Are there any changes to maintenance intervals in 2021?

The Internet is full of the latest news about amendments to the legislation on technical inspection. In particular, we are talking about the following innovations:

  1. supposedly the frequency has changed, how often and when it is necessary to undergo technical inspection on a new and used car,
  2. cancellation of the diagnostic card if it turns out that the car did not go to the inspection point and it is therefore fictitious,
  3. recourse from the insurer, if you were the culprit of the accident, it occurred due to a malfunction of your car, and your MOT was not passed (or cancelled),
  4. and a small number of innovations.

All of them are introduced by the corresponding new Federal Law No. 122 of 06/06/2019. And we, in particular, are interested in the first point from the list above. And this is exactly what is not true.

How often you need to undergo a technical inspection is regulated by Article 15 of Federal Law No. 170. And the normative act introducing changes does not affect this article. Accordingly, the question of when to do the first or next technical inspection specifically for your car does not depend on these amendments, and in 2021 remains the same.

The remaining points of the amendments, indeed, are in force from March 1.

Updated 03/01/2021. The Government of the Russian Federation has issued a new Decree No. 275. It effectively approves the automatic extension of diagnostic cards that expire between March 1 and September 30, 2021, until October 1. That is, if your technical inspection expires until the end of September, then according to the new law you do not need to undergo it until October 1.

But if you read anywhere that the changes described in this article (which are introduced by Federal Law No. 122 above) have been postponed, then this is not true and fake. They still come into effect on March 1st. It’s just that, in fact, according to the new rules, you won’t have to undergo an inspection until October 1.

Changes in the law and new rules for undergoing maintenance

New inspection dates from April 1, 2021

Today is an article about the latest changes in the law on technical inspection - Federal Law of the Russian Federation of July 1, 2011 No. 170-FZ “On technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation.” The changes were made on the basis of the Federal Law of the Russian Federation dated April 1, 2020 No. 98-FZ “On Amendments to Certain Legislative Acts of the Russian Federation on the Prevention and Elimination of Emergency Situations.”

Federal Law of the Russian Federation No. 98-FZ was published and came into force on the date of official publication, that is, on April 1, 2021. New technical inspection deadlines began to apply for vehicles that will undergo technical inspection starting April 1, 2021.

Federal Law No. 98-FZ makes additions and changes to several different federal laws. But today I will only talk about changes in the timing of technical inspection of vehicles.

The frequency of technical inspection of vehicles is described in Article 15 of the Federal Law of the Russian Federation No. 170-FZ. The new version of the law defines the following deadlines for technical inspection:

1. Unless otherwise established by federal laws, vehicles are subject to technical inspection at the following intervals:

1) every twenty-four months in relation to the following vehicles, from the year of production of which four to ten years have passed into circulation, including the year of their production indicated in the vehicle passport and (or) vehicle registration certificate (hereinafter referred to as the year of production) :

  • a) cars;
  • b) trucks with a permissible maximum weight of up to three tons, five hundred kilograms;
  • c) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law;
  • d) motor vehicles;

2) every twelve months in relation to vehicles specified in paragraph 1 of this part, more than ten years ;

3) every twelve months in relation to the following vehicles, from the year of release of which no more than five years :

  • a) passenger taxis;
  • b) buses;
  • c) trucks designed and equipped for the transport of passengers, with more than eight seats (excluding the driver's seat);
  • d) trucks with a permissible maximum weight of more than three tons, five hundred kilograms;
  • e) vehicles equipped, in accordance with the legislation of the Russian Federation, with devices for giving special light and sound signals;
  • f) vehicles intended for training in driving;

4) every six months in relation to vehicles specified in paragraph 3 of this part, more than five years ;

5) every six months in relation to specialized vehicles and trailers for them, designed and equipped for the transportation of dangerous goods .

2. A technical inspection is not required the first four years , including the year of manufacture, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article):

  • 1) cars;
  • 2) trucks with a permissible maximum weight of up to three tons, five hundred kilograms;
  • 3) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law;
  • 4) motor vehicles.

