How is a vehicle examined for registration?

The RAF Classic Car Committee together with Rosstandart came to a common opinion at the round table. GOST R 58686-2019 has been approved and comes into force on March 1, 2020. On December 7, 2021, a new document “Rarity and classic vehicles” was approved. Operating safety requirements and testing methods. Historical and technical examination.”

The main regulations explain to owners of old timers how to competently carry out a vehicle examination, receive points and a certificate that can significantly increase the cost of a retro or classic car on the old car market and gives the right to install special license plates in the future.

Features of car inspection

If during registration you were sent for examination, you should not be surprised . This is an important procedure, without which the car will not be registered and registered.

Among the main reasons for refusal of registration are certain violations in the design of the vehicle. It is to determine such violations that a special automotive examination is carried out, during which the type of car is checked.

With the help of this event, experts from the expert service weed out vehicles with such shortcomings as a roaring muffler, low landing, excessive tinting of windows and other innovations or shortcomings of the car.

Simultaneously with a thorough inspection of the vehicle for breakdowns and structural violations, specialists check the compliance of the vehicle to ensure compliance with the factory equipment and certain legal requirements.

An even more important factor is the ability to check the car to see if it has been stolen.

Answering the question of how a car is examined when registering in 2021, it can be noted that during the inspection process, employees pay attention to such important details as:

  1. Checks the vehicle's VIN number, chassis number, and body number against the information specified in the documents for this vehicle.
  2. Checking the level of acceptable glass tinting.
  3. The compliance of front and rear headlights with GOST requirements for a specific car model is studied.
  4. The presence of a first aid kit and a fire extinguisher is checked.

In a vehicle that operates on gas equipment, special equipment must be installed and the relevant documents must be available.

If these rules are not followed, the inspection specialist is able to refuse to register the car and oblige the driver to correct the shortcomings.

Violation of all the rules listed above may be a direct reason for the fact that the car is not registered after the examination.

If during the inspection process the expert service employees identify certain violations, the owner will be denied registration.

When is a car not registered?

Since a visual inspection of the car is carried out in open areas during MREO with minimal equipment, police officers cannot thoroughly examine the car and make a conclusion about its technical condition or attempts to tamper with the markings. An examination is prescribed if:

  1. during the inspection, structural violations were identified that affect safety - non-functioning systems, installation of non-standard equipment, etc.;
  2. serial numbers are not readable - for example, corrosion of the corresponding part of the body or chassis;
  3. doubts about the authenticity of the numbers - mechanical damage in areas with numbers;
  4. the design of the car does not match the data in the title - the numbers are readable, but do not correspond to those indicated in the documents;
  5. the car or documents are wanted.

General inspection procedure

Traffic police officers, in the absence of special expertise, have every right not to register the car . How to carry out an examination is a question that not only ensures safety, but is mandatory for the full operation of the car.

At the moment, registering a vehicle without conducting a preliminary inspection cannot be possible.

The only exceptions can be situations in which the vehicle is in such a condition that it cannot be delivered to the inspection site. In this situation, the motorist will be required to contact the expert service in advance and book a time for an on-site inspection.

During the normal inspection procedure, the car is run through electronic databases to check whether the car has been seized, stolen or other violations of the law.

As for the reconciliation of engine numbers, it has not been carried out since 2021 . The exception is the registration of new Russian cars, as well as foreign ones.

All results of the examination of the vehicle under investigation are entered into a special act, where the following data must be indicated:

  • date of inspection;
  • places of examination;
  • employees who carried out the inspection.

The validity period of this document is 30 days . During this time, you need to register the car. If you miss the inspection process, you will have to go through the inspection process again.

Car assessment report and expert report after the assessment

After the work has been completed, an expert from our company draws up a report. It includes the following information:

  1. Type of vehicle valuation used. It can be costly, profitable, or comparative.
  2. The average market value of the car is indicated.
  3. All information about the mileage, year of manufacture of the car and its condition.
  4. All documents about installed additional equipment.
  5. The expert also encloses the car valuation report for the notary with the percentage of loss of marketable value of the vehicle, as well as the demand for this brand of car.

