What documents do the traffic police need?

To restore the certificate, the owner of the car provides documents to the traffic police officer. The list is small, but can be supplemented, because... depends on the basis of the appeal. The issuance of a new STS will be refused if even one of them is missing:

• identification card of the owner of the car (passport);*
• a statement with a written explanation of the reason and circumstances of the appeal;**
• PTS;

Documents for PTS restoration

When visiting the State Traffic Inspectorate, it is important to have with you the entire list of required documentation so that the process takes as little time as possible. The driver is recommended to prepare the following documents to restore the title if lost:

• application for restoration of PTS
• passport
• vehicle registration certificate (if available)
• receipt confirming payment of the fee
• purchase and sale agreement, deed of gift or other equivalent proof of ownership
• OSAGO civil motor insurance policy

At the State Traffic Safety Inspectorate, restoration of the vehicle title can be carried out by an authorized representative of the car owner if he is unable to personally visit the department. To do this, you need to draw up a power of attorney to restore the title. It is recommended to draw it up with a notary or lawyers. A notarized power of attorney will not raise questions among traffic police officers. A correctly executed power of attorney must contain the following information:

• Name
• information about the owner of the vehicle (full name, date of birth, passport details and residential address)
• information about the authorized person (passport details and residential address)
• information about the vehicle (make, model, year of manufacture, registration plates, chassis and engine numbers, date of registration of the car to the current owner)
• list of actions that a trusted person can perform
• validity
• date of compilation and signature of the owner of the vehicle

Attention! When contacting the State Traffic Inspectorate to obtain a duplicate registration certificate, the authorized person should have an identification card with him.

Reasons and grounds for obtaining a duplicate certificate

The basis for restoring the STS may be:

• loss;
• theft;
• change of surname, name or patronymic of the owner of the car;
• poor condition/deterioration of plastic.
• changing of the living place.

In case of theft (before visiting the traffic police), the owner of the car must register the fact of theft with the police. This is grounds for initiating a criminal case. Until its termination (1-3 months), the traffic police will not issue a duplicate STS. Theft as a basis for restoring the certificate is supported by a police certificate. When changing your full name, you must support your application with a marriage/divorce certificate.

In what cases is it issued?

• under Article 12.1 of the Administrative Code, if the registration of the car is not carried out in the prescribed manner. If this offense is detected for the first time, the driver will be fined in the amount of 500 - 800 rubles . In case of repeated violation of registration rules, including timely replacement of registration documents, the driver may be punished with a fine of 5,000 rubles or deprived of the right to drive a car for a period of 1 - 3 months;
• under Article 12.3, if registration actions (making changes, restoring STS) were carried out in the manner prescribed by law, but for some reason the driver does not have the document (a photocopy of the document is provided). In this situation, the fine will be 500 rubles .

Is it necessary for a second driver?

• civil passport of the owner of movable property. If the owner of the vehicle is an individual, then actions to restore the document are carried out under a power of attorney issued by the head of the company;
• PTS;
• a valid MTPL policy (all registration actions, including restoration of registration documents, are carried out exclusively if you have a compulsory motor insurance policy).

When you receive the completed documents, you need to very carefully review all the data that was entered into the forms. If an error is discovered, it must be pointed out to a specialist.

• receiving a new STS.

If the inspector identifies errors in the application or an incomplete package of documentation, the restoration of the certificate may be refused. The car owner will be forced to go through all stages of the procedure again, including making an appointment and filing an application.
