Paid parking is already firmly established in many large cities of Russia. But some categories of citizens can leave their vehicles in such parking lots without paying a fee. Their list is fixed by law. The categories of beneficiaries include:

  • disabled people;
  • large families;
  • residents.

To obtain a resident parking permit, you need to prepare a set of documents and send them to the authorized body.

Who are the residents

A resident permit gives a citizen the right to park his vehicle in a paid parking area without paying a fee. Parking lots located in the area of ​​residence are available for him.

Residents for paid parking are:

  • apartment owners;
  • tenants under a social tenancy agreement;
  • citizens living in office premises.

The benefit is issued for a period of one to three years. It gives you the right to park for free from 8 pm to 8 am. A resident can apply for preferential parking not only for his own car, but also for the vehicle of a permanently registered family member.

Admission to free parking is carried out according to the principle of two spaces per homeowner. That is, if the apartment is registered as shared ownership for several people, then each family member has the right to 2 residential parking spaces.

Attention: Only car owners who have no debts on car fines can apply for a parking permit at their place of residence.

When re-executing a document, the application must be submitted no earlier than 60 days before the expiration of the previous permit. In this case, the new permit comes into force from the date of expiration of the old one.

How does a residence permit work and who can apply for it?

A resident permit gives the right to free parking in paid city parking spaces within the area of ​​residence from 20:00 to 08:00 daily for one, two or three years (at the applicant’s choice).

To be able to park during the rest of the time (from 08:00 to 20:00), you need to pay a fee in the amount of three, six and nine thousand rubles - for one, two or three years, respectively. This can only be done after obtaining a resident parking permit for free parking from 20:00 to 08:00.

Residents of paid city parking lots include:

  • apartment owners;
  • tenants of apartments under social tenancy agreements;
  • tenants of apartments under service lease agreements.

They can issue a parking permit for their cars or for the cars of residents or tenants permanently registered in their apartments under rental or sublease agreements if they have temporary registration. A resident parking permit can be issued for a car whose owner has no outstanding fines.

Permits are issued on the principle of “one apartment - two permits.”

In case of re-issuance of a resident parking permit, the resident can submit an application in advance - no earlier than two months before the expiration of the previous one. The new permission will take effect after the previous one expires.

Required documents

To register for residential parking, you must prepare a package of documents:

  • statement;
  • copy of the passport;
  • STS for a car;
  • rental agreement (for the tenant);
  • an extract from the Unified State Register or a certificate of ownership of the property.

When submitting documents through third parties, a power of attorney will be required. If the owner of the vehicle is not the sole owner of the apartment, then the consent of the other owners must be additionally submitted, which must be notarized.

How to obtain a residence permit?

To obtain a permit you will need:

  • application (not required when submitting documents online);
  • identification document;
  • registration certificate of the vehicle for which a permit is required;
  • rental/sublease agreement or rental agreement for office premises (if the application is submitted for a resident permit to park the tenant’s car);
  • an extract from the house register or a single housing document (if you are the owner or tenant of housing under a social tenancy agreement and live in a house that is not managed by state budgetary institutions of Moscow);
  • rental agreement for office residential premises (if you are a tenant under an official rental agreement);
  • identification document of the representative and power of attorney (if it is not possible to apply in person).

If you own a share in the apartment or are not the only tenant under a social tenancy agreement, you will also need:

  • identification documents of other owners/tenants of housing under a social tenancy agreement;
  • consent of all owners/tenants under the social tenancy agreement (certified by a notary or an employee in the presence of all owners/tenants).

You can submit documents:

  • in person at any location (originals and copies of documents are required);
  • online on the mos.ru portal.

In both cases, your car will be added to the register of parking permits within six working days.

Where to contact

There are two ways to submit documents for processing:

  • in the MFC;
  • online.

Submission of documents online is carried out on the mos.ru portal. Currently, it is not possible to register for residential parking through Gosuslugi.

Online registration

To submit an application electronically, you must log in to mos.ru. You can do this in one of the following ways:

  • by specifying your login and password;
  • through social networks;
  • using an account on State Services;
  • by digital signature.

Authorization on the site

After this, you need to go to the “Catalogue” section. The screen will display the most popular services, among which you should select “Personal transport”, and then “preferential parking permits”.

Preferential parking permits

There are three services available in this category:

  • large families;
  • residents;
  • disabled people.

From the list provided, select “Resident Parking Permit”. The section contains several services:

  • decor;
  • alteration;
  • cancellation.

On the page that opens, you must fill in all the required fields, as well as attach scanned documents, and then click “send.”

Notification of entering a vehicle into the register can be obtained in one of the following ways:

  • via SMS notification;
  • in your personal account on mos.ru.

The priority method of receiving notification is indicated when filling out the application.

Transfer of funds for parking

Based on how the resident parking permit will be issued - on the official website or through a personal application to the institution, it will also depend on how you can pay for the service. In general, there are two main ways - payment by transferring money online or by visiting any bank branch in person. The online method involves pre-registration in your personal account on the government services portal or installing the Moscow Parking mobile application on your smartphone.

It is important to know. Provided that the motorist belongs to a preferential category, such as WWII participants, heroes of the Russian Federation and others, he has the opportunity to park for free in all parking lots in Moscow. To do this, you will also need to apply to register the vehicle in the general register.

How can a resident park around the clock?

Unfortunately, free parking in the paid parking lot is only available at night. To use the parking area 24 hours a day, you must pay for a resident parking permit. The cost of the document is determined by its validity period:

  • for 1 year – 3,000 rubles;
  • for 2 years – 6,000;
  • for 3 – 9,000 rub.

You can deposit funds:

  • on the portal mos.ru;
  • on the website parking.mos.ru;
  • in the Moscow Parking mobile application;
  • by receipt at a bank or post office.

The mobile application is available for all iOS and Android devices. You can download it for free from the App Store or Google Play.

A receipt is issued at the MFC upon submission of the application. It can also be downloaded from parking.mos.ru. After depositing funds, you must scan the payment document and send it to E-mail [email protected] Confirmation of registration will be sent by reply letter. The 24-hour parking service for residents is activated the next day after payment is made.

What is a residence permit?

  • violation of parking payment rules.

To renew the permit, the car owner must pay the debt within 10 days and send a written notification to the State Public Institution "AMPP".

Under what conditions can a permit be revoked?

Termination of the residence agreement occurs in the following cases:

  • the car owner no longer has rights to a residential property or has been deregistered at the place of registration;
  • the lease agreement is terminated;
  • ownership of the vehicle has been transferred to another person.

Resident parking applies only to the vehicle specified in the contract.

Other categories of beneficiaries

In addition to residents, large families and people with disabilities, the following categories of citizens have the right to free parking:

  • WWII veterans;
  • participants in the defense of Moscow;
  • concentration camp prisoners;
  • owners of electric vehicles and motorcycles.

To gain access to parking, they also need to contact the MFC and submit documents entitling them to the benefit.

If desired, any car owner can easily figure out how to obtain a resident parking permit. In Moscow you can do this without leaving your home. In other cities of Russia, to submit documents, you must visit the nearest multifunctional center and submit the necessary documents.

How much does a resident permit cost?

This permit is valid within the place of residence of the vehicle owner. The available parking permit times are 12 hours: from 20:00 to 8:00. If you need 24-hour parking, you must pay the amount specified in the relevant regulation. The amount of 24-hour parking will be:
