Driving experience for compulsory motor liability insurance, we calculate according to the table

OSAGO and experience

Today, almost every vehicle owner knows that when a new person is included in the insurance, the coefficient can change the cost of insurance, increasing it two to three times. This is due to the fact that the new driver has little experience and there are no discounts for experience. When does driving experience begin? A person’s length of service begins from the moment he receives his license and is measured in years. In order not to overpay in the future, it is necessary to understand the algorithm for calculating driver experience.

What is driving experience? It accumulates from the moment you obtain your license for the first time. For example, if the driver received a license in 2010, and now it is 2021, then the experience will be 8 years.

Experience coefficient

When calculating MTPL insurance, a special program applies many different coefficients. There is a coefficient associated with experience. When does driving experience begin? The driver’s experience begins to be calculated from the moment he receives a document giving him the right to drive a motor vehicle. Moreover, its duration will not be affected by the following circumstances:

  • presence in the ownership of the driver of the vehicle;
  • direct practical driving experience behind the wheel.

Peculiarities

The items listed above are not checked and do not affect the final driving experience. And yet, this information has an impact on the calculation of compulsory motor liability insurance. If a person did not drive after he received his license, then he was not included in the MTPL insurance. This means that there is no information about experience in the RSA database, and therefore there are no discounts. For example, a person got his license at the age of twenty, got behind the wheel for the first time and signed up for insurance at the age of twenty-five. According to the rules, his experience is five years. In fact, I had no driving experience. This is the first time information about this driver has been added to the RSA database. Accordingly, the driver’s accident class will be 3. Since he didn’t have one before, even though according to the documents he has five years of experience. Next year (provided that there is no accident), the first discount on compulsory motor liability insurance will appear in the amount of 5% and the accident class will become equal to four.

It is also worth noting that if two drivers received their licenses at the same time, their length of service according to their documents is the same. But this does not mean that their accident class will be the same. For example, one driver immediately got behind the wheel, was included in the insurance and received discounts, while another person started driving a vehicle only after a couple of years. Accordingly, his discounts appeared much later. Thus, even if the documented experience of drivers is the same, this does not mean that the impact of bonuses on compulsory motor liability insurance will be the same.

Limited list in the MTPL policy

Sometimes drivers are outraged that their accident class is much lower than it should be. If the owner of a vehicle insured the car using insurance without driving restrictions and transferred control to another person, then the persons using the car do not receive discounts on compulsory motor liability insurance. Discounts are awarded only to the owner of the car; accordingly, the class is also increased only for him. This happens because information about the drivers is not included in the insurance policy. Therefore, in order to receive discounts every year and earn the highest class, you must insure your vehicle using a limited list of drivers.

Information about driving experience can be found on your driver's license. After replacement, traffic police officers indicate information about the previous license in the “Special notes” column. If it is necessary to provide accurate data, this information must be taken into account.

How does driving experience affect car insurance?

Third party insurance is compulsory insurance, the cost of which is determined individually for each driver. First of all, we are not talking about the car model, but about driving experience and the number of accidents.

In the process of compulsory insurance, all companies take into account two main parameters that determine the corresponding coefficients. The first takes into account the driver's age. It plays a role only in the initial period of obtaining a driver's license. After this, this factor does not have a significant impact on the cost of the service.

The cost of liability insurance depends on two parameters: one takes into account age and driving experience, and the other takes into account the number of accidents caused by the driver over a certain period of time.

The second parameter has a very significant impact on the price of the policy. That is why all motorists who are planning to enter into a suitable agreement with the company should pay attention to it. This applies to both driving experience and accident-free driving time. The higher these two values, the less you will have to pay for third party insurance. The second factor is also known as the bonus-malus factor (BMI).

Determining the cost of compulsory insurance for him is a process that is carried out on an individual basis. Therefore, there are no clearly defined features of its procedure in relation to the car model, engine displacement, year of manufacture, etc.

Sometimes drivers are faced with the fact that the price offered to them by insurers is prohibitively high. This is because they take into account the vehicle's accident-free operation time and the total number of years spent behind the wheel.

