What you need to know about riding a motorcycle with a passenger?

At what speed are motorcycles allowed to travel outside populated areas?

From April 4, 2021, clause 10.3 of the Traffic Rules has been changed.
The maximum permissible speed for motorcycles on motorways has been increased from 90 km/h to 110 km/h.

Note! The speed limit for motorcyclists on regular country roads remains the same - 90 km/h. The changes affected only highways.

Innovations in traffic rules were established by Decree of the Government of the Russian Federation dated March 24, 2017 No. 333.

Movement outside populated areas is permitted:

  • for cars and trucks with a permissible maximum weight of no more than 3.5 tons on highways - at a speed of no more than 110 km/h, on other roads - no more than 90 km/h;
  • intercity and small buses and motorcycles on all roads - no more than 90 km/h;

Movement outside populated areas is permitted:

  • motorcycles, cars and trucks with a permissible maximum weight of no more than 3.5 tons on highways - at a speed of no more than 110 km/h, on other roads - no more than 90 km/h;
  • intercity and small buses on all roads - no more than 90 km/h;

Previously, according to the Rules, cars could travel faster than motorcycles on highways. However, modern motorcycles are often not only not inferior to passenger cars, but also significantly superior in their speed characteristics. Therefore, it is quite logical that the maximum permitted speed for motor vehicles is set at the same level as for passenger cars.

Conclusion: from 04/04/2017 the maximum speed of a motorcycle is allowed

on highways - no more than 110 km/h,

on other country roads - no more than 90 km/h;

in populated areas - no more than 60 km/h;

in residential areas and courtyard areas - no more than 20 km/h.

Traffic police about the rules of riding a motorcycle and moped

“We live in a village, the nearest store is three kilometers away, the same distance to a public transport stop,” reader Vasily N. from the Kursk region contacted the editors of DDD. I want to know when children will be able to legally use vehicles with some kind of engine, so that they can at least be sent to the store. I am sending you urgent questions. I hope that the traffic police representatives will give detailed answers to them in your “Car Showroom” section.

– Which mopeds/scooters/motorcycles are subject to mandatory registration with the State Traffic Safety Inspectorate, with what engine capacity – up to 49, up to 49.9, up to 50 cm/cc? What engine size is the current vehicle?

– According to Federal Law No. 196-FZ “On Road Safety”, as well as the Road Traffic Rules of the Russian Federation, “Vehicle” is a device intended for transporting people, goods or equipment installed on it along the roads.

Technical Regulations of the Customs Union (TR CU 018/2011) “On the safety of wheeled vehicles”, approved by the Decision of the Customs Union Commission of December 9, 2011 No. 877, gives a similar definition to the concept of “Vehicle” - a wheeled device of categories L, M, N, O, intended for the transportation of people, goods or equipment installed on it. Category L – these are motor vehicles, M – vehicles that have at least four wheels and are used for transporting passengers, N – vehicles used for transporting goods – trucks and their chassis, category O – trailers (semi-trailers) for vehicles.

Thus, based on the analysis of the norms of current legislation, the concept of “vehicle” is not related to the value of engine volume.

At the same time, the Rules for registering motor vehicles and their trailers with the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, approved by Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 No. 1001 (registered with the Ministry of Justice of the Russian Federation on December 30, 2008 No. 13051) establish a uniform registration procedure throughout the entire territory of the Russian Federation in the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, motor vehicles with an internal combustion engine displacement of more than 50 cubic centimeters or a maximum electric motor power of more than 4 kW, as well as a maximum design speed of more than 50 km/h and trailers for them, intended for driving on public roads and owned by legal entities , citizens of the Russian Federation, foreign legal entities and citizens, stateless persons.

– Now there are scooters and bicycles with electric motors on batteries. Their speed is about 30 km/h, their range is 25-30 kilometers, are they vehicles? Do they need to be registered with the traffic police? At what age can you ride them? Do I need a driver's license for this and what category?