Photos of the vehicle must be attached to the report. The document is drawn up in printed form and certified with a wet seal, as well as the signature of the expert who conducted the assessment. When drawing up the report, the specialist must strictly adhere to legislative acts, which must also be indicated in the report.

After the assessment, the entire package of documents is collected into a general report, copies are taken from it, a copy of the company’s certificate that carried out the independent examination, a receipt for payment for services, as well as all those documents that were transferred to the independent expert for the examination are attached. The complete package of documents is transferred to the notary. A standard report package can contain from 10 to 20 pages.

The report is valid for 6 months after the date of its preparation. After this time, the client will have to contact the specialist again for the service and pay again.

What can be determined during an inspection?

During the inspection of the car before registering it, employees will require you to provide the following information:

  1. Driver's driver's license.
  2. Technical passport for the car.
  3. Medical certificate.
  4. Insurance policy.
  5. A document confirming ownership of the car.
  6. The official contract for the sale and purchase of a vehicle.

In the process of registering a vehicle with the state, the police officer will pay attention to the following information data:

  • personal data of the owner;
  • requisites;
  • body number, VIN number and chassis;
  • car color scheme;
  • presence of tinting on windows;
  • car technical passport data.

As an addition, the name of the organization that issued the main registration documents must be clarified.

How much does it cost to register a car in 2020-2021?

The cost of registering a car with the State Traffic Safety Inspectorate-MREO 2020-2021 is established by law, therefore the same state fees apply in all cities. For registration of a new car, which includes obtaining license plates, you need to pay 2850 rubles. To register a used car with the State Traffic Safety Inspectorate-MREO while keeping the old license plates, you only need to pay 850 rubles. The table below shows all the services included in the procedure for registering a vehicle and their cost:

Registration of a new vehicle2850 rubles
Re-registration and issuance of a new PTS1300 rubles
Re-registration with updated numbers2850 rubles
Separate issue of numbers2000 rubles
Changes in documentation when changing color, body elements and other parts of the vehicle350 rubles
Certificate of registration, which is issued in place of a lost one500 rubles

The exact cost depends on the payment method. For example, when paying a fee through State Services, the driver is given a discount, but when paying at a terminal near the MREO department, on the contrary, a commission is charged (usually 250 rubles). You can pay the state fee at the registration department cash desk, if there is one, as well as at any Sberbank branch or through Internet banking. Please note that when paying for traffic police services online, the funds are not immediately credited to the government agency’s account; delays of up to three working days are possible.

Situations for conducting a car examination

After a thorough inspection of the car, traffic police officers can send the vehicle for a special examination.

Such additional examination may be required in the following situations:

  1. Digital indicators in the codes of installed units cannot be read.
  2. The employee began to have certain suspicions regarding the falsification of the technical passport.
  3. Detection of damage to license plates.
  4. The car takes part in a criminal investigation.
  5. Individual driver request for examination.

Conducting a special examination is mandatory in cases where the owner assembled his vehicle with his own hands, using individual parts.

If the owner believes that his car was sent for an official examination without reason, he can challenge this decision in court.

This can be done only after receiving official documentation of the relevant actions carried out by police officers. If such a document is not on hand, you will need to contact the prosecutor’s office.

You can do it another way - undergo the prescribed examination and, if no violations are found, file a lawsuit against the actions of the traffic police officers who violated their authority.

Is it possible not to provide a car for examination?

Many citizens want to bypass the car assessment procedure. The fact is that some significantly inflate the market value. Perhaps the car really looks presentable in appearance, however, its technical properties have long been outdated or have been damaged in some way.

In order to be on the safe side, the notary must require an appraisal of the car, but only in some cases. If you are the only heir, the notary may not insist on an appraisal.

In this case, when paying the state fee, take your word for it, and you will be able to pay the amount that the registration authority will calculate for you.

If there are several heirs, and it is necessary to allocate a financial share of the car, then an assessment procedure cannot be avoided. And the reluctance to carry out this method will be equated to refusal to accept the inheritance.

What can be determined during an examination?

By standard examination we mean not just a technical passport of a car for compliance with its factory configuration or legal requirements.

