Rules for using intercept parking in St. Petersburg in 2021

Parking and ride - This is a parking lot located close to motor transport routes from the peripheral areas of the city to places of work.

Parking and rides significantly reduce the congestion of the city's transport system. Typically, such parking lots are located near metro stations, railway stations, and public transport stops, which are located at the entrance to the city center.

The “Intercept Parking” project was specially developed for transport owners who prefer to use passenger public transport within the city - today this is only the metro, but in the near future it is planned to include ground transport in this system.

What it is

Parking intercepts

One of the latest innovations on the roads of large Russian cities is interception parking. These are special areas intended for parking vehicles.

They are located near metro stations, commuter trains and other public transport stops.

Intercept parking allows car owners to avoid long periods of idle time in painful traffic jams in the morning and evening hours. That is, the driver will be able to park his vehicle in the parking lot closest to the metro station, and then get to his planned destination directly by metro or other public transport.

It is also convenient for residents of areas close to cities. For example, a car enthusiast can get to the nearest transport junction under his own power, leaving his car in a specially equipped parking lot. Most car owners appreciate modern parking; their popularity has recently increased greatly. Let's look at how modern park-and-ride parking works and how to use it.

Such parking lots were created to reduce the number of vehicles on the central streets of congested cities and hours-long traffic jams during rush hours.

Current restrictions on such parking lots

The restrictions that apply in the territory of such parking lots are directly related to the types of vehicles that cannot use the parking service. They were mentioned above.

Additionally, you need to pay attention to the fact that it is prohibited for a vehicle with a trailer, of any kind, to enter the parking area.

Among the main reasons why such restrictions apply, there are many, the key being the limited space that does not allow parking long vehicles or faulty cars.

Terms of use

Like any standard parking, the new type of parking operates 24 hours a day. Any car owner can use this service. However, there are certain restrictions regarding transport itself. The regulations for using such a parking lot require compliance with a certain algorithm.

There is nothing complicated about it:

  1. To gain access to the parking area, you must press the button located on the counter at the entrance and receive a parking card.
  2. Wait for the barrier to rise.
  3. Enter the parking lot, observing the posted markings, the permissible speed (no more than 10 km/h) and the requirements of road signs.
  4. Park your vehicle in one of the unoccupied spaces.

When leaving the parking lot, you must insert the card into the terminal and wait for the barrier to open.
If all the rules for providing a free parking space and time frames are met, you do not need to pay anything. Otherwise, leaving the territory is possible after paying for the service at a special machine installed on the territory. The car owner must have a parking card before leaving the special parking lot, otherwise the car owner will face a fine of 500 rubles.

Which cars can qualify?

The following are not entitled to use the parking lot:

  • large vehicles that are over 21 meters 3 meters in width ;
  • trucks weighing over 3 tons ;
  • vehicles used to transport passengers;
  • faulty vehicles;
  • vehicles without registration numbers.

Other vehicles can use the parking space at any time.

It is necessary to take into account that you cannot drive in the parking area at a speed exceeding 10 km/h .

Payment for the service

So how much does valet parking cost? Most intercepting parking lots provide their services free of charge. If parking is exclusively paid, road sign 8.8 “Paid services” must be installed at the entrance to its territory.

If there is no such sign, the motorist can take advantage of a special discounted rate.

But for this you need to fulfill several conditions:

  • a vehicle can be parked free of charge from 6.00 to 21.30;
  • use the metro or other public transport at least twice (at different stations).

Parking lots in metropolitan cities provide significant assistance to metro users. You can get to the nearest metro station by car, leave it in an intercept parking lot and travel to your destination by underground transport.

When implementing this method of transportation, before leaving the metro station hall, you need to go to the information terminal:

  1. Select a payment point for a special parking lot.
  2. Place the received parking card next to the yellow circle.
  3. Present your travel pass.
  4. Present your parking card again.

The display of the machine will display information about entering payment information for the basic tariff plan onto the card.

