be seized;
- Restriction on the right to travel abroad of the Russian Federation until the debt is repaid;
- Administrative arrest for up to 15 days;
- Involvement in community service for up to 120 hours;
- Deprivation of the right to drive a vehicle;
- Restrictions on the validity of a driver's license.
Thus, the lack of information in the database is not a reason for non-payment of a fine. The decision of the traffic police becomes primary. Failure to make payment on time will result in more serious consequences for the offender.
