Rules for registering motor vehicles and their trailers with the state inspectorate for road safety of the Ministry of Internal Affairs of the Russian Federation:
- Clause 3: “They are not subject to registration with the State Traffic Inspectorate and registration actions are not carried out with vehicles on the following grounds: – vehicles are presented whose design or changes made to the design do not comply with the requirements of the legislation of the Russian Federation in the field of road safety or the information specified in submitted documents",

Part 1 of Article 19.3 of the Code of Administrative Offenses of the Russian Federation : “Disobedience to a lawful order or requirement of a police officer, military personnel or employee of a body or institution of the penal system in connection with the performance of their duties to protect public order and ensure public safety, as well as obstruction of the performance of their official duties - entails imposition of an administrative fine in the amount of five hundred to one thousand rubles or administrative arrest for a term of up to fifteen days.”

From January 1, 2021, every motorist who uses illegal gas equipment (independent conversion of gas equipment) and does not comply with the rules of operation of the product (the gas equipment has not undergone mandatory technical inspection every 2 years or the numbers on the gas equipment differ from those indicated in the conversion certificate) will be liable administrative liability, and will pay a fine for gas equipment of 500 rubles.