Brief summary:

  • Cars, category B trucks, motorcycles, trailers - according to the new rules, must undergo technical inspections at 4, 6, 8, 10 years and then annually.
  • Taxis, buses, trucks equipped for transporting passengers, category C trucks, educational vehicles - in 1, 2, 3, 4, 5 years, then every 6 months.
  • Vehicles intended for the transportation of dangerous goods - every 6 months.

As you can see, compared to the previous version of the law, in most cases the time frame for passing a technical inspection has increased or remained the same.

When is the first inspection required on a new car after purchase?

Let's begin! The very first technical inspection for a relatively new car will need to be done after 4 years of its age. Moreover, the year of manufacture also counts. But this does not apply to all types of vehicles.

This subtlety is regulated by Part 2 of Article 15 of the Federal Law On Technical Inspection:

2. A technical inspection is not required in the first four years, including the year of manufacture, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article)…

Types of transport that are exempt include the following:

  • passenger cars (except those used in taxis),
  • cargo trucks with a permissible maximum weight of up to 3.5 tons,
  • trailers and semi-trailers (trailers of individuals for passenger cars are never required to undergo technical inspection),
  • motorcycles.

But you need to correctly calculate the beginning of this period.

First, please note that the countdown does not start from the date of purchase of your car, but rather from the date of manufacture - that is, the production of the car. The law itself indicates that you need to look at this date in the registration certificate or PTS.

Secondly, the legislation talks about the inclusive date. That is, these 4 years include the date of production of the car. For example, if your car was released in 2021, then already in 2021 you need to undergo a technical inspection. Even if the car was manufactured on December 31, 2017, the date when the first technical inspection needs to be done will still be the beginning of 2021. And in this case, you are not subject to the automatic renewal of diagnostic cards. For the 2021 model year - accordingly, from the beginning of 2022.

Thus, a new passenger car must undergo technical inspection for the first time according to the new rules after 4 years, including the year of production of the car. This does not depend on who owns the transport - an individual or a legal entity. We look at the car's release date in the STS or PTS.

If the dates in the STS and PTS are different?

The legislation does not provide for such a case. Moreover, the difference in dates in these documents can exist solely by mistake, because both the certificate and the PTS indicate exactly the date of production (not purchase, not release into circulation, nothing else).

However, to avoid problems, we still recommend taking an earlier date.

Well, the latest amendments that may be of interest to the average car enthusiast relate to the frequency of technical inspection .

Up to 3 years

2. A technical inspection is not required in the first three years, including the year of issue, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article): 1) passenger cars with a permissible maximum weight up to three tons five hundred kilograms; 2) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; 3) trailers and semi-trailers, the permissible maximum weight of which is up to three tons, five hundred kilograms; 4) motor vehicles.

2. A technical inspection is not required in the first three years, including the year of manufacture, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article): 1) passenger cars; 2) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; 3) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law; 4) motor vehicles.

So, please note that several phrases are excluded from the previous paragraph of the federal law.

Firstly, all passenger cars are now exempt from technical inspection for the first 3 years, regardless of their weight.

Secondly, all trailers and semi-trailers are also exempt from technical inspection in the first 3 years. Here, just in case, let me remind you that trailers owned by individuals and having a permissible maximum weight of less than 3500 kg, from January 1, 2012, do not have to undergo technical inspection at all. All other trailers and semi-trailers can ignore technical inspection only in the first 3 years.

By the way, previously trailers and semi-trailers with a permissible maximum weight of more than 3.5 tons did not appear at all in the Federal Law “On Technical Inspection,” which caused misunderstanding among their owners. This inaccuracy has now been corrected.

Thirdly, another ambiguity has been eliminated. Now 3 years are calculated not from the date of release into circulation, but from the date of release of the vehicle. Those. old cars imported from abroad and put into circulation this year no longer have any privileges in terms of technical inspection. This is quite logical.

From 3 to 7 years

4) every twenty-four months in relation to the following vehicles, from the year of release into circulation of which three to seven years have passed, including the year of their release into circulation (except for vehicles specified in paragraphs 1 and 3 of this part): a) passenger cars vehicles with a permissible maximum weight of up to three tons, five hundred kilograms; b) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; c) trailers and semi-trailers, the permissible maximum weight of which is up to three tons, five hundred kilograms; d) motor vehicles.