After carrying out all the necessary actions, the motorist needs to return to the parking lot and place the card in the terminal. After a message appears in the terminal stating that no payment is required, the car owner must wait for the barrier to open and leave the parking lot within the next 10-15 minutes. The parking card remains at the counter when leaving the parking area.

The car enthusiast must have time to use this service before 21.30 of the current day. Otherwise, additional time will have to be paid at the night rate - 100 rubles (50 rubles for the first two hours of downtime, then free for continuous parking) for the period the car is in the parking lot from 22.00 to 6.00.

If the car owner has not used the reduced rate service, then he will need to pay for parking in a specially installed terminal at a rate of 50 rubles per hour.

For invalids

Parking for vehicles of disabled citizens of groups I and II is provided free of charge if there are parking spaces equipped for persons of this category of citizens.
Free use is provided upon presentation of the following documents:

  • identification document;
  • a certificate of a disabled person or a medical and social examination certificate, or a copy certified by a notary;
  • a certificate or a notarized copy issued by a medical commission;
  • special sign “Disabled” in two copies.

If there are no unoccupied spaces allocated for disabled people in such a parking lot, then entry and parking in the interception parking area is carried out according to the general rules.

For preferential category of citizens

The accepted preferential conditions for citizens also apply to this type of parking.

For example, parking lots provide preferential conditions for citizens who have:

  • yellow sticker on the windshield of a vehicle. The sticker must bear the sign of an impaired driver;
  • a black sticker that fully matches the sign in the parking lot with a similar inscription.

Individuals who have reached retirement age are also legally entitled to receive parking benefits. To do this, they need to have appropriate documentation confirming this fact.

In any case, intercepted parking is an accessible type of public service, which is intended for citizens with disabilities, including the elderly.

If any personal questions arise, they can always be resolved directly with the parking employee himself.

about the project

Tram routes on the map of Moscow

The project “Parking in St. Petersburg” appeared in 2015. Before its creation, many residents and tourists complained about traffic jams in the city center. Thanks to paid parking, traffic in the area has significantly decreased. Now both vehicles and other road users - pedestrians - can easily move here.

In addition to the problem with traffic jams, parking in St. Petersburg allows you to:

  • increase the efficiency of using parking spaces;
  • reduce the number of passenger cars in the city center and motivate residents to use public transport;
  • reduce the number of drivers who intentionally or unintentionally violate parking rules, creating obstacles for other road users.

Wi-Fi in the metro: how to connect and use without advertising
In many countries in Europe, Asia, North and Central America there is the term park-and-ride (“Park and Ride”) and a special road sign P+R, which is used to designate an analogue of domestic "interceptions".

International experience in organizing intercepted parking is very positive. For example, park-and-ride parking lots near the Boston metro, a city where there are restrictions on the maximum number of parking spaces allowed in central areas, total about 45 thousand parking spaces (2,500 of them at the Alewife station alone). The leader in the field of solving transport problems is China, which has taken the idea of park-and-ride parking to a new level. Initially, bicycle parking began to be organized near the Beijing metro. The cyclist left his vehicle, received a license plate, made a trip to the metro, and at the exit could take another bicycle and continue the journey on it. Later, car and bicycle parking lots organized according to this principle began to appear, which solved many transport problems.

Is it possible to leave the car but not take the metro?

At intercept stops, a metro ticket is required. Of course, no one will force a person to board the train if he does not need it, but he will still have to buy a ticket if he expects free use. At the same time, you also need to take care to enter a different metro station for the last time, not the one near which you left the car.

Otherwise, you won’t be able to use the standard tariff - the entry on the parking card will not be entered and disagreements will arise, you will have to pay according to the tariff.

Questions

Many vehicle drivers ask questions about the presence of CCTV cameras or signs that inform about the presence of any public transport nearby.

How to view the map

The presence or absence of free parking spaces can be found via the Internet.