Experience and price of the insurance document

The cost of an MTPL insurance contract depends not only on the length of service, but also on the age of the policyholder. Based on the information received, the program generates a final coefficient, which will additionally be applied to the base tariff.

Person's age Experience Final tariff
Under 22 Less than 3 1,8
Under 22 More than 3 1,6
More than 22 Less than 3 1,7

The table shows that the increasing factor will be used for drivers who are under twenty-two years of age. With more than three years of experience, the coefficient decreases slightly. The legislation established a limit on experience of up to three years, since this period of time is considered evidence of having the skills to drive a vehicle.

If the car owner wants to include in the list of drivers a person under 22 years of age and with less than three years of experience, it is better to purchase insurance without limiting the list. This insurance will not take into account driver data. Any person who has the right to drive a vehicle can get behind the wheel. Insurance discounts will be awarded to the owner of the car.

For drivers over twenty-two years of age with more than three years of experience (provided there have been no accidents), when purchasing a compulsory motor liability insurance policy, the increasing coefficient changes to a decreasing tariff and the accident class increases. Having three years of driving experience helps you purchase an insurance contract at a lower price (about eighty percent cheaper).

How is driving experience considered for MTPL insurance?

Quite often there are cases when the bonus-malus coefficient has deviations or does not correspond to reality at all. The fact is that all data in the main database is entered manually by employees and taken from there during registration.

But, taking into account the human factor, this may be done untimely or not done at all. That is why it is so important to understand how to find out your driving experience.

Many conscientious insurance companies do not try to hide the driver’s class at all, and on the contrary, they write it into the policy itself, in the “Special Notes” column. The next time, visiting the insurance company, the driver himself understands whether this figure will increase or decrease.

Now let's take a closer look at what the KBM parameter is and how to calculate it.

The KBM parameter represents a certain period during which the driver never had an accident and did not use insurance. The countdown begins from the moment when compulsory motor liability insurance began to be issued in our country, that is, from July 2003. If for almost 15 years you have never been in an accident due to your own fault, you should be assigned class 13 KBM, which is equal to 0.5. This significantly reduces the cost of insurance.

Of course, experience has a direct impact on the cost of compulsory motor insurance. To calculate the cost, the base rate is taken as a basis, to which different coefficients are applied. Let's look at them in more detail:

  1. Novice drivers who have not yet turned 22 years old and do not have driving experience or if it has not reached the threshold of 3 years will have a rate of 1.8, which is 80% of the rate. If by this age the motorist has already driven for 3 years, then the rate will be 1.6, which is only 60% of the declared value.
  2. Those who are over 22 years old, but have less than three years of driving experience, will have to pay 70%, coefficient 1.7. And those who are over 22 years of age and have been driving for more than 3 years will have an indicator of 1 (0%).

When taking out an MTPL policy, most of the overpayments are associated precisely with the imposition of additional services and features, for which you need to pay a little extra.

If you also find yourself in such a situation, then you should not be upset or nervous. First, demand that you be provided with the law itself, or references to it, where it is stated that the insurance company has the right to act in this way. Not a single legal act states that car insurance is issued only when insuring the life of the driver.

Tell the company employee that in order to avoid controversial situations, all your communications will be recorded on the phone. This method works almost flawlessly, because all employees know that, by law, they do not have the right to refuse you. This is stated in 15.34.1 of the Code of the Russian Federation. The same article provides for punishment in the form of a fine of 50,000 rubles for an unjustified refusal to carry out the procedure.

In addition to driving experience, the number of accidents or accidents in which the car has been involved in the last estimated period of time is also taken into account. Driving experience is taken into account to calculate the discount for driving without accidents. The period of time starting from the summer of 2003, when compulsory motor liability insurance appeared in our country, is taken into account.

If over the entire period you have never found yourself in unpleasant situations associated with accidents, then your KBM indicator, as we wrote earlier, should be equal to 0.5. Then it all depends on whether you were found guilty, how many times a year you got into accidents and how difficult they were.