4) every twenty-four months in relation to the following vehicles, from the year of manufacture of which three to seven years have passed, including the year of their manufacture (except for the vehicles specified in paragraphs 1 and 3 of this part): a) passenger cars; b) trucks with a permissible maximum weight of up to three tons, five hundred kilograms; c) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law; d) motor vehicles.

Which vehicles never need maintenance?

Meanwhile, not all vehicles undergo inspection with a certain frequency.

  • It is never necessary to do maintenance on trailers and semi-trailers owned by individuals if their weight does not exceed 3.5 tons.
  • Also, a technical inspection is not required for vehicles, which, accordingly, are not subject to Federal Law No. 170. But it does not apply to vehicles with an engine displacement of less than 50 cm3, if at the same time the maximum speed technically cannot be more than 50 km/h, as well as for electric motors with a power of no more than 4 kW.
  • In addition, inspection is not required for various types of tractors, self-propelled machines, walk-behind tractors, and so on. However, they need to undergo their own separate verification.

But for ordinary passenger cars there are no separate benefits and concessions that completely exempt them from technical inspection or establish when to undergo it, with a different frequency than in general cases.

How often do I need to undergo a technical inspection?

So, we have come to the main question of when to do maintenance for different types and years of production of vehicles. And now there will be a lot of information. However, we tried to simplify it as much as possible and divide them by type of vehicle.

By the way, the law obliges you to always make a diagnostic card before purchasing a compulsory motor liability insurance policy (parts 3 and 4 of article 15).

Passenger cars

When to undergo technical inspection for passenger cars (regardless of whether they belong to legal entities or citizens) that are not used as a taxi:

  • the first 4 years, including the year of manufacture, inspection is not required,
  • at the age of 4 to 10 years – once every 2 years,
  • over 10 years old – must be completed every year.

If a passenger car is used as a taxi:

  • for a new car and until the age of 5 years, you need to undergo it once a year,
  • For taxis over 5 years old, you need to pass every six months.

It is important to remember that the insurer has the right to demand everything paid to the victims under compulsory motor liability insurance if at the time of the accident the taxi diagnostic card had expired. This right of recourse is spelled out in paragraph 1 of Article 14.1 of the Law on Compulsory Motor Liability Insurance.

In this case, it does not matter whether the accident was caused by a malfunction or not, what is important is the fact that the inspection period has expired. The same rule applies to training cars in driving schools - once a year up to 5 years of age, and once every six months over 5 years of age.

When is a technical inspection required for a passenger car?

Motorcycles

This includes any motorized vehicles (mopeds, scooters, various types of tricycles and quadricycles) that are subject to the law on technical inspection - that is, they have an engine capacity of 50 cm3 and more and a speed of more than 50 km/h.

And here everything is similar to cars:

  • for motor vehicles not older than 4 years, including the year of manufacture, there is no need to undergo a technical inspection at all,
  • over 4, but not more than 10 years - once every 2 years,
  • over 10 years old – once a year.

Trucks

If the maximum permitted weight of the truck is less than 3.5 tons - this also includes the Gazelle - then the same frequency applies here as for cars and motorcycles:

  • up to 4 years of age, including the date of issue, do not need to undergo MOT,
  • Such trucks undergo their first technical inspection when they are 4 years old and up to 10 years old - and so on every 24 months,
  • over 10 years – frequency increases to once a year.

Full-fledged trucks weighing more than 3,500 kilograms need to be inspected more often:

  • under 5 years of age – once a year,
  • over 5 years of age – once every six months.

In addition, the same frequency is established for any trucks if they are equipped to transport people with more than 8 seats, and for buses.

And for trucks designed and equipped to transport dangerous goods of any age, inspection must be done every 6 months - even if the car is new.

Trailers

In the case of this type of transport, everything works with a slight difference. If we are talking about a passenger trailer of an individual, then it never needs inspection at all.

