The requirements for passenger trailers are contained in the “Technical Regulations on the Safety of Wheeled Vehicles”, approved by Decision of the Customs Union Commission of December 9, 2011 N 877.

The regulations, in particular, contain requirements for the effectiveness of trailer braking systems , wheels and coupling mechanisms, lighting devices, as well as size and weight restrictions.

In addition, the technical condition of the trailer must comply with the “Basic provisions for the approval of vehicles for operation and the responsibilities of officials to ensure road safety”, approved by Resolution of the Council of Ministers of the Government of the Russian Federation of October 23, 1993 No. 1090. This document contains information about those malfunctions , the presence of which makes it impossible to operate the trailer.

If we talk about the basic requirements, they include:

Length . It must be at least 1.5 times the length of the tractor, but not more than 8 meters.
Width . Up to 20 mm of the total width of the tug on both sides, and the ground clearance should not be greater than that of the main tractor.
Height . The maximum permissible bar is no higher than 1.5 times the size of its track, and is within 2.5 meters.
Appearance . The body must be painted in an even layer, there should be no cracks, swelling or other irregularities.

If the height of the trailer does not fit into the norm, additional external rear-view mirrors must be installed on the vehicle. This is for reasons of safety for the driver and passengers.

Procedure for obtaining documents for a passenger trailer

Documents for a car trailer are issued at the traffic police department at the place of residence of the new owner. In 2021, the registration procedure has not changed. First of all, let's find out whether special management rights are needed. There is the following legislation in this regard:

Trailers weighing 750 kg or less do not require a license other than driver category “B”. Another interpretation of the passenger car weight limit allows the operation of a trailer if the total weight of the vehicle together with it when loaded is no more than 3.5 tons.
If the trailer weighs more than 750 kg, the driver must have a license to drive a towing vehicle (category “E”).

The procedure for registering a trailer for a passenger car begins with the submission of an application. Next, the traffic police inspector checks the documents and compares the number, make and numbers of the body and frame with those indicated in the PTS. The color of the sides is also checked. If all specified parameters match, the inspector confirms that the test has been passed. After this, the owner pays the state duty at Sberbank and provides a receipt to the traffic police. After this, the registration procedure is completed. A stamp is placed on the PTS, which confirms the fact of registration.

There is a misconception that individuals may not register certain types of trailers, but this is not true. The legislation of the Russian Federation directly states that the owner is obliged to register any vehicle, no matter whether it has a motor or not. Therefore, the only type that has the right to not be registered is a trailer that never leaves the garage. For all other varieties there must be documents drawn up according to the proper procedure.

The trailer is registered with the traffic police department , where the owner must apply with the appropriate application and a package of necessary documents. After submitting the application, the traffic police inspector will inspect the trailer, check the numbers with the data in the PTS, and then make an appropriate note about the inspection. Next, all documents are handed over to an authorized employee, and he sets a date and time when you need to come for the technical passport. Before this you will need to pay a state fee.

Documents for registration

Registration of the trailer occurs upon provision of the following package of documents:

owner's passport;
vehicle passport, which can be in electronic form;
document confirming ownership, for example, a purchase and sale agreement;
trailer numbers;
direct application from the owner;
OSAGO policy, it is presented upon request, but the owner must have it.

Important : if we are talking about a trailer for a passenger car, then you do not need to buy an insurance policy for it. This is stated in the federal law on compulsory motor liability insurance. In the case of trucks, buses and motorcycles, separate insurance is required.

Inspection procedure

According to the law, civilian trailers with a maximum permitted weight of up to 3.5 tons are not subject to mandatory technical inspection. In other words, the owner of a car trailer does not need a vehicle inspection certificate when registering. However, it is mandatory to have MTPL insurance for the car itself, and if there is a trailer, in paragraph 2 of the policy there must be a mark in the column about the use of the vehicle with a trailer.

At the same time, if the owner of the trailer is a company, that is, a legal entity, then you will have to undergo a technical inspection.

Filling out an application to submit to the traffic police

The application for registration of a trailer shall include the following information::

territorial traffic police office where the owner applies;
last name, first name and patronymic of the owner, his passport details;
registration object (trailer);
technical characteristics, PTS data;
Contact Information.

How much does it cost and what is the payment procedure?

The amount of state duty when registering a trailer will depend on certain circumstances.

Firstly, if the owner registers the trailer and receives new license plates, then they will cost him 1,500 rubles.
Secondly, a fee is added to this amount for obtaining a paper certificate of registration - 500 rubles (or a plastic one - 1500 rubles), as well as 350 rubles for making changes to the PTS.

Thus, the total cost of the state fee for registration with the traffic police will be 2,350 rubles without a plastic certificate, or 3,350 with a plastic registration certificate.

If the owner uses the State Services portal to register a trailer with the traffic police, he will receive a 30% discount on the price upon payment.

The state duty is paid after submitting the application to the traffic police (the receipt can be obtained from the employee) or in your personal account of the State Services portal by transferring money from the card. In the second case, the owner will only need to follow the steps that appear one by one on the screen.

Result of the procedure

Hello, dear friends! I can’t say that trailers without documents are found everywhere. More often you can see cars that are bought and sold without any paperwork, or with a minimum package of documents, which is definitely not enough for registration. But this also happens with trailers.

I’ll say right away that we’ve already talked about how to register a trailer. There we were talking about purchased vehicles with all factory documents, as expected. The procedure is not the most complicated, but it has its own nuances.

But it is even more difficult to resolve the issue when there are no documents, no numbers, any papers, certificates, etc. There will be no problems with how to move such a structure, since you can order a tow truck or contact cargo carriers.