Differences in odds for different drivers

It is difficult for a driver who has just purchased a license to obtain an acceptable coefficient for the final insurance calculation. The MTPL tariff always takes into account road traffic accidents, as well as victims’ appeals to the culprit’s insurance company to receive compensation for the damage caused. Beginners have no practical driving experience, therefore, according to statistics, a large number of road accidents occur with them.

When comparing a driver with more than ten years of experience without an accident and a person with no experience who was involved in a traffic accident in the first year, the cost of an insurance contract for a professional driver will be several times less than for a beginner.

This is due to the fact that for a beginner, a coefficient of 1.8 is applied, and guilt in a traffic accident will increase the tariff to 2.45. When multiplying the remaining coefficients and the base tariff, the price for an MTPL insurance policy will increase approximately four times. Therefore, before purchasing an MTPL insurance policy, it is necessary to calculate the most profitable option. It may be better for a newbie to purchase an unlimited policy if really necessary, since the cost of an unlimited policy will be approximately the same as the price of a limited policy with a newbie included.

And a driver with more than ten years of experience who has not been involved in traffic accidents receives a 5% discount and a one-unit class upgrade every year. The maximum discount for drivers is 50%, with an accident class of 13.

Road traffic accidents happen very often due to the fault of drivers. It has been noticed that most drivers get into accidents in the first years of driving a vehicle. Further, the number of accidents decreases, and accordingly, the cost of insurance falls.

How is driving experience considered for MTPL insurance?

The highest coefficient due to age and experience - 1.93 will be for motorists who do not have driving experience and are under 21 years of age. Their insurance, taking into account the FAC, will cost 1.93 times more.

The cost of insurance will decrease by 7% in 2021 for drivers who have crossed the 50-year mark and have a driving experience of more than 14 years.

A detailed table containing information about all groups of car owners can be found below.

Information about KVS for legal entities and foreign citizens

  1. Legal entities need to increase the given values by 1.8 rubles.
  2. When the FAC is calculated for foreigners who do not have a Russian license, in such a situation the driving experience is equal to 0.

A situation with overpayment may arise for a trivial reason - if you do not know how driving experience is calculated. Applying knowledge about the correct calculation of driving experience for compulsory motor liability insurance will allow you to rationally use your funds for compulsory insurance. At the same time, an illiterate approach to obtaining insurance can lead to you losing all cumulative discounts for the entire period of operation of the vehicle. And, as a result, there is an overpayment.

The situation is much more complicated with the calculation of accident-free driving experience (ACD). Calculations for this indicator are updated every year. At the same time, its indicators according to the previous document on MTPL insurance are taken into account, as well as the number of insured events for the expired period of contractual obligations.

Let's look at another example of how driving experience is calculated for compulsory motor liability insurance. Let's say the owner of a passenger car has had no accidents for a year, in this case the driver's class should increase by 1, the coefficient reduced by 0.05.

If traffic accidents occurred due to the fault of a driver who has insurance, then the class is downgraded taking into account the number of accidents. KBM can be changed more than once in life: both upward and downward.

Payment discrepancies arise for the following reasons:

  • drivers’ lack of knowledge of their KBM;
  • lack of coefficient indications on paper;
  • the values of the KBM indicator can be changed in the MTPL information base by employees of insurance companies.

Determining the cost of mandatory insurance is a process that occurs on an individual basis. That is why there are no clear features of its implementation in relation to the car model, engine size, year of manufacture, etc.

Sometimes motorists are faced with the fact that the price offered to them by insurers is prohibitive. This is due to the fact that they take into account the vehicle’s operating experience without an accident and the total number of years behind the wheel.

The age of the driver is considered an extremely important parameter, since all motorists have individual driving styles. Not everyone at 18 drives a car worse than people over 40, however, according to insurers, experience plays a significant role, so you shouldn’t completely ignore it when making transactions.

