What does the APS mark on your license mean?
The APS (acoustic parking system only) mark on your driver's license requires the installation of parking sensors (proximity sensors to obstacles) in the car you will drive. At the same time, in the description of the APS mark there is no discussion of whether the car should be equipped with front parking sensors or only rear ones.
The APS mark makes it possible for people with poor vision due to certain diseases to drive a car, when it is not possible to correctly determine the distance to objects from the eyes.
Why do they put the AS and MS marks?
The AS and MS marks are given because the principles of driving a motorcycle and a car are radically different. For example, in a vehicle with a motorcycle type, the clutch control is switched on the steering wheel, and the gears are switched with the foot, etc. That is, the control of ATVs and tricycles with automobile and motorcycle control types is also very different.
In this regard, it is considered that in order to drive a vehicle with a certain type of control, you need to undergo training and pass an exam.
The license of a driver who has opened categories A and B or C or D does not have the AS and MS marks, that is, he can drive any type of tricycles and quadricycles.
What does the AT mark on your license mean?
In fact, the AT (automatic transmission only) mark on a driver's license is not new for 2021. It was introduced a long time ago, and the AT mark made it possible, even when studying at a driving school, to practice in a car with an automatic transmission, then pass an exam on the same type of car and, accordingly, receive the right to drive with the AT mark. This mark means that the driver has the right to drive a car only with automatic transmission. But such a driver cannot drive a manual transmission.
But starting from 2021, this mark will also be added for persons with medical limitations that do not allow them to fully drive a manual car. Such restrictions may be, for example, partial immobility of the arms or one arm, the driver’s absence of one arm, the absence of a left leg, and the like.
Decoding marks
Until recently, special marks on a driver’s license were entered in only one column.
The following special designations are found in the new sample document:
- MS.
Such notes in the license are made only for category B1. Its presence means that the driver has permission to drive tricycles or quadricycles. The latter must be equipped with a motorcycle seat or motorcycle handlebars.
- AT.
AT indicates that the driver has the right to drive vehicles equipped exclusively with automatic transmissions. This designation can be entered in both the 12th and 14th columns.
- AS.
The mark is the exact opposite of MS. That is, the motorist is allowed to drive the named category of transport that is not equipped with a motorcycle seat and steering wheel.
- M.L.
This mark indicates that the driver has certain medical contraindications to driving. In other words, a citizen is prohibited from driving category M motorcycles.
- MS.
This designation appears on the license allowing you to drive a car with a manual transmission.
- APS.
A motorist with this mark on his license is allowed to drive cars equipped with parking sensors.
- HA/CF.
A driver with a license containing HA/CF must always drive a vehicle with a special hearing aid.
- GCL.
The designation is the same as HA/CF. However, in this case we are not talking about devices that correct hearing, but about glasses or special lenses that restore vision.
- Driving experience.
Occurs only in certificates subject to replacement.
- Duplicate.
This mark is made in cases where the driver's license has been lost.
The license may also contain information that the motorist is required to carry a medical certificate with him at all times. Such designations are found only in those certificates whose owner suffers from certain diseases. That is, the latter must, on the basis of a valid medical certificate, constantly prove the fact that the current state of his health allows him to drive a vehicle.
What does the MC mark on your license mean?
The MC (manual control only) mark in the license plate is placed for drivers who have medical indications for driving cars only with a manual transmission. To be honest, it is difficult to imagine what contraindications these should be and what exactly should not work for a person in order for him to be medically contraindicated to operate a machine gun. When to put the AT mark
The AT mark can be placed on a driver’s license in two cases:
The 1st case is when the driver is trained and passes his license in a car with automatic transmission . This is the most common case.
It is believed that an automatic transmission is easier to drive and the training program takes less time. This mark is placed in column 12.
Those who have studied with a manual transmission are not given the AT mark; their licenses are universal and they can drive both a manual transmission and an automatic transmission.
2nd case - when there are restrictions on driving a “mechanics” for medical reasons , for example, the absence of a hand, foot, fingers, etc. In this case, the mark is in column 14.

What does the GCL mark on your license mean?
Another mark on a driver’s license that sets restrictions for people with poor vision is GCL (must wear glasses or contact lenses). This checkbox is indicated if you constantly have to carry vision correction devices with you. The GCL mark prohibits driving a car without having such devices with you and using them.
What is the fine for violating the regulations on license marks?
All of the above marks on a driver’s license prohibit driving a car without devices or the type that these marks provide. And for violating such a ban there is a fine. Which? According to the law, if, for example, you drive a car without parking sensors, and you have an APS mark on your license, then you do not have the right to drive a car of this type.
Therefore, for such a violation a fine is provided, regulated by Part 1 of Article 12.7 of the Code of Administrative Offenses for lack of the right to drive - from up to 15 thousand rubles. The specific amount of the fine will depend on a number of mitigating or aggravating circumstances. For example, whether a fine was already imposed as a result of an accident (the lack of driving rights led to the accident as an aggravating factor), whether the driver admits guilt, repents, is a minor or a pregnant woman, and a small number of other circumstances (mitigating, aggravating).
What do special marks mean in PTS?
Special notes in the PTS are the column of the document in which such marks are entered. The reason for such an action is any change in the characteristics of the vehicle to which the title belongs.
What are they?
Special marks on the PTS contain the following information about the car:

Recycling collection
The disposal fee is a one-time payment in favor of the treasury.
Owners of vehicles contribute it in order to further spend this money on maintaining environmental safety and protecting the life and health of citizens from the impacts resulting from the operation of vehicles.
The money received from car owners can be further used for vehicle recycling.
In the special notes column of the PTS, information regarding the owner’s repayment of the fee from this vehicle is entered.
This section states:
- the car owner has accepted recycling obligations;
- number in the register for the enterprise under which it is;
- information about repayment of the recycling fee;
- number of the customs office where you can find out information about the calculation of this fee.
This column may also include a note that the owner of the vehicle did not pay the recycling fee.