– The Technical Regulations classify the specified vehicles - mopeds, motorbikes, mokiks - into category L1, which also includes two-wheeled vehicles, the maximum design speed of which does not exceed 50 km/h, and characterized in the case of an internal combustion engine - engine displacement, not exceeding 50 cubic meters cm, in the case of an electric motor - rated maximum power in continuous load mode, not exceeding 4 kW.

The specified vehicles are not subject to registration with the State Traffic Inspectorate; to drive them, in accordance with the requirements of Part 1 of Article 25 of the Federal Law, you need a driver’s license of category “M” (mopeds and light quadricycles) or subcategory “B1” (tricycles and quadricycles) depending on the type of vehicle facilities.

The age limit for driving these vehicles is established by the Russian Traffic Regulations - 16 years.

– At what age and what category do you need to get a driver’s license to ride a moped/scooter/motorcycle on public roads?

Traffic regulations of the Russian Federation: “Moped” is a two- or three-wheeled mechanical vehicle, the maximum design speed of which does not exceed 50 km/h, having an internal combustion engine with a displacement not exceeding 50 cubic meters. cm, or an electric motor with a rated maximum power in continuous load mode of more than 0.25 kW and less than 4 kW. Quadricycles with similar technical characteristics are considered equal to mopeds.

According to the requirements of Part 1 of Article 25 of the Federal Law, to drive mopeds and scooters in the Russian Federation, you must have a special license to drive vehicles of category “M” (mopeds and quadricycles) or subcategory “B1” (tricycles and quadricycles), depending on the type of vehicle.

How to stay on the bike? There are also a number of rules here. Let's go through them:

  • While driving, it is best for the passenger to hold on to the bike, not the driver, so as not to interfere with or hinder his actions.
  • Even before the start of the ride, check how it will be more convenient for you to hold on: with your hands on the sides of the bike or with your hands back. At the same time, try to tightly wrap your hips around the driver so that you have additional fixation.
  • If you are holding on to the driver, the most important rule is not to restrict his movements or interfere with him. Do not grab it tightly and completely with your hands! Wrap your knees tightly and hold your waist with your hands.

During the trip, you should at least not interfere, but at most help the driver. What does it mean?

  • Don't do anything unexpected, don't scream, flinch or grab the driver, remember that any sudden movements of yours could lead to an accident!
  • Don't distract the driver. Especially if the driver is not yet experienced enough, do not interfere with conversations or any comments regarding the movement.
  • If you suggest a route, inform about turns and lane changes in advance.

The most important thing that the passenger should remember from this article is that he, like the driver, influences and is responsible for the safety of the trip, so please, if you sit second on someone’s bike, be serious and responsible.

New traffic rules 2021 - for motorcyclists

Good news for motorcyclists:

From April 4, 2021, the speed limit on highways has been increased to 110 km/h. Previously, the permitted speed limit was 90 km/h.

Here is the change in the traffic rules:

Rule 10.3 of the road:

It was before April 4th:

for cars and trucks with a permissible maximum weight of no more than 3.5 tons on highways - at a speed of no more than 110 km/h, on other roads - no more than 90 km/h;

intercity and small buses and motorcycles on all roads - no more than 90 km/h;

Maximum speed outside the city

On motorways

The maximum permitted speed on the roads of the Russian Federation is currently 130 km/h . You can drive at this speed if two conditions are met simultaneously

  • Sign 5.1 “Motorway” has been installed.
  • Sign 3.24 “Maximum speed limit” is installed with a value of 130.

Note. This combination of road signs can be found on the roads extremely rarely. If you have come across similar highways, write about them in the comments to the article.

On ordinary roads

On regular country roads, the maximum permitted speed is:

However, this does not mean that a passenger car outside the city can always drive at a speed of 90 km/h. There are numerous conditions under which the speed must be reduced and these will be discussed below.