Overall length of service is an important indicator that should not be ignored if you need to obtain a motor vehicle license soon. The relationship between total length of service and compulsory motor third party liability insurance lies in four main meanings:

  1. The maximum coefficient can reach 1.8. It applies to drivers who are under 23 years of age and have been driving for no more than 3 years.
  2. A coefficient of 1.7 is used in relation to drivers who received a license relatively recently - less than 3 years ago. Moreover, they must be over 23 years old.
  3. A coefficient of 1.6 applies to drivers who are already 22 years old and whose total driving experience exceeds 3 years.
  4. A coefficient of 1.0 is used for those drivers who are already 23 years old and have a total driving experience of more than 3 years.

Thus, for those drivers who have no driving experience, the cost of insurance almost doubles. That is why you should definitely pay attention to this connection, just like the duration of operation of the vehicle without an accident.

Currently, the legislation of the Russian Federation does not provide for stopping the accrual of length of service upon confiscation of rights. This means that no conditions can be a reason to stop calculating the period of driving a vehicle. It is automatically launched the moment the driver receives a driving license for the first time. This often happens at the age of 18-20. Despite the fact that in the subsequent period the motorist may not have any practice, the driving experience will be considered.

One of the important points that you need to know when taking out an insurance policy is what the relationship is between the period of driving and acquiring a new category. This must be understood in order to accurately determine the value of the contract.

At the moment in the Russian Federation, when a new category is opened, the driving experience remains the same. However, it does not add up to what comes with the new rights. For example, if a person has received category “B” from the age of 18, and category “C” from the age of 21, then at the age of 25 he will have two years of experience:

  1. For category “B” – 7 years. This is due to the fact that the calculation begins from the age of eighteen of the motorist.
  2. For category “C” – 4 years. This is due to the fact that the period is counted from twenty-one years.

Thus, the opening of a new category does not affect the length of service. Each category requires a new calculation of vehicle driving time. Transferring it from one vehicle to another is completely prohibited. This is due to the significant difference between vehicles and the features of their management. Operating a passenger vehicle requires less skill than driving a truck.

The driver’s lack of accident experience is one of the reasons for the reduction in the cost of obtaining an MTPL policy for him. That is why it is extremely important to use the vehicle in such a way as not to provoke an accident. It must be remembered that who exactly caused the accident also plays a significant role. These aspects need to be understood in order to be able to protect yourself from extremely high insurance prices when dealing with your insurer.

Experience for the experience coefficient

The start of a person's driving experience is indicated on a person's driver's license. The back of the document contains all the information. When replacing a driver's license, information about previous licenses is also written in the column. How to calculate compulsory motor liability insurance when replacing rights? The coefficient responsible for the length of service is stored in the database for each driver separately. At the same time, if documents are replaced and the driver does not notify the insurance company or make changes to the policy immediately after receiving a new license, then the discounts will be lost. This is due to the fact that the program assigns discounts to each person separately; if changes occur, information about the driver from the database does not enter the program. Thus, it turns out that another person came to insure the car. Therefore, in order for discounts to be maintained, you must immediately contact your insurance company to save new information.

But if the loss of discounts has occurred, you can return them. But you will still have to purchase a policy with a higher cost right away, since driving a vehicle without an MTPL insurance contract is prohibited by law. You must contact the PCA system on the official website with an application for the restoration of discounts. The RSA system will send its response to the applicant’s email account. If the answer is positive, this letter must be printed and taken to your insurance company. Employees will be able to return the money they overpaid, and the accident class will remain the same.

The concept of driving experience

It is impossible not to mention that a huge number of Russians have a driver’s license in their wallet “for beauty” or it was taken away from them according to the “let it be” principle. Many of them, after their driver’s license expires, replace the document with a new one, but still do not get behind the wheel. This category of citizens has a driver's license (DLC), but has no driving experience. However, when calculating driving experience, the time spent behind the wheel does not matter. This is due to the fact that the experience begins from the date you receive your first driver's license. Therefore, if you are interested in the question: “Driving experience for insurance, how is it calculated?”, know that when purchasing a policy by a third party, data from your driver’s license as of the date of receipt is used.