Moreover, such information must comply with the provisions of the law, according to which the owner did not pay the funds.
All information about this type of collection entered in this section must be certified by the signature of the responsible person and certified by a seal.
Thus, for the driver of the car, as evidenced by these special marks in the PTS, obligations have been accepted for recycling (payment of funds for its implementation).
Duplicate
The original vehicle passport is issued for any vehicle upon the start of its operation.
In the future, if the use of this document is no longer possible, the current owner of the car may receive a duplicate PTS.
It is issued by:
- if the original is lost or stolen;
- in the case when he has used up all the lines;
- if it is impossible to read the contents of the document due to its damage;
- if there are no free fields in the PTS for entries, if it is necessary to indicate a new owner in the document, for example, under a purchase and sale agreement;
- when the car owner changes his last name or place of registration.
Upon receipt of such a copy of the PTS, it will bear the indication “Duplicate” stamp. The details of the previous PTS, the day of its issue and the document number are entered in the special notes column.

It provides the basis for replacing the passport. Do not confuse a duplicate and a copy. A copy is simply a medium onto which all the details of this document are copied.
The duplicate is the real document, which is issued after the disappearance of the previous one.
If it is available, the motorist can re-register the vehicle in the name of another person, issue compulsory motor liability insurance, and also receive funds under the existing policy in the event of an insured event.
Paste
An insert in the PTS is an alternative option, along with special marks, for certifying essential facts related to the car.
Pasting is used when:
The engine in the car was replaced | By installing a new one that doesn’t have a number on it |
The body of the vehicle or its engine has rusted in place | On which the car number was applied, as a result of which the ability to make out the number or its individual signs was lost |

If one of the cases from this list occurs, then when the papers for this vehicle are received by the Interdistrict Registration and Examination Department of the State Traffic Safety Inspectorate for registration, the vehicle itself must be delivered to the MREO site.
Next, a forensic examination is carried out. If it is discovered that the events that resulted in damage to the license plates on the engine and body do not imply the fault of the current owner of the car, then a refusal to initiate a criminal case is issued.

The responsible traffic police officer makes a decision regarding the implementation of an insert in the PTS, which indicates that law enforcement agencies have no claims against the owner of this car.
The insert states that the car has undergone the required checks and is legally clean. After this, no further checks on this fact are required during the entire life of the car.
Such an insert has equal rights with the entry in the special notes column. The difference is that if the traffic police did not make a sticker, but rather made a special note in the PTS stating that as a result of certain events a certain body part or engine turned out to be numberless, then when selling the car, the buyer additionally needs to provide the buyer with a resolution refusing to initiate an action in this regard criminal case.

In addition to it, an appropriate conclusion from a criminologist is required. If there is an insert, it already contains all the information, and such documents are not needed.
If there is an insert, the place that needs to be examined will need to be photographed, and one photo will be placed in the registration certificate, and the other in the file for this car.
In practice, many buyers either avoid purchasing cars with stickers, or offer a lower price for them.
In reality, the presence of such an element has no legal significance for its operation. Reducing the price, if available, is not justified.
Weld
A weld is a change in the design of the vehicle. Such an element may appear on it when the vehicle has undergone complex repairs, which may include the replacement of body components.

Performing such actions in relation to a vehicle is allowed only after its approval by the traffic police.
At the same time, it is necessary to make sure that it is carried out in compliance with the regulations of this structure.
Repairs involving the replacement of body parts may result from the need to hide the fact that the vehicle was stolen.
If repairs have been carried out on the car, as a result of which a weld seam has formed on its body, you should bring it for examination to the traffic police.
After this, specialists from this organization will examine the car and make an opinion regarding the legality of the operations performed.
If during the inspection they do not find any crime, then special notes are entered into the PTS section indicating that a weld was performed on the car, and this operation was carried out completely legally.
About withdrawal
The seizure of the registration certificate of a vehicle or its passport or license plate is also recorded by making an entry in the special notes column.
The traffic police inspector can perform this action if there are grounds to suspect that the registration certificate or passport has been falsified, or this document can be used as evidence in the case.
The basis for such a step is the availability of information about the car being stolen.
Documents are confiscated for the period until the vehicle is checked for compliance of its components and assemblies with the information contained in the traffic police databases.
It is required to draw up a protocol that should contain the reason for this step. The entry in the special notes column about this event should include the day when the seizure occurred and the details of the selected document.
Once it has been added to the vehicle title, the driver is prohibited from operating the vehicle. If he is found to be driving his vehicle without documents, he will be charged a fine.