An official examination of a car is a thorough comprehensive examination of the car, which is directly aimed at assessing its legal operation.

During the examination, traffic police officers check approximately the same as during the inspection carried out before registering a car with the state.

The difference is that specialists use special devices and technical devices to carry out this process.

During the examination, the following factors are checked:

  1. Technical serviceability of the car.
  2. Assessing the authenticity of numbers affixed to the body and other components of the vehicle.
  3. Vehicle documents are checked using Internet databases of various government organizations and institutions.

If no violations or inconsistencies are found during the inspection process, the driver can proceed to the main process - registering the car after the examination.

How to register a car with the State Traffic Safety Inspectorate-MREO if it runs on gas?

To register a car with gas equipment, prior approval from the traffic police is required. If it is not there, the car owner will be fined 500 rubles. According to the registration rules, coordination of car equipment with a gas installation takes place in two stages:

  1. Technical expertise. Before installing gas equipment, you must make sure that this procedure is safe and appropriate for a particular vehicle.
  2. Security check. After installation of the equipment, a re-examination is carried out, during which the vehicle’s compliance with safety standards is checked. After the inspection, the owner of the car receives an appropriate conclusion

If gas equipment was installed on a car before 2018, it is necessary to re-register the car. You don't need a gas installation for this. You just need to contact a specialized expert laboratory, bring the car in for inspection and get a conclusion.

Main types of examinations

At the moment, there are several types of examinations performed . The most basic thing is to check the car after, as well as before, purchase.

The main goal here is to identify basic technical faults of the vehicle. This is the same examination that is required to register a car.

Also, the check can be forensic and aimed at checking certain parts and elements of the car - engine, VIN number.

Quite often, a special independent examination of a vehicle for trial is carried out.

After the vehicle has been repaired, an examination of the entire vehicle as a whole is also carried out, as well as the quality of the spare parts installed during the repair.

Reasons for carrying out a car assessment

The reasons why an independent auto inspection is carried out are as follows:

  1. The driver doubts the assessments made by the insurance company specialists.
  2. The owner of the car wants to know for sure that there are no hidden damages in the car.

Often insurance companies conduct expert assessments dishonestly. Their task is to underestimate the actual damage caused to the car. This is done in order to reduce the sum insured for restoration repairs.

Where is the vehicle inspection carried out?

The examination of vehicles is carried out by any certified expert government agency.

At the legislative level, rules have been established that only a person who has the necessary permits and knowledge required to issue an opinion can act as an expert.

So, a car examination can be carried out:

  1. Full-time criminologists of the Ministry of Internal Affairs.
  2. Independent experts.

The owner of the car has the right to choose a facility that is convenient for himself and that fully meets the assigned tasks. If the car was involved in crimes, the check will be carried out by police officers.

Regardless of who conducts the examination, it is imperative to obtain an official final conclusion . In addition, the results of the event are entered into a special section of the vehicle passport.

Necessary documents for car assessment

Upon the arrival of experts, the car owner must submit the following documents:

  1. Personal passport.
  2. Documents for the right to drive a car.
  3. A certificate issued by the inspector, which lists all damage found during the inspection of the vehicle.

At the same time, the task of an independent assessment of the car includes clarifying the following information:

  1. Does the damage present correspond to those recorded in the certificate issued by the inspector?
  2. Whether the vehicle can be restored and how labor-intensive the repair will be.

After clarifying these issues, the actual work of the experts begins.

Time and cost of the examination

When answering the question of how much it costs to examine a car when registering, it can be noted that the price of this service may vary. In general, it all depends on the complexity of the procedure performed.

If employees do not need to conduct in-depth research, if there is no need to use special equipment, the cost of the procedure will be minimal.

Here are the main prices for the expert procedure:

  • VIN authentication – 2-3 thousand rubles;
  • identifying the full history of the car – 2 thousand rubles;
  • verification of the seller’s authenticity – 1.5 thousand rubles;
  • Availability of a service book and diagnostic card - 2 thousand rubles;
  • mileage determination and service history 3 thousand rubles.

The same rules apply when determining how long an event will take place and how long to wait for the result of the event.

