Procedure

Free car recycling under the state program includes several stages:

  1. Collecting documents and submitting an application to the traffic police to deregister the car. On this basis, a processing permit is issued.
  2. Selecting a disposal point.

    You should check with the traffic police which companies have a state license. Only such organizations can provide a certificate for receiving a discount on a new car.

  3. Concluding a disposal agreement.

Documents for vehicle disposal are listed in Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 dated November 24, 2008:

  • passport of a citizen of the Russian Federation;
  • vehicle registration certificate;
  • certificate of state registration of the car;
  • purchase and sale agreement or other document confirming ownership of the vehicle;
  • recycling application;

Even if any of the listed documents are missing, you can submit an application without them. The license plates must be submitted to the traffic police. They will be disposed of along with the machine or left in storage for an unspecified period.

In this case, you can earn money by receiving a certain amount for each kilogram of scrap metal delivered. Only such points cannot always issue a disposal certificate, so this point needs to be clarified in advance. Before handing over the car, you must pick up the license plates - they will be required by the traffic police for deregistration.

The form of the recycling certificate was approved by Order No. 10 of January 14, 2010. It remains valid in 2018. The standard sample document contains information about the vehicle, its owner and the vehicle recycling point.

The certificate is filled out by an employee of the recycling company; you cannot do this yourself.

It must be certified by the signatures of the owner and employee of the reception point, as well as a seal. At the bottom there is a mark from the traffic police indicating that the car has been deregistered. It is certified by the official’s signature and seal.

This certificate became valid in 2021 by Order No. 10 of January 14, 2010, when amendments were made to the regulations for recording the delivery or deregistration of cars.
