Detention of a vehicle is permitted only on the grounds provided for by the Code of Administrative Offenses of the Russian Federation.   • tractors, self-propelled special equipment, vehicles with trailers, registered in the structural unit of the Main Directorate of the Military Police of the Russian Ministry of Defense (military automobile inspection), the Armed Forces of the Russian Federation, the National Guard troops;
  • engineering and technical systems for ensuring traffic safety, road construction equipment of military units under federal executive authorities;
  • TS of rescue military units of federal executive authorities with powers in the field of civil defense.

This procedure is regulated by the Rules for the movement of vehicles of the Armed Forces of the Russian Federation and National Guard troops, approved by Decree of the Government of the Russian Federation No. 1496 of December 31, 2012 (as amended on May 17, 2017).

The procedure for moving vehicles defined in Russian Government Decree No. 1496 includes the following steps:

  8. At a specialized garrison parking lot, records of detained vehicles are kept on the basis of a special procedure established by the Ministry of Defense of the Russian Federation in agreement with the Ministry of Internal Affairs of Russia, the Federal Service of the National Guard of the Russian Federation, and the Ministry of Emergency Situations of the Russian Federation.

Damage caused to the seized vehicle and the property located in it during evacuation and storage in a special parking lot is compensated on a general basis, in the manner prescribed by the legislation of the Russian Federation.

Cost of impound lot
