Registration of HBO in the traffic police

Before amendments to the legislation, the procedure for installing gas equipment was quite complicated. After the innovations (the entry into force of the customs union regulations), drivers were faced with the need to carry out an even more labor-intensive process.

Motorists are deprived of the opportunity to switch to a more economical type of fuel without the participation of commercial companies. The owner of the vehicle will not be able to go through all the necessary authorities himself, especially since such a decision may cost the driver several wasted months.

It is important to know: the country’s legislation in the automotive sector requires the mandatory presence in the document on the legalization of innovations in the design of a signature of a suitable organization. The selected company must have the appropriate certificate.

The driver is required to undergo a full inspection of the vehicle in its original condition and after installation of gas equipment.

  • making changes to the vehicle passport and its registration certificate;

Despite the established standards, many car owners try to circumvent the law and install equipment illegally. Such modernization of a car is much cheaper, because certified changes to the design will cost about 40 thousand rubles. Compared to the expected fine, this amount is less attractive.

However, illegal installation of gas equipment is fraught with extremely dangerous consequences. It must be remembered that the gas used is under constant pressure. Improper installation may cause an explosion or fire. You should not skimp on your own safety.

Periodic inspections of gas equipment

The driver of the vehicle must undergo periodic checks of gas equipment and gas cylinders:

9.8.3. Gas cylinder equipment on vehicles in specially authorized organizations is subjected to periodic testing at intervals that coincide with the frequency of inspection of cylinders established by the cylinder manufacturer and specified in the passport for the cylinder (cylinders). Based on the results of periodic tests, specially authorized organizations issue a certificate of periodic testing of gas-cylinder equipment installed on the vehicle.

Typically such inspections are carried out every 2 years. In this case, the driver must receive a document indicating the date of the last inspection and the date of the next inspection. Most often, the inspection is carried out by the organization that installed the equipment.

9.8.6. Not allowed:

9.8.6.1. Use of gas cylinders whose periodic inspection period has expired.

9.8.6.2. Failure to secure components of gas equipment.

9.8.6.3. Gas leaks from elements of gas equipment and at their connections.

The use of gas cylinders that have not passed periodic inspection is prohibited.

How to register HBO


This procedure consists of several stages.
The driver can be helped to collect all the documents and even submit them to the traffic police from companies that sell and install gas equipment. To legalize gas you need to do the following:

  1. Go through a preliminary examination at a specialized organization to determine that it is permissible to install gas on the car.
  2. Contact the traffic police with an application for permission to re-equip the car. A positive preliminary examination conclusion is attached to the application. Usually the application is satisfied: an approval mark is placed on it or a separate letter is given.
  3. Gas equipment is being installed.
  4. Documents are collected (a certificate for the equipment, including a passport for the cylinder with an expiration date, certificates of form 2b and 2a, an installation agreement and company certificates), and a final examination is carried out. It is important that the conclusion contains three conclusions:
      the equipment is installed in accordance with technical rules and regulations;
  5. the car is safe;
  6. changes have been made to the car.
  7. An extraordinary standard technical inspection is carried out.
  8. Contacting the traffic police. Where all the listed documents, a receipt for payment of state duty, and an application for registration are submitted.

Fine for illegal installation of gas equipment on a car

The operation of gas equipment includes paragraphs 7.14 and 7.18 of the list of malfunctions and conditions under which the operation of vehicles is prohibited:

7.14. The technical parameters indicated on the outer surface of gas cylinders of cars and buses equipped with a gas power system do not correspond to the data in the technical passport; there are no dates for the last and planned inspection.

7.18. Changes have been made to the design of the vehicle without permission from the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation.

Clause 7.14 refers to periodic checks of gas equipment, clause 7.18 - to the operation of a car with illegally installed gas equipment.

Punishment for these violations is provided for in Part 1 of Article 12.5 of the Code of Administrative Offenses:

1. Driving a vehicle in the presence of malfunctions or conditions under which, in accordance with the Basic Provisions for the admission of vehicles to operation and the duties of officials to ensure road safety, operation of the vehicle is prohibited, with the exception of malfunctions and conditions specified in parts 2 - 7 of this article , —

Why is the owner of a car with gas equipment fined?

All of the listed violations, as well as unregistered gas equipment on a car, are equated to Article 12.5 Part 1 of the Administrative Code, which prohibits driving a vehicle in the presence of malfunctions or conditions due to which the operation of the vehicle is prohibited.

In the official list of faults, unauthorized, unregistered or partially registered installation of gas equipment is covered by clause 7.18 of the Russian Federation Traffic Regulations - “Changes have been made to the design of the vehicle without the permission of the traffic police or other bodies determined by the Government of the Russian Federation.”

In accordance with this, a fine is most often imposed and an order to eliminate malfunctions is created. In some cases, when a violation is detected repeatedly, Article 19.3 of the Code of Administrative Offenses of the Russian Federation “Disobedience to a lawful order of a police officer” is applied. As a punishment, a fine in the amount of 500 to 1000 rubles or administrative arrest may also be imposed.

How often do you need to undergo maintenance if HBO is installed on your car?

As mentioned above, punishment for HBO without registration is not the only option. Nothing has changed in 2021. You can also receive a fine if you skip the technical inspection of the equipment.

From 2021, it must be carried out once a year, starting from the moment the car is registered. The choice of where to undergo the inspection is up to the car owner. The total service life of the equipment should not exceed ten years, after which it must be dismantled and replaced.

Refusal to undergo maintenance is equivalent to driving a vehicle with an unregistered gas equipment. Gas cylinders are also subject to regular inspection:

  • on propane-butane - once every 2 years;
  • on methane - once every 5 years.

If violations are detected for the first time, the driver is punished with a fine of 500 rubles, and if violations are detected again - with arrest for up to 15 days and a ban on operating a car with LPG. Moreover, the car is taken to the impound lot.

As for legal entities, there are two sides. An official who drove a car with an unregistered gas equipment receives punishment in the same way as an individual.

An additional fine ranging from 5 to 100 thousand rubles is issued to the organization on whose balance sheet the car is listed. Plus, an order is issued to eliminate the violation.