Modern legislation does not provide for specific time limits for conducting an independent examination of a vehicle.

In many ways, the deadlines are directly related to the list of tasks previously assigned to the expert service employee.

When is an independent examination required?

An independent damage assessment may be mandatory or voluntary. Mandatory auto examination is ordered by the insurance company at its own expense. We are talking about a voluntary examination when the victim wants to check the objectivity of the conclusion given by an expert technician collaborating with an insurance organization.

Organization of an independent examination after an accident by an interested party is required in the following cases:

  • The insurance amount that the insurer agrees to issue will not cover the actual damage received (it will not pay the cost of car repairs). Often the insurance company compensates for damage, but there is no talk of full compensation for restoration repairs;
  • You, as the culprit of the accident, are required to pay a very large amount of compensation (receiving a pre-trial claim from the victim’s insurance company). A counter-independent auto examination is called upon to check how justified these inflated demands are;
  • The insurance company claims that not all damage to the car occurred in the last accident (does not agree to pay the cost of all damaged parts). In this case, you may need not only an examination of the damage received, but also a special traceological examination, the purpose of which is to study the traces of a car accident and determine the causes and consequences of the accident;
  • The person at fault for the accident or the insurer does not agree that you are the injured party. In this case, what is required is not so much an examination of the damage received by the car, but rather an examination of the circumstances of the accident, which is carried out by many independent companies;
  • A claim is filed against the insurer. If you disagree with the policy of the insurance company regarding the payment of insurance for your accident, you can always sue the company, but first you will need to do your own examination of the vehicle from independent experts and determine the amount of damage.

The procedure for conducting a forensic examination

The legislation of the Russian Federation did not provide for exact deadlines for conducting the examination, but at the same time outlined the procedure for conducting the audit. The first thing you need to pay attention to is the notification.

If the examination is carried out on the basis of a lawsuit, he will send the traffic police officers an official notification of the need to carry out the event.

This notice provides the following information:

  • the case that is the basis for the examination;
  • court data;
  • subject of study;
  • questions that need answering.

It is worth noting that a court-ordered examination is often carried out if traffic police officers during an inspection discovered certain fraudulent transactions with a car.

If the examination fully confirms previously raised suspicions, a special report will be sent to the court, on the basis of which one or another decision will be made.

Results for the customer of the car assessment examination

After completing the examination, the customer receives the following documents:

  1. Vehicle damage inspection report.
  2. Calculation of the estimated cost of repairs.
  3. In some cases, a document is presented that confirms that the car has lost its marketable appearance.

All this documentation allows the owner of the damaged car to go to the insurance company and demand compensation for the accrued damage. If the situation becomes more complicated, then the person needs to go to court. Here, in addition to insurance payments, he can also demand compensation for moral damage.

You can only get real results from a car inspection if it is examined by a qualified and independent car assessment expert. The specialist must have sufficient work experience. Only under this condition will a fair result of the decision be ensured.

When and by whom is a forensic examination prescribed?

Forensic auto examination is appointed within the framework of paragraph 1 of Art. 144 of the Code of Criminal Procedure of the Russian Federation by a police officer who received the initial inspection report.

The grounds for appointment are:

  1. The design of the vehicle does not comply with established safety standards and does not comply with factory documents.
  2. Presence of signs of fraud with the body or engine (erased or broken numbers, damaged plates).
  3. A search case has been opened for the theft of a car.

Recognizing the case as criminal may entail criminal liability for the car owner under Article 326 of the Criminal Code of the Russian Federation.

Dates

photo4After half an hour (an hour in the worst case), the results of the examination by an expert are given to you.
All registration activities begin and end on the same day. If the conclusion has been received and the submission window has already ceased to operate, then it is possible to return to the window during reception hours.

Note! You can register a car using the received inspection report within a month until the validity period expires. Outside this period, the car is subject to a new inspection.

Expert institutions

The research can be entrusted to government expert organizations or commercial ones. The law does not establish any special conditions for conducting activities for this type of business (licensing, membership in a self-regulatory organization). Therefore, even the court can order a non-state institution to answer questions.