When to get a vehicle inspection for others:

  • not necessary in the first 4 years,
  • 4-10 years – every 2 years,
  • over 10 years old - every year.

This frequency, accordingly, applies to trailers owned by legal entities or whose weight is more than 3.5 tons.

What is a diagnostic card

A diagnostic card is the result of a technical inspection of a car. The inspection is carried out by accredited service stations. Thanks to the technical inspection, the driver and other road users are confident that the wheel of the truck will not fall off, and the brakes of the bus with children will not fail.

They will not sell an MTPL policy without a diagnostic card. The fine for driving without a policy is 800 rubles.

When to undergo technical inspection. It depends on how old the car is:

  • from 4 to 10 years - every two years;
  • over 10 years old, and also if it is a taxi or bus under 5 years old - annually;
  • taxis and buses over 5 years old and truck trailers - every six months.

What changes from October 1, 2021. Diagnostic cards are becoming electronic. Information about cards is already stored in a unified automated information system (UAISTO). From October 2021, paper cards will be cancelled.

If it turns out that the driver received the old card without inspection, it will be declared invalid and information about this will be entered into the EAISTO. The company that issued such a document will receive a fine.


At the inspection station, information about the car, PTS data are written down on the card, an opinion is given and a stamp is placed. Using this card, the driver can obtain an MTPL policy

Examples for passenger cars

Now let's find out, using examples of model years, whether you need to undergo maintenance in your case.

For a 2021 car

Such a vehicle will need to start receiving a diagnostic card from the beginning of 2025 and undergo a technical inspection every 2 years. Then, from 2030, inspections will need to be done annually.

If the car is 2021

  • here you don’t need to undergo a technical inspection for a new car,
  • the first inspection will be from 2024 and every 2 years thereafter,
  • from 2029 you will need to do maintenance annually.

2019 release

  • accordingly, for the first time - in 2023 and every 2 years,
  • and from 2028 – annually.

2018

  • from 2022 for the first time and every 2 years,
  • from 2027 – once a year.

2017

  • such a car should already have a diagnostic card,
  • but until 2026, technical inspection must be completed once every 2 years, and from 2026 - annually.

2016

  • from 2021 it is done every 2 years,
  • from 2025 – will need to be done annually.

2015

  • Currently it is done once every 2 years,
  • from 2024 – annually.

2014

  • Now it is done once every 2 years,
  • from 2023 – annually.

2013

  • for the current year is done for 2 years,
  • from 2022 – for 1 year.

2012 and older

Such cars are considered to be already 10 years old (remember, we count the year of manufacture inclusive). Therefore, now you will have to undergo a technical inspection annually.

How can I find out when the last time was passed?

If you need to find out whether you even have a valid diagnostic card, and when it expires, then there is a working way to find out. In 2021, there are a number of resources for checking your current card. Here is an example of such a site.

Just enter any details of your car, including license plate number, VIN code or another of those presented. As a result, you will be shown one of 3 inspection statuses:

  • The DK is valid - it means that your car has a technical inspection, and you don’t need to go through it yet; it will also indicate until what date it is valid, and when, accordingly, it will be necessary to take it again,
  • DK is in the archive - this means that your diagnostic card has expired, you need to get a new one now,
  • The DC has been canceled - this is exactly the case when it was liquidated, and here you also need to get a new one.

Previously, it only applied to a number of trucks, taxis and buses. However, the authorities have long wanted to introduce a general sanction for the lack of technical inspection... And they did!

However, it will come into force on March 1, 2022. Its amount will be 2,000 rubles. We are talking about a recourse claim from compulsory motor liability insurance - this is when the insurer, if you are at fault for an accident (and, of course, you have a valid policy), pays everything in full to the victim, but then demands you to reimburse the amount paid.

In the absence of technical inspection, this is possible under the following conditions (the presence of all these conditions):

  • The accident was your fault,
  • at the time of the incident you did not have a valid technical inspection,
  • The cause of the accident is a malfunction of your car.

Please note that if your card expires specifically on any date from March 1 to September 30, then it simply does not expire, but is still valid until October 1.