For the convenience of the public and all interested parties, there is a paragraph on the back of the driver's license (at the very bottom, under the categories). 14. Special notes are made on it. As a rule, this is where information about driving experience is indicated if the license has already been replaced after its expiration date. The input is not strictly regulated and may look different:

Your previous driver's license information may be used on your application.

If changes have not yet been made to the driver’s license and the first 10 years of driving experience have expired, then no entry is made in paragraph 14. An exception may be made to record the presence of a mandatory medical certificate.

How age and driving experience are taken into account

It should be noted right away that when drawing up an MTPL policy, many factors are taken into account. They all have an individual impact on the overall cost of the policy. We will focus only on two criteria: the physical age of the driver according to a general passport and driving experience according to a driver’s license.

The adopted Law on Compulsory Motor Liability Insurance distinguishes between these two concepts: age and driving experience. The idea is that a young driver is a citizen of any age who received a driver's license less than three years ago. In other words, a young driver is a person who has just reached retirement age, a young person who has just reached the age of majority, and a middle-aged person, that is, all those who received their license less than three years ago. For all of them, there is a mandatory multiplier used to calculate the final price of the MTPL policy.

But at the same time, young people who received a license for less than three years and were under 23 years of age from birth were allocated to a special category. It was created, of course, to reduce the risk of insurance companies. Because young drivers, due to their physical age and limited driving experience, are considered the most prone to accidents, reckless driving and lack of self-control typical of adults.

It is these two characteristics (age and driving history) that determine the driving history coefficient.

Change category

Each category is assigned its own length of service and duration. This information is indicated in the document itself. Thus, after receiving a new category, information on previous rights will not change. For example, a driver has a license for category “B”, the experience is 15 years, and he also received a license for category “D”. When taking out an insurance policy for a bus, category “D” rights will be used. Since there is no experience for them, the coefficient will be equal to 1.7.

Sometimes, when purchasing an MTPL insurance policy, vehicle owners are faced with a problem related to the coefficient responsible for driving experience. In order to understand why the class has changed, it is necessary to monitor the changes that have occurred over the year.

To determine your accident class, just look at your insurance policy (the driver’s class is indicated next to the driver’s name). Perhaps its value has changed due to another driver, but the owner’s KBM remains the same. As you know, when calculating the price, the program takes as a basis the minimum KBM bonus presented in the list of drivers.

Does length of service affect the cost of insurance?

Experience and age do not affect the cost of insurance. Its cost is affected by the number of years without an accident. To calculate the cost of insurance, different coefficients are used. Novice drivers who are under 22 years of age, without driving experience, will have an indicator of 1.8.

Drivers over 22 years old with less than 3 years of driving experience will have an indicator of 1.7.

An older and more experienced driver will pay less for insurance than a driver without driving experience.

If you add an inexperienced driver to your policy, the cost will double.

An MTPL policy can be purchased by any car driver, even without driving experience. For young drivers, the price of insurance will be much more expensive than for an experienced motorist.

The insurance company thus insures itself, doubting the driving skills of the young motorist. If a person who recently received a license does not fit into a turn, then the insurance company will have to compensate for the damage to the injured party.

Breaks and their impact on KBM

How to calculate compulsory motor liability insurance if the driver had breaks? In a person's life, there may be interruptions in the insurance policy of the MTPL policy. If the pause lasts more than twelve months, the class is canceled and turns into 3. As you know, the third class happens to beginners. Thus, there is a complete loss of earned discounts.

Also, an accident-free year will not be counted towards a driver if he was not included in the list from the very beginning of the contract. And if the MTPL agreement is terminated, the BMI will also not increase and the discounts will not increase.

Results

There are important nuances regarding length of service during the registration of an insurance contract:

  • The period of time that changes the price conditions for purchasing insurance is three years. This period affects new drivers, as well as drivers who have been involved in a traffic accident.
  • Each category has its own experience.
  • Drivers' length of service begins from the moment the document is purchased; breaks are not important for it.
  • For the coefficient responsible for length of service, the presence of a traffic accident is important, as well as the identification of the culprit.
  • The accident class decreases a year after a person ceases to include himself in the insurance policy.