Specific requirements for expert qualifications are established only for specialists working in state expert institutions, as well as experts giving opinions in order to implement the provisions of the Law on Compulsory Motor Liability Insurance.

Courts, when deciding which organization to send questions for auto technical expertise on road accidents, more often resort to the services of commercial organizations, since government agencies are usually very busy and they have to wait quite a long time for a conclusion.

The cost of services is approximately the same, and varies from 2,500 rubles for a simple study to several tens of thousands for a complex one. The size depends, first of all, on the complexity and scope of the audit.

What is being checked?

Having received a direction for inspection, you should drive the car to the viewing platform and open the hood and doors. The employee checks the technical serviceability of the vehicle, the numbers on the provided transport with those stated in his passport. Under the hood, the VIN and engine numbers are checked; when the doors are open, registration of a cut in the body is excluded.

The initial inspection does not always end with a simple visual examination. If the numbers are erased, an examination is ordered. The same inspection, but with all the necessary equipment.

An employee measures the level of tint to see if it has exceeded the permissible standards. The illuminated range of the headlights (front and rear) is checked. It is revealed that the person is equipped with a fire extinguisher and a first aid kit. The presence of at least one violation or defect may become grounds for refusal of registration actions.

Important! If the vehicle is equipped with gas or other new non-factory equipment, you must provide all permitting documentation for its installation.

Vin number in the traffic police

Before inspection during registration, you can protect yourself by checking at the official traffic police service. It is carried out by VIN code. On the website traffic police.rf/check/auto, the requested code is entered and the history of registration actions will be visible, whether an arrest or encumbrance was imposed, who owned the car and when, and whether it was stolen.

In accordance with the instructions for traffic police officers, the authenticity of each number on the units must be checked. The inspection begins with checking the VIN. Since last year, it has been possible to register a car if the VIN does not match the one stated in the title, if you have the results of an examination to identify it. Registration documents must include information about the loss of previous wines.

Frame numbers

Opening the car doors will help speed up the verification of frame numbers. This excludes the criminal history of the car. There is a possibility of them being interrupted, so upon inspection there should be a complete match.

They can also arise due to natural reasons (wear and tear, adverse effects of the external environment, etc.), then an examination of the license plates is necessary in order to exclude the new owner from being a suspect in a criminal case. This check is aimed at stopping the actions of criminals; it gives the new owner the opportunity to refuse the criminal car.

Body numbers

An open hood will provide the employee with the opportunity to inspect and verify the body number. It is located there on a special plate or on the body and is part of the VIN number (eight digits in the middle).

Japanese manufacturers have abandoned the VIN marking. In vehicles from these manufacturers, body numbers are located under the driver's seat, in the location of the standard VIN number, or on the door. Using it, you can get all the information you need about the vehicle and its owners.

Engine number

During inspection, the employee compares the number on the engine unit with the vehicle passport or registration certificate. To do this, you must leave the hood open and submit it for inspection.

In order for the engraving to be verified, you should prepare the car for inspection by wiping all the numbers with a damp and dry cloth. Technical documentation will help you navigate the location of this number.

Technical condition for car write-off

The inability to operate the vehicle (cannot be repaired, damaged in an accident) and the desire to be freed from the burden of calculating and paying taxes for a non-existent car oblige to initiate the write-off procedure.

The technical condition in case of write-off is not always assessed by inspection. The physical absence of the machine or its utilitarian condition allows for a documented assessment. As a result, a write-off act (deregistration) or a report on market value is issued, if further operation is possible.

No special measuring instruments are used when assessing for write-off. All available documents on the car are studied (technical inspection, passport, protocols with a list of existing damage and defects). Upon receipt of the conclusion, the vehicle is written off.

Legal basis for conducting examination of the condition of vehicles

The activities of a specialist performing an examination of the condition of vehicles are regulated by Federal Law No. 73-FZ of May 31, 2001, as last amended on October 21, 2013.

The responsibility of an expert for the formation of an expert opinion containing knowingly false information, as well as for giving false testimony in court, is provided for in Article 307 of the Criminal Code of the Russian Federation. Responsibility does not arise if giving false information and drawing up a false expert opinion is a consequence of the expert’s incompetence, and not the result of an intentional act,