For driving without category A

Driving a motorcycle can only be carried out with a valid driving license of category A, A1 or M, in accordance with the type of bike. For riding a motorcycle without a license, the offender will face a fine. The amount of the penalty depends on the seriousness of the offense.

If the driver simply does not have a driver’s license with him, the state traffic inspector will issue a decree in the amount of 500 rubles. Moreover, in some cases, the inspector may limit himself to a verbal warning. And if in a short time someone can deliver a driver’s license, they will be able to completely avoid punishment.

If you don’t have a driver’s license at all, the offender will face serious punishment. For driving without category A, a driver who has never formally studied the theory and practice of driving will be fined 5-15 thousand rubles. Fine in the amount of 30 thousand rubles. or a 15-day arrest awaits a motorcycle owner who, for some reason, was deprived of his driver’s license, but got back behind the wheel of a motorcycle.

Limiting the maximum speed using a sign 3.24

Prohibitory sign 3.24 “Maximum speed limit” is one of the most popular signs on country roads:

3.24 "Maximum speed limit." It is prohibited to drive at a speed (km/h) exceeding that indicated on the sign.

The meaning of this sign depends on the number inscribed in the red circle.

For example, if the sign shows the number 70, then you can drive no faster than 70 km/h.

In most cases, the sign is used specifically to reduce the permitted speed .

However, sign 3.24 can also be used to increase the permitted speed. Clause 10.3 of the traffic rules:

Note. By decision of the owners or possessors of highways, an increase in the speed on sections of roads for certain types of vehicles may be allowed if road conditions provide for safe movement at a higher speed.

For example, let there be a sign on a country road with a limit of 90 km/h:

For passenger cars, this sign does not change anything. However, it applies to all types of vehicles. Therefore, for category C trucks, whose speed is normally limited to 70 km/h, this sign raises the maximum permitted speed to 90 km/h.

Stepped speed limit

Let's look at the features of installing 3.24 signs, which are unknown to most drivers. The point is that if a section of the road has a low speed limit, then the signs should be installed in steps of 20 km/h. This is regulated by the requirements of GOST R 52289-2004 (clause 5.4.22):

If a maximum speed is set on a given section that differs from the maximum permitted speed on the previous section by 20 km/h or more, a stepped speed limit is applied in increments of no more than 20 km/h by sequentially installing signs 3.24 at a distance of 100-150 m from each other. friend.

A stepped speed limit may not be applied in front of a populated area indicated by sign 5.23.1 or 5.23.2 if the visibility distance of the sign is more than 150 m.

Thus, when organizing repairs on country roads, a combination of signs “70 - 50 - 40” can be used and a separate sign “40” cannot be used. Otherwise, installing the sign is a violation of GOST requirements.

Is a helmet required on a motorcycle?

The issue of using a helmet on a motorcycle is regulated by clauses 2.1 and 5.1 of the traffic rules:

2.1.

The driver of a motor vehicle is obliged to: ... 2.1.2. When driving a vehicle equipped with seat belts, be fastened and do not carry passengers who are not wearing seat belts. When driving a motorcycle, wear a fastened motorcycle helmet and do not carry passengers without a fastened motorcycle helmet.

5.1.

Passengers are obliged to:

  • when traveling in a vehicle equipped with seat belts, be wearing them, and when riding a motorcycle, wear a fastened motorcycle helmet;

That is, when riding a motorcycle, a helmet must be worn

both for the driver and passengers. Including passengers traveling in a stroller (cradle).

Recommended driving speed

On country roads you can also find information sign 6.2 “Recommended speed”:

6.2 "Recommended speed". The speed at which it is recommended to drive on this section of the road. The sign's coverage area extends to the nearest intersection, and when sign 6.2 is used together with a warning sign, it is determined by the length of the dangerous area.

This sign does not oblige drivers to anything, so you can decide for yourself whether to follow its recommendations or not.

Minimum speed limit

The traffic rules provide a sign that limits the minimum speed:

4.6 "Minimum speed limit." Driving is only permitted at the specified speed or higher (km/h).

