Types of fines for public transport drivers

The concept of “public transport” includes buses, trams and trolleybuses. small buses. They are famous for frequently violating transportation rules, including disembarking passengers outside the stop zone.

The fine for disembarking passengers in the wrong place will apply from July 15, 2021. In addition, starting from this date, several more fines related to public transport are in effect. Let's take a closer look at them.

The new fines apply to all types of public transport: buses, trams and trolleybuses. However, in practice, violations are not systematic in all regions. In some cities it is not customary to stop “just anywhere”. In other regions, on-demand stops have become widespread.

Fines for drivers of buses, trams and trolleybuses are listed in Article 11.33 of the Administrative Code.

Who might be the offender?

Two main categories of motorists can drop off passengers on a section of road not intended for such actions:

  • drivers of various types of passenger transport;
  • owners of personal vehicles.

According to Part 1 of Article 11.33 of the Administrative Code of the Russian Federation, boarding a bus, tram or trolleybus or disembarking passengers from a bus, tram or trolleybus in unspecified places is an administrative offense.

For committing this offense, punishment is imposed in the form of an administrative fine on the driver in the amount of three thousand rubles. In case of repeated offense by the driver, the fine will be five thousand rubles.

Responsibility for drivers of route vehicles

Drivers of regular transport often encounter situations when passengers want to get off in the wrong place. If the disembarkation occurs outside the stop sign area, the carrier risks facing certain sanctions.

Such cases are regulated by the provisions of Article 11.33 of the Code of Administrative Offenses of the Russian Federation. The law stipulates that drivers who make a stop for the first time without taking into account the traffic situation will be required to pay a fine, which will indicate the amount of 3 thousand rubles.

Repeated offenses entail greater penalties. If the carrier again drops off passengers outside the stop sign area within a year, he will receive a fine in the amount of 5 thousand rubles.

In special places intended for stopping. If it is a regular road with one-lane traffic in one direction and the other, and there are no designated places to stop, then the car can stop on the side of the road.

If there is no shoulder, you can stop the car on the right side of the roadway, so that there is no obstacle to the passage of other cars.

Stopping on the roadway at an angle is only possible in places where it will not interfere with the passage of other vehicles. If there is a sidewalk for pedestrians near the stopping place, then at an angle with the front of the vehicle. On inclines - with the back of the car.

It is prohibited to stop cars in two or more rows.

You can't stop:

  • on ups and downs,
  • at a railway crossing,
  • overpasses, bridges, overpasses,
  • less than 100 meters before the turn,
  • in places where pedestrian crossings are installed, 10 meters before and 10 meters after the crossing.

In cases involving personal vehicles, drivers are most often held liable for stopping in the following places:

  • at all intersections (except T-shaped);
  • closer than 5 meters from the pedestrian crossing zone or within it;
  • on overpasses;
  • on tram tracks;
  • on overpasses.

Depending on the type of offense, the driver will be subject to various penalties. Thus, the total penalty for stopping on an inappropriate section of the road for the purpose of disembarking people being transported ranges from 500 to 3,000 rubles.

It is important to know: residents of Moscow and St. Petersburg may face an increased fine. This is explained by the fact that in megacities, a vehicle left in the wrong place will create much more inconvenience for other road users than in small cities.

Liability of individuals

Penalty for stopping under a “No Stopping” sign. As for drivers who unload passengers from personal vehicles, stopping to perform such actions in the following places will be considered a violation:

  • At a pedestrian crossing and at a distance of 5 meters from it and after it;
  • On tram tracks;
  • On a lane or path intended for the movement of public transport, bicycles and mopeds;
  • At intersections and at a distance of 5 meters from and to them. An exception to this situation is T-shaped intersections, if the motorist’s actions do not impede the movement of other vehicles;
  • In those places where the motorist will block the visibility of road signs;
  • On narrow roads, provided that after stopping the car there is less than 3 meters between it and the solid line;
  • On the highway, if there is a turn closer than 100 meters and thus visibility is limited;
  • At minibus or taxi stops, as well as at a distance of 15 meters to them;
  • On bridges, overpasses, overpasses and under them.

The responsibility of drivers of personal transport will also be expressed in the need to pay a fine. The minimum amount will be determined by stopping in the area of ​​effect of a sign prohibiting such an action. For other violations, the fine can reach 3 thousand rubles. Buses of particularly small capacity, popularly called minibuses, have nothing to do with taxis. According to the Charter of Motor Transport, 294-FZ, a taxi is a car of the M1 category, while the Gazelle is an M2. In addition, these minibuses do not have permission under 69FZ.

If the yard area belongs to a residential building, then at a general meeting of owners a decision can be made to install a fence, barrier or something similar to restrict passage.
