Car owners often wonder: what is the VIN in the title?
What does it mean, is it necessary, how is it deciphered? Does it contain useful information?
Previously, cars were marked with two numbers: on the body and on the engine.
At the moment, there is a special code, which is located mainly on a non-removable part of the body.
What is a VIN code?
Basic data about the creation of the car is stored encrypted in the VIN code. Usually these symbols are registered in the PTS.
The main distinctive features of the identification code.
- Has 17 characters.
- The characters that make up the code are Latin letters and Arabic numerals (except I, Q, O).
- It is located on special plates in non-removable parts of the body or simply stuffed on top of the part.
- Regulated by ISO 3779-1983.
- A code identical to that located on the car must also be indicated in the vehicle title.
- Indicates the main technical characteristics of vehicles and information about the manufacturer.
The VIN code is divided into three parts:
- location of the manufacturer's plant (first three characters);
- description of basic technical data (+6 characters);
- distinctive features (+8 characters).
The 9th digit in the code is a verification digit. The manufacturer calculates it using a special algorithm, based on pre-existing figures. The last four characters are numbers only. Basically this is the serial number of the car.
The decals indicate the model year of manufacture. Do not confuse the year of manufacture of the car and the model year - these are different things. The manufacturer can indicate the year of launch of a certain model, which will be earlier than the time specified in the PTS.
A complete decoding of the code can be found on special online services. These portals are created not only to decipher the code, so that the car owner does not have to study a huge amount of information on all the signs. In automatic mode, you can find out not only encrypted data, but also basic information about several important factors:
whether the car crossed the border;- whether you were involved in an accident;
- whether it was repainted, what parts were replaced;
- is the mileage valid (even if the odometer has been reset);
- how the car was used (structures, organizations, how many owners);

I’ll say right away that if you bought a car and discovered that it does not have a plate with a VIN number, then such a car will be registered in 2021 if it is possible to establish the original identification number using other VINs applied to the car. But first things first!
Why do they check VIN?
A car on the road must meet safety requirements. And registration of vehicles with the traffic police was invented in order to limit the release on Russian roads of cars that do not meet the requirements of the Technical Regulations on the Safety of Wheeled Vehicles.
Thanks to the vehicle identification number, the traffic police are able to verify that the car has passed the necessary certification in accordance with the regulations and is approved for use on the roads of the Russian Federation.
Verifying the VIN number allows you to uniquely identify the vehicle - identification markings cannot be repeated more than once every 30 years.
Let's read what is indicated in Appendix No. 7 to the regulations regarding vehicle identification.
And it says that every vehicle must have at least one unique identification number. Moreover, it is applied to the frame or part of the body, which simply cannot be replaced. The number is applied in a specific font and in a manner that ensures durability. Easy changes in markings must be excluded.
If possible, the VIN should be shown on the right. The identification number is indicated in the vehicle documents.
Further, Appendix No. 7 talks about the requirements for vehicle manufacturer plates.
The rectangular plate contains the following information:
- manufacturer's name;
- VIN number of the vehicle;
- technically permissible maximum weight of the vehicle;
- technically permissible maximum weight of the road train, if the vehicle can be used to tow a trailer (semi-trailer);
- technically permissible maximum weight per each axle of the vehicle, starting with the front axle;
- technically permissible maximum load on the fifth wheel (indicated for a semi-trailer);
- vehicle type approval number (chassis type approval).
The plate can be made in the form of a sticker, which should be destroyed when you try to remove it. The information on the sticker must be durable.
As we have seen, the identification number and the manufacturer’s plate are different concepts.
What to do if there is no nameplate?
Is it possible to drive a car without a VIN number and/or plate? The answer is found in section 12 of Appendix No. 8 of the same regulations.
The identification number on the registration documents and on the vehicle must match. The regulations do not provide for the absence of an identification number.
Nothing is said about the VIN plate in Section 12 of Appendix No. 8, and it seems that its presence is not necessary. But until recently, the Supreme Court had a different opinion. Even if the nameplate is original, but attached in a makeshift manner, registration should be refused. The situation changed only on June 26, 2018.
What happens if, when checking the license plates before registering the car with the traffic police, the inspector suspects that the license plates are broken, lost due to corrosion, or discovers that a plate is missing?
The inspector is obliged to send the car for examination.
Examination - how is it carried out and what to expect from it?
The driver can only wait for the expert opinion. If they not only confirm that there is no crime, and that the plate (or VIN number) was lost due to natural wear, corrosion, repairs, or the car without a plate was returned to the owner after it was stolen, but they can establish (restore) the original identification number, then the car will be registered.
True, a record of the changed marking will appear in the special marks of the PTS.
What to do if the car does not pass the examination?
If the expert opinion is not in favor of the driver, then the car will be refused registration, and he has 2 options:
- put the car in the garage and dance around the New Year,
- sell the car for parts.
Without a VIN number, it is impossible to establish whether a car has been certified or not, and the traffic police does not have the right to release it on Russian roads. By the way, for this reason, when replacing a car body, its registration is also denied.
There is a third option - wait a little.
On August 4, 2021, the new law “On State Registration of Vehicles” comes into force. According to it, additional marking will be allowed if the VIN number is completely lost. The Government of the Russian Federation must determine how, when and in what order the new identification number will be applied to the car.
Is it possible to travel without registration?
Operation of an unregistered vehicle is prohibited. I repeat, the registration procedure confirms that a car that meets safety requirements is being released onto the roads of the Russian Federation.
Let me give you an example. Before the approval of the technical regulations, a premium car was purchased at a very reasonable price in one of the one-day showrooms. In the fall, the driver was unable to turn on the heater and came to the official dealer with a request to sort it out. As it turned out, the car has two heavy-duty air conditioners and not a single interior heating device.
Based on the VIN number, it was established that the car was destined for Saudi Arabia, where it did not find a buyer. It was bought at a knock-down price by some schmuck and sold to a Russian klutz.
Today, such situations are excluded through vehicle certification and registration with the traffic police. Driving an unregistered car for the first time is punishable by a fine. And the second time it’s better not to get caught - they could deprive you of your driving privileges.
Why is there no VIN number on the vehicle title?
The identification number is not legally registered in the PTS in the following vehicle variants:
- Japanese cars;
- vehicles manufactured before 1980.
These types are marked only with the engine number, which is indicated in the PTS.
Japanese-made cars without a VIN are manufactured with right-hand drive.
If there is no code in such vehicles, the traffic police does not have any questions.
But there are cases when the identification number is not installed in case of illegal actions: the car was sold with an erased code in order to hide traces of the theft.
Even more common reasons for a missing VIN are:
- errors in the preparation of PTS;
- at the time of the vehicle's production year, the manufacturer had not yet switched to a 17-digit code.
The VIN code is stamped on the car, but it is not in the title: what to do?

