Responsibility of pedestrians for non-compliance with traffic rules
As practice shows, the most disciplined pedestrians are those who are also drivers. These citizens are fully aware of the dangers of moving vehicles. The rest of our compatriots often risk their lives and health, wanting to save the 5-10 minutes it takes to walk to the nearest pedestrian crossing.

- driving along the edge of the roadway at night outside populated areas, without reflective stripes;
- creating an obstruction on the road (suddenly stopping at an unregulated pedestrian crossing, as well as turning around at it and moving in the opposite direction);
- driving along highways and tunnels;
- failure to provide priority in traffic to vehicles with red and blue flashing lights.
Drunk pedestrians are not subject to administrative liability unless they violate traffic rules or commit other illegal actions.
Administrative punishment
So, not only drivers are prosecuted under the administrative code. The actions of pedestrians or other road users (for example, cyclists, as well as those driving horse-drawn vehicles, etc., except drivers) directly relate to two main articles - 12.29 and 12.30 of the Code of Administrative Offenses of the Russian Federation:
1. For violation of any traffic rules (including those related to crossing the road in the wrong place), a pedestrian may be given a warning or a fine of 500 rubles may be imposed .
The question arises: in what cases can a violator be fined, and in what cases can he get off with a warning? At the same time, the traffic police inspector has the right to oblige pedestrians to pay 500 rubles for the first violation of the rules on crossing the road by pedestrians, which often angers them and is the subject of an appeal against an administrative decision.
2. for creating obvious interference in the movement of other participants, punishment may be in the form of a fine in the amount of 1000 rubles . Drawing up such administrative protocols in relation to pedestrians is even less common than simply for failure to comply with the rules for crossing the road. This is partly due to the fact that the creation of obvious interference must be documented, that is, there must be, for example, a recording of the driver’s forced emergency maneuver, indisputably confirmed by strong evidence. Usually, collecting such evidence is difficult, so prosecution under this rule (Part 1 of Article 12.30 of the Code of Administrative Offenses of the Russian Federation) applies to a greater extent to rare cases.
3. part 2 tbsp. 12.30 of the Code of Administrative Offenses of the Russian Federation, as amended in 2021, provides for a fine of 1,000 to 1,500 rubles for the actions of a pedestrian, including for crossing the road in the wrong place, if there are consequences in the form of bodily harm. In this case, the severity of such injuries should be mild or moderate.
Who can be considered a victim in such a situation? In the meaning of the law, one or more road users who have been harmed as a result of the actions of a pedestrian offender.
Example . In January 2021, Citizen N. crossed the roadway in a place where there is no crossing (the zebra crossing was located 50 meters from this place and was visible to the offender). Citizen N. ran out onto the road, despite the dense flow of vehicles, and, not making sure that there were no cars in the third lane in relation to him (the view was blocked by a moving truck), created an emergency situation. As a result, the car hit another pedestrian moving along a zebra crossing. The victim suffered minor damage to health, citizen N was issued a fine of 1,500 rubles, and subsequently a claim was brought against the guilty pedestrian for reimbursement of the cost of treatment.
Fines for pedestrians
When imposing an administrative penalty on pedestrians for violating traffic rules, only two articles from Chapter 12 of the Code of Administrative Offenses of the Russian Federation are applied:
- Article No. 12.29 is universal in nature and can be applied for any violations of traffic rules by pedestrians or vehicle passengers. It provides for punishment in the form of a verbal warning from the inspector or a fine of 500 rubles.
- Article No. 12.30 applies in cases where a pedestrian has created an obstacle for cars on the roadway. This will result in a fine of 1,000 rubles. If, as a result of the pedestrian’s actions, slight or moderate harm to the health of third parties was caused, the amount of the penalty increases to 1,500 rubles.
What punishment faces those who cross the road in an undesignated place?
All responsibilities of a pedestrian are set out in Article 4 of the Traffic Regulations. According to this article, crossing the roadway is allowed at overground and underground crossings, at zebra crossings and at traffic lights. Article 12.29 of the Code of Administrative Offenses of Russia provides for administrative liability for citizens who cross the road in a place not intended for this purpose. - For the most serious violations of traffic rules, the pedestrian faces not administrative, but criminal liability.

How can a pedestrian find out about unpaid fines?