Moreover, the end of the coverage area of this sign, unlike sign 3.24, can be indicated only in one way - sign 4.7:

Note. If there is a “Minimum speed limit” sign, it is impossible to stop the car without violating traffic rules, i.e. it turns out that stopping and parking in the area covered by this sign is prohibited.

For driving without license plates

Using a vehicle that is not equipped with a license plate is a serious offense, since in this case the vehicle cannot be identified. For riding a motorcycle without license plates, the offender is subject to a fine of 5 thousand rubles or a restriction of rights for a period of 1 to 3 months.

For unreadable (heavily dirty) or incorrectly assigned license plates, the owner of the bike will be fined 500 rubles or receive a warning.

Motorcyclists have the right to ride without license plates only for the first ten days after purchasing the vehicle. During this period, they must register and obtain license plates from the traffic police.

Entries to and exits from populated areas

Do not forget that the maximum speed of movement, in addition to sign 3.24, can also be limited by entrances to populated areas, which are indicated by the corresponding signs on a white background:

When entering even the smallest village marked with such a sign, you must reduce your speed to 60 km/h .

You can accelerate again to 90 km/h only after the car passes the sign indicating the end of the settlement:

Note. Signs indicating the beginning of a settlement are usually installed on the right side of the road, so it is quite difficult not to notice them. As for signs indicating the end of a populated area, they can be installed both to the right and to the left of the roadway. Therefore, it is not always possible to notice them.

Which motorcycles do not require a license?

Currently, to drive these vehicles you need a category A license. You can get them upon reaching the age of majority, in Russia this is 18 years. A license of category A1, which allows you to drive two-wheeled vehicles V up to 125 cm3, as well as a license of category M, which allows you to drive scooters and mopeds, can be obtained 2 years earlier - already at the age of 16.

Are there any speed limits for motorcycles on the motorway and what do the traffic rules say?

A special section in the traffic rules describes behavior on roads marked with the sign “5.1”. These are roads with a special speed limit. They have their own characteristics both in structure and in operation. The Russian Federation owns eleven such highways.

A highway is a road that has a special purpose and type. In the traffic rules, it is indicated in article 1, paragraph 2, it is indicated on the sign “5.1”, and also has divisions into roadways for each direction (they are separated by stripes or reinforced fencing). It is important that the highway does not have intersections with rail tracks, roads or bicycle paths, which increases its safety and reduces the incidence of accidents.

The expressway is very popular not only among car owners, but also among motorcyclists. They are especially attracted to violations of the speed limit. In practice, most people do not pay attention to the signs, believing that a fine will bypass them.

Kanaev: new traffic rules restrictions for novice drivers are quite reasonable

It will be easier for beginners if they are marked on the road, he is sure.
But, unfortunately, not everyone is going to install these signs on their cars, which is why penalties are introduced. “You can easily buy this “novice driver” badge for a maximum of 200 rubles, there are no problems - stick it on and drive normally,” Kanaev concluded. For violating the towing rules in the Code of Administrative Offences, there is a warning or a fine of 500 rubles; for transporting a passenger on a motorcycle and for the lack of an identification mark, newcomers will also face a fine of 500 rubles.

Permitted maximum speed

Speeding is one of the most common violations. Motorists (no more than 3.5 tons, if it is a truck) can accelerate their vehicles to 110 km/h on the highway. The same applies to motorcyclists (if we talk about the owners of scooters and mopeds, they are prohibited from entering the expressway, with the exception of the roadside).

Article 10 of the Traffic Regulations establishes by law the maximum speed for various types of vehicles when driving on a highway. Namely: motorcycles, cars, trucks weighing no more than 3.5 tons can accelerate to 110 km/h when driving on a highway.

How should a good passenger on a bike behave?