Differences in Procedure

For self-propelled vehicles

If you need to register a trailer, for example, for a tractor, the procedure will differ primarily in that the application is submitted not to the traffic police, but to the territorial body of Gostekhnadzor.

In this case , the applicant must be included in the document on the ownership of the trailer , and when registering, be guided by the Rules for state registration of tractors, self-propelled machines, etc.

A trailer for a self-propelled vehicle must have an MTPL insurance policy.

For those brought from abroad

If the trailer is brought from abroad, the difference will be that before registration begins, you will need to pay the costs of customs clearance.

Is it possible to register without documents?

If the owner of the trailer does not have a title, the registration procedure becomes more difficult . However, there is always a way out. As such, owners often resort to registering as a so-called “homemade trailer”.

According to the technical regulations of the Customs Union “On the safety of wheeled vehicles”, such “single vehicles” must have a design safety certificate. To obtain such a passport, the owner must submit the trailer to a specialized laboratory.

The direction there is taken from the traffic police department.

To contact the department, you will need to collect a package of documents, including receipts, certificates and other available documentation for each of the units.
You will also need to describe the trailer itself in free form in your own words and photograph it from all sides.
Next, you need to take all the documents and come to the State Traffic Safety Inspectorate, where an employee will give you a referral for laboratory testing.
All collected documents and photographs should also be given to laboratory staff. The examination is paid.
After receiving the safety certificate, you need to contact the traffic police again and go through the registration procedure that is provided for ordinary trailers. If there are no complaints from the experts, the owner of the trailer will receive a registration certificate.

Let's move on

Both sides will be heard in court. It is important that the seller confirms that the trailer is his and that he sold it to you. And the absence of a certificate-invoice can be explained by the prescription of purchase or loss, despite the fact that the trailer itself was not used and was sold as unnecessary.

After this, the court is obliged to send a request to the traffic police. It will take about a month to receive an answer. If they say that the trailer has never been registered and there are no restrictions on registration actions, the court has every reason to name and recognize you as the rightful new owner of the vehicle.

It takes at least another month for the court decision to come into force. After that, go to the MREO and submit documents for registration again.

You need the following list, consisting of:

statements;
receipts for payment of duties;
court decision;
copies of your passport;
copies of the seller’s passport;
PrEP;
instruction manuals;
copies of the vehicle manual;
money for all related expenses, etc.

It will take no more than an hour for an MREO employee to consider your request. When all procedures are completed, you will be given a state registration number, PTS and the registration certificate itself.

How to “legalize” a trailer?

Unfortunately, a considerable number of trailers available in our country are, in fact, illegal. Such a trailer was once purchased, and then put in the garage and forgotten for one reason or another: breakdowns, change of plans, illness or death of the owner, and others.

Once such a thing is discovered, a dual situation arises: on the one hand, there is a good thing that can be used or can be sold. On the other hand, in the absence of documents, this cannot be done legally. The buyer in such a trailer may be attracted by the low cost, while the seller may be attracted by the opportunity to get rid of unnecessary, but space-consuming property. But how to make documents after purchase?

First of all, you should look for an instruction manual on specialized websites. If you cannot find an accurate manual due to the age of the model, you can take a manual for another model with similar characteristics.

Next, you need to find a person with whom the purchase and sale agreement will be drawn up. This agreement is necessary for legalization, but, in essence, it will be fictitious. The new owner of the trailer and his partner will have to go to court, so it is better that the partner in this agreement is a reliable person, ideally a close friend or relative.

The new owner can contact the traffic police with the contract, operating manual, application and receipt for payment of the duty. Naturally, since these documents are not enough, a refusal will follow, but without a documented refusal to register, you cannot go to court, so this stage is necessary.

Next comes an appeal to the court, during which the partner of the new owner under the purchase and sale agreement must confirm that he is the owner of the trailer and that the documents have been lost over the years. After this, the court makes a request to the MREO, from where confirmation should come that the trailer is not registered and there are no reasons to prohibit its operation. After this, the court makes a decision recognizing the ownership rights of the new owner. Based on this court decision and based on the results of checking the condition of the trailer, the traffic police will issue a new title.

Important!
The process of legalizing a trailer is quite lengthy and expensive; it can take several months. However, this is the only way to start operating the trailer legally. Therefore, it is worth thinking about whether it is worth purchasing a trailer without a complete set of documents.

Fine for a trailer without documents

The administrative legislation of the Russian Federation clearly states what fine is imposed for violations of the registration and use of non-motorized vehicles (and trailers fall into this category). Here are the data for 2021:

For driving with a trailer that has not undergone the registration procedure, a fine of 500 rubles is provided. However, such a fine will almost certainly be accompanied by a fine for lack of insurance for the trailer (after all, a policy cannot be issued without the appropriate set of documents). Additional fine - another 500 rubles.
For operation without license plates you will have to pay 2500 rubles.
For using a trailer exceeding the dimensions established by category “B”, a penalty of up to 5,000 rubles is provided. fine

Fines for a homemade trailer for a passenger car are imposed in the same amounts as for factory-made products. If you are fined again, the fine can be up to RUB 5,000. Deprivation of rights for up to 90 days is also possible.

How to make documents for a homemade trailer

The legislation equates homemade trailers with factory products in the need to undergo registration procedures. However, the procedure for making documents for a product of your own design is somewhat more complicated.

In addition to the standard set of documents, you will need to confirm the quality of workmanship. To do this, a certificate is drawn up on the quality of the materials used in the design, and an examination is carried out to determine whether the design complies with vehicle safety requirements.
