Registration must be done within 10 days from the date of purchase. The following penalties may be applied to the owner who, for some reason, did not register the vehicle in a timely manner in 2021:

  1. For driving an unregistered motorcycle (at the first registration of a violation) - a fine from 500 rubles to 800 rubles.
  2. For repeated violation - a fine of 5,000 rubles. or deprivation of rights. In this case, the punishment is determined by the court, not the traffic police officer.

Motorcycles that have an engine capacity of more than 50 cm² are subject to mandatory registration with the traffic police. In this case, the maximum design speed of such vehicles must exceed 50 km/h. Motorcycles that have smaller parameters do not need to be registered.

If a motorcycle is purchased solely for participation in sporting events, it also does not need to be registered. Such vehicles do not have lights, so their use on public roads is prohibited. Stunt and racing two-wheelers are delivered to the sporting event site on a truck or specially equipped trailer.

Registration process

The registration procedure consists of several stages:

  1. Submission of documents.
  2. Inspection of the motorcycle by an inspector on site.
  3. Obtaining a registration certificate and numbers.

Collecting a basic package of documents is not difficult. The exception is the MTPL policy. If the motorcycle is new, i.e. issued no more than 3 years ago, you do not need to undergo a technical inspection to obtain a policy. Otherwise, the insurance company will require the owner to conduct diagnostics.

The cost of verification in 2021 is 200 rubles. (in the absence of a registration certificate, the motorcycle must be transported for diagnostics by a tow truck). To apply for the MTPL policy itself, you do not need to bring the motorcycle to a transport company: the technical inspection data is entered into a single electronic database.

Documents can be submitted by the owner in person at any traffic police department or by appointment through the State Services portal. If the vehicle is not registered by the owner himself, a power of attorney will be required.

For inspection by an inspector, the motorcycle must be delivered to the traffic police department. This must be done in a trailer/body or with the help of a tow truck.

At the site, the inspector checks:

  • actual VIN numbers and compares them with the data in the vehicle title;
  • technical condition: operation of turning lights and brake system.

At the inspection site, the owner will not need to get behind the wheel: the inspector will carry out all the necessary actions himself. The procedure takes from a few minutes to half an hour.

After submitting documents and inspection by an inspector, a certificate is issued and license plates are issued. This stage usually takes less than an hour. The owner has the right to ride a motorcycle without the danger of breaking the rules from the moment the license plates are installed on the vehicle.

Currently, the procedure for registering a motorcycle does not require the presence of its previous owner. The buyer and seller independently complete the transaction by drawing up and signing a purchase and sale agreement. Notarization is not required in this case.

Since a motorcycle is a seasonal mode of transport, an insurance policy can only be purchased for the summer period.

Registration of MTPL for a motorcycle is cheaper than for a car. But some insurance companies impose restrictions on the value of the vehicle or engine size, and also deny owners of old motorcycles older than 10 years. Although such a refusal is not legal and can be appealed to the RSA.

Documents for registration

To complete the registration procedure, the following documents are required:

  • statement;
  • receipts for payment of state fees;
  • owner's passport;
  • motorcycle technical passport (PTS);
  • fact of compulsory insurance (MTPL policy in paper or electronic form);
  • a document on the basis of which ownership can be established (sale and purchase agreement, store receipt, customs certificate, etc.).

Additionally you may need:

  • transit numbers;
  • customs documentation if the motorcycle was purchased abroad;
  • STS and documents for old numbers, if you plan to keep them;

In order for the registration procedure to be successful, you should find out in advance what documents are needed to register a motorcycle. Currently, when visiting the traffic police MREO you need to have with you:

  • registration application;
  • passport or other identity document;
  • vehicle passport (PTS), if it is not electronic;
  • a document confirming ownership (purchase and sale agreement, certificate of inheritance, gift agreement, protocol of the lottery organizer's drawing commission);

  • receipt of payment of state duty.

The fee for registering vehicles is regulated by Article No. 333.33, Part 36 of the Tax Code of the Russian Federation. The technical characteristics of a motor vehicle do not affect the cost of registration.

Often the documents of old motorcycles are lost. In this regard, traffic police officers refuse registration - in this situation it is impossible to determine the applicant’s ownership and the legality of the acquisition of the vehicle.

In this case, the problem can only be resolved through court, where it is necessary to provide evidence of legal ownership, as well as witnesses. For example, if eyewitnesses confirm that you purchased a motorcycle more than five years ago and used it openly, while the previous owner deregistered it (or perhaps did not register it at all), there will be a chance to legalize the vehicle.

Untimely registration of motor vehicles (delay of 10 days established by law) leads to a fine of up to 2,000 rubles. The statute of limitations for this violation is 2 months.

For driving an unregistered motorcycle, the driver is punished:

  • for a primary violation – a fine of up to 800 rubles;
  • for the second time the amount will be 5,000 rubles;
  • In case of regular disobedience, the driver may be deprived of his driving license for 4 months.