  • A very important point is psychology. The passenger must have complete trust in the driver, the ability to sense body language and act in unison. If you don't have confidence and positive emotions, it's better not to get on a bike at all.
  • As a passenger, you must remember one of the basic rules: all actions with the bike are done at the command of the driver. He is the main one. The driver tells you when to get on the bike and when to get off. At these moments, he will be ready for your actions, and they will not come as a surprise to him.
  • You also need to get on the bike correctly. First, you need to sit in a position where you can feel the driver's body. This is important so that you understand what happens when the driver shifts his center of gravity, for example, when going into turns, and also shifts. As a passenger, you should become an extension of the driver. Secondly, sit so that you are comfortable so that you don’t have to change seats and fidget during the trip. And thirdly: distribute your body weight evenly: do not fall on your left or right side. Place your feet on the footrests.
  • While riding, be sure to maintain your balance and do not shift your center of gravity. When you shift from side to side on a bike, you change the center of gravity of the entire bike and it can be very difficult for the rider to hold it, especially if you are in a similar weight class. The passenger must understand that he also partially controls the bike by changing the weight distribution. Also, while riding, your body should be slightly leaned forward, do not lean back under any circumstances, because during a sudden start or a certain maneuver, if you lean back, you may simply fly off the bike.
  • Don't try to "help" control the bike. Some passengers "steer" by moving their weight away from the driver - such actions can lead to an accident.

What fine and/or other punishment is provided for excess?

For exceeding the speed limit, the traffic police (under Article 12.9 of the Code of Administrative Offenses of Law No. 195 of December 30, 2001) determined fines and punishments. They directly depend on how much the set speed limit was exceeded:

  • Exceeding the speed from 20 km/h up to 40 km/h including – a penalty of 500 rubles.

  • Exceeding the speed limit by 40-60 km/h is fined 1 thousand-1.5 thousand rubles. In case of a repeated offense, the driver will be required to pay between 2 thousand and 2.5 thousand rubles.
  • Exceeding the speed from 60 to 80 km/h - a fine of 2 thousand - 2.5 thousand rubles. There may also be a penalty in the form of deprivation of a driver's license for a period of four to six months. If this violation is repeated, the driver is guaranteed to be deprived of his license for a period of 1 year or a fine of 5,000 rubles, when there is evidence in the form of photo or video materials.
  • If you exceed the permitted speed of 80 km/h, you will be fined 5 thousand rubles. or deprived of the certificate for half a year. In case of repeated violation, a fine of 5 thousand rubles is issued. in case of photo/video recording or deprivation of rights for one year.

The severity of the punishment depends on how much the limit is exceeded; the higher the speed, the greater the amount and period of deprivation of rights.

In the traffic rules, a motorcycle is considered as a two-wheeled vehicle with a mechanical drive, with or without a side trailer. Motorcycles also include three-wheeled and four-wheeled vehicles (for example, an ATV), which have complete equipment and weigh no more than 400 kg. For motorcyclists, the rules of the road are general and included in the main set of rules. According to Art. 10 clause 3 of the traffic rules - outside the populated area the speed limit is allowed :

  1. passenger vehicles, trucks (no more than 3.5 tons) on the highway - do not exceed the speed of 110 km/h;
  2. small bus/intercity bus, motorcycle – must not exceed a speed of more than 90 km/h;
  3. passenger cars with a tow, trucks (over 3.5 tons), large buses on the highway - do not exceed 90 km/h;
  4. On the highway marked “5.1”, passenger cars and motorcycles are allowed a speed limit of no more than 110 km/h.

Although high speeds are allowed for motorcycles, you should not neglect your own and others’ safety and drive headlong.

"Beginner Driver" sign on a motorcycle

In 2021, a driver who has less than 2 years of total experience is required to display a novice driver sign on the rear of the vehicle. does not apply to motorcyclists.

:

“Beginner driver” - in the form of a yellow square (side 150 mm) with an image of a black exclamation mark 110 mm high - behind motor vehicles (except for tractors, self-propelled vehicles, motorcycles and mopeds) driven by drivers who have the right to drive the specified vehicles less than 2 years old.