What is a VIN and why do they check cars using it?
All technical and actual characteristics of a car can be found out by its VIN. In total it contains 17 digits. This code contains the following information:
- the first digit is the country of origin;
- 2, 3 digits - name of the manufacturer and production department;
- 4, 5, 6, 7, 8 digits - car model, body type, car specification, transmission, engine type;

- 10 — model year;
- 11 - the plant where this machine was produced;
- 12–17 — indication of the serial number of this vehicle.
By VIN you can check a car in different directions. Here is the information you can get if you know the wines:
- General information. They are encrypted in the 17-digit number itself.
- Information about the configuration. The official information contains data on how many doors the car has, what the engine layout is, what body type and other technical characteristics.

Where can I find wine?
There is one nuance that concerns the location of the wine. Data about the number can be obtained from the documents where it is indicated, but that’s not all. During the production of the car, it is applied to various places that are difficult for prying eyes to see, for example, to the following parts of the car:
- Under the hood.
- On nameplates.
- Under the floor covering.
- Next to the steering wheel.
- On the shock absorber strut.

- Personal appeal to a notary. This method will help you find out if there is a lien on the vehicle. This is a paid service and is provided only to the owner of the car. The extract is given in writing and is proof that the seller is conscientious.
- Visit to the traffic police. Both the owner and the potential buyer need to come. The one who sells the car must have STS and PTS. - Check through the official website of the traffic police. You can find out some information remotely through the traffic police website. This way you can find out the date of registration, the presence of road accidents registered by police officers since 2015 (with the exception of registration under the European protocol), information about whether the vehicle is on the federal wanted list, and other restrictions.
- Check through the website of the Federal Notary Chamber. This will help you find out if the car is in collateral; you also need a VIN. The downside is that the service does not have all the data, but only that posted by the pledge holders.

At the beginning of the last century, there was no established code system for the production of cars. It appeared in 1981 and consisted of 17 numbers and letters, unique for each vehicle. Over time, the code can be erased, so it was decided not to use 3 letters due to the similarity with the numbers 1 and 0: O, Q and I. In order, the first character of the VIN code indicates the country in which the car was manufactured. The second sign shows who manufactured the car - it can be a code in the form of a number or a letter, for example “1” is Chevrolet, “A” is Audi, “S” is Suzuki, etc.
The third character characterizes either the type of machine or the production department where it was manufactured. 4-9 characters are called “descriptor section” and show specific data of this vehicle - body, specification, model, engine type, etc. The ninth character is a little separate and serves as a check for all information encrypted in the code. The 10th digit contains the year of manufacture of the car. It will be decrypted this way:
- The English alphabet (except O, Q, Z, U and I) in order - years from 1980 to 2000.
- Numbers 1-9 – from 2001 to 2009 in order.
- And again the letters of the alphabet, starting from 2010 (currently from A to F - 2010-2017).
Each car manufacturer independently chooses a code for the factory where it is made. This code is displayed in position 11. The last 6 digits (12-17) indicate the stages of car production along the conveyor line, which are set by the manufacturer. They do not carry any special value in the VIN code, but they are used to keep the main record of the car, since this is its serial number.
What is it needed for
The most valuable thing is checking the VIN code of a car when purchasing it, if the vehicle had a previous owner (sometimes more than one). Also important is the search for the necessary spare parts, which the identification number can greatly facilitate. Checking the VIN code allows you to minimize the risk of buying a stolen or “damaged” car, even if it came from abroad - there is a single vehicle database where information about cars is assigned by VIN codes. Why is it difficult to break into a Japanese car?
Until recently, it was impossible to check a car online without a VIN. The VIN code was offered as a mandatory requirement. It had to be specified in the search field in order to search for the car before purchasing. Later it became possible to check cars without VIN by body number.
